New from overnight, a car destroyed but a life saved. Thats what happened on broad street early this morning when a driver crashed into two parked cars and his car burst into flames. Nbc 10s matt delucia is live on broad street in the citys nicetown neighborhood. Police had to shut down part of the street for hours. Walk us through what happened. Tracy, one of the officers here that just happened to be up on the scene at the time and saw this crash soon after it happened. He quite possibly saved this mans life. Take a look at this video we obtained a short while ago where you can see the fireball really of that car engulfed in flames. The police tell us the car was going south on broad street at wyoming. Thats where we are right now. The car sped over the center median, went out of control, hit a parked car and a van and then ended up in the middle of broad street with the engine burning up. Thisc happened just after midnight. One of the officers from the 39th district happened to be driving down broad at the same time and saw the crash after it happened. It obviously would have been better without the fiery wreck but all things considered, this is a positive outcome. He was able to open the door and he began to pull the driver of the vehicle who was completely unconscious. The officer was pulling him out of the vehicle. As he was pulling him out of the vehicle, the flames were starting to grow. So the officer was able to pull the 47yearold driver out of the vehicle. The driver did have to be revived on the scene. He was rushed down the road to einstein where he is stable with a concussion and facial injuries. This is what the burned out car looked like after that fire was extinguished. Tracy, as she just mentioned a moment ago, the stretch of broad street here at wyoming was shut down for about three hours during that crash investigation and all that cleanup that took place afterwards. This morning, the Chester Police and Fire Departments could be facing layoffs as part of a moneysaving measure. Pamela osborne is live this morning. Neighbors are not happy about this. Reporter they most certainly arent. As you mentioned those proposed cars to fire and Police Services are part of a recovery plan, theyre calling it, to get the citys finances back on track. Residents say this this plan doesnt work for them. Thats not right. At a City Council Meeting last night, things got so heated that one resident had to be removed. More than 200 people packed into Council Chambers to listen to the findings of an independent consulting firm. They were called in to repair the citys finances. Among their suggestions,c cuttg police and firefighters. And to that, residents said, absolutely not. About shutting down the fire department. You know what im saying . Youre talking about cutting back people that have important jobs. Youre talking about cutting back Police Officers in a city where you have people getting killed every week. You know what im saying . The firm also suggested putting a 5 tax on tickets for shows and events. Chester city council has to approve the recommended plan by august 27th or come up with one of its own. Police in Delaware County are continuing to investigate a hit and run crash that landed a person in the hospital. Skyforce 10 was over the scene in prospect park. Police tell us the driver hit someone who was walking at chester pike and route 420 and then kept on driving. The officers followed the car and eventually arrested the driver. The persond was taken to the hospital. Philadelphia police shot and killed a dog attacking a woman in the citys point breeze street. Officers arrive on dickinson street and found the dog biting the woman. Thats when they shot and killed the dog. The parents accused of gifting their daughter to a man who helped them financially will go to trial. Daniel and seville were in court yesterday. They with are accused of giving their then 14yearold daughter to lee kaplan. Investigators say kaplan fathered two children with the victim who is now 18. She testified in court that she cares for kaplan. Nbc 10 spoke exclusively to thec assistant d. A. About the victims reaction. Every victim acts differently and every victim experiences things differently. I dont think that its atypical or typical. Yesterday, the girls parents were ordered to stand trial for child endangerment. Kaplan will stand trial for sexual assault. A new report on Police Body Cameras found issues with how well the devices protect the civil rights of people in cities like philadelphia. The report looked at whether Police Departments gave officers a limited choice on when to record and address personal privacy concerns. The report by the Leadership Conference on civil and human rights says problems include allowing officers to view the footage before filing a report and not expressly allowing individuals to review footage before filing a complaint. An although of the report calls philadelphias program hit or miss. Do a good job limiting the discretion of officers and when officers are required to turn on their cameras. But on the other hand, they dont have special processes to allow recorded individuals to get access to that footage. He says philadelphias program has much room for improvement. The father of a man accused of throwing a rock at a coatesville Police Officer apologized to the Police Department for his sons actions. The Coatesville PoliceDepartment Posted the letter on their facebook cpage.
