The walmart evacuated because of a bomb threat is back open this morning after police gave the allclear last night. Sky force 10 over the scene as police investigated, and nbc 10 on the ground after the bomb squad arrived after 10 00. They responded to a phonedin threat of a package left under a car in the walmart parking lot. A helicopter scanned the roof of the riteaid, a mile and a half from the walmart, and investigators have not said if they found anything suspicious. Today, pennsylvania lawmakers will vote on a tax plan that could help end the states budget battle. Its been almost six months since pennsylvania had a budget. The lack of a spending plan has been hurting cash strapped School Districts and social service agencies. Governors office says they are confident they have the votes house for a billion dollar tax bill. The measure could contain an increase in sales tax or personal income tax. Political Analysts Expect that after the tax plan is settled, other votes on the budget should follow. Now to decision 2016. The Democratic National committee is restoring voter files to the Bernie Sanders president ial Campaign Just hours after he sued the party. The dnc disciplined the Sanders Campaign for accessing key voter data from Hillary Clintons campaign and still plans to conduct an investigation into matter. They say someone attacked a woman on hellen street in kenninken kensington, and no word on any arrests at this point. Philadelphia police invs. Gait a shooting in cobs creek. We were on the scene this morning near 52nd street and spruce where a man was shot in the shoulder. Reegt now, hes in stable condition at the. Convicted philadelphia cop killer jama says hes received poor medical care while serving a life sentence. He told the judge yesterday when asked for a drug to treat his hepatitis c, he was told hes too healthy and the drug too expensive to give to him. Hes suing the department of corrections saying prison officials ignored his health. Prosecutor asked the judge to dismiss the appeal, but the judge refused. He spent 30 years on death row for the shooting death of the Philadelphia Police officer, and the sentence was thrown out. Hes now serving life in prison. President obamas granting an early prison release to 95 americans and six from our area. Most inmates received a life sentence for dealing cocaine or another drug. Some of them have been behind bars for twe20 years, and Kevin Mcdonald is from lawrenceville. Most will be freed starti ining april. People in delaware no longer have to about going to jail if they are caught with small amounts of marijuana. As of yesterday, the drug is officially decriminalized. Tim furlong explains the new law. I view it as the same thing as somebody having a glass of wine. Reporter shes the one who proposed the decriminalizing marijuana in delaware, now the 19th state to do so. Talking about crack, heroin, or cocaine, Something Like that, again, i would not be having this conferring. Reporter to be clear, marijuana is not legal in delaware, but caught with an ounce of it, you face a 100 civil fine, not the previous 1150 fine, pay it like a parking ticket, no prison sentence, no criminal record. The law is clear its still illegal for anyone under 18 to have any marijuana and nobody can sell or use it while driving. Theres a number of restrictions on where you can smoke marijuana. If you are caught with marijuana and committing another crime, theres circumstances in which you find yourself in significant trouble. Supporters of the law says it allows people to smoke in the prooivacy of their own ohm and prevents criminal records from having a tiny amount of marijuana, a criminal record that prevents them from getting a job years down the road. The person comes to me and says, you know, im trying to finds a job. Whats holding you back . I got arrested for pot 15 years ago. Reporter many people including some in Law Enforcement disagree with the changes to the law. Some see marijuana as a gateway drug, and some argued this might open a door for kids to try it. Near knoxville, tennessee, two Police Officers recover after a chase with a suspected shoplifter turns deadly outside of a Sporting Goods store crowded with Holiday Shoppers. The officers chased the suspect to the store to the parking lot and shots were fired. People ducked for cover and hid inside the big box store. A witness and officer described the scene. We turned around, just saw commotion of people running towards the back saying there was a shooter outside.
