Reporter Deputy Steven gutierrez tells me what went down when he pulled over a couple for violation wednesday morning at the stop and shop store on 18th street and 147th avenue in tampa. At that point, the passenger was trying to leave. Reporter the passenger now identified as 37yearold rod jer main rayford, knew he was wrong. He knew he was wrong. Reporter he also knew he was wanted. He jumped out of the that is when a little struggle happened. Reporter Deputy Gutierrez deployed his tazer. Looked at his hand. Made sure he did not pull a knife. Reporter the tazer did not work. And the subject fled. Reporter but in the process of running, rayford dropped his id and they realized he was an excon wanted for a parole violation. A scuffle happened between them. Reporter the clerk at the store gave deputies the surveillance video. Just happened so quick. And we we there was already the Police Chasing the guy. They said that he tazed him already. But he couldnt. He was still running behind him. Literally, right before the press conference this morning, they had to give us updated numbers because another person overdosed last night. It started slowly. It started when i was young. Seeking the best way to get high. It started with pot. Until eventually he was hooked on heroin. In my addiction, nothing really matters you know . Reporter it cost him everything including his wife and son who left him three months ago. Now, he is seeking treatment, but john is one of the lucky ones. This is one of the most serious things that we have facing in our Community Since i have been a police officer. Reporter so a heroin epidemic. Since july, 44 people have overdosed and eight have died and they are finding more cases of the drugs laced with car fentanyl, an elephant tranquilizer. If you do this drug, you will die. Reporter this is overwhelming Emergency Responders and filling up foster homes since many addicts are parents. If you are not getting involved in the conversation, get involved in the conversation. The police cannot do it alone. Fellow addicts are not monsters. They are just sick. But he doesnt understand why the dealers are selling car fentanyl. It is surprising. Why would you kill your customers . It doesnt make sense. They are obviously not thinking. They dont care. They dont care. Right. The Florida Conservation voters say lawmakers are not doing enough to hold polluters accountable. Hopefully, lawmakers will be paying attention, and not just sort of speaking platitudes to voters. Reporter and thankfully for florence, these two acted on their instincts and called for help fast. Florence is suffering no aftereffects from the stroke. And boy, is she grateful.
