Tonight as investigators try to figure out what went wrong, we are learning about the driver, a husband and father who died. Cbs 2s meg baker reports from hackensack. Reporter glass on the road and sidewalk on summit avenue in hackensack. Remnants from a fatal crash with police that happened around 2 p. M. Thursday. John was a great guy. He was a great neighbor. He was always friendly to me and its a big shock to all of us here. Reporter the innocent driver, 67yearold john parham was struck by a Police Cruiser en route to an accident after a police chase. Unfortunate that happened like that. Its just a couple of blocks it was just so shocking. I dont know how this could have happened because theres very good visibility up there on top of summit avenue. So how john didnt see the lights or hear the sirens is beyond me. Reporter parham was killed here on the corner of his own block on ross avenue and neighbors say he may have been on his way to work as a Security Guard in paramus. The wild Police Pursuit started in nearby paramus when a motorcycle driver salvatore deangelus refused to pull over and took off on route 4. Police continued the pursuit for a brief time then determined it to be too dangerous. The biker then was involved in a collision at Spring Valley avenue and coles street in maywood. Police were dispatched to the scene but hit parham on the way. We are numb from the incidents. Reporter the victim was transported to Hackensack UniversityMedical Center where he died from his injuries. Also brought to the hospital with nonlifethreatening injuries. The crash is still being investigated by the Bergen County prosecutors office. In hackensack, meg baker, cbs 2 news. Parham is survived by his wife isabel who was told the news while visiting family in south carolina. His son is on his way home from california. Two hours or so into new york city. Now, theres another cell just to the north of that and this the city. Its not categorized as severe thunderstorm but id like to track that as well also moving to the eastnortheast. That one in newark around 6 35 into new york city around 6 56. An unstable atmosphere into the weekend then its going to be all about the cold, cold air that comes in here and not talking just rain showers, maybe some snow showers, as well. Thank you. On long island, a strange drink sends two students to the hospital. The students became sick just before 9 a. M. At North Babylon high school. The School Superintendent says that they drank an unknown substance out of a water bottle in class. The students complained of a bad taste in their mouths and they were taken to the hospital with elevated Blood Pressure and heart rates. They have since been released. Its unclear if they were victims of a prank. The contents of that bottle are under investigation. Another case of homeless hoarding. But this time, not on a city street. Instead, on a dangerous ledge above some railroad tracks. Reporter we have seen them in soho, the Upper West Side and midtown west, Homeless People with sidewalk clogging amounts of stuff. Now, a new location for homeless hoarding, just east of the amtrak line next to the henry hudson parkway. A concrete ledge on the ramp to 125th street where one or more homeless are storing shopping carts filled with stuff. A total of nine shopping carts. A yellow rope trying to secure them in place. There is quite a collection of stuff being stored above the tracks right here along the concrete precipice. I see a folding chair, a frying pan, and several of these foldable shopping carts. Trains on amtraks empire line travel just below this unauthorized storm site. We showed pictures to riders at penn station. Dangerous situation for both amtrak and obviously this gentleman or whoever this person is storing the stuff there. Its probably not the best space for anyone involved whether its the citizens how is Something Like that allowed to develop . Reporter the city transportation commissioner couldnt say why this stuff was allowed to accumulate but she immediately sent a truck to check out the scene. The stuff cant just be hauled away. Department of transportation has to work with the nypd and Homeless Services since the carts are filled with things of possible value to the person who put them here. The city is making tremendous efforts here efforts to reach out to find both temporary and permanent housing to help people tackle their r ntal health and social service needs. The department of transportation says Homeless People storing belongings on department of transportation property is a constant problem. A long island nanny is called a hero for saving the life of a 7monthold boy in her care. Cell phone video captured the moments after a car crashed into the nanny in rockville the stroller with a baby out of the way when she was crossing the street. She was pinned under a car. A ran outside to try to help everybody lift up the car. By that time it was too late because at that point, when we were trying to lift the car it looked like we were hurting more than helping her. So when i looked down, the lady was literally under the car. The woman is now in a medicallyinduced coma. The elderly driver told police she did not see the pedestrians. No charges have been filed. Tonight it parents of many kids in the newark schools are frustrated after another round of testing found elevated levels of lead in the water at more schools. The latest round took samples from eight School Buildings in the district. The 324 water sources sampled, a quarter came back with elevated levels. 17 from Drinking Water sources already testing positive. Some parents say the problem they did a very good job. They got bottled water to our kids. They were very proactive in making sure our children are safe and i do not want the school to get a bad rap. It is the government, its the city. But newark city officials insist the water is safe and they blame the contamination on old pipes. New yorks new budget has a tax cut for middle class residents that will drop their tax rates to the lowest level in nearly 7 decades. Thats 1948. Six million new yorkers will qualify for this tax cut an average of 767 for families with incomes between 40,000 and 150,000. And more than 1,800 for those earning between 150,000 and 300,000 a year. [ pause ] we apologize. We supposed to have some sound there from the governor. But we can tell you that mayor de blasio is happy with this budget, as well. Has long championed, raising the minimum wage to 15 an hour and also, 12 weeks of paid family leave. An overcrowded Animal Rescue shelter on long island has been ordered shut down immediately facing a deadline to vacate, the shelter is now virtually handing away the pets to anybody offering a safe home. Cbs 2s cindy hsu has the story from the town of brookhaven. Reporter love at first sight for many of the animal lovers who have been lining up outside the friends of freddie pet rescue inside this Middle Island strip mall. Many had seen the shelters facebook plea to adopt its pets after town fair marshals shut down their business. She was found in the woods. It was abandoned and so cute. Little puppy. Reporter town officials shut down the shelter after receiving complaints that well over 100 cats and dogs were stuffed inside cramped quarters. Town Officials Say the pet business lacked the proper permit and they cited a number including blocked fire exits. We are supposed to be [ indiscernible ] until monday. Reporter shelter operators blame the strip mall owners for not complying with town code. They said none of the animals had been reported abused. I rehabbed these animals. This is what happens to me. Now i have cats in here that are stressed out. Reporter town Officials Say the shelter had been warned for months but kept bringing in more pets. Friends of freddie signed up people willing to adopt of which there were many. Ryan and mckenzie dash already have two dogs and a bird but they will make room for their new found family member. Town Officials Say the crackdown is partly the result of a coram fire that killed several animals inside an a building battle in Central Park West over marijuana. All hours of the day comes through the vents, think the guys just sit there is burning all day and all night. Residents so fed up with the smell, they are suing. Plus, a bull on the run in queens. They say her son is smoking marijuana so much, its a nuisance. Building security sources told cbs 2 that this first floor apartment is where the smoke comes from, dark curtains drawn with the window open a foot. This man, who didnt want to be identified, says he lives on the same floor and says the son smokes pot all the time. Constant nuisance. All hours day and night. People are free to do what they want in their apartment. When it affects the neighbors and you have the odor through the building its another level. Reporter we asked to speak to the board and Building Management but those individuals would not be answering questions about the lawsuit. But residents vented their frustrations about the its like all the time. Most of the time of. Cell phone video shows the animal running across the College Campus in jamaica this morning. Police say the bull escaped as it was being unloaded from a onlookers obviously surprised and concerned as the bull tried to evade capture. It was eventually corralled by animal care and control. Everyone pulled out their cell phones and taking video. The cow was erratic. The police blocked us off across the street. We have just learned that Comedian Jon Stewart and his wife tracy picked up the bull and will now take it to their Farm Sanctuary in watkins glen, new york. Wow. You know what .
