Donald trump is in first place in the republican field with 27 , the same as last month. Ben carson is running second at 21 . Ted cruz comes in next at 9 , followed by marco rubio, and jeb bush and Carly Fiorina are at 6 with the remaining coming in at less than 5 among primeary voters. Democratic contenders, Hillary Clinton remains ahead of Bernie Sanders by a wide margin. If you include Vice President joe biden, clinton still has a considerable lead. The rest of the democratic in either scenario. It has been a tumultuous week as they scramble to find someone who can be speaker of the house. Thats where we began when he sat down with donald trump on friday. Paul ryans name was mentioned as a possible speaker. What do you think . I think hes somebody that could get good support. I think hes a very nice person. I think he doesnt want it very badly. You never know. Speaker of the house is a great position, but he doesnt seem to want it. I bet if it was offered to him, he would take it. You said you want somebody strong, is he strong . I think hes strong. When mitt romney chose him it was a tough choice, because hes been antimedicare, Social Security in a sense. That played a parliament, and that was a Disastrous Campaign for a lot of reasons. Paul ryan is a good man. So youd be okay with speaker ryan . I would be okay. It may not be him. Theres a couple of people. Im not going to mention names. I know a couple of people that are really tough and smart. Thats what we need because the republicans never win. At everything. Obama care, whether its on the debt ceiling. No matter what we have, theres never a victory. So we need toughness, and we dont have it. You said republicans im quoting from you here. Something significant with the coming debt ceiling vote. Thats the vote on whether the United States government can keep borrowing money. What can republicans do. If you check, ive been saying this for three years. Thats a tremendously powerful weapon. If they knew how to use it. The problem is, you have 70 of the republicans saying were not closing government. I wrote the art of the deal. When you say that, and the other side says thats not rendered useless. Its unfair to them. Theyre left out there hanging. So you need somebody who with unify and be tough and win against the democrats. And in all fairness, against the world, essentially. They really do have a tremendously powerful weapon, properly. Theyre terrible negotiators. John boehner said there were false prophets in the Republican Party. Im quoting. These false prophets are whipping people into a frenzy believing they can accomplish things that they know are never going to happen. Hes kind of talking about you. I dont think so. I like him on a personal basis. But i do think they should be tough. Heres the problem. When he says false prophets, you cannot win when you have a group of 25 or 30 on this side, and you have a group of 70 on this side saying were never going along with the 30 percenters. Thats happening. And its so sad, because if they were unified and took at 30 stance, and really make changes and do it right and cut the budget and the deficit and doot things they should be doing. If they took that group and everything was unified obama would fold. But theres no reason for him to fold, because he knows a big proportion a vast majority of the republicans are on his side. I want to ask you about your view on military power. You said in personal relations youre a counter puncher. Is that a good way to think about the way youd use military force as a president. Im the most military based and the most militaristic person on the show. I want to have a strong military, so strong that nobody will mess with us. I want to the take care of our vets who are treated terblee. We have people in prison treated better than vets. Theyre third class citizens. But we have to make our military strong and hopefully every never have to use it. Take an example of a case where you may or may not use military force. It turns out assad apparently used chemical weapons on his own people. Does President Trump use military force . The time to do it is when he drew the line in the sand. I might have done it. Its terrible. Now its such a mess over there with everybody involved, and the air space is loaded. Its not that big of an area. The air space is very limited. Now you have world war iii where you are now, a safe zone or a no fly zone. I like the safe sown for people. I do not like the migration, and the people coming. Theyre going to have riots in germany. Whats happening in germany. I thought merkel was a great leader. What shes doing is insane. Theyre having attacks. Legalitying in the refugees . The country should get together, including the gulf states who have nothing but money, they should all get together and take a big swath of land in syria and do a safe zone for people so they could have a safe place to live, and ultpatly go back to where they came from. Does the u. S. Get involved . I would help them economically, even though we owe 19 trillion. But i dont take in 200,000 syrians who could be isis. Ive been watching this migration. And i see the people. I mean, theyre men. Mostly men, and theyre strong men. These are physically young strong men that look like prime time soldiers. Its probably not true, but wheres the women . You see some women and children. But for the most part theres strong men. You have two things. Number one, why arent they fighting for their country. And number two, i dont want these people coming over here. And even as a humanitarian when i was first asked, you asked me a long time ago, when they talk about 3,000 people, i begrudgingly said okay. And then they said 10,000. Im not triled, but maybe. 200,000 people. This could be the greatest trojan horse. This could make the trojan horse look like peanuts if these people turned out to be a lot of isis. You and Vladimir Putin are showing strengths. Do you have similarities with Vladimir Putin. I think peggy noonan is fantastic, and writing great things. I think shes fantastic. I think the biggest thing we have is that we were on 60 minutes together, and we had one of the best rated shows in a long time. That was good, right . We were stable mates. I think that we are very different. I think that i would at the same time get along very well with him. He does not like obama at all. He doesnt respect obama at all, and im sure that obama doesnt like him very much. But i think i would get along with them very well, and i dont think youd be having the kind of problems that youre having right now. As far as him attacking isis, im all for it. If he wants to bomb the hell out of isis which hes starting to do. Let him bomb them. You have a concealed weapons permit. Yes. When did you get it . Years ago. Why . Because i like to have myself protected. Do you carry . Sometimes. Would you advise in the context of current gun violence. Would you advise peoplei. Im a big Second Amendment person. Im coming occupant with a book in another three or four weeks called crippled america. I talk a lot about the Second Amendment in the book. Had they had, as an example for the horrible thing that just took place in oregon had somebody in the room had a gun, the results would have been better. Should people get armed like you are . Up to them. I feel better be armed. Whai. About teachers . If you have the teacher who would have been better when somebody walks into a class to shoot people. I dont like if i wasnt number one, i wouldnt mention it. You love polls at the moment. Our latest cbs poll has you in the lead, and shows that two thirds of registered voters, 8 in 10 say you have a strong quality of leadership. Thats a very big statement. Thats a big statement. Heres another statement. 60 of registered voters say you are not honest and trust worthy. That number has gone up since the last poll. Better than hillary. If they think youre a leader, does it matter . I think the leadership is very important. I i think they know im a smart guy and im going to fight for the country. Im selffunding. Ive turned down tens of millions of dollars from rich lobbyists and rich special interests who want to give me 5 million, 10 million. I could have more money than im spending my own mony and people respect it. I think im leading in every poll by a lot. The leadership thing is very important. People are not i think right now, what people want is they want competence. Theyre tired of other things. And trust doesnt matter . It important. And i happen to be an honorable guy. But one thing important, when i go to New Hampshire and iowa and South Carolina where i have very good numbers in terms of favorability. You know why . Because i go there a lot, and you reported it. I went up 60 points in terms of favorability. Somebody said it was a record. Thats because when people get to know me, they get to like me. Youve been on center stage for three months for a while. And locally i spent a lot of time. And again on favorability in our poll, only 28 of voters overall, and were talking about a general election in our poll have a favorable poll. But i win hands down on leadership. Double and triple anybody else. Thats important to people now. They wanted leadership. Theyre tired of having weak incompetent what would you do i would cut ties. This is a great business. I have a 600 million yearly cash flow. I would cut my kids will run it. I wouldnt want to x ention pand very much. It wouldnt matter to me. I have a chance at making America Great again. Thats the whole focus. So my children will run my business, and my executives. I have great executives. And theyll run it well. When i do these interviews, all of a sudden i take a lot of time. But i have wonderful children that are in business and wonderful executives. I would not even think about this business. We now turn to the candidate running a close second to donald trump in the new cbs poll. Dr. Ben carson. That poll shows that a whopping 81 of republicans find him honest and trufts worthy, well above everyone else. He has a new book out called a more perfect union. Dr. Carson joins us from gainesville, georgia, this morning. Dr. Carson, the big news in washington here is about the vacant speakership in the house. What do you think about paul ryan for that job . I like paul ryan. I think he would do a fine job. I hope that all of the people who are being considered would have an opportunity to to put forth their philosophy on leadership, and that the members can make an intelligent decision. What do you think of whats happening in the house of representatives among the republicans right now . Over the last few elections a lot of people have been sent to washington with the thought that maybe some changes could be made, and i dont think anyone is seeing any changes. And the electorate is frustrated, and i think thats reflected by whats going on in congress right now. Talk about the book youve got out now, and comments thaw made this week. Theres a lot of talk about comments you made in which you said the likelihood of hitler being able to accomplish his goals would have been greatly diminished if the people had been armed. I want to talk about the context of that statement. In your book theres a passage in which you say confiscating the guns of american citizens would violate the constitution and render the citizenry vulnerable to criminals and tyrants. Who wants to confiscate all the guns of the american citizens . Well, what im talking about is the reason that we have a 2nd amendment. This is a book about the constitution. Part of it its there for the rans that i stated in the book. In case of invasion by foreign power, the people would be able to aid the military, and also if we have a time when we have the wrong people in office, and they want to dominate the people, the people will be able to defend themselves as Daniel Webster eloquently said. The people of america will never suffer under tyranny because theyre armed. And i want to make sure i read this right. When you talk about confiscating the guns of american citizens, do you think thats a present threat, the notion that guns would be confiscated from american citizens . No. It is something many of the thing that is are in the constitution are to help to prevent horrible things from happening. So theyre in place to make sure the people maintain liberty, and that the government remains constrained. Those are the two purposes. And a quote that speaks to what youre talking about. In your book you say you were once a supporter of a ban on assault weapons and armor piercing bullets. But then you say in the book, you recognize the intent of the 2nd amendment which is to protect the freedom of the people from an aggressive government. It sounds like the idea of an overly aggressive government that would require that kind of resistance is a clear and present danger. Do you see it that day . I didnt say it was going on right now. I think the implication is quite clear that it is something that can happen, and i listed a number of countries where that happened. The fact of the matter is, if you go to those countries well before it happened and you asked the people if thats going to happen in their country, they would say, no, it wouldnt happen here. So many people are distrustful and angry at the government. And you mentioned countries. Theres also the context in which you said the people in germany didnt speak up when naziism was on the rise. Duke its that close here . Is that just hyperbole to use the its not hyperbole at all. Whether its on the doorstep or 50 years away, its still a concern, and its something that we must guard against. Thats one of the real constitution. I think the founders were really quite insightful into looking at possibilities and understanding what happened in other places and trying to put together something that would here. You know, there are a lot of people in the media who will take anything you say and try to make it into hyperbole and controversy, but the fact of the matter is, when you talk to average american citizens, but the extermination of an entire race, the nazi goal. Thats a big thing to compare our Current Situation to. That has people confused. You do not want to let me ask you about the debt limit set to expire on the 5th of december. The government runs out of ability to borrow. Theres confusion on your position. What should congress about raising the debt limit when set to expire . I dont have a problem with if i were in charge right now i would not cause us to default on that, but what i would say is this is the last time thats happening. We would tie the raising of that debt limit to some very significant actions so were not here again next year. This happens year after year after year. We always get right up to the deadline, and now its do or die, and youre forced to do it. Thats a stupid way to run the government. Well be back in one moment. Back with more skais on on capitol hill. Joining us is congressman nick mullvainy. Lets start with paul ryan. Would you consider supporting him . I would consider it. First he has to make a decision to run, and then convince me and some other folks if he were in charge, the place would be different. Convince us if he were the speaker the house would run differently and members would have a chance to participate in the process. The committee would have a chance to do work. They dont have that now. Theyre looking for a process. And paul certainly has respect and i think hed be a good speaker. Theres reform of the rules youre looking for. Does paul ryan have to answer that. I think paul has answered all of those questions. I think he should come meet with us, and i imagine he wants to do that if he wants to run. Again, the issues on the list, primarily were rule changes, the way that our conference is run. Thats what were trying to reform through the process. If paul ryan does think about running, it appears baseed on the people ive talked to, that he would want to go forward with the full support, at least close to the 247 number of republicans, rather than going to the floor this is what mr. Mccarthy was worried about going to the floor and not being able to get the 218 required. Do you see a scenario in which that happens and everybody can come together. I think we get close. If paul convinces us i believe paul wants the changes we do. We have a Conference Meeting discussing rule changes attended by more than a hundred members of our conference. This is not just a conservative complaint. I know that paul is a committee guy. He likes when the committees are allowed to work. I think hes mentally commited to many of the same things we want. Convince us of that, and we can deliver an overwhelming majority of the house. I dont think anybody is going to get 247. Heres a thing about paul ryan. He doesnt want the job. Why convince you of something a job he doesnt want. Sometimes you just need to do it. Needs you, and if you decide you want to do it, thats great. If he doesnt, theres other people who could unite us. If you look down the list and say okay, who could unite the party in the house, certainly paul comes to the head of the list. What due say to people, republicans who look at other members and say the country looks at the house of representatives and the republicans runing it and say this is chaos and they cant run the place . Its not true. I know it looks like that because of the media circus. On friday i had a hearing on the world bank, and School Choice in washington, d. C. And a meeting with rand paul about the debt ceiling, and we passed a bill out of the house tho allow crude oil exports. Busy, but theres blockage, what about the debt limit. Its coming november 5th. The government runs out of the ability to borrow. It happens again and again. The debt ceiling has been way to sort of sit back and say okay, how are we supposeed to pay for this. I describe appropriations season as christmas, and debt ceiling when the bills come n. And the right thing to do is stand up and say we ran up the debt, what do we do to make sure it doesnt happen again. Thats the right reasons to look, and we should do that. We should raise it, but as part and parcel of a larger package to solve some of the reason that is we have to raise it again. You want it to be raised . I want it to be raised as part of a package that fixes the reason that we have a debt ceiling problem. Well be back if a moment. A lot more face the nation ahead, including the stay with us. Hes moved from no to maybe, to possibly yes. Ive been on the phone with people who have spoken to him this weekend. They believe he has his familys support. And believes he can craft policy from the speakers chair which is something hes had to move to in personal decision making. Its the Freedom Caucus. Just as mulvaney says, the they have to have some kind of deal. At this point he wanteds them to come to him. He doesnt want that embarrassing moment on the floor of the house where they get it. Ben, paul ryan has had conflicts with this ultra conservative movement before on various budget issues. Whats the solution . I think this is a different situation. Let us all say a word of warning for the passing of Kevin Mccarthys political career. Obviously hes someone who had a long career of misjudging the whip count when it came to various votes. Your colleague at the Washington Post has a long list where he did not support various measures. And the great irony. I think in this issue he would have ended up with the i think he is going to achieve a leefl of compromise. Their priorities as congressman mulvaney was making clear on the show is the functioning of congress and reform of the way the institute acts. I think this is unique for ryan, and ultimately he will take it. Ron, isnt the debate sometimes one side says technological or tablgtical issues raised to the level of ideology, and if you dont follow a tactic that the Freedom Caucus wants youre not a real conservative. You could be speaker, but why would you want to lead a party, lead a caucus that doesnt want to be led . Why deal with a base of hell no, we dont like government right now. For a guy like paul ryan, let the house burn down. There will be disruption. Why be the caretaker of a broken status quo when you could be the guy that helps the party. Its not like the caretaker, its the kindergarten cop. I think what well see play out is a question of power struggle and who goes first. Congressman mulvaney was here talking about how the Freedom Caucus wants some assurances and convincing from paul ryan what hes willing to do and how strong he will be. I dont think thats paul ryans place. His play is, im the reluctant speaker. If you guys desperately want me, which by the way, they should, the alternatives are not evident for them. Im not going to go hat in hand to you. Youre going to come to me, and im not going to give you assurances. And on point, so youre right. Its an unmanageable conference in many ways. But i can report that chairman of the party has come to ryan to do this for the party. Speaker boehner came to him and said you have to do this for the party. The party is in such a crisis. Ryan doesnt want the job. He may not cut a favorable deal. But the gop needs him. And the party are the people out in the states right now who think that the government is totally obnoxious. This is why this is why its not as much of a damaged party. To have this crisis at the moment. They have not when congress unpopular as it is, when the leadership is unpopular, what does it mean to be in array opposeed to disarray. This is a moment of upheaval because of the coming up from the bottom at the time. Ryan allows the party to have the leadership be something about small ball moving things forward in the official washington way. What weve been discussing has people interested in the new cbs poll. 71 of reg stored voters think its an interesting campaign, and more are paying attention than the last two cycles. Is it about donald trump. Waiteding. People are interested. People are interested and they should be interested because its very important for the future of the country. Whether the results of their interests is Something Else to answer. I think that if you look especially on the republican side at a few things very striking in the poll. First of all, Donald Trumps resilience. People keep saying hes going away, and his numbers are going down. Not going to happen. At least not happening any time soon. The second thing thats really striking is carsons incredible popularity, not just where he is in the polls, at 20 , but as a second choice. For a lot of people, including trump supporters. He is an astonishing phenomenon that the number of Republican Voters is incredibleist 50 want somebody with experience in the private sector. 12 want somebody with government or political experience. Speaking of the Republican Party, most americans dont fit into either party of the most americans hate the way the political system is now, and ends justify the means. Partisanship. Theyre looking for disruption and upheaval. And they love the idea of watching this reality tv star screw up the Republican Party. I dont think they and enjoying what Hillary Clinton is going through, and a social democrat having her on the run. Its fun to watch the guys they hate squirm. The reality tv star referring to donald trump you talked to him this week. Is he going through a second phase of becoming a different cabbedidate than the reality tv star just having a good moment. We sat down with him. He sat down, and he had an amazing summer politically. Whats next . He said hes reluctant to spend monotelevision ads. Hes hired a firm to produce ads. He says theyll be unconventional. Hes commited to spending twents million plus. How much mon setrump willing to mutted in the campaign to sustain the momentum and go into january and february and have the Grass Roots Organization and the battle on the airwaves. Can i say how good donald trump is as a politician. When you can go on an interview with bob costas, the pope would have a hard time doing that and be positive. I dont think trump is going for the papal seat. Jeb bush, the finds are not good in our poll. Sd walk through them. His favorability among republicans has dropped lech points since august. He has the highest unfavorable rating among republicans, even higher than donald trump. And only 10 of primary voters think he has the best chance of winning in the general election. And among all voters, only 20 view him favorably. Can jeb i think jeb is definitely someone who built a campaign on the mindset of winning in february and march. I think thats still his aim. I think that weve seen a number of candidates come to this point and have practicals with the level of campaign expenditures. I think jeb bush is khaifrnlted. You compare that to the the experience of ben carson raising a ton of money and doesnt have a significant burn rate. And ted cruz raising money, and you see campaigns that might be able to be more competitive than we might have anticipated because of that. Jeb has a real challenge to turn around the republican numbers. Im not sure he has an easy path to do so. And its an easy test for him. To defend not just his own record, but his brothers which is a challenge for the voters. Take the other side of my question. Weve seen people declare the death of john kerry, mitt romney, and so because if you really donald trump has attention fever. Everybody else the other tradishlg candidates in the field have president ial fever. So they will be willing to slog it out and slog it out and go through humiliating moments in a campaign, and New Hampshire where theres 20 people there, because in the end, it matters what happens on primary night and not what happens before that. But i want to take a moment to Say Something about ben caron and your remarkable interview with ben carson. You were talking to him about guns, and he said if we have a time when we have the wrong person in office and they want to dominate the people, the people will be able to defend themselves. I would say the solution in america when we have the wrong person in office is elections. We have a democracy. I thought you were pressing him inappropriately. I thought ben carson is a fascinating candidate. His demeanor is reasonable. Hes a physician, and we respect that. Hes come out and inaudible and the guns and other things, its remarkably radical. John adams talked about the ability much american to defend themselves when the government is dominated by vain men. We have a Republican Party convincing the American Public that this government is dominating them. Hes putting a target on them. And i think i dont think thats irresponsible at all. If this government was to rise up and say they were going to every household in america and take guns away, you dont think thats an opportunities i would say we have the wrong people in office. To say the government is dominating and then in the next breath i think its this cycler the cycle after that, both parties kicked in the teeth. The question is, what is the right candidate to do that . Is it somebody who can lead us to a new and better century or somebody who is negative and makes these kind of vail threat that is ben let me ask you a question about honesty and trust worthiness which i talked to donald trump about. In our poll, among the voters in the general election, the of two candidates leading, donald trump and Hillary Clinton, their number respects very bad on the honest and trust worthy. Only 35 say Hillary Clinton honest and trust worthy, and 33 percent say donald trump is honest and trust worthy. Not many meem dont have a view on this. What does it tell us about our politics now. The two people leading are not seen as trust worthy . Its a problem for them in a general election. Ive spoken to both campaigns. They believe on the trump side he has the ground swell of support on the right. They see him as a tough leader in the gop debate. They think thats better than being seen as trust worthy. And second clinton regardless of problems with the email, she believes the base democratic voters are going to stick with her. They believe shes a real leader coming out of the obama administration. They think shell and speaking of honest and trust worthy with secretary clinton. She changed her position on trade with the transpacific partnership. What do you make of that decision . Well, what i make is its going to be very interesting to see how she answers questions about that debate coming up. And seventy of the democratic primary voters find her honest and truflt worthy. Thats the number to worry about right now. Everybody who has paid attention to Hillary Clinton knows where she really is on trade and the transpacific partnership. She set the gold standard. She now says that she cant support it, and she has to identify two reasons. Failures on currency manipulation, and being too kind to pharmaceutical numbers. When she said it was the gold standard, it was less good than both of those things are now. In law, they teach you to when youre crossexamining somebody to say which were you lying at the debate. The question is which time were you disingenuous. And the emails is the untrust worthy problem, and democrats are saying we just want to bring her down as mitigate agotwo sets of facts. One, we know the republican matter did everything they clinton with bengahzi. And they caught her with a covert server that subverted oversight and jeopardized u. S. Secrets. Both of those things could be true. Both of those things are true, but the democrats try to mitigate them, and the republicans use another thing. And both think the partys are lying to them. Hillary clinton is lying about this. She frequently lyings. Her words are the cake people eat. And they eat it up. This is about her and politic sxtion no reflection what she would do ooze president. The trade . Yes. And the heat from the union. Bernie sanders is connecting with labor. Everybody of courses its a political decision at the round table. The death toll stands now at least 97, with close to 250 injured. Cbs news Foreign CorrespondentHolly Williams is in istanbul this morning. What can you tell us about the attack . The target was a peace of ankara, the tushish capital. They set up two explosions within seconds of each other. And the outcome was horrific. City streets, and desperate attempts to and people searching frantically for loved ones. The peace rally was and it is kurdish minority. The turkish Prime Minister said the kurdish militants and isis are poessential suspects in yesterdays bombing. But some here in turkey hold the government responsible for the attack today thousands of mourners gathered in ankara, and kurdish politicians tried to lay flowers at the scene of the deadly explosion. This comes three weeks before turkey is due to hold elections in which kurdish voters and the main kurdish role in the outcome. But turkish democracy is fragile, and now looks shakier than ever. John . All right. In istanbul, turkey, thanks. We are joined now by former Obama National security adviser, and Washington Post columnist. David. Whats your reaction to what happened in turkey . The first thing to say is that watching that video of the bomb going offsa the demonstrators are dancing is horrifying and haunting. The obama administrations initial sense is that its too early to assign blai. The turkish government believes this is the work of isis. They havent publicly said that, but thats their belief. Isis was responsible for the last big bombing in turkey in july which killed 33 people. Whoever did it was trying to deepen the wedge between the president , and the kurdish activists who are part of turkish politics, but also key u. S. Allies in the fight against isis inside syria and iraq. This is an attempt to create division, and it may well do just that. What are the repercussions . I think we know just from the information in the region, its under great pressure. Its a period of significant instability for turkey. It comes from a lot of different sources coming at the same time. Theres a recrewed battle going on between the kurdish government and forces. Theres a division now. Theres political instability in the country right now, and division leading up to the elections in november. The economic slowdown, and the u. N. Registered 1. 9 million rev neez. The president has his work cut out for him, and the country is under pressure. Let me ask you about syria, the train and equip program from this administration is judged to be a failure. I think the policy needs refocused and needs toing reenergized. The capacity is a broader issue. How do we provide the help the country needed to do the projects on their own, and this is a serious failure. Reenergize and refocus.
