Nearly 5,000 transit workers remain off the job. Septas union went into contract talks late into the night. This morning, theres still no deal. Officials are expected to return to the bargaining table in just a few hours. That means more headaches for commuterers. Pamela as born osborne is live septa station. Reporter not a lot of movement here at University City station or with the negotiations. The biggest hangup seems to be pension reform. Late night, the union leased a statement saying on several occasions this week, their negotiator felt progress had been made. But septa is saying the union brought things to a halt. Theyre also asking the union to ensure the public that if the deal isnt reached by tuesday, the strike would be suspended for election day. If not, septa says, it will enjoin in the strike. The Union Representing septa workers hasnt spoken since talks broke down overnight. We know in addition to the pension reform the union wants to Keep Health Care affordable. Theyre also demanding steadier schedules for employees. It has already crippled the city with more than 900,000 people left to figure out alternative ways to get around. Meanwhile this morning, were following breaking news in south philadelphia where police found say burned body overnight. And now theyre trying to figure out just how that person died. Nbc10s matt delucia is live. Matt, do police think this is a homicide or Something Else . That is thing with go at this hour, vai. A big mystery right now. The investigation is still under way. Were at pashiunk avenue. There were people driving around this area around 2 30 this morning. They saw something on fire. They called 911. It wasnt until the firefighters got here that they saw it was a human body engulfed in flames. Now, the body was on a mattress and burned so badly that at this point its unclear how old this person is whether its a man or woman. Police do describe the spot in the overpass as a makeshift homes camp. Several items around here to indicate that. But there was no one else here at the time when firefighters showed up. Can you tell me how unusual it when Something Like this happens . Anytime you find a body fully engulfed in flames where they actually use water to extinguish a fire, that is unusual. Reporter now, police tell me at this point, they have nothing to prove that this body was intentionally set on fire. There are no obvious signs of trauma to the body other than the severe burns. So is this a murder or a terrible accident . Again, thats a big question. One thing to point out for the area. Firefighters and police left the scene. The area on 76 reopen to traffic here. At this point, the medical examiner going to be perform an autopsy on that body to figure out if this was an accident or foul play involved. 68 degrees outside, 6 38. Chris christies administration after rejecting a financial Recovery Plan, that moved the state closer to a potential takeover of the city. The city saw the proposal called for laying off 900 workers cutting spending on vacant land. But a state official says the plan was disappointing and not likely to achieve Financial Stability for the city. The mayor said the city will submit a revised plan by the end of today.
