[ female announcer ] anti-breakage from pantene. hair so healthy it shines. the latest claim of police abuse in north chicago ... may have video to back up the allegation. the dashcam video from a fatal police shooting in 20-10 was shown to the city council last night. it showed north chicago police officers shooting and killing michael french. officers claimed he tried to back over them with his car. but some say the video shows the car was stopped ... and then rolled back in neutral on its own. people in north chicago now want illinois attorney general lisa madigan to step in and investigate the town's police department. three years ago, a special investigate the torture scandal surrounding former chicago police commander jon burge. today, that commission will refer its first case to a judge. then, members will clean out their desks, because the commission lost its state funding. of all the claims of police torture, the commission found five cases credible enough to go to trial. four other cases were rejected. oak park has a new plan of attack... against its pigeon problem. village leaders were considering euthanizing the birds... living under the marion street train viaduct. that's near the downtown shopping district. but at a meeting last night they gave up that idea. instead, they will use a netting system to keep the birds away. country club hills will have to find a new way to pay back cook county... roughly seven million dollars. the southtown star reports the town offered to repay the county over five years. but the county turned down that plan, and wants the money in *ten* days instead. back in october of 2010, country club hills took out a bank loan because the county was late in paying its property tax revenue. once the town got the loan the county then paid-up. aldermen say the money was spent on services. after almost a year of negotiations ... teachers in elgin area school district u-46 have a new contract. last night, the school board voted to approve a new contract through the 20-14 school year. the teachers union approved the deal last week. under the new agreement... eligible teachers will receive a salary increase between two and 4.5 percent. your com-ed bill is going down. the illinois commerce commission ruled last week com- ed must use a new formula for setting its rates. so your bill will inch down about two percent this month. it's likely to be the last drop for a long time. rates are set to rise next january, as com-ed begins a decade-long upgrade to its electrical grid. stay with us, jim ramsey is next with the full forecast.
