With North Korea now we're in a sort of rotten place but not totally scary so if you've got a horrible regime at least we're talking to them at least the administration is pressuring the more reactionary parts of the regime versus the less reactionary there are some parts of the regime that apparently want to make some sort of deal so at least we're kicking the can down the road at least Georgia being better than war war and so I think Trump is ready to engage and frankly he was right to walk away and so I can't give him to blow marks on this I think it's better than where we were Susan Trump did seem to manage the seemingly impossible bipartisan consensus that a this summit flopped and b. That might not be about thing right that sound of relief here in the beltway was palpable and it really was pretty bipartisan I think relief that no bad deal was correct that it you know deal is better than then bad deal that being said I do think that analytically we're capable of walking into income at the same time and just because President Trump didn't make a bad deal with North Korea just because I think most people in in both parties do agree that talking even fruitlessly is better than threatening nuclear war that doesn't mean that this was an enormous embarrassment for the Trump evisceration and I think for the United States the president has reinterpreted. To mean humbling the United States before. Young dictator who by the way ordered the killing of his uncle and his half brother and to hear the president of United States speak in such terms such glowing personal indorsement terms about one of the world's worst violators of the rights of all kinds I just don't I don't see that as a win for the United States let me turn you both to Michael Cohen and the testimony that really dominated the agenda here in Washington this week Susan years from now will we remember this testimony as as a footnote or the moment that wins shifted or is neither of the above you know it's interesting I started out the morning of the Cohen testimony re reading the coverage. Residents are required to register with the Selective Service once they turn 18 late last week a federal judge declared that exempting women from that requirement violates the Constitution's equal protection principles this does not yet mean women will have to register N.P.R.'s David Welner reports on what happens next in his ruling u.s. District Court Judge Gray Miller did not tell the Selective Service System to stop requiring all 18 year old men to register the Houston based judge simply rejected the arguments that agency had made for limiting that requirement to men there really is no more excuse to only require men to register That's Mark Angelou He's the lawyer who sued the selective service on behalf of the National Coalition for men a group that advocates for what it calls men's rights he also serves as its board's vice president and she says since women are now allowed to serve anywhere in the military including combat positions there's no longer a plausible argument for exempting them from the obligation to sign up for a possible draft we take no position on whether there's sort of Shouldn't be a draft or even on whether or not women should be in combat our concern is that if there is a requirement to register and women are allowed in combat then woman should share the same responsibilities as men because we equal rights comes equal responsibility Angeles he says he may now seek a court injunction to halt the male only draft registration the Selective Service has yet to file an appeal in this case in the meantime says Selective Service legislative liaison Jacob Daniels it's business as usual things continue your selective service they have in the past which is men between the ages of 18 and $25.00 are required to read source Selective Service at this time tell we receive guidance from the court or from Congress women are not required to register for Selective Service the Selective Service unsuccessfully argued that the court should post. News I'm Ari Shapiro and I'm Mary Louise Kelly today Chicago officially began its journey of overhauling its police department under the watch of a federal judge and an independent monitor the massive plan comes after years of complaints about police brutality from residents of mostly black and Latino neighborhoods for many the video of a police officer fatally shooting a black teenager in 2014 was the last straw now Chicago joins more than a dozen other cities where consent decrees are forcing police departments to change N.P.R.'s Cheryl Corley reports it was just 2 years ago that the Department of Justice issued a blistering report calling the Chicago Police Department's use of force excessive and racially discriminatory soon afterward Chicago police issued a new use of force policy info sizing the sanctity of life and started holding training sessions. At the police training academy officers looked at videos of real use of force encounters and talked about what could have been better now under a consent decree there are many more changes in store for example the department must create a monthly report about the use of force incidents it bans police from using tasers on people who are simply running away the agreement also expands mental health services for police including an initiative for suicide prevention a big concern recently at the Johnson issue Congress police superintendent we've known about this consent decree for the last 2 years so we're prepared mentally to have to deal with it as a matter of fact the consent decree will make us better we say bring it all and listen down to business there are 14 other law enforcement agencies in the country getting down to business the police department and Ferguson Missouri is one of them a fatal police shooting there sparked nationwide protest and help spur the black lives matter movement activists Felicia Pulliam says progress under the consent decree is mixed you know I would have to say that I've seen. Some incidents of proof that there is a lot of resistance to a new practice of policing a new way of policing the community from some police officers Seattle mayor Jenny Durkan says it's a different story there after 6 and a half years of operating under a consent decree a federal judge said in January Seattle's police department was in compliance we still have a disproportionate amount of force being used against people of color that we think we need to look at more carefully but there has been a sea and cultural change well it was very frustrating from the beginning and Richard O'Neal was Seattle's police union is still critical the incentive to get out and be a proactive officer I think has been damaged and something the city cannot deny anymore is that we have had a real hit in recruiting retaining officers that's a problem nationwide even in departments without decrees Chicago officials and community activists say they study the consent decrees in other cities Sheila Betty is an attorney with the MacArthur Justice Center she represented activist and community groups in a successful fight to allow them to have a direct say and overseeing the court ordered reforms she says that's uniquely different from other consent decrees there are very specific ways that police in Chicago abuse their power and it was critical that this consent decree could not just be imported from Seattle for example that they really address that that particular harm that Chicago communities face the federal judge overseeing Chicago's police reform plan says it's an important step in the city's ongoing effort to repair the damaged relationship between police and resident He says it's no magic wand but it is a beginning Cheryl Corley n.p.r. As he said and he feels like it's very stereotypical to have this angry black woman but for many people it also reminds you of your grandma or your auntie you know those people who say whatever they use their age today or managed to be able to you know her she wowed or let you have it and it's just a very divisive character because on some levels it's very historical but on others it feels very stereotypical. News I'm Mary Louise Kelly and I'm Ari Shapiro the late pop star Michael Jackson is the focus of H.B.O.'s new documentary leaving Neverland It includes graphic descriptions of child sexual abuse and for that reason the conversation are about to have may not be appropriate for some listeners the 4 hour long film centers on interviews with 2 men and their families James safe Chuck and Wade Robson both say that Jackson sexually abused them for years beginning when they were children Jackson always denied similar accusations and in 2005 he was acquitted after a trial on The Last Station charges here James safe Chuck describes a kind of code he and Jackson had when they were out in public together myself or Michael would scratch each other here on the palms of your holding your hand and that meant. Mike you are thinking of them sexually for many years Jackson posed as this innocent lover of children and we wanted to make it absolutely clear that what happened was sexual activity without any doubt whatsoever That's filmmaker Dan Reed he worked on this film for 3 years and when we spoke I asked him if he ever doubted the stories that safe tracking Robson were telling him I approached their stories with a good deal of skepticism I mean this is a story that attracts a lot of controversy and. You know the go to tactics from the estate in the Jackson family has always been one of these people are lying for money and so with that re my years I certainly took her a good while before I let myself really begin to embrace and believe what would engender telling me the Jackson family is not in your film but they have been speaking about it or they said they haven't watched it Marlon Jackson Michael Jackson's brother was on c.b.s. This morning and here's something that he said about you so he took what they were saying to face it I guess is to be true but I think it's just it is but which is nothing wrong with that but you know is there 5 Dan Reed How do you respond to that well my answer is simple is that I did verify you know I did a huge amount of work on my team did a huge amount of work digging into the 993 and the 20032005 criminal litigations against Jackson by the l.a.p.d. By the Santa Barbara Sheriff's Department splits investigators would have the documents we found nothing that contradicted and we found the corroborated Wayne gentle story specifically we're talking about something that the Jackson family has already accepted I believe which is that Michael spent many many nights in the company of little boys they had little boys in the bed all the time I don't think the family denying that now what we're looking at is what happened once the bedroom door closed just to be specific you refer to little boys Wade Robson says he was 7 years old when the abuse started and James safe Tuck says he was 10 years old yes so I mean 7 is very little indeed is meant to be in a sexual relationship Michael Jackson was the biggest celebrity on earth and at one point. James safe Chuck talks about the extraordinary peel of this man who had been on his t.v. Screen virtually since he was born he's the biggest entertainer and he's a creative genius and that creative genius thinks that you're special. What's not to like. How does the nature of fame and celebrity factor into what happened here I get asked this a lot and it's an interesting question for these times isn't blind devotion I think for many years Michael was so famous and so dazzling such a star in the firmament that it was almost impossible to think anything bad about him and you know I think people completely lost their ability to think critically and that goes for James and Wade's mothers too they were dazzled They were star struck and you know they let their little boys sleep in Jackson's Bad night after night didn't think twice about that so this film is coming out 10 years after Michael Jackson's death post me to post surviving our Calley do you think there is something about this moment that makes the from possible that might not have been possible 2 or 5 or 10 years ago now we could've made this film when Jackson was alive I believe the testimony in it is that strong it would have stood up in court to me to movement erupted while we were in production and it did play a part actually in Wade's mother's decision to take part in the film she felt like you know the time has come so I think we're blessed with a kind of a gathering momentum behind the idea that we should listen to the people who say they've been sexually abused whether they're women or children or men and I think this film expands the me too notion into the area of male rape and the rape of children and it's amazing to be part of that and to feel part of that but I do think we could've made this film earlier I think it's it has a powerful validity that transcends this moment friends are asking me whether they should watch this film and I'm honestly torn as to what to say because however important and well made it may be it is explicit and painful and can be really difficult to watch so why do you think people should choose to spend their time with a story. I think this is a really important story to get out there because as well as being Wayne James a story it's also the story of grooming how grooming pedophile tore 2 families apart it happened to be Michael Jackson it could have been the uncle or the guy down the street or any trusted family member and it's about that terrible abuse of trust and it's about the dynamic of grooming pedophilia where you know there's this deep connection and this deep attachment forms between the abuser and the child and that's something a lot of parents don't understand some of the a lot of people out there don't understand that's why everyone is like yelling at Wade saying wait a minute you know used to the witness stand you defended Michael Jackson in 2005 and now you're saying completely different thing and why should we believe you when you know way stood up there and he wanted to defend his close friend and the man who had been his lover for many years and then many years later when he had a son of his own he realized that the whole relationship had been abusive one so you know I want people to be able to watch this film and understand child sexual abuse a little bit better I think that's important for parents and it's also important for people who've been victims and might see waves and James's courage and might be able to break their own silence you know and that's the horrible thing is that children are sucked into this contract of silence through shame through fear through love and they don't dare to break it off until many many years later I think you know the average age of disclosure is something like you know late forty's or early fifty's when James you know head of the gang and that the way the word love dovetails with this abuse is so complicated because at many points throughout the film the Central Figures Wade Robson and James safe Chuck describe love for Michael Jackson and out loud seems reciprocal You know it's very clear that they are being abused how does that work itself out how do you reconcile that well that's the contradiction at the heart of this film and it's the the complexity that drew me into wanting to really tell this story which is that in an abusive relationship there is both love affection mentor. Friendship caring and there is sexual abuse and those 2 things Koenig's ist and that's really difficult for all of us to wrap our heads around in or in but we have to understand it otherwise will never understand child sex abuse will never be able to keep children safe which is the most important thing that I think people could get from this film.
