Submerging some of those smaller cars closer and this right here is the source. Obviously you can see a massive water main break that is still very active by no means under control. This is an east falls fox street at roberts street in the Shoprite Plaza, the shoprite that a lot of people who live in east falls know about. And its the same Shoprite Plaza that has had water main breaks almost at this scale in the past. This is a water main break that is dangerous. As we pan back out and wide on our view, you can see that minivan there, and that white car towards the bottom of your screen, obviously you see the water creeping up higher and higher on that. We do know that the Fire Department is here on scene, we have seen them walking some people very cautiously through this moving water to safety. We do not know about any injuries, but we can tell you the Fire Department is here responding, this is a water main break in east falls that at this point is definitely still growing and from this perspective, you can see just how large it is. We will be overhead monitoring it for the next couple of minutes, that is the latest, though, live for now in sky force 10, im George Spencer, nbc10 news. Now to Randy Gyllenhaal on those breaking developments in the septa strike. Randy, quickly run us through whats happening here. Reporter septa had initially said they only planned to file an injunction to get workers back by election day. But in the past hour, a huge announcement, they have filed this 50page lawsuit in the court of common pleas, seeking to put an end to the entire strike. And you can hear the traffic frustration behind me. Right now here at the city hall, a hear under way, septa says theyre bringing in witnesses, real people impacted by this strike, but they have got to prove to a judge that the strike is causing a, quote, clear and present danger to riders and the region at large. That it constitutions a clear and present danger to the health, safety and welfare of our riders. Septa says the fourday long strike has already caused severe hardship, concern that as it drags on it could impact the electi election. They also site people trying to get to medical help. Theres too many things at stake right now and we have to come to some type of agreement. Reporter septa says despite this new court action, negotiations are continuing. The union says theyre speaking more pensions and longer break times. Were not fighting for us, were just fighting for whatevers left of the american dream. But voters in filly are concerned about what might happen if theres no transit on election day. I feel like the people who are most affected are people who cannot afford uber and people who cannot afford to get to the polls. Reporter septas News Conference happened at their headquarters on Market Street and not at the Sheraton Hotel where all those negotiations were happening. I did reach out to the union for comment, so far i have not heard back. The union says they have been served with those court papers. I also asked for signs that those negotiations are breaking down, but they say talks are continuing despite this lawsuit. Randy, thank you. So by tomorrow, 8 00 in the morning, patch frost through the area and morning temperatures will be right around the upper 30s. Lets get to some breaking news we told you about at top of the news cast. Reporter this water main break is causing a cascade of water, you can see the tremendous amount of water that is spilling just over this one side of the Shopping Plaza as we widen back out, we can take a better look at some of the better elements of this parking lot. This is an area where the Water Department has confirmed they have had two other major water main breaks in just the past couple of years. You can see the water spilling here around the backside of the shoprite, down on to those railroad tracks, the last major water main break at this same location, 7 million gallons of water flooded that east falls parking lot area, the same area that is being flooded again, now, that was a 48inch mane th firefighters are helping to evacuate the shoprite shoppers. You can see that tremendous amount of water, some of them are actually encountering cars, that you can see there, towards the left of your screen, cars that are at least partially submerges as this water main break continues to spill likely millions of gallons of water. That is the latest in sky force 10. And george, last time we saw you, we also saw a lot of folks that seemed to be stranded, so we have got these cars that are partially submerge d and we hav people that had been shopping in this Shoprite Plaza that looks like they have been stranded as well. Have you seen these people able to get out . Reporter it looks like from our perspective, that the evacuations have been safe. What we have seen, kind of right there, amy as we continue to zoom down towards the edge of this parking lot is Fire Department crews who have helped some of the shoprite shoppers who are there huddled along the building, you can see a few of them there to the of your screen, a couple of people even at the bottom of screen, wading out through the water. It looks like its getting close to their knees. Fire Department Crews have been working here as well to safely bring people out to their cars, assuming they are going to cars that are still drivable, not some of the more submerged cars. Although the water main break is certainly continuing at this point, from what we have been able to tell, it looks like the fire crews are able to keep these people safe. What about the people on the other side of the building, we see here that theyre gathered at the corner, on the other side, there are some folks that are gathered. How are they . Its kind of hard, this is a large enough building, keith, its hard for a chopper to get all angled. But as far as these shots right here. We have people that are just huddled up alongside the building, i guess waiting until they are either escorted across this urban river by fire crews or until the water main actually gets closed and shut down. But at this point, it looks like, although the water main break is certainly not under control, it looks like for now these people are safe huddled up on the edge of this building with the water moving in other directions, but at this parking lot exit, you can see how much water there is and how much of it is flowing, even right now. George, have you been able to see any water crews that are on the scene . We know that firefighters are there, but, you know, this is really a gigantic water main break and it is going to take some time to actually get to the source of this and shut off the water. So this is going to be a big repair. Any indication that we have repair crews that are trying to get to this . Reporter we definitely know that the Water Department is certainly aware of this and we certainly must imagine that they have repair crews here on the way. But i think youre right, the larger point here is certainly why there have been so many water main breaks in this same location again and again. Have covered the previous water main breaks on the ground as a reporter here. It is definitely safe to say based on what im seeing visually, that this is of same scale of the previous water main breaks. The last one we covered was 7 million gallons of water spilling out of a 48inch main in this location. This one looks to be more or less on the same scale. You see shoppers, like this person there, a guy with it looks like a lady on his back, carrying their groceries, tramping through the water that goes well above halfway up his shins trying to get out of this ware here. Not something you would re recommend doing, but it looks like these people have made it to the edge of the water. This is on the scale of the other water main breaks we have seen at this location. Chivalry isnt dead right there, hes trying to get to his car before his car is covered by water. That 7 million gallon water main break was june of last year. The firefighters are bringing a life vest out. Theoretically interacting with the driver or this white minivan, getting rescued by this crew right now, this is the white minivan that we have seen parked since we have been there, and the water level has now risen over its back bumper. So this appears to be a realtime rescue of one of the drivers. As we wide on back out, we can show you where this is orange natu originating in this parking lot. You can see even at this moment, at least a good 10 or 15 minutes that we have been on the scene. This water main break, and theres been two water main breaks in the past that have spewed millions of gallons on to the streets. You get a sense of what is an ongoing situation here in east falls. Rescues continuing with crew s ferrying people by boat during this this water. George if you could take us back to that rescue at that minivan, we saw a lot of people that had made it to their car, but was stuck in their car, it like he was in that boat right there. Rescue crews have gotten that driver out of the car. Yeah, erin, this seems to be a gentleman who has been parked there since we have been overhead. Fire Department Crews have been tromping through this knee high water to ferry this man out of his minivanover to dry land. This gentleman taken actually out of his car, rather than out of the store and then ferried by raft over to the edge of this water. But the amount of water covering this shoprite parking lot is just tremendous and certainly in part, its not water that you would want to walk through, when you have millions of gallons of moving toward in an area this small, it can be quite powerful, at least in some areas, and certainly thats what these fire crews trying to rescue people are trying to prevent to have someone who might succumb to this water as theyre trying to walk through it. We witnessed people walking through, it appears the water was up to their ankles. Now you see on those rescue crews, its up to their knees. As you tilt the camera down, you can actually see some of the cars, sedans that are completely submerged. This is water is rushing and gushing, you can see the crews continuing to walk the boats back and forth to the shoprite. George keeps referring, by the way, 2015 in june, thats when 7 million gallons of water flooded out of a 120yearold water main, it was 48 inches wide. The philadelphia Water Department has been able to halt the flow out of this may have been. Incredible damage already been done by the millions of gallons flowing out of this water main. Look at the rafts, we have been watching them ferry shoppers from the shoprite store, they have just brought one person out to the edge of the water there. As we pan up to the back of the store itself, you see not only the cars that are still submerged in the parking lot, but the remaining people who are waiting under that awning in front of the shoprite store. Also worth noting, some of the water has flowed away, you can see its closer to ankle deep, down from the knee deep that we have seen originally. That is because the water main has been shut off. As we pass the other stores here, you see the spot with all the silt, right there towards the middle of your screen, all that soil and silt, thats where the water main break originally occurred. That is where when we were over this seen earlier, we saw the massive amounts of water flowing out of the ground, as you can see now, that has stopped, but you can see the significant amount of damage caused this to Shopping Plaza. As we pan back out, you can see just how large this water main break is. The cars remain submerged. There have been water main breaks in this same plaza before. Last time nbc10 covered a water main break here, the broken main was 120 years old. So certainly you can imagine the other mains nearby are about the vintage. These are now new pipes that are breaking under the Shoprite Plaza and causing all this trouble. All you need is about a foot of water or water to come up past the floor of these cars. Have you seen any of these people able to pull out the cars that were actually partially submerged . Reporter theres a pretty distinct difference here, you can see some of the cars in the dry spot of the parking lot, which if the people can safely get to them, they will be fine. The water never got to them. But lets pan to some of those cars that are more deeply submerg submerged, you can see that car thats sticking out in the middle of the water pornding there. That is just a low sedan, and the water which is receding from its peak, that car it looks like is near the bumper. So enough water to cause some serious damage to cars that have been parked out there. The shoprite has been through this two times in the past, with a major water main break, millions of gallons on a similar scale to this, that causes a lot of damage to their inventory and of course a big problem to the shoppers who are in there at the time. As we have said, the water has stopped flowing, but you can see some significant damage, certainly to peoples cars who were parked in the waters path. And as we zoom in, you can actually see a couple of people who are willing to get their feet wet are actually headed out to their car right there and they do have their groceries with them. Theyre being escorted by firefighters and water rescue crews. As crews are making progress and folks are starting to get to their cars, George Spencer, thanks for that, but a big cleanup still ahead. Well, im not actually on site and i havent been able to talk to talk to the people that are inside the store, and as you can see, they have been quite busy, i dont want to distract them from whats going on there. We seem to have contained the water in the front area of the store. So it wont be as much damage as we have had before. Take a look at these shoppers cars, theyre on the ground, likely under millions of grounds of water, as this water main broke shortly after 5 00 this afternoon, as we pan through this parking lot, we can tell you that we have watched rescues from overhead, firefighters taking people from out of the shoprite store out to their cars right here.
