A crash in Kershaw County has left one person dead. Highway 601 near english road. South carolina Highway Patrol says a car ran off the Left Shoulder of the road, hit several trees, and caught on fire. The driver was not wearing a seatbelt and was trapped inside. No other vehicles were involved. Richland county could soon step in to rescue pets from hot cars. Tonight, county councilman jim manning will introduce a measure that would strengthen the penalties against people who leave pets in hot or cold unattended cars. Right now, manning says there are some ordinances like that, but he says theyre too broad and too open to interpretation. Mannings motion would also authorize police to break into a car and rescue a suffering pet if the owner of the car cant be found. Its just clear, definitive language to give authority, to give responsibility, and also to let folks know that were serious about taking care of the pets in our county. Mannings measure also spells out the fines for violators. Manning expects the plan will be referred to committee once its introduced in just a few weeks, the circus will be in town againbut some big changes will mean one of its signature acts will soon leave the stage. During last weeks legislative workshop some lawmakers are optimistic though and expect a road repair plan to pass the senate by midfebruary. Others agree it will happen but could take longer. I think that we will and i think theres going to be a lot more appetite in the senate this year for reforms to the dot and because of that, i think theres a very high prospect of getting a bill out relatively quickly and back over to the house. I think that we will and i think theres going to be a lot more appetite in the senate this year for reforms to the dot and because of that, i think theres a very high prospect of getting a bill out relatively quickly and back over to the house. Lawmakers will be looking to determine if the state has enough money to pay for road repairs without a gas tax increase. Tonight, county councilman jim manning will introduce a measure that would strengthen the penalties against people who leave pets in hot or cold unattended cars. Right now, manning says there are some ordinances like that, but he says theyre too broad and too open to interpretation. Mannings motion would also authorize police to break into a car and rescue a suffering pet if the owner of the car cant be found. Four people are facing charges in connection to an Armed Robbery in columbia. Police have arrested Deonte Benjamin for the robbery that happened at the walmart on forest drive on december 26th. The taxi and Limousine Commission says the driver admitted he passed roker by in favor of picking up another fare for racial reasons. South carolina lawmakers will welcome a surplus of 1. 2 billion dollars when they return to work later today. With that, theyll be focusing on long standidi issues, including figuring out how to better Fund Education in our state. The South CarolinaSupreme Court is holding lawmakers responsible for coming up with a plan to improve rural schools and Early Childhood education. With no bills on the issue proposed in 2015, and a court order on the table, the pressure is definitely on for lawmakers. But everyone agrees its time at what point do we stop studying problems and issues and actually do something. For me, thats where i am with the abbeville case. But the will is here and what we have found out over the interim, i think will take us long and far during this legislative session. All lawmakers agree the fix will be one that will cost the state money. We can expect to see how much lawmakers will be spending on schools the week of february 15th.
