Both through the south philadelphia area and then out of philadelphia toward Montgomery County. But no tieups there, just a little extra volume to tell you about. Construction that was on 76 between conshohocken and the exit for 476 northbound has since cleared. Our graphic is still waking up as you can tell. Its not quite uniform. That was just to show you and illustrate the vine street expressway is closed right now between 95 and 76 and it should reopen around 5 00 a. M. Once that construction lifts. Taking a look outside at our drive times on some of the pennsylvania majors, 76 i told you, im seeing slight extra volume but nothing to slow you down. 95 is looking good and the blue route, free and clear of any issues there. Prosecutors say the attack against 16yearold amy joynerfrancis was planned, that she was hit in the head and torso repeatedly with a closed fist. All three suspects are under the age of 18. Prosecutors say that only one of them hit the victim. She is facing a charge of criminally negligent homicide. The two others face criminal conspiracy charges. Prosecutors are hoping to try that one suspect, a 16yearold as an adult. If convicted she could spend up to eight years in prison. The other two are expected to be tried as juveniles. Amy joynerfrancis, she died after that fight in the girls bathroom at Howard High School last month. Now wilmington councilwoman and family friend, Sherri Dorsey walker says there is a lot to be learned from what happened. We also need to be mind until of the fact that these are girls who did this, young ladies who there are people in the community doing Different Things and saying Different Things about them. We as a Community Need to recognize and realize what are we doing to make a difference in the lives of our young people . Reporter in a statement, the superintendent says the School District will follow through with necessary actions for the students involved in the incident based on the School Districts code of conduct. Now, its important to note prosecutors tell us the medical examiner found amy had a preexisting heart condition. That is how she died but the physical and emotional stress of the attack contributed to her death. We are not naming the three suspects because they are under the age of 18. Right now its a great time to get up and out the door if you want to make that drive. The 42 freeway northbound in that stretch it will only take you about five minutes. Southbound traffic you can see very light on the 42 freeway right at route 41. New jersey roads are looking good. When i see you in a little bit, ill take a look at drive times on 295. Moving our camera to Center City Philadelphia, the vine street expressway for the most part has reopened overnight construction closed this stretch between 95 and 76. Which is the vine street expressway, to traffic. As you can see, most lanes are open still in the distance were seeing some traffic signals, police and construction vehicles. Specifically 76, the traffic from the schuylkill expressway coming east. You cant access the vine from 76 eastbound. If youre headed westbound, you can access that ramp right there. I will let you know when all Access Points of the vine reopen. Speaking of the schuylyill expressway, we did have overnight construction around conshohocken. That has since cleared. And your westbound drive as youre headed out from Center City Philadelphia to the blue route is about 11 minutes. The blue route is looking really good this morning as well. Southern wilmington getting some of the rain drops in salem county in new jersey also seeing some of the showers. Those are streaming into the area, part of the system thats going to keep us mostly cloudy through the day and give us a few scattered showers. In the lehigh valley, bethlehem, easton only in the upper 50s this afternoon. Keep an umbrella handy for the suburbs. Newtown, phoenixville and west chester, wont be an allday rainfall. What showers we do see develop will only be light rainfall during the day. For philadelphia, nowhere near the 70s that we saw yesterday. And at the shore, too, clouds will be hanging in there for Atlantic City and galloway, avalon 56 degrees the High Temperature and back to delaware, wilmington in the 50s with Rehoboth Beach seeing some of the showers continuing into the afternoon hours. In the past month, a price for regular unleaded went up 20 cents in pennsylvania, 26 cents in delaware and 21 cents in jersey. Some of the increase has to do with refineries switching over to make summer gasoline, which is different than what we use in the winter. Summer blends have to be blended with other ingredients so they wont evaporate. These tend to be more expensive. Gas prices did stabilize in the garden state last week and new jersey gas prices remain some of the lowest in the country. That has to do with state taxes. Pennsylvania Governor Tom Wolf says he plans to veto a new bill. c seeking to change the layoff process at public schools. The Pennsylvania Senate passed a bill requiring School Districts making layoffs to first cut underperforming teachers. The bill would change the senioritybased system thats currently in place. The issue should be settled by individual districts through negotiations with teachers u uni unions. Monarch butterflies are in danger but Bucks County Community college and peco are three habitats in newtown will be renovated. Peco is giving the Community College 10,000 for the conservation project at tyler state park. Monarch butterflies are the only insect that migrate 2,500 miles a year to a warmer climate for hibernation. And shes back.
