Quite a temperature difference the farther south you go it could be warming to close to 70 degrees, believe it or not. One person is in Critical Condition after a vehicle flipped over just before 9 00. The accident happened at allegheny and glenwood avenue in north philadelphia. But Governor Tom Wolf just spoke about the gopbacked plan presented to him and he had some harsh words about what is in it. Deanna durante is live with more on this. Deanna, what was the message here . Reporter the governor called the republicanbacked budget garbage. He says he will lineitem veto the accounting bill the Senate Passed before christmas. He put heavy criticism on House Republicans who were close to a deal on december 23 but he says they left town before a final vote. I am going to exercise my constitutional right to lineitem veto this ridiculous exercise in budget futility. Im calling on our legislators to get back to harrisburg, back to the work they left unfinished last week. In the meantime, im vetoing their 95 million cut to education. Im also vetoing other items that they dont pay for in their socalled budget. This budget that they gave me does not balance. At the same time, im allowing emergency funding for our schools to get out. Im also letting funding go out to our Human Service agencies and to our counties. But this is on an emergency basis only. In doing this, i am expressing the outrage that all of us pennsylvanians should feel about the garbage the republican legislative leaders have tried to dump on us. Reporter the governor says the emergency funding will be released to schools and social service agency. I reached out to one agency, the director of the Womens Center says the damage to that agency has already been done but money should help them get back on track. Many questions asked of the governor but he only answered a few questions. His staff says federal funding will be released to allow the schools to open on time but he made it clear this is emergency funding only and he still stresses that the state needs a budget. You can see a man with a sledgehammer pounding away at the rainbow crosswalk. This happened at 13th and locust around 10 30 last night. The witness tells nbc 10 the man walked up to the crosswalk and started hammering the ground as other people passed by. I came to grab dinner and there was a man in the middle of the road with a sledgehammer beating the rainbow sidewalks with it and another guy came up behind him and started chiseling with them. I didnt want to get involved so we called 911 and a cop was out in less than a minute but the guy started walking down the road. Reporter the rainbow crosswalk is a new addition to this intersection. It was painted over the summer in support of philadelphias Lgbt Community on behalf of philly pride presents and the city. We have new information about a double shooting in chester overnight that left one man dead and another injured. Police tell us it appears this happened as part of an attempted robbery. The men were shot around midnight on killeen street. The man shot multiple times, died at the scene. Police found the other man about a block away, someone shot him in the leg. Detectives are speaking to witnesses right now. A warning from police in philadelphia. A serial armed robber is preying on women at bus stops. And what youre carrying could make you a target. Police say there have been six of these armed robberies in the West Oak Lane area just this month. You can see the locations on this map. Theyre all near thouron avenue. The first robbery happened on december 6. The most recent one was yesterday. In each case, the suspect robbed the victim of her cell phone while she waited for the bus in the morning. Police say the attacker is a unanimous in his early to mid20s, 56 to 58 with a medium build. He was wearing a dark hooded sweatshirt and dark pants. To a story we broke here yesterday morning. A couple faces a list of charges, accused of attacking a man with a tire aaron in montgomery county. Police arrested sergio gullo and amy oaka. Police say this happened at an apartment complex in cheltenham township. A man confronted them as they were trying to steal his tires. The injured victim managed to call police after they attacked them. Officers found the couple. The victim is in the hospital in serious condition. Car owners beware. Authorities say there is a new trend among thieves and you can be a victim even if you do lock your car doors. They dont have to break a window, they are opening locked doors with an electronic remote but its not yours, its a hightech device that mimics the signal of your remote. Take a look at this video. A man walking back and forth in front of someones car in fishtown. He waves the device and the doors unlock. Once he got into the car, the thief stole cash and lottery tickets. Looked at the vehicle and pretended to have that device thing but i dont know if thats actually a device that opened that vehicle because you dont see flashing lights from the headlights which is usually what happens with some of those keyless entries. To counteract these thieves, some people are cutting their car remotes in microwaves and refrigerators once they get home to presumably cut off the signal. A Pennsylvania Appeals Court has 60 days to respond to the Philadelphia District attorneys request to take another look at the case against monsignor william lynn. Lynns conviction and the coverup of sex abuse cases was overturned last week by a threejudge panel, granting him a new trial. Yesterday, d. A. Seth williams asked the full ninemember state superior court to hear this case. He remains behind bars until that time. The District Attorneys Office promises to use all of its resources to keep him in state custody. Had to show all these other act, all these things that showed monsignor lynn knew how dangerous it was to put a pedophile into a school with children. Williams says he will appeal the findings to the state Supreme Court if necessary. In 2012, lynn became the first Church Official convicted over the handling of sex abuse allegations against priests. For the first time, were hearing the 911 call from last weeks bear attack in north jersey. A boy scout made the call after a bear went after his scout master. Take a listen. Police in Delaware County say robbery appears to be the motive behind a deadly shooting in chester. Two men were shot. Police say they found the first victim behind two parked cars. Mexican Officials Say the pair was picked up by immigration authorities around 6 00 p. M. Monday in the popular resort town of puerta vallarta. Couchs hair apparently dyed black. Two weeks ago, the fbi and u. S. Marshal Service Launched an international manhunt, offering a reward after the 18yearold failed to check in with his probation officer in fort worth texas. A spokesperson for the Tarrant County District Attorney interviewed witnesses who claimed couch was there. Alcohol use would violate his probation, although couch is not seen drinking in the video. Authorities say ethan and tanya couch even held a Going Away Party before they took off. They say the u. S. Marshal service was working to get the two returned to the united states. The Police Officer who shot and killed a 12yearold boy in cleveland last year wont face charges. The garage made that decision yesterday in the tamir rice case. Rookie patrolman Timothy Loehmann shot the boy as he was apparently reaching for a pellet gun. He had reason to fear for his life. It would be unresponsible and unreasonable if the law required a Police Officer to wait and see if the gun was real. Tamirs family is urging people to express their decision peacefully. The u. S. Attorneys office is conducting a civil rights investigation. Stop Police Brutality protesters in bridgton, Cumberland County marched in justice for jerome reid last night. This week marks one year since police shot and killed reid during a traffic stop. In august, a grand jury decided not to charge the officers involved. One man who has been on the front lines of the fight for decades is philadelphia gay news founder mark siegel and he has written a new book called and then i danced, traveling the road to lgbt equality. Its a memoir of his journey through the movement. He joins us live in our studios. Mark, thank you so much for joining us. Thank you, good to be here. I want to ask you about this year in particular about that Supreme Court decision. What did that represent to you . Was that the culmination of things . First off, its a great year for the Lgbt Community and philadelphia. Philadelphia for the third year in a row has been named by hrc which is the leading lgbt National Organization as the nations most lgbt friendly city. Thats an incredible record. No other city in america, san francisco, los angeles, new york, can say that. We can, but the Supreme Court took us from a country which had 30 something states that supported Marriage Equality overnight everybody in america could get married if they so wish. But thats great but the reality is that while you can get married in one day, the following day in most states in america you can get fired just for getting married. Therefore we have lots of work to do. I want to ask you about how you got involved with the movement at a young age. What spurred you to play the role that you have . My upbringing here in philadelphia. Im a philadelphia chauvinist, i love this town. My grandmother was a refugee from the poe grams in russia, she was a suffragette. I marched with people like sacel b. Moore and ive been in the fight for equal rights and equality since i was a little kid thanks to my family appreciating the fact that were americans. That the fight for everybodys rights is a fight for all of us. So why write it down now . What made you think okay, now is the tomb ill put it on paper . Im an old man [ laughter ] i dont know about that. A lot of my friends said you have an incredible story. The book is a love letter to philadelphia. This is a love letter to philadelphia. It talks about everybody that everybody has been raegd about in the newspapers for the last 40 years and it tells funny stories youd be shocked at. Shocked . Shocked let me ask you about something that happened in philadelphia. I want to get your take on it. You were talking about how far you have come but there was something captured on video, i think we have it here. This video was taken at 13th and locust. This is the rainbow crosswalk and someone was seen hammering into it there. We dont have a lot of information about the circumstances of that, but police were called and the person did walk away from the scene there. What was your reaction when you heard about this . My reaction is im angered. As far as im concerned its a hate crime because its based against the Gay Community and as the publisher of philadelphia gay news i am personally offering a 5,000 reward for the arrest and conviction of the person or persons who did that. Have you heard anyone talking about this since you saw the video . Have you do you know if there is anyone who does know who is responsible . I dont know. I can tell you that the Pride Committee of philadelphia headed by chuck bolts and franny price came up with the idea of doing the rainbow crosswalk in the middle of what is the gayborhood. Its a unity section for the entire community and to take a hammer to that is like throwing a brick through a church wall. Again, i am offering a 5,000ry ward for the arrest and conviction to the person or persons who have done that. Thank you so much for joining us, we appreciate it. Snow still up into new england but that will change to rain soon with temperatures warming. For us we had the rain this morning. The clouds are still locked into most of the area but for Atlantic County very light showers close to the shore otherwise most is offshore. For cape may county, scattered sprinkles around the area says sex county along the beaches. We had rain earlier but that is moving away so conditions will continue to improve as we go through this afternoon and tonight and tomorrow will be a nice day. The evening commute today though will be dry. Ill show you that in a second. Big temperature difference from north to south. 40 in allentown. 61 already in wildwood and well keep seeing this big difference from north to south about a 20degree difference through the afternoon. So heres future weather. The rain moving away. The clouds locked in for most of the afternoon. But 6 00 p. M. Clouds but no rain anymore. We go into wednesday, tomorrow morning, the morning commute nice and dry temperatures in the 40s. Then we stay dry for the evening commute but by 8 00 p. M. We could have showers move in so late in the day tomorrow showers around even overnight but we go into thursday new years eve 11 00 a. M. Looking good. Mostly sunny and a little bit cooler but still in the mid50s. Into new years day thats when we get a bigger drop in temperatures. Rain clears, clouds hang around north of philadelphia. 70 degrees spots in delaware or south jersey so big temperature difference from north to south through the afternoon. Then into new years eve, heres the forecast for that staying nice and dry. 44 by 10 00 p. M. So youll probably want the heavy coat because after midnight temperatures will drop off into the 30s so well start your new years day starting 2016 with temperatures in the 30s so it will get colder and new years day looks good, too. Tomorrow will be in the mid50s. Thursday mid50s. Mid40s into friday and going into the weekend saturday and sunday look at the forecast for the first weekend of 2016. Mostly sunny, dry, windy. 42 saturday, 43 sunday. Thats closer to where we should be for this time of the year. Stay tuned. Well be right back. Pennsylvania Governor Tom Wolf trashed a republicanbacked spending bill in the monthlong budget battle. He lashed out at lawmakers and urged them to get back to work. The governor says he will lineitem veto plan he calls garbage and will release money for schools and Human Service organizations. House republicans are set to hold a News Conference to respond to governor wolfs announcement in just a few minutes. Get updates on nbc10. We had the rain to deal with but now its clearing out. Thats the good news. You can sit outside if youre heading out for lunch. Its not that great, but big improvements. It will be dry for the evening commute. 60 for the high but a big temperature difference north to south. Tomorrow mid50s, very light showers but most of your wednesday will be dry. Especially for the morning commute and evening commute. Then showers later wednesday evening. Thursday is new years eve mid50s nice and dry for your new years eve plans and look at new years day, ten degree temperature drop. New years morning jew eel wake up to a low of 34 degrees and the first weekend of 2016 morning lows close to 30s saturday. Afternoon highs in the low 40s but at least we stay nice and dry.
