Reporter back here at the family dollar, sheriff judd says the detectives asked mann this robbery. Mann telling him he dropped the cell phone as he was running away and it broke and he threw it in the trash can meaning someone died over nothing. This is just awful. And candace, in the case where it was a fatality, we know the victim even pulled his own gun right . Reporter yeah, he got out of the car with a shotgun and before he could even fire it off, we are told that mann fired his weapon, striking that victim in the face and killing him. All over a phone. Much. And during that same press conference, we learned more about the deadly officer involved shooting in lakeland. Polk Sheriff Grady Judd says the man who opened fire on officers has died. 32yearold Francis Perry had a long rap sheet. The sheriff says he refused to roll down his windows during a traffic stop leading to that exchange of gunfire. Taxpayer dollars wasted . Tonight, mark is on it because you paid for it. Reporter keith, if in Saint Petersburg, you paid hundreds of millions of dollars over the years for the right to stay dry in your home. Drive on streets and flush your toilet without worrying about it going into tampa bay. You paid for it, but what did you get for all of that money . Cigarette was all the way up. Reporter Robert Stewart is sick and tired of soggy parks, streets, and neighborhoods in the city he has called home 55 years. How long has it been flooding . Reporter stewart spent 27 years on patrol here as a street cop. You drive through some of the places where there are impressions in the road. Reporter the flooding we witnessed last week is nothing new to him. Especially around lake mcgory. You pay a storm water fee every single month. What does that buy you . Looks like we are not buying too much. I would like to find out what we are paying for. R the sales tax raised nearly half a billion dollars since 1990. Most of it spent on flashy projects insteed of sewage and drainage. You dont get to put your name on it. You dont have a fancy ribbon cutting. Reporter we estimate the storm fee alone has raised 200 million over 25 years and that is exclusively for drainage work. What has that bought them . In a lot of cases, all it it was at. Reporter it is an honest response. Obviously, we are not staying above water right now. Reporter but the wrong one for homeowners like daphne davis. We need someone to come out, open the drainage system, and get this resolved. Reporter here at the davis home, they cant even open the front door wide enough to let in guests and the floor is buckling because of all the water that is still underneath their house. Should somebody be fired for allowing thing to get to this point . It got to this point from a lot of years of in some ways inaction, different priorities the different administrations had. Reporter the mayor says it is near the top of his list now, but first off, is a 58 million fix for the citys overloaded sewage system. You know, the one that just dumped 20 million gallons in the tampa bay . The mayor say it is city need to come up with a master plan account climate change. And then, find a way to pay for that. You know, you put up with a lot as a taxpayer. The storm fees, you pay that. The penny for pinellas. But when sewer starts coming theres a line. This is it. Sounds like you may have another. Because you paid for it coming up. Reporter you can bet on that. The mayor says it will be paid. And the city taxpayers cant do it alone. He needs state help. Federal help. Reporter yeah, stacie, as a matter of fact, we have just learned moments ago that it may be much more than 20 million gallons of untreated sewage going into the bay. That figure may be much higher that story coming up. We apologize. We are obviously having some technicalits with jeffs stories. People left by boat at the sun coast village. The county lifted the recommended evacuation. That means residents returned home. But home to what . Many seeing flood damage inside and their belongings damaged. The water came out. We had a footandahalf of water. Things just tipped over. You know. It was crazy. There is no place to put anything in that point. Family photos. All family photos. Documents, legal documentation. Health records. Stuff like that. The Parks Management tells newschannel8 it has an engineer fix to prevent another major flood. A bradenton mother was shocked to pick up her son from day care only to find horrible bite marks all over his body. She took photographs of the bites on his legs, arms, face, and back. During hurricane hermine, millions of gallons of partially treated waste water and Saint Petersburg City Council Just found out moments ago, as of this hour, that discharge is still going on. The gulf port arena is picturesque. Take a closer look and you may not want to go in the water here. Signs advised people the water is contaminated. Dont play, swim, or fish. We are a waterfront community. Where we cant utilize the resources that we have. We cant kayak, we cant go to the beach. Reporter barbara is a small and isnt happy that the city of Saint Petersburg allowed partially treated sewage into the water during hermine. It happened last august, now it is happening again. It is very, very disappointing. Reporter the city Council Learned for the First Time Since the storm just how bad the problem became. In the southwest, the basin. Sierra club says the release of sewage water is a setback for the environment. It is stinky, it is a health risk. Aset back after years of improvements. If they have to continue to release dirty water, sewage water into tampa bay, then we are going to lose the bay. Reporter yeah i just spoke with the head of public works for the city of Saint Petersburg and he cant even tell me right now how many millions of gallons of partially treated has been discharged into the bay so far. Call me overly curious here, but why not . Why dont they know . I would think you would want to know that. Reporter yeah, thats kind of a crucial figure. As a matter of fact, they have to make a report to the dep later about it. He told city council they cant put a number on it because they had to bypass the meters in order to treat more waste water.
