One of americas leading house officials says the outbreak is unprecedented but can be stopped. The changing face of washington, d. C. A photographer shows us the neighborhood undergoing a dramatic transformation. Welcome to our viewers on Public Television in america and around the globe. The largest christian town in Northern Iraq has been seized by islamist militants. Tens of thousands of christians have fled from their homes after fighters from the Islamic State captured qaraqosh. 50,000 members of the yazidi religious minority fled from the fighters into the mountains. Tonight, the white house has said it will not rule out military action in response. Our correspondent james robbins. They are climbing higher and higher into the barren mountains of Northern Iraq. Are some of the thousands from an ancient religious minority fleeing for their lives. Fromthe militant fighters the selfproclaimed Islamic State, seizing more and more of iraq. This woman says, we and our children ran away to save our lives and left everything behind. Threatened with death by the islamists if they did not abandon their faith, a religion far older than christian or islam or christianity, they face the wilderness. We prefer to die because of thirst and hunger. Rather than change our faith. United nations say their humanitarian teams have rescued some people from the mountains, but most cannot be reached. They are in mortal fear. There are atrocities being committed by all of the reports we are seeing. Are, you know, fearing if they stay behind, they will be killed. These are their persecutors, simplyhters of isis, now calling itself the Islamic State. Their videos promise a complete redrawing of regional borders, and they stormed across much of Northern Iraq since they see that they seized mosul. Peopleght of the yazidi is happening in northwest iraq. 40,000 are believed to be mountain, and iraq being overrunare by islamist fighters. The largest christian town is qaraqosh. It is now reported virtually empty, the entire population of nearly 50,000 have fled. Yesterday, about 100 children mountains because of hot weather in iraq. No humanitarian aid. The Iraqi Government is doing nothing. People are dying. All of this is part of a wider crisis threatening to destroy iraq as a single state. In the oil city of kirkwood, two car bombs killed at least six people. Amid reports that the countrys largest dam fell to militants of the Islamic State, president obama is all of this is part a wider crisis threatening to destroy iraq as a single state. Amid reports that the countrys largest dam fell to militants of the Islamic State, president obama is all of this is part a wider crisis threatening to destroy iraq as a single state. In the oil city of kirkwood, two car bombs killed at least six people. Amid reports that the countrys largest dam fell to militants of the Islamic State, president obama is considering airstrikes, possible aid drops. That would include no combat boots on the ground in iraq. The president has been clear about that. The president has also been clear that any sort of military action that would be taken in iraq would be very limited in scope. Persecuted religious minorities could trigger but stillntervention, somehow, washington hopes iraqs divided government may rescue the country. James robbins. For more on the situation and u. S. Options under consideration, im joined by James Jeffrey who formerly served as u. S. Investor to iraq. This Islamic State running through Northern Iraq, persecuting religious minorities, kicking over a dam how should the white house respond . Airstrikes are part of the solution. Right now, we have an offensive force moving across terrain militarily and defeating armed forces that are basically allied with us. Without american support, logistical support, weapons, but most importantly airstrikes, isis is going to get stronger, and sooner or later, we have to confront them. It is better to confront them now and we have allies who havent been defeated. Do you think the situation is so urgent that the white house wait . Afford to the American Government can always wait. It always has that option because the danger isnt imminent. We also have on record, the 9 11 the American Government can always wait. It always has that option because the danger isnt imminent. We also have on record, the 9 11 report, if we wait and see if it is a threat. We dont want to see the smoke over new york again. Does it surprise you that the Islamic State seems to be making great waves in territory and really combating the kurdish fires fighters . The kurds are fighting on along front. These areas are relatively isolated. It was very hard for the kurds to defend them, even back when i was in iraq. They havent really pushed into real majority kurdish territory, and i think youll find the kurds will fight harder. We shouldnt underestimate the strength of isis. Every time they win a battle against the iraqi army, they get more recruits and more money from the region. They are going to be harder for us to fight. You left iraq as ambassador two years ag are you surprised by the deterioration . There always a risk was a risk that if we did leave, the country would deteriorate, but it was in relatively good shape. Interestingly, the constitutional system is Still Holding up. They have managed to elect a president from the kurdish group. They have elected a sunni arab as speaker of the parliament. That theyhese be will find successor to Prime Minister malki. What has collapsed as the military situation. Agohe u. S. Said three years that iraq was stable and sovereign and selfreliant. That hasnt turned out to be the case, has it . It was about 60 stable, sovereign, and selfreliant. Nobody could have predicted what happened in syria and the rise of isis, nor could we have predicted that Prime Minister malik he was going to turn out as bad as he did turn out in terms of alienating the kurds and sunni arabs. Rank you for joining us. The u. S. Secretary of state john kerry is in afghanistan on an unannounced visit to lm political tensions. The countries to president ial candidates remain in a dispute over the general election results. His arrival in kabul comes todays after the killing of an erican general by an afghan soldier. In washington, the head of the centers for Disease Control and prevention of. Before lawmakers, saying the current ebola crisis was unprecedented in a number a number of ways. So far, more than 930 people have died from the virus. Liberia has declared a state of emergency. For more on todays hearing, i spoke with director tom friedman from capitol hill just a brief time ago. What action have you taken in response to the Ebola Outbreak . The centers for Disease Control and prevention is surging our response. We will put 50 Disease Control experts into the affected countries in the coming days, but this is part of a multinational effort that includes the World Health Organization, other governments, and most importantly, the affected countries themselves. Those affected countries, are you confident they have the resources they need to fight this outbreak . There are definitely more resources needed. We are not ahead of this, particularly in liberia and lagos. We have significant problems. We need to increase those of those management Emergency Management services. There is one key thing to know about ebola. We can stop it. We can stop it by triedandtrue Public Health measures. What is it that the countries getting, they are not and how long will it take to get it to them given that this is a Public Health emergency . We are working along with the World Health Organization and other partners to surge resources into the area rapidly. Fundamentally, you can stop ebola by finding that patients with it, isolating, caring for them, finding their contacts, tracking their contacts for 21 days to see if they get fever, and if they do, isolating them and finding their contacts and preventing it by two shortterm issues and one longterm issue. Infection control in hospitals the longterm issue is reducing exposure to bushmeat. People in africa are hearing about this experimental serum being used on patients in the u. S. Is this something that could be used in africa . There are a lot of misconceptions. There is good support for ebola, and it saves peoples lives. If you are sick with ebola, you should go to get health care. You can get fluids and antibiotics. That can save your life. It can cut your risk hermetically. Facilities that are being established in the four affected countries the idea of the secret serum the u. S. Has, are you withholding it from west africa, or as its in play not ready to go there . There are two problems. First, we dont know if it works. It might help. It might hurt. It might have no impact. Second, there is hardly any of it available currently. We are looking everywhere. I want people to get distracted by that. Even without treatment, we can stop ebola. Even without an experimental drug, we can help save a patient with ebola. Good, core, basic medical care provided to patients in the region. That is how we are going to save more lives. That is how we are going to turn this around. Thank you very much for joining us. A verdict could be weeks away. Andrew harding, bbc news, pedroia. Pretoria. Today, moscow banned most of food imports from the west in retaliation for sanctions. It comes as natos secretarygeneral was in kiev, calling for russia to pull its troops back from the border. With thomas spoke pickering who formerly served as the u. S. Ambassador to both russia and the united nations. Ambassador, we have nato chief on moscow to pull its troops back from that border with ukraine, but what if russia just ignores that, as it seems to have ignored the sanctions so far . It is quite likely, the buildup we have seen, some 1215 battalions of combat forces, it doesnt auger well. There is a deep concern that perhaps peacekeeping may be a pretense for moving people in. If you look at the maps, probably one third of the area of the separatists have held has been retaken by ukrainian forces, and so we are in some point perhaps where decisions might be made. They would not auger well for the relationship between the u. S. , europe, and russia. Do you expect that russia might send its troops in, saying this is a humanitarian intervention . Ukrainian troops are making some advances. We have learned not to predict mr. Putin. I wont. Ive it is entirely possible they may try to take such a move. It would be, in my view, terribly strategically wrong. Once again, they will add to the continued effort on the part of everybody, who now distrust mr. Putin entirely, to do business with him, to cut him a lot of things, to isolate russia. If that step was taken, what would the white house have to do . The white house would have to decide where they go next in terms of further squeeze and how and in what way they keep in tinect a firewall between pu in theng himself International Community to do with problems, which is something he would like to be engaged in. He wants to be seen as a big player at the table. Sanctions go into effect, russia been in the imports of food . A combination of Russian Consumers and europeans and the u. S. We probably are going to feel the pinch to about 1 million worth of trade, which is not peanuts, but it is not a huge blow. Edward snowden, we learn he is going to be spending another three years of residency in russia. Is the timing of it a coincidence . I think it is. I think perhaps his visa ran out. There was an old russian joke first prize was two weeks in moscow. Second prize was one week in moscow. [laughter] what about enterprise . To you, with all of your experience with the cold war, that we are getting in the freezer that . We have seen the elements of that, and i think everybody would like to see a way they could avoid it. That will require, in my view, considerably more attention to things like repairing the ukrainian economy, opening the door in a serious way to fair treatment of all ukrainians, giving perhaps mr. Putin an opportunity to walk through a door, which at the moment doesnt exist. Ambassador thomas pickering, thank you for joining us. Yesterday, we told the story of washingtons remarkable transformation from murder capital of America Fighting boomtown. Broaderval is part of a trend that has seen more americans abandoning the suburbs in favor of city living. For more on gentrification, lifelong washingtonians worry about what is lost in the process and who gets left behind. Tonight, we hear from a Community Worker and photographer michael horsley. Washington at that time was a pretty rough place. Drugs and the murder capital, things like that. I would wander the streets, alleyways, taking a lot of interesting photographs. Things that i saw that looked like they were in transition or from another time. We dont know if it was a change for the good. To change for the people, or is it all for moving people in . I love change. Somebody who has been there 20 years, 30 years, we dont want them to be afraid somebodys going to push them out. When you push people out, where are they going to go . Like many cities, ive heard the same thing happen people refer to manhattan it has lost its soul somehow. For me today, the city is kind of artificial on that level. Although i like the restaurants, the bars, the economic activity, i dont want these buildings to be torn down. I want them to be renovated and fixed. On the other hand, i dont get the same edge that i require as a working artist. I have moved my energy and my vision and my viewpoints somewhere else. Some people dont even have their next meal. The government is cutting off everything. Ou can come here i see them getting bread, eggs, sometimes meat, milk, canned goods, fresh vegetables. They make sure everybody here has it. That is excellent. How can i hope you . This is my community. I went to school here. My mom went to school around here. You are so welcome. [indiscernible] i was depicting the nonfederal washington, the washington that was known as chocolate city, the washington d. C. Or thecalled District Court district of columbia, not washington, d.
