Lawmakers are continuing to debate whats the best way to get Atlantic City out of its money troubles. An assemblyman trying to get his bill passed he says it will help protect jobs and get Atlantic City out of the fiscal mess. The plan is being pitched in trenton right now. City officials have said the city would be out of money by friday. And theyd have to shut down City Operations keeping only essential staff working, but they wouldnt be getting paid. Yesterday city council ordered a new pay cycle for the employees there. So theyll be paid on friday, but not again until may. That will allow the city to collect may property taxes and use those funds to try and stay afloat, while state senators have passed a governor christiebacked plan to bailout Atlantic City, the plan is one that the mayor has said he does not support. Now, the mayor and the governor were both in Atlantic City yesterday talking about the citys issues. And the two did not meet. Instead, they offered dueling press conferences on the issue. Because theres no purpose in meeting with a liar. If we do a bankruptcy, its not an Atlantic City bankruptcy, its a Chris Christie bankruptcy. Hes forcing us into hes starving us. Now, critics of the plan thats already been passed by the senate say it is an attack on organized labor. They say the plan christie supports would give the state power over collective bargaining. The plan being talked about right now would create benchmarks for the city and put local officials on a committee to try and cut spending and get the citys money problems straightened out. But this bill does not have the support of governor christie who has taken to twitter just within the last couple of minutes calling it irresponsible. Yeah, were still expecting to see showers this eching in wilmington and in philadelphia too, and steadier rain moving in well before game time at just after 6 00. Good thing they have the infield covered. Our entire area is covered by clouds. That is how its been all morning, but were starting to see a few rain drops on the lens. Theres one. Just some light rain moving past the nbc 10 studios. But theres steady rain in the western suburbs and northeastern pennsylvania now. Bensalem seeing some of that light rain, belmar, new jersey, and steady rain pushed into bucks county. But look whats on the way. Look at that line of some heavier downpours. This is moving through the baltimore area. And its moving fairly quickly. Moving to the northeast at about 40 miles an hour. There are some heavy downpours. The rainfall rate is close to three inches an hour, so well see some of that move into the area later this morning as we approach the noontime hour. And into the afternoon. And look at this. A mostly cloudy, rainy day. There could be some breaks of sunshine in around the 4 00 hour, but not everybodys going to see that. Fortunately it is only going to be rain. Investigators meanwhile are revealing more about a child pornography bust which includes the arrest of a south jersey teacher. Police arrested thomas guzi jr. Along with 50 other men as part of operation safeguard. Hes accused of having more than 100 files of child important on his computer. Hes now on leave from his job as a teacher in vineland. Investigators say they also found a video of guzzi installing a hidden video in the bathroom of the performers at the broadway theater in pitman. He has access to theater and access when most people werent around. So it gave him opportunity. Guzzi is now out on bail, but he cannot have contact with children. And new this morning, the city of philadelphia and the School Districts say nearly all School Boilers have passed inspection just months after one exploded. A report released this morning shows 542 boilers were tested by a third party, and 98 passed inspection. 11 boilers were taken offline until repairs are made. 10 of the districts boilers were not inspected because they are no longer used or they were already out of service for repairs. The district is on schedule to complete all repairs by next fall. And mayor kenney led a coalition calling for the inspections after a boiler at fs ed monds Elementary School exploded in january. A Maintenance Worker was treated for second and third degree burns. No children were hurt. The Mayors Office says an investigation into the cause of the explosion is expected to be completed in six to eight weeks. And the Pennsylvania State house could vote next week on a bill to place new restrictions on abortion. The house voted against a motion to delay consideration of the bill for two months, so now it will go forward next week. The bill would prohibit elective abortions after 20 weeks. The current law allows the procedure up to 24 weeks. If the bill passes the house, it will go to the senate. Democratic Governor Tom Wolf has vowed to veto the bill. Meanwhile today, pennsylvania Governor Tom Wolf will sign two executive orders to prohibit lgbt discrimination. The executive orders would ban state agencies from discriminating people based on Sexual Orientation or gender identity. Wolf also called on legislature to pass nondiscrimination legislation. The governor says he wants to make clear that pennsylvania is inclusive, welcoming and open for business for everyone. Also happening today, the philadelphia gay news celebrates its 40th anniversary. The publication will unveil a commemorative 40th Anniversary Edition at a special reception tonight at the Pennsylvania Academy of fine arts. And prosecutors in belgium are appealing to the public for any information on the surviving suspect in the Brussels Airport bombings. Authorities are hoping someone may have filmed or photographed the man in the hat seen in this image. He was with two suicide bombers who died in the explosions last month. Prosecutors say he walked out of the airport and then into downtown brussels where he disappeared. 16 people were killed in the airport attack. Another 16 died in an explosion at a subway station in brussels that same day. Crews are working to clear away the damage left behind by a tornado in georgia. This storm overturned and damaged trailers at this mobile home park. At least six people were hurt. Emergency crews spent the Early Morning hours cutting away trees that were blocking roads. Meanwhile in georgia, this woman walked away without a scratch after the storm pushed a tree onto her car. The woman was driving down a road when the tree fell. Also brought down a power pole in the process. She was trapped inside this car. The Power Company crew had to cut the lines so that rescuers could get to her. She was checked out in an ambulance. And she is doing okay. Miraculously. And Philadelphia Police just released this new video in hopes of catching the people behind a robbery at a dunkin donuts. Authorities say three teenagers went into the store on north 52nd street in West Philadelphia in the middle of the day back on march 26th. Two teens acted as lookouts while the third pulled a gun on the cashier. They got away with money from the register. And this is new video of an attack on a young man inside a laundrom laundromat. Police say several men punched and hit the victim on his head inside the luck laundromat last tuesday night. When the victim fell to the ground the attackers went through his pockets. They took his iphone and 250. The victim was treated for cuts on his face and a possible broken jaw. Los Angeles Police say Charlie Sheen is the subject of a felony threat investigation triggered by his exfiancee. Excerpts from a secret audio recording was recently published online and in magazines, they appear to be of sheen confessing to having lied about his hiv status. Ross filed a civil lawsuit against sheen alleging he was violent towards her. He denies having been abusing and called ross an extortionist. The Connecticut Community shaken by a School Shooting is on edge again after a teacher was found with a concealed gun at the school. And a foundation that honors bidens late son and former attorney general beau biden says its new mission is to fight to protect child abuse. Well, body image issues arent uncommon during the teenage years. And now were hearing of how an indiana teen refused to calculate her bmi as part of a school assignment. I am just beginning to love my body like i should, and im not going to let some outdated calculator in a middle school gym teacher tell me im obese, because im not. Reporter in this essay she slammed a homework assignment asking her to calculate her body mass index, or bmi, as a measure of her health. My body and my bmi are perfect and beautiful just the way they are. The response from an eighth grade girl from indiana that she gave to a class assignment its now gone viral. Reporter tessa hit a nerve as supporters cheered her on across the web saying, i wish i had her confidence, and bravo. Some girls in my class had been labeled obese and overweight when they really werent. Including me. And i knew i wasnt obese. And i just felt like she shouldnt be letting us feel that way about ourselves when its totally inaccurate. Reporter tessa argued that body mass index doesnt distinguish between muscle, fat and bone. So even athletes in perfect shape could be labeled obese. Health experts say she has a point. Bmi is just one small imperfect factor that you use when you assess someones Current Health status and their risk for disease. And it can be wrong in either direction when calculating someones obesity. However, its good that bmi is being talked about by the school because its bringing attention to health and wellness. Reporter in a statement to nbc news, the school says all of our students are taught Healthy Habits in an effort to provide a foundation for a healthy lifestyle. And that the question regarding bmi was part of a larger assignment. The school praised tessa for starting a positive conversation, like some teenage girls tessa is outspoken about her struggle with body image. I was really proud of her for standing up for what she believes in. I could stand to lose a couple pounds, but im not necessarily obese. I make very healthy choices. Shouldnt necessarily let one number define you. That was nbcs hoda kotb reporting. A child in china has only minor injuries after falling out of a moving minivan and being run over by a car. We want to warn you this might be hard to watch. Heres the surveillance camera that captured the scene. The minivan pulls into the intersection. Youll see the rear door open slowly, there it is. And the child falls out into traffic. The car right behind the minivan drives over the child but then stops. The childs family quickly realized what happened and got out of the minivan to rescue the child. And take a look at this mountain lion. It got itself into some trouble in montana. The big cat climbed to the top of a power pole and then got stuck there yesterday. Wildlife officials tried to coax it down. And when that didnt work they tranquilized the cat and it fell to the ground. Rescuers say it appears she wasnt hurt. And shell be released back into the wild. A bizarre string of burglaries at a colorado restaurant has some people scratching their heads. For the third time in recent weeks someone has stolen thousands of dollars of provolone cheese from a restaurant in pueblo. The thief hit the same restaurant three times in six weeks. The restaurants manager says he wants to know what someone would do with that much cheese. The first time they came in they stole probably five or six boxes. The second time was eight to ten boxes. And now the 19 boxes. So i dont get it. There must be a black market for cheese that i dont know about. Well, total loss to the restaurant 5,000. Aramark announced this morning its keeping its Global Headquarters right here in philadelphia, as we take a live look at their building in center city with the flag snapping there in the wind. But luxury brand executives came together at the french american luxury symposium in new york city to talk about the challenges facing the industry. Luxury is defined by a number of factors including exclusivity, heritage and of course price. But todays consumer and current mac macroeconomic influences are challenging the industry. Tourism is particularly challenged. I think that the price of a barrel of oil, currency fluctuations, of course those two are related, but also uncertainty in the world. Whether its uncertainty about traveling due to fears of terrorism, uncertainty about a president ial election, uncertainty is bad for our business. Reporter much like other consumer groups, the categories that wealthy consumers are spending on is shifting more towards experiences. According to Consultant Firm bain and company, worldwide luxury sales in hospitality outpaced overall luxury sales growth last year, making it that much harder to convince even affluent consumers to spend money on material things. As some who know the industry well, think the showcasing of luxury goods lacks excitement. I think retailers have to make their stores more interesting and more have a little more of a vision. Brand needs to be bolder, connect conversations within Department Stores about how consumers are shopping. All right, i probably ask this every time you come on, but just straighten it out for me. Caribbean or caribbean . Caribbean. Okay. Caribbean. Good. Im already thinking about it, its close to noon, tell us about whats in store for caribbean cuisine week and whos involved. Well, this year were back with some of our regular restaurants such as mixed dough. We have all five sabrinas now so you dont have an excuse to go out. Theres a sabrinas in new jersey and there are three sabrinas in the city and one in the western suburbs in wynnwood, theres no excuse for you not to go out, vai, and have some great caribbean food. This year we have mixed dough, we have sabrinas, we have reef again down at third and south. And we have were doing a kickoff event at zaffinos University City and thats on the 12th. The kickoff event is on the 12th of april and then the 13th, 14th and 15th you just go out and have a meal. And by just going to one of these restaurants and having a meal youre helping kids disadvantaged kids who normally would not be able to afford the cost of coming to the penn relays to come to the penn relays from five caribbean nations. Thats jamaica, trinidad, st. Vincent, grenada and the bahamas. Blaine, tell me more about that. Because this is what this event is about. Its about reaching back those of you from the caribbean and others who are involved in the lives of these young people and sort of giving them lending them a hand helping them come here to participate in track and field, is that right . Its specific to that. Yes. Its specific to that. But its more than that. A lot of these kids when they come to run at the penn relays theyre looking for an opportunity. You know, america is the land of opportunity despite what you hear on tv america is still the land of opportunity. And you can repeat that over and over again as much as you want. But the kids are coming, and theyre looking for an opportunity to do their best. And to also run for their lives. And you say, blaine, what do you mean run for their lives . Theyre actually trying to win their race or do well in their race so that somebody will notice them, maybe a college coach, maybe they can get a track scholarship or an academic scholarship to go to university in the united states. And thats one of the reasons why the kids from the caribbean run so fast. Talking ability usain bolt, you name it, some of the best athletes ever. Blaine, tell me how many kids are being helped with this . Are they 20, 30, 40, a couple of hundred . How many exactly . We have well over 700 kids. We used to serve 2,100 hot meals a day. So we provide ground transportation, emergency medical, security, Hospitality Services. And we also provide food. And we serve we were serving up to 2,100 meals a day, three hot meals a day to all of these kids, but now we have more kids and more people and i just saw a memo that were up to 3,000 hot meals a day. So the money thats raised from caribbean cuisine week helps to feed and to provide Hospitality Services for these kids that are coming. Blane, i love how you advocate for those kids. So far most of the rain has been light, but we do have some heavier downpours that are getting ready to move towards philadelphia and some of the suburbs too. Look at the temperature. Thats moved up. We started in the 50s, now 61 degrees with winds gusting to 28 miles an hour. So southerly winds are helping to keep things warm even at the shore. Not a lot of rain at the shore just yet, but you will see some showers there as well. The temperatures, no cold. Little chilly in the pocono mountains, but look at the 60s for trenton, philadelphia, dover, cape may right now is 58 degrees. And though every live picture weve looked at is just cloudy and with all these clouds its hard to imagine some sunshine breaking through this afternoon. Check this out. There you can see breaks in the clouds. These are the showers that are racing toward our area. Thats light rain in philadelphia, but look at that line of heavier downpours. Its just a thin line. Theyre moving so quickly any downpours wont last that long. More likely to see some steadier moderate to heavy rain off to the north and west. Thats where well likely see the heavier rain totals. Could pick up half an inch in philadelphia, closer to an inch in the allentown area. While along the shore Atlantic City gets off fairly lightly. Futurecast shows well be drying out for tomorrow. 1 00 in the afternoon looks like were in the clear for the villanova parade in center city. But watch what happens friday night. Look whats moving in from the west. Thats cold air and snow. And saturday may start with some snow and some rain in the area. Then the snow pushes to the north. And a brief snow shower late in the afternoon. Not expecting much in the way of accumulation. Maybe a dusting on the grass, a better chance of that happening to the north. For today too warm for anything other than rain. Wet and windy, and a chance of a thunderstorm. That doesnt look all that likely this morning, or even this afternoon. Most of the storms have been offshore. Winds gusting to 35 miles an hour today. And a breezy, chilly day tomorrow. 54, partly to mostly cloudy skies and mainly dry on friday. But not saturday. We see those rain and snow showers, 45 degrees the high after a morning low of 35. Nice that its staying above freezing during the day on saturday. Sunday it gets cold in the morning, 29 and chilly in the afternoon in spite of all that sunshine just 49 degrees. And were watching for some rain later on monday. Phillies home opener starts about 3 00 in the afternoon. It may start dry but it might not end dry. And then rain is likely on tuesday. The gusty winds have brought us nice warmup 61 degrees with rain in philadelphia. Look at the winds gusting to 29 miles an hour right now. The rain has been light so far in the city, but thats about to change. You can see some heavier downpours moving into Chester County and northeastern maryland and even into berks county. And thin line of heavier rainfall is moving towards delaware right now. We have a rainy day ahead.
