We're getting underway with this pilot program it's a grant program actually designed to spur private sector led projects that will help the state attract and retain science and tech companies how are they doing this well by expanding the inventory we have here of ready to go lab space to where prosperity partnership is behind a good deal of this and we talked about it with the director of innovation there Ariel Greste But why is this a priority at this point in time yeah bit of an issue everywhere across the country right now the command the lab so high that where we all are having this issue the dollar is not unique but we wanted to find a unique solution for the state so that we could make sure that we went came the company here that are that are small and growing here and providing great jobs and that we could attract new companies here from other places so when we talk about ready to go lab space what does that consist of exactly. Well that requires a lot of sort of complex infrastructure and current h. Back in other other equipment and infrastructure that's different from office and a lot more work and it could build out. If it's actually a lot more expensive up front and a lot more complicated so that's why we needed to find a unique solution Q How deep companies that really are in the position either from familiarity or relationship with the dollar per well are really the cash flow to pay for this type of office and not base so we're talking about money Ariel that will come from I guess the strategic fund and so do we let companies coming in and use the money to fix out these spaces as they need them to be or how does that part of it work yes so basically the company will apply for an up to a 3rd of the cost for building up a lab they don't cover all of that but it will help. Some of their resources to really focus on their research and getting their product commercialized rather than spending it all cord building expensive infrastructure you know so there's I'm assuming a pretty stringent vetting process I mean I you know I'd love to come to you for some of this money but I don't really fit into the equation so who would. Yeah so what we're looking for is companies that are at the right growth point that are really going to get a point where they're going to be creating more jobs and hailing up the 5 of their operation there are Indy and their overall operation in the Cape so it could be a young company that's coming out of one of our incubators at the University of Delaware or at the dollar in addition based on couponing camp. Where it could be an owner company that's really smaller and has not had got into it and didn't care and so has kind of held back and away their growth over the years that we want to put to many parameters in terms of the age of the company but it's really that point that we're looking for yeah it's interesting so so size doesn't really matter obviously I would guess that size comes in handy when you're talking about sheer job gains down the road or what have you but that that potential place a pretty big role. And find actually is important in terms of where not aiming the program to large companies we're aiming it at the smaller and the ones that are really a growth point the sort of that middle market or the growth stage where they're expanding so there will be a limitation on the amount of wear footage that the program can cover so each company can only apply for the ground for up to 20000 square feet of lab Ok so that when you look at the market back kind of. Apply to both companies that fall into Dot that middle market and I quote We are talking with Ariel gross which he is director of innovation with the devil where prosperity partnership about Dell are launching a pilot program to expand availability of of ready to go lab space and you said this is something that's really a nationwide dilemma if you would call it that. It is something that's being done everywhere and actually the pandemic has really accelerated the problem because the solution that we're looking for for covert 9 in a lot of them relate to the type of business that really rely on that research and development in the West mob 8 so the pandemic of actually accelerated the trend that we were seeing everywhere and so it was very timely that Delaware was already looking at the problem as of a couple of years ago and we now really kind of came up with a solution that brings the private sector to the people a little bit of encouragement from the public sector Yeah it's just great so where are we in the process that. So right now the state has approved up to $3000000.00 for a good school year and in fact the governor when he gave the state of the state announced an intention to do that a 1000 additional money starting in fiscal year 20 can support the growth of our inventory of ready to go allowed but for this year the money have been approved and we're hoping that knock $3000000.00 will help a handful of companies Well we're already starting to talk to some companies about starting that in profit and then once they're 3 doctors I think they can be recommended to apply for the ground and in terms of I don't know if you'd call it sustainability but in terms of the program and its longer term prospects cereal the . The program itself might not be as. Necessary if you will as infrastructure increases and then like the real estate market understands what some of these companies need that's exactly what we're hoping that's right so when we kind of reach that critical mass of inventory that's where we're meeting the current demand where we're not there right now we want to meet that current demand and then actually have additional base where we can we can attract new company then and I you know this waiting for you the right. Space is really about number one priority when one company actually lobby companies are looking for where they're going to go away or where they're going to expand or relocate so we really have to have that product ready to show them so in terms of where you go with this to draw in companies do you do you approach companies with this or do you put the single most out like a like a big scenario. What we've been doing I think one of our top priority there for the past couple of years has just been to raise awareness that's great that you're covering this on your show morning Kareen awareness of an issue and that affection important factor of our economy that's given us so many great job here in the state to date and that has promised to give future Delawareans wonderful job Wow no awareness among the real estate community among the company that could use the program and then working with our partner organization to really just reach all of the audience and our you know our public officials and everyone who can really help kind of pull together and make sure we're creating a 3 story for. And new national study said about 3050 percent of vaccines in the nation don't have race or ethnicity data we are doing better than the nation with 30 percent still those numbers unacceptable to us it's new data for a lot of our private providers to put into vaccine forms nonetheless we want to drive that number down quickly and this is really important to our governor who will have more to say about this the beat goes on but what we see now. Now from our data is that only about 5 percent of black Delawareans have been vaccinated and only about 2 percent of Hispanic Delawareans and then that's a needed to date and so these numbers are not Ok with us and it's really really driving us to make some significant changes in how we are reaching under-served populations I could just jump in there for one minute real quickly one is we know there's a possibility and we've heard from from our partners and conversations that we've had some some vaccine presidency among these communities for historical reasons so we need we we know we need to get over that one of the main ways that we make appointments for our Lord's vaccination site just through the registry so we would encourage everyone to work with their elderly person or than others to get registered you can also do it through the call center that's really important that would be the easiest and best way to do it we know that's time consuming and difficult and so we're also going to do a lot of community outreach to take the vaccinations what's like we did again with with testing. And I think we'll learn more effective ways to do it we'll know what what our partners as Dr were taken deliver in terms of pharmacies and primary care and our hospital partners who are also been helpful with us or were helpful with us in the spring as we ramped up testing and these vulnerable communities so we'll continue to work on that we've got to get her data straight 1st and we've emphasized that if you don't know where your you don't have where you got to be and so we know that we're not where we want to be at this juncture yet Thanks governor I mean we know as far as the registry goes where we don't have equal proportion of minority populations signed up for the registry so for example only 7.4 percent of individuals sign up in our. Registry who are $65.00 and up are African-American Delawareans and only 1.6 percent are Latino so we really would like to see more folks get on the registry but it also really is an important signal to us that we've got to find other ways to reach people in their communities and so we have a number of things under underway I want to give a huge shout out to Lisa Henry on our team who is so committed to our community work and Lisa and her teen from community health services is carrying out to start doing some vaccination in partnership with the Wilmington housing authority this week with several high rises but we're working with folks across the states in some of these low income senior residential settings housing settings is that we can expand in and really get to these these sites in the coming weeks we also we have a number of pharmacies now that have been receiving vaccine from us but we have really. Really focusing in on those pharmacies that are in Delaware zip codes that have more vulnerable populations and more lower income individuals and so we're really targeting those pharmacy efforts we're asking our firm the pharmacists to reach out to their regular clients in this area as medical practices in under-served areas are also getting an increased allocation of vaccine this week and then also includes really want to give a shout out to our federally qualified health centers who are really trusted entities in our communities and so we're really grateful to the work that day they are doing but their medical practices are really standing up I want to give a huge shout out into an allergy of Delaware Dr John Coker and the all hot steamy who are so committed they and their teens and their families in really volunteering and really getting out there so. They've already started connecting with with some churches to. Start vaccinating some of our seniors in the settings. Legalizing weed in Delaware people are worried on the kids going on holiday and I'm thinking 22nd where do you think you don't get it from the kids right so what happens when they legalize cannabis in different states. Do you think that Ok more and more kids are getting hold of it right well they've had a few years to look at this now Washington state healthy youth survey and they asked these these 8th 10th and 12th graders about their usage of cannabis over the last 30 days or so in the 8th grade in 2019 and a half percent of kids were using cannabis. Going to see down remember they did this in 20122012 about the same 9.42014 went down to 7.3 than 2016 went down to 6.4 and in 2018 was still down around 7 percent in words the kids who wanted it they're still getting it although even fewer of them are using it I guess maybe because it's no big deal anymore it's legal 10th grade Washington State 2012 years before the law goes into effect of legalizing weed 20 percent of 10th graders said you know I smoked in the last 30 days fast forward 220-1817 point 9182 percent fewer. And you would think that's not the direction we thought it was going to go we thought more kids would be used in that. 12 graders Washington state before the law 26.3 percent of kids said Yeah I smoked weed last 30 days fast forward to 2018 so that would be 6 years after they passed the law and it's still the same number 26.2 It's always been about 26 percent never change Colorado surely Colorado you got more kids smoking weed knife through 12th graders the way they do it with the Colorado healthy kids survey in 201122 percent of those 9 through 12 graders had smoked weed in the last 30 days 20197 years after the law was passed 2 percent fewer just by 20 percent Oregon surely Oregon their kids are small going to grandma's weed right all right let's go with the 11th graders. 20131 year before the law was enacted 20.9 percent like almost 21 percent of kids said yeah smoke weed last 30 days 11th graders Fast forward to 20195 years after they legalize weed in Oregon $20.00 But where is the needle really hasn't moved it's really about the same but what about the younger kids in Oregon what about those 8 graders Well according to the Oregon healthy teen survey 2013 a year before they announced to the law 19.7 you know on here 10 percent 9.7 percent of these 8th graders said Yeah I smoke weed last 30 days right fast forward 5 years after the law went into effect everybody can get weed legally if they're 21 or older What about the 8th graders It actually fell from 9.7 percent down to 7.8 percent California. If you're in that category as of today February 2nd 2021 I talked with Jay Jones who is president of the volunteer firefighters association and I asked them specifically. If somebody gets a vaccine right now since you guys and women were concerned about whether or not there's going to be enough for a 2nd dose do you feel like we would be taking any away from a 1st responder firefighter paramedic and he said no no it's working out we're getting a 2nd dose and you're not taken from anybody and after this all ties in together Darrell Scott is your director of dental as an employer an insurance office he's been on the phone every Tuesday except for one I think when he took a day off didn't that Daryl you have been on every Tuesday helping people navigate the troubles that they have on the website and the phones with the unemployment insurance office and also growing the organization from just 17 people working on 500 cases a week to over 200 and how many cases are your team working on now. More than 10000 I mean we were still getting nearly between 2 and 3000 a week and we have more than 12000 that require review by a deputy to determine eligibility and several 100 that are waiting for appeals so we have unfortunately backlog in every sort of aspect of that does us the blessing here is that every week I get at least a couple of maybe a handful or more of e-mails from people saying thank you understanding that not everybody says Think you they get the problem resolved and that but I'm wondering d. Is here to thank you for the folks on the team there oh. Absolutely when I get on my passing along and make sure that the team understands why and the thanks and appreciation from your listeners or for the success the other thing that we're doing is we're trying to find what is there a common thread is there is there a problem in our process or system that's preventing information from flowing that's causing it so we're trying to get to the root cause so we prevent somebody. From experiencing the same delay so I will tell you that there's there's lots of opportunities for us to to improve what we are trying to take those lessons as we as we can capture I remember you saying that and I was quite taken aback when you suggested that you're learning some of these common denominators by e-mails from my listeners who e-mail me record. They share their narratives I tell people include your narratives share your story of what's going on because they're going to help them at the unemployment office to to solve some of these problems are you have no idea how on how gratifying that is that we're able to actually you know help out that way of communication and then have your team try to find these common denominators and fix some of these problems which you do even know were it had existed. Yeah we can it's just that as I tried to explain each person's claim is unique and some respect but again we are finding some areas where we thought the system was working like the transfer of data from the mainframe to the system right there are triggers that when something happens as opposed to go in and communicate we still find that the communication between the systems isn't working as seamlessly as we would like so we continue to try and make it better and here point in the opening statement that you know which Congress debated in a negotiating a continuation of the benefits or you know and through 2021 it's in has made it that we're going to have people that are going to need assistance through today through the division for months to come so. You know our goal is to get better every day. And try and make the same mistake twice we know we do but our goal is I think sincere and it's what we strive to do I've seen it I believe it and you know I'm as cynical as o.b. Sometimes. And I can't help but sing your praises because of what you guys have done I want to get to Don right now 30252910173025 I'm 1017 if you or anyone you know is having a problem getting your unemployment insurance benefits get on the phone right now because the director of The Office is on the air here on the Jensens show and Don Say hi to Darryl. On a barrel haunt. Them. Well down here you Ok I have 2 scenarios one and boss Mike and one ends up around so I'm trying to kill 2 birds with one stone in or helping out. In the Rick. And that was contacted by one of yours and my I've been canceled Ok I went through the hoops and canceled I'm trying to reactivate and they emailed back to me thank go back to the USA or told me that I should start from square one by a regular and identify and get rejected and then go back into the USA system. No if they're saying go to the portal then go to key way dot Delaware works. And so that's that's not going back to square one you know to file an initial u.i. Claim. So your information is still on that on the t.v. Portal I'll use that term but so go to Delaware Work dot com log in and you should have work items to sort of guide you as to what the next step is. Ok so go they go that route for hours and then when I don't have the e-mail address of one of the stamp so I can contact them back Ok situation as someone who is not friend of mine who's not getting anywhere and e-mailed to wreckage. And got a response and they said we will get back you know that was going to enhance 3 weeks ago and have heard again it's a matter of patience or what about where they got. So I will tell you that even as I shared with with Rick and the listeners even with the referrals deescalation Q Has several 100 and I and I just don't know the number this morning but last I checked it was in a more than $300.00 that were in the escalation queue to be managed and again I've got a small team that's managing that 2 and a half to 3 weeks if if it's if it's being investigated or you know adjudicated as we say and then that may be a result I'm praying it was something else. Then. Then that sounds like a long period of time to me again more than 50 percent of the claims require a review by a deputy to make a determination of eligibility and so if you want to have them send an email back to Rick or if they have a name or somebody to converse with and just ask for an update. Then they can do that so either go through Rick r i c k a t l. Or contact the person again or just ask for an update Ok I get it and well that's all I need thank you very much and good work I want to interrupt Don Don't hang up I have a question you are so so when was that claim 1st what did you 1st file that claim the one you're talking about from 2 or 3 weeks ago was not the 1st time it was filed. You know it was we got the rejection from the I and then requested information and then we uploaded and then in turn nothing happened then we thank you an e-mail to an am 3 weeks ago and there was a response that say we will get to you and then in turn we've heard nothing well I think it might be meaningful to know the day to the average the average timeframe of when that when you got that when the 1st plane was made I mean was it for November to September December when you think 1st plane do you mean contacting the department of unemployment are contacting you contacting Department unemployment. Ok well I was way back and I went out early that you know when that was. First John gas I just just just a gas I told her name member day number now I would say probably in October somewhere in there over the initial going what's. Ok and then you got the letter saying Ok we're looking at this and that was but in December or just or more recently. And then they needed the. Income and well identification driver's wife and so security guard. And Ok now that's all that's all I need right now for a question of Darryl and that is that there you've said you're working on December cases right now you have a couple I don't know how many they're older than that because they're going through what you just said is the investigation or adjudication process but for one that was 1st filed in October. What does that say to you about possible problems with was such a claim so a couple things One is to clarify we are assigning cases from November for adjudication and there could be some claims in October of that or that the investigation is wrapping up right and they are as I have been honest with everybody there are some that we find that it popped out that are a little older and have right now the team is assigning cases from November so the process for initial claim and then moving to a is you go through we have to get the information so that it sounds like they were asking for id information to resolve a security hold and then they they go through the adjudication to make a determination of eligibility and if they determine they're not eligible then gets transferred to the p.a. System so. That Hackett it's in October you know is is sort of on the tail end where as I said we're wrapping up most of the investigations for claims that were filed in October and and getting into you know getting into no November so it's right at that 90 day window Rick I mean were you know we're we're. Unfortunately it doesn't surprise me I'm not pleased that it's taking that long but but. If it were in the latter part of October that that's possible that we could just be getting to in completing the investigation but so a whole family to say though is you know I'm sorry I was going to ask should we be . Hopeful then that we're on the tail end of this and it's about to be resolved yes yes yes I do that's what I was going to say and the other is again if it's your friend wanted to send an e-mail to Rick and get it to me I'll have somebody take a look at it as well but I don't know what we'll do yeah that's all it was then and then the other thing I'll go back to that website that you mentioned and proceed. Ok you banned my question then again thank you very much. So forgive the end solve alleging that the guy you're my friend or something I would. Fire if I were done I'd be angry about that one thanks Don thanks it's Ok to write me down all right finally and I want to understand we're all friends here I have one here I want to share a view it is an email Daryl and then was going to sort of numbers and and just an idea for a further idea of you know how many cases are working on such and when one gets as email here. Let's see I was referred to to you by some folks singing praises about you and Darrell were for company I was working for a company in Mount Laurel and then covered 19 broke out workforce laid off filed for unemployment December 23rd Now this is just all about expectations we just talked with Don about the expectation of getting this thing resolved from the end of October so here's one where Christopher says I filed for unemployment under some are 23rd given a claim number after filing after filling in the claim information and registering the claim since then I've never been able to successfully access to claim the file is acting like it's frozen or corrupted in some manner it's now been 6 weeks of locked doors unanswered phone calls mysteriously dropped phone calls after waiting many times for over an hour I've gone to the Newark office several times wait outside was locked you can't go in there so it's wondering well what do I do and what caught my eye on this air 2 things found on December 23rd Darrell and the file is acting like it's frozen or corrupted in some way cannot successfully access the claim online what does that sound like to you. So. That's. Sure what that sounds like to me so what and when when peoples admit their initial claim and hits the net there are there are areas of you know they can go to another. Part of the site and update their banking information and. They can retrieve the handbook and other materials but. I'm not sure about the claim appearing locked or inaccessible so. If you want to for that I want to get a better clarification on that myself. Because I'm not sure what that is now with regard to expectations and it's an excellent point and I appreciate you bringing it up with and we. We are trying to get better about you know letting people know of the backlog and one of the things we've talked about is as claims are assigned to try and get the deputies or talking with the deputies about. Sending it out to say hey I've got your claim I'm investigating and. You know if I have any questions I'll reach out to you so we can try and get proactive in communicating we're also trying to to just make sure people understand as they file because I get e-mails you get e-mail somebody who filed last week and at their weekly start eating at their shack and they're wondering you know why why it hasn't happened yet. So we know we have to get better about proactively communicating what kind of you know period it's going to take to to try and get your initial payment The other thing Rick I want to make mention is we still have hundreds of people a week who are filing weekly cert We also have people who get laid off the businesses you know that has slowed down and they've lost their job because of you know code related closures or declines in business and they continue to and put information on the clain that you know rather than saying lack of work or. You know shut down or whatever the you know I think later lack of work is one of the reasons they end up writing a narrative to explain what's happening now we want people to be honest if they're on able to work because they're sick they may need to indicate that if they're you know but if they're laid off as I say you're you know it's a lack of work and and then we may be able to process the claim. It will be able to process the claim a little more quickly but if they end up writing narratives and it's kind of bed and you know sort of a whole host of information and it's going to get it's going to get harder for us to take a look at. It so hard so we usually run the numbers of the very beginning of the program went right to the phone calls today I think we should wrap it up. And give people an idea of what it looks like from your end at the dollars on Parma Sharon's office and so before I do that one of things one number I want to share is we mailed nearly 10001990 tax forms last week and so I have I bring it up because I'm getting e-mails and we've set up information on our website at d.l. Delaware dot gov that if they'll scroll to the middle of page and click f.a.q. There's a link or about an for f.a.q. They can go to a page and they'll be more information about the 10 that he nights. So the House and Senate passed legislation I haven't got word yet that the governor signed it but to exempt. U.i. Benefits from the 2020 taxes and they can get more information on that it revenue Delaware dot gov about how they need to handle their taxes with respect. But with the 10 and a 9th record one is people are e-mailing or calling and asking about this and they were mailed we're asking people so allow us an opportunity to deliver them and it'll be the middle of the month or later before we begin accepting requests for reprints we want to let us yes have a chance it's all over it but there is a link on our website again if you go to the f.a.q. And click on the 29 there is of a form if there are questions one of the common things we're hearing is I moved and they didn't tell us and so we we sent their 10 and a 9 so that to an old address and u.s.p.s. Will not forward it and I mean I and so they have to contact us and then they're going to be asked to provide some information to document their new address and we will we'll make the change and then be able to issue another 10 anyway so I just wanted to make sure people understood they've been mailed. Have a little patience the i.r.s. Delayed the filing of your taxes until February 12. So I know people want to get them done but you can't even medical until the age of wealth and we're hopeful that you'll have an Ok So on the numbers more than 2500 people applied for benefits last week and since March and we're going to we're going to revise this number but since March 179000 so from the beginning of the pandemic to the 23rd of January last week we paid more than $15000000.00 in benefits and again $300.00 for the federal pen to make unemployment compensation was included in that and so. It's. A we have stopped talking about it a little bit but we've paid more than $8400.00 people in the program more than $105000000.00 So those are people that traditionally wouldn't qualify for unemployment so the cage economy worker the sole proprietor self employed employees are faith based organization so.
