New information now about a 75yearold psychiatrist found dead in a center city hotel. Dr. Howard baker is his name. He was found yesterday morning on the floor of his room at the roadway inn. He was naked with a belt tied around his neck. His backpack and wallet were missing. An autopsy determined baker was strangled. Surveillance video shows two men visiting his room at different times sunday evening. Police are looking for the second man who was seen leaving with his backpack. We dont really know what his routine is yet. We talked to the wife. She did not know that he was even there. Police say they dont know if prostitution is involved and theyre not calling this case murder. Detectives are back out checking cameras in the area for more information. This just in. A new jersey grand jury will decide whether to indict a walmart truck driver for a deadly crash involving comedian tracy morgan. The new information revealed today in a hearing for kevin roper. His attorney was trying to get the case against him thrown out. He is charged in last years crash on the new jersey turnpike that injured morgan and killed his friend and fellow comedian james mcnair. Prosecutors say the grand jury will release its findings tomorrow. Now family and friends gathering to remember a jersey shore teen the subject of a murder investigation. A vigil is being held for her, a middletownship cape may county. Police found the 15yearolds body in the basement of an abandoned home last week. She had been missing for nearly two weeks. Police are investigating the death as a homicide but havent charged again with a crime. They arrested three men who knew the victim on unrelated charges. Winter is officially in full swing. One for the record books coming up in just a few minutes. The Philadelphia Police department received praise today from the department of justice. Here is why. You may remember commissioner Charles Ramsey asked the Justice Department to review Police Policies and practices in the wake of an increased number of police shootings. The department recommended more than 90 changes. And today Philadelphia Police announced almost all of them have begun to be implemented. Incoming commissioner richard ross says he hopes to have them all in place within his first six to nine months on the job. The thing people forget, i have been the number two or eight years. I have been a part of this from the beginning, since his tenure. I want to highlight that for a reason if people expect this dramatic change in leadership. I talked about this in terms of passing the baton. We have one of the greatest Police Chiefs in the country. Police Department Data shows a drop in the use of deadly force by officers. He sees the Law Enforcement team, Police Working with prosecutors, moving into 2016 with some strong momentum, but policy changes will impact the way officers do their jobs and budgetary concerns linger here in the d. A. s office. For philly p. D. , 2016 is a changing of the guard. Commissioner Charles Ramsey retiring and his successor, richard ross jr. Taking the reins. Its a change that will impact Law Enforcement citywide. I look forward to continuing the innovations of commissioner ramsey with commissioner ross. Williams says ross will inherit strong momentum led by a dramatic drop in homicides despite a blip last year. But with the new administration, a promise to fully end the controversial stop and frisk policing tactic. Williams maintains the practice is constitutional but it has eroded trust among people who feel its used unevenly. We have to find the balance of preventing crime without violating the Constitutional Rights of the citizens. Reporter it comes in the midst of a National Debate on mandatory minimum sentencing rules, especially for nonviolent drug cases. Philly has already decriminalized small amounts of marijuana. Our city supports mandatory minimums on sex and gun crimes but says society cant incarcerate everyone who has made a mistake. Mandatory minimums have their place for specific types of crimes. But our prison population has grown exponentially. Reporter looking forward to 2016, a major goal for williams is a bigger budget for his strained office. Of the 21 cities with the most crime in america, the 21 counties with the most crime in america, we have the smallest budget. Reporter to that end williams says he plans a lobbying for the new year encouraging mayor elect kenny and the city council to produce a budget for his office that he says is, quote, commensurate with the d. A. s office work and with the citys level of violence. George, on the topic of the citys violence the d. A. Mentioned the declining homicide rate. What did he say about what else can be done . He says 84 of the homicides in the city of philadelphia are caused by guns so his focus with police is on stopping the flow and reducing the number of those straw purchases. Amtrak activated ptc on trains between philadelphia and new york over the weekend. The Safety System uses gps and other tracking systems to automatically stop trains in danger of derailing. The system would activate if the trains engineer falls asleep at the controls. If the engineer doesnt acknowledge the fact saying yes, i am awake and alert, it will also take over control of the brakes of the train and bring the train to a stop. Ptc was activated on trains from philadelphia to washington last week. Its now completely installed along the northeast corridor. The amtrak Train Derailment in may killed eight people and 200 others were hurt. The train was going more than twice the speed limit. Maybe even tomorrow. And the thursday record, its not even going to be a close call. Were tracking more rain. We had a little bit this morning. Were going to have considerably more tomorrow. Were going to smash the records on Christmas Eve throughout the area. And its going to stay relatively warm all weekend. And sunday is going to be the warmest one. You can see the cloudy skies. Visibility is going down a little bit. The fog is developing. Humidity fairly high at 83 . We had the rain, so the ground is damp. So that combination looks like it should trigger some fog development tonight. Temperatures in the mid 50s to near 60 degrees across much of the area right now. And its been a real warm one, but this is going to be the second coldest day of the week by the time its done. Which is Pretty Amazing considering the average high is 43. We were cold over the weekend, but just seasonably cold. Then its just going up each day. Wednesdays high, 68 degrees. That could set a record too. And that would be in the evening. Phillys record on thursday, 64 set last year. Were going to destroy that record in a way that just doesnt happen. You dont break records by 11 degrees and then, that would also be the warmest temperature of any december day in recorded history of philadelphia. And all of these other places will be setting records as well. Now, a little bit of rain came through this morning. We have got a break now. More moisture will be building up to the south and west. Not that impressive yet. Going through the night tonight, temperature doesnt drop very much. It stays very humid. We get fog. That will be the issue in the morning. Then the rain starts coming in. Getting heavier later in the morning and then we get another round in the evening as the temperature rises dramatically after 7 00 at night. Up to near 70 degrees by midnight. Unseasonably mild tonight with areas of dense fog forming. 54 degrees for the low. Then during the day tomorrow, we have the early fog, then rain, nearrecord warmth in the evening. Temperatures getting into the 60s. Then the 70s on thursday. Friday we could set a record too 67 degrees. A little bit cooler on saturday for the eagles.
