It comes after a handover to local forces and marks the end of britains operation, which has taken more than 13 years and cost over 450 british lives. The u. S. Combat mission also ends this year, with nearly 10,000 forces staying behind for training and support functions. The bbcs defense correspondent reports. The british troops, this would be their final mission in years. Ats lasted 13 and at night the first of the last prepared to leave forever. At dawn those still guarding the camp left their watch towers, handing over to the afghans these, the men who have to continue to fight alone against the taliban. Overhead, armed tornado jets kept lookout for dangers, making sure the last were safely onboard. There was one last look for the last man out, carrying with him the union flag. Today helmand became history for the british military. In less than an hour they arrived in kandahar, their faces a mixture of fatigue and relief. Great to be out of helmand . Yeah. Do you ever want to come back here . I dont think anyone ever wants to come back, no. If we have to come back something went wrong, so, no. This was not a retreat. The military called it a tactical extraction. This is the last british soldier of the last british helicopter out of helmand. I feel a mixture its a significant phase of this particular part of the campaign. I feel, yeah, humbled by the opportunity. Handing in ammunition was their final act in this war. British guns will be fired in afghanistan no more. But there is still uncertainty about the country theyre leaving. I think, honestly, the reason why, because i know the enemy they fight in different tactics thats hard to combat. Ive been there and done that and seen my friends get hurt. I know the challenges. 453 of their comrades lost their lives in afghanistan. There is still hope that their sacrifice will not have been in vain. For now, its relief that theyre finally coming home, but there will be plenty of time for reflection. Bbc news, kandahar. As british troops withdraw and the american commitment winds down, a survey carried out for the bbc shows a slim majority, 51 of americans, say the involvement in afghanistan was not worth while. In the u. K. , that number was much higher, at 68 . When it comes to the ability of afghans to defend themselves, 66 of americans lack confidence they could do it without u. S. Troops. Nearly identical to the 64 of brits who felt the same way. I spoke with a former u. S. Ambassador to afghanistan just a short time ago. Thank you for coming in. A pleasure. So a majority of british and American People dont think the war in afghanistan was worth while. Was it . I think it was. Given what happened on 9 11 and the world, the United States leading it, had to do something o remove a regime and it was sponsored by and that was sponsored by and worked in cahoots with al qaeda. Its been a difficult 13 years or so. A lot has been achieved and i think it shows that our leadership both in the u. K. And the united are not explaining to the public the stakes in afghanistan, why we went there, and what has been achieved, and what the strategy forward is. You know, the media covers the negative news from there. You can blame the media but you can also see in that poll people of britain and america are very worried that the Afghan Security forces cant cope by themselves. Do you really think they can . Well, it depends on what we do. I mean, this year actually the british are gone and the americans are going. Well, no. I think the americans are saying they will keep 10,000 troops until the end of 2016, and they will provide air support for the afghans. The brits have have also said they will have some training role continuing in afghanistan, and we dont completely withdraw, i believe that the afghan troops will perform well. But we also have to be engaged on the diplomacy front. But look at the parallel of iraq where you were also the ambassador. Look what happened when the americans left. The place collapsed. Isnt there a parallel with afghanistan, potentially . Well, there is if we totally withdraw. 10,000 american troops going to stop a complete collapse and the taliban taking back Helmand Province . Well, i dont know about helmand, but i think 10,000 american troops, continued support for the afghan armed forces, engaging with pakistan to make sure that there is a reconciliation process that they can support, i am optimistic that the iraqi experience will not be repeated. But if we totally withdraw, and disengage as we did in iraq, then i think that example could be afghanistan is obviously different. What is your evidence for saying you think the Afghan Security forces will ultimately be able to cope and with stand the taliban . I believe that and they would if we stay with them. If we stay with them. The 2016 deadline that president obama has put orward, i think, is a mistake. A lot of people believe given what happened in iraq we need to be open to extending that. By how much do you think it should be extended . Well, i think at least for another five to ten years, subject to the condition. Look, we still have troops in south korea after 50 years. Not really the same. I mean, much calmer. Its much calmer but, yet, their presence of the u. S. Forces has contributed to that calm. There was a period when it wasnt calm. And afghanistan has been through a huge number of problems. There is still interference from pakistan, the taliban were based there, we need to work on the diplomacy front to improve that relationship. So i believe that there is hope but it requires us to remain engaged. Ambassador, thank you very much for joining us. Very nice to be with you. Voluntary home quarantine for 21 days is recommended for people at the high evident risk for ebola infection. They should be monitored daily without isolation. A short time ago i spoke to steven morrison, Senior Vice President and director of Global Health at the center of the strategic and international studies. Dr. Morrison, did these latest guidelines confuse or clarify the situation . Well, hopefully theyre going to clarify and move us back toward some kind of consensual, uniform policy, but it remains to be seen. Things have become very fragmented in the contest between the federal and the ngo outlook versus what some of the state governors are doing. Because the state governor im thinking here of governor christie of new jersey. Right. He could just ignore these guidelines or any federal guidelines and still quarantine nurses and doctors returning from west africa. He could do that, if he chooses to. Ut i do believe youve got now five different governors who took different positions. That was out of a common frustration. They were feeling that the measures, the controls over ngo workers and media personalities and others coming out of west africa were too lax and they were facing circulation of these folks that was provoking panic and fear and forcing them to do massive contact tracing. So thats forced this reaction, which is, in turn, forcing a huge amount of criticism of governor christie and others. You can see the perception problem from the point of view of a politician, but as a Public Health professional, is it necessary to Quarantine Health workers returning from west africa where theyve treated ebola patients . The response is coming from the c. D. C. And others in the Obama Administration is that you can intensify the level of oversight and monitoring of selfregulating, selfisolating people coming out of the region, that should satisfy everyone. And that should manage the risk and there should be a middle ground in which youre respecting peoples civil liberties. Youre not humiliating them. Youre not deterring their motivation to go back and serve because these people rotate in and out on four to sixweek assignments, and they cant be subjected to this sort of forced detention. Were obsessed obviously with whats happening here in this country. But dont we risk losing sight of the fact that almost 5,000 people have died from ebola in west africa and the real issue, isnt it, to stop the virus at its source . Correct. In order to stop it at its source, we need an estimated 20,000 Skilled Health workers, laboratory technicians, to be deployed and agree to do these four to sixweek rotations, which means they leave their homes and their professions. They voluntarily go out and serve and put themselves at risk and come back. And how do they do that in a way that incentivizes them to do that while also not creating havoc when they come back . Do you worry they could be put off by whats going on . Well, they are already put off. The recruitment of those 20,000 is facing formidible difficulties right now. Thank you very much for joining us. The United Nations estimates there are 11,000 child soldiers in the country. There is a lull in the fighting right now as peace talks continue between government and rebel forces. Our reporter has traveled to the Northern Area where boys as young as 8 are recruited. No pupils at this school. Just the guns of the body gaurts of the senior politicians who came here to show us around. Government soldiers fighting in south sudans civil war now sleep here. They are the only ones who study. But months ago it was rebel forces who came here and took more than a hundred boys from heir classrooms. We met one of those boys who well call steven and his four friends, all forced into an rmy as young recruits. When the soldiers came to his school, 15yearold david asked why children had to fight. To defend your tribe, the soldiers replied. Most of the children i saw were soldiers, says david. Paul says he and more than 200 other children were taken to a training camp, sometimes beaten, and given no food for two days. The boys escaped, but theyre now trapped here in a camp with nearly 50,000 others. Weary of war, their homes have been badly flooded. This camp and the terrible conditions here is the product of months of violence, but there were decades of conflict here before south sudan gained its independence three years ago. There is a continuing culture in which boys are often seen as men and are forced to fight. Most boys, sometimes as young as 8, are fighting with the rebels. But south sudans army acknowledges that it has recruited some children. We are aware of 149 child soldiers that have been verified. A much higher figure has been suggested. I dont think the figure is much higher than 149. Maybe the same children are being seen by the u. N. And counted on a daily basis. Here, a dance to celebrate a baby born in this camp. Many americans think hes been an indecisive leader on key issues. Well, he is still fund raising behind the scenes, so at least pay cash. If youre a republican youre probably running tv ads about how buddybuddy your democratic opponent is with obama. You dont worry that your own party isnt very popular. Because at least conservatives tend to vote more in the mid terms. So lets say whatever your party, you win in november. Congrats.
