One local leader is calling on her colleagues to do more. Tell us more. Thats right, vai. The councilwoman says she doesnt want anything like this to ever happen again. All three suspects are under the age of 18 and prosecutors say this attack was planned. They also say that 16yearold amy joynerfrancis was repeatedly hit in the head and torso whith a closed fist durin a fight at Howard High School last month. Prosecutors say only one girl hit the victim. She is facing a charge of criminally negligent homicide and could be charged as an adult. She could get up to eight years in prison. The two others face criminal conspiracy charges. Were not naming the three suspects because they are under 18. The wilmington councilwoman Sherry Dorsey walker, also a family friend of the victim, shes urging people in the city to have conversations to end bullying. We as the leadership, if you will, in any community, we need too start looking in the mirror and seeing what we need to do to help make these changes in our community. Reporter prosecutors tell us the medical examiner found that amy had a preexisting heart condition. That is how she died. But theni physical an emotional stress of the attack contributed to her death. Prosecutors met with the victims mother and brother yesterday. According to their family friend, they are still, as you can imagine, heartbroken. Matt delucia, nbc 10 news. 55 degrees, were still following breaking news out of germany where investigators are looking at whether a deadly attack at a train station just outside munich is tied to terrorism. One man died after the suspect started stabbing passengers with a four inch long knife. At least three other people are being treated for injuries. Witnesses say the suspect was shouting god is great in arabic. The man was quickly arrested. So far, the authorities have not called this a tearer attack but they are on alert for lone wolf attacks. The police say Donald Carlton attacked another man after an argument escalated into a fight at his home in olney last december. Sources close to the investigation told nbc 10 carlton thought the man kissed the alleged victim says he suffered a black eye and a fractured rib. A neighbor told us she witnessed the attack. I heard a loud noise and people screaming. Within i looked out the window, i seen someone falling over. Carlton faces simple assault and Reckless Endangerment charges. In south jersey, an escaped inmate is back in plizen after nearly a week on the run. Authorities captured arthur buckle along the garden state parkway in lacey township, ocean county yesterday. He dodged search teams sin breaking out of the ancora unit in hammonton last week. Buckle was serving time for assault and other crimes. He previously spent 14 years in prison for killing a baby neighbors told us they are relieved the manhunt is over. Glad they got him. But it is pretty scary its this close. It was unnerving that he was just getting away. Now that its over, thank god. Buckle was just days away from a parole hearing when he escaped. He faces new charge and could spend an additional three to five years in prison. Authorities have taken a third person in custody in connection with the assault of two Philadelphia Police Philadelphia School police officers. Police arrested 23yearold edwin burgos yesterday. Hes charged with aggravated assault and other offenses. His arrest stems from this brawl which happened may 2nd outside of northeast high school. Investigators say it started after the officers stepped in to stop two men from beating up a student. Thats when a third man got involved. One officer suffered a broken jaw. The other had a sprained ankle and some bruises. Now to decision 2016. Two more president ial primaries are scheduled for today. The contests will move us closer to the general election matchup in november. Nebraska republicans head to the poles for a primary. So do voters in both parties in west virginia. All eyes will be on the Democratic Candidates who are fighting it out for the nomination. Senator Bernie Sanders is looking ahead to the new jersey primary on june 7th. He cam paned in Atlantic City supporters there at boardwalk hall. Sanders took aim at the citys Casino Industry for what he called its grade and mistreatment of workers. He also called out presumety republican nominee donald trump who once owned three casinos in town. I get it. In and around the wilmington area, things are running smoothly, knock on wood. I dont want to jinx it. As we fly up along 95 through wilmington, if youre taking i95 between 295 and 495 going northbound that will take you 11 minutes, just two minutes less if you are going southbound on that stretch. Wilmington drivers, you are looking pretty good. This is to show you 295 at route 168. Unfortunately its not coming up. I can tell you, there is no issue to report along 295. I wanted to show you route 168. That gets to be a busy stretch between 168 and route 38. Ill have that drive time coming up in the next little bit. Heres a camera that is working. This is the vine street expressway, 24th street and center city philadelphia. Light traffic. I wanted to bring this up because the vine was closed until just a short time ago because of overnight construction. Back to you, tracy and vai. 5 10. Up in smoke. A man from allentown will not face the Death Penalty if hes convicted of murdering his girlfriend. Officers found a womans body inside a recycling bin in february. She had been shot to death. Hes also accused at shooting at police while they investigated the murder. From our delaware bureau, home owners in New Castle County want to find out who is trashing their neighborhood. Route 52 in centerville is one of delawares prettiest roads. For some time now, someone has been randomly throwing trash along a stretch of road from centerville to greenville. Neighbors have called the county. So far, they havent been able to track down the person responsible. People who live here take great pride in the community. It makes us sad. We have a tough time understanding why theyre doing it. One resident has even started a catch the trash bomber facebook page. A reward is now being offered for information. New jersey lawmakers again stalled a vote on legislation requiring employers to offer paid sick time to workers. The democratled state senate delayed a vote on the bill that would grant workers one hour of sick leave for every 30 hours worked. A vote in march was also delayed. The majority leader says some worry the requirement could burden small businesses. A similar law went into effect in philadelphia last year. Connecticut, california, massachusetts and oregon also have laws requiring paid sick leave for some workers. Happening today, funding for Cheney University will be the topic of a public hearing with three state lawmakers. Cheney is the nations oldest historically black college. Its running a deficit of some 19 million. Part of the reason is falling enrollment. The number of students is half of what it was in 2008. The university is one of pennsylvanias state schools. New this morning, delaware lawmakers will vote today on a bill that removes homosexuality as a reason for divorce. The legislation strikes both homosexuality and lesbianism from the definition of marital misconduct. Samesex marriage is legal in delaware. Examples of marital misconduct include adultery, criminal convictions and drug abuse. Police say a boy set a school bus on fire. The crime was caught on surveillance fires. Police say the bus driver left the door unlocked in front of a jewish school. A group of children jump on board sunday with what appear to be cardboard. The bus then erupts in flames. One boy stayed to watch the bus burn. This was the Jewish Community this has the Jewish Community on edge. There is a certain fear within the community, a fear of safety, of concern of safety. There was overnight construction that was affecting things eastbound but that has since cleared. 422 were seeing light volume thats only going to pick up. We know this stretch of 422 around egypt road gets busy as we approach the 7 00 and 8 00 hours. Right now, that construction eastbound near egypt road has cleared. Taking a look at the drive times on the pennsylvania majors, 76 eastbound as you make your way from the blue route to center city philadelphia, that will take you 13 minutes. 95 southbound as you go between woodhaven and the vine street expressway, that will take you 13 minutes. The vine street expressway if youve heard of any of my past reports said the vine was closed. That was accurate. It did reopen around 5 00 a. M. Thats good news for drivers through philadelphia. The blue route, southbound between the schuylkill expressway and 95, that is a quick 15minute ride. We know that gets stack as we head into the 7 00 and 8 00 hour. Moving into new jersey now, the 42 freeway northbound, that will only take you about five minutes as you make your way between route 55 and the walt whitman bridge. This is a live look at route 41 where things are free and clear of any issues. Speaking of bridges, too, your area bridges are free and clear. You can see in trenton, there are breaks in the clouds. A little limited sunshine before the clouds take over during the day. The rain is already falling in delaware and into southeastern pennsylvania, chester county, getting light rain showers at this hour. Theyre moving into Delaware County right now. Coatesville and west chester, and into Delaware County, you can see very light rainfall arriving in media and on the way to upper darby. This is where were starting off with some showers and temperature at 56 degrees in philadelphia. You can see that temperature will not be moving much during the day. Well see a little bit of breeze out of the northeast and a chance of showers, especially during the afternoon hours. Youll start with rain drops in the suburbs, too. 52 degrees right now. The vine i should say has been reopened since 5 00 a. M. It was closed for overnight construction. The blue route southbound between the schuylkill and 95, thats a quick 15minute drive.
