It does. In a very busy part of the city on a friday, especially. Dozens of people who helped to try and help the victims. This played an active role because at one point, when this collapsed water rose to the point where just the top of the higher hydrant was visible from sky fox overhead. Look at this video, and you can see at least one person will be down on his hands and knees as it goes by here.
