You may remember the scandal last year, in which former state employees were paid hush money. It prompted former department of Administrative Services attorney ryan lamb to quit his job. But tonight hes back under the microscope. Aaron brilbeck has the story. Its a case where the state governments rule makers. Were the rule breakers. Because of a whistle blowers tip, the state Auditors Office looked into the department of Administrative Services. Thats the state agency that manages government operations. What the audit found is that a former top attorney in the Branstad Administration was not qualified for the position that he was in. And was paid 22thousand dollars more than he should have been. Attorney ryan lamb left his job last year after a scandal involving secret settlements paid to former state employees. Essentially, hush money was given to employees with grievances. The auditors report shows lamb in the Army Reserves as a lawyer. Even though he should have only been paid for 30days. There was no notice of a military leave in the persons employee file. That led to us questioning the rest of the time sheets for this particular individual. And lambs time sheets, according to the state auditor, were fudged. In this case at the time of employment the employee had only signed off on one time sheet. The rest of the time sheets were signed off by an individual that had duel control. The state requires the employee and supervisor to sign off on the found lamb had no resume on file. Thats what caused us to look a little further and thats when we discovered that the experience requirements for this particular position, attorney three, you need to have five had only been licensed for a little over three years there was no way you could have that five years of experience. Theyre no longer employed by the state of iowa. What they had done is inappropriate and we just have full confidence that moving forward we arent going to have the issues that we had with the department of Administrative Services. This is definitely a unique situation but since it came to our attention we did have to report on it. Unique in that they make the rules and broke their own rules . Right. Quite right, yeah. The Attorney Generals Office tells us they just received a copy of the report, so its too soon to say what action, if any, will be taken. We did reach out to lamb. He did not respond to our request for a comment. The department of Economic Development is also raising questions with its recent corporate hand out. This morning the Department Awarded kraft heinz fiveMillion Dollars. The company is in the process of closing its davenport plant and laying off hundreds of workers. The money will help the Company Build a new plant. One without any job guarantees. Theyre able to get a state of the art facility and though none of us really know what that will mean at the that theyre going to have a presence here going into the future while the department doesnt know what that will mean. Kraftheinz says the new plant will involve 475jobs. Thats 9hundred less than they currently employ. The layoffs will likely begin next year. And lessexperienced employees will likely be the first to go. I wouldnt want to be them, i feel sorry for them, but its one of those things, one of the business things. In addition to the fiveMillion Dollars from the state. Kraftheinz is also in line for another 10Million Dollars from the city of davenport. The decision to hand out the money to a multibillion Dollar Company comes as state leaders are warning about falling revenue. Just last month the iowa revenue estimating conference predicted iowa would take in 121 Million Dollars less in tax revenue than originally projected. That estimate does not include a rule change increasing the number of tax exempt materials used by manufacturers.
