The Johnston City council will do the same tomorrow afternoon. Last year the company had 25 billion dollars in sales worldwide. At the same time, though, it missed its budget growth targets and has delayed bonuses this year to account for that. The company is currently merging with delaware based dow chemical. While the state prepares to give money to a multibillion dollar company, a new report shows iowa deficient bridges. T he american road and Transportation Builders Association says there are five bridges in our state. That equates to 20percent of all bridges in iowa. That is the fifth highest percentage of any state in the nation. Reducing the rate of recidivism in iowas criminal Justice System was the focus of a meeting among iowa lawmakers and organizations today. Recidivism refers to a persons relapse into criminal behavior, causing them to reenter the system. Lieutenant governor kim reynolds and iowa lawmakers heard from a panel of speakers on how the state can work to reduce the number of people reentering our prisons. Channel 13s Reid Chandler was at this panel and joins us in iowa leaders heard from a variety of voices today on this issue, including a former convict and a Mental Health specialist. One doctor told the room that National Research shows when States Invest in programs to keep people out of prison, those programs work. Nationally, twothirds of individuals released from our state prisons are expected to be rearrested, re convicted, or reincarcerated. About 51 percent of those will be incarcerated. And one could sort of look at that timespan and think, boy, our economy has changed, so many things in our society have changed, maybe this is an invariant factor that just really cant be changed. But the evidence shows otherwise, the evidence shows that when we use research we can find those programs that can work. 01 36 part of todays panel included an update on iowas prison system and what leaders are doing on the ground. The director of the Iowa Department of corrections, group is working to reduce the number of inmates in state prisons to under eight thousand in the next few months. For the past few years, that number has hovered just over eight thousand. The importance of easy access to Mental Health facilities was another strategy discussed. The most emotional testimony from the panel came from deb theeler, who spent 52 months in a state prison in 1999. Now she runs five halfway houses, helping others in her shoes, and says more programs need to instill hope and positivity in recentlyreleased prisoners. Around noon a truck carrying candy bars burst into flames on highway 18. After dousing the flames, a tow truck had to be called in to remove the trailer full of melted chocolate. However the candy proved to be heavier than the truck driver thought. And the truck tipped over across the road. A second larger vehicle had to come in to clear up that mess. The Iowa Economic Development board holds a meeting tomorrow morning, where they will discuss Financial Assistance awards for Iowa Companies including dow dupont in johnston. Marketing and Communications Director tina hoffman confirmed the company is applying for the High Quality Jobs Program. The Johnston City council has also planned a special session tomorrow afternoon where members will consider the approval for the application of that same program. The High Quality Jobs Program is administered by the ieda and provides tax incentives to eligible businesses that meet job creation and Capital Investment requirements. Many city and state leaders have been hoping that dowdupont chooses to station its agriculture headquarters at the pioneer plant. And when coupled with a possible program that requires the creation of jobs, it could point to tomorrows meetings as a positive sign for johnston and its employees.
