Dirty. People started crying. Started screaming. Reporter it happened during rush hour. Just before 9 00 at one of the busiest train stations in the new york area. Passengers say a new Jersey Transit train approaching its final stop never slowed as it entered the station. He came in at a high rate of speed, went through the bumper block. Through the air, took the ceiling out. It was horrific. It was an explosion of concrete dust. Electric wire. We didnt see anything because the lights we we just felt, it was more than a jolt. Everyone was thrown to the other side. Reporter 250 people were on the train. One woman on the platform died when she was hit by debris. More than 100 were injured. Police and passengers raced to help as the walking wounded made their way to safety. A couple of people were buried under the rubble. Somebody picked me up and passed me to somebody else through the window. Reporter investigators wrong and if the crash could have been prevented. The train came in at much too high a rate of speed, the question is why is that . Reporter the nfsb is here to answer that question. Tropical storm matthew was officially upgraded to hurricane status this us now on the latest on what we know. Reporter the intensity has not changed much since 2 00 when this was upgraded to a hurricane. It is over the warmer waters of the caribbean and could strengthen a bit more. Look at the satellite and where it is located. That is a familiar spot now in the eastern part of the caribbean. South and southwest of puerto rico. The big red blob basically is the cooler cloud top on the infrared satellite imagery. It will nt track here for the short term. Hurricane Hunter Aircraft getting a 91 miles an hour wind gust out of this system earlier today. And, part of the reason it was upgraded so it is definitely a healthier storm than it was 24 hours ago. Relative good conditions. Quite a bit of wind shear here. You can see a category 2 hurricane in this at 2 00 p. M. On monday. That final position, about 400 to 450 miles southeast of miami with 100 miles an hour winds. Now, this likely can change. The models will shift one way or the other. And you can see why. The Spaghetti Models tend to change a little bit over time. You can see they are still east of florida but shifted back west toward the peninsula. We will continue to watch it and certainly if it continues to gain strength which it is forecast to do, it will be much more interesting. We will continue to watch it. Thank you steve. Thank you. More than a billion dollars in federal money has been approved to fight zika. The measure passed last night government funded through december. So now, 8 on your side want to know how the money will be spent and what the heck took so long to get this approved . Newschannel8s rod carter joins us now live and there are plenty of lawmakers frustrated by the delays. Reporter yeah, they really are. A lot of that money is going to go toward research and the folks here at usf are hoping that it comes their way. In fact, they already have at least one proposal in the for this thing to pass and it finally did. At the university of south floridas Mosquito Research lab, work is underway to study these tiny pests to find a way to fight the zika virus that some of them carry. They havent had any money. Reporter dr. Thomas is hoping that some of the 1. 1 billion Congress Approved will flow their way to fund at least three studies to try to understand the zika virus and how it spreads. The money is opening up so we are fairly optimistic that we will be able to start many of these going. Reporter studies that will look at how the virus is transmitted sexually. Now it is pretty much assumed that everything, the most important mode is vector borne transmission. But there is evidence for sexual transmission. Reporter it takes dollars to get anything done. Before now, there werent any. But Congress Finally passed the zika funding bill but it took a long time to get it done. It took too long. The good news is we got it done. Reporter representative jolly tells me this money is the bulk of it, 394 million for Mosquito Control and surveillance and 397 million for vaccine and diagnostic development. They are also prepared to approve more money which if history prove itself, is easier said than done. How are we going to get it done . It took forever to get this done. I think a lot of the issues got litigated. Cooler heads have prevailed. We were fairly united in a bipartisan way. Reporter in the effort to try to get the funding so this money will betive i haved up in a lot of different areas. But one area that will get a huge chunk of it is puerto rico. They will get 100 million because they have had such a problem with the virus. Rod, what about us . How much will come to the bay area specifically . Reporter that is a very good question. And it does not really have an answer to be honest with you. We are still trying to figure out how much is going to come to bay area, but a lot of i can imagine. Rod carter live for us in tampa. Authorities in townville, South Carolina revealed a voluntary firefighter confronted the gunman and held him on the ground until Police Arrested him. That firefighter, jamie brock, says it is the teachers and principal who are really the heros here. Elsewhere, where it hasnt rained temperatures are nice and warm. Quite a bit of dry air aloft. But also a surface front here where showers and thunderstorms can develop. Much quieterwet tore the north. Deeper moisture to the south in the bright green indicates that is where the instability and the temperatures are helping to create the showers and the thunderstorms. The warm temperatures. Front to the north as i mentioned, look how quiet is in places like georgia. In case you missed this the top was a Tropical Storm yesterday. But now a hurricane and the forecast track puts it about 400 to 450 miles southeast of miami. The cone of air would include portions of the east coast with this current forecast. We will see how that changes over time and this likely will change over time. Visible satellite imagery shows a much more well organized system from 24 hours ago. Outflow kind of racing on ahead. Moving quickly off to the west for the the euro model forecast, very warm waters in this area. Interaction with land could help to temporarily weaken the system good for the bahamas and portions of the east coast of florida. The jet stream, the dip in the jet stream the trough. And the weakness in the atlantic high are playing a part in steering this thing to the north which most computer models are doing. The wrap model continues to pick up on a few showers moving from west to east. You can see in the Early Morning hours. Cant rule out the slight possibility of seeing a shower is exactly ha the computer models are suggesting. Like we have seen the past couple of days in the westerly flow, it is fairly typical to see a shower before the noon hour including potentially for the morning commute. Then, in the middling of kathys life changing agony, she could not get approval to have toms body cremated because his doctor refused to list a cause of death on his death certificate. Nobody was communicating with each other. Everybody was thinking about themselves. Not thinking about the actual situation. And. You know, luckily, with you everybody was cooperating and talking to you and getting it done. Reporter with nowhere else to turn, kathy wrote me a facebook message. I just couldnt ignore it. Im glad that you had to drop everything for me. And we got it done quicker. When i got your message, it really touched me and i knew that is what i was doing monday. Reporter so i went to work talking to officials at Griffith Cline funeral home in manatee. I called oversee vital statistics. They are kicking this thing all around. Nobody is stepping up to make a decision and it is unclear whose responsibility it is. Reporter they all had the same story. None of the doctors involved wanted to be the one to sign off on the death certificate. Even though hospital doctors released the body saying the death was natural. Without the right paperwork, though, toms body remained at the funeral home. But after a little nudging from 8 on your side, the paperwork the closure she deserves to move on. It was really good. In this case, there was just poor communication between medical professionals who should have figured this out on their own without involving the grieving widow. She was forced to go ahead and have a celebration of life last weekend without the ashes there. But, she is telling me now that actually, toms mother passed away in july, so, they were already planning a ceremony for that.
