Bucks children and youth are investigating that along with some other agencies trying to identify their genealogy and who the parents are. As far as i know we havent been able to locate birth certificates. Multiple times ive driven by this house and seen young girls of various ages, children dressed mostly in amish clothing. Often afraid. They would look like once he would come out of the house like the male would come out of the house they would go running into the house. And you know, other neighbors are telling me that these girls would usually not talk. They were very scared. Some of the other little girls in this neighborhood would come and try to play with them but they would refuse and run back into the house. Police are now investigating whether any of those other 11 girls inside the home were also abused. Authorities have contacted officials from Lancaster County for assistance. They have more experience dealing with cases involving the amish. And again, all of those 12 girls are now in protective custody. And Lancaster County. Mourners are coming together at the Fellowship Alliance chapel in medford, burlington county. Grimmie grew up in evesham township. People started lining up outside the chapel earlier this afternoon. Some were fans who traveled great distances. One fan came from as far away as germany. Grimmie rose to fame as a contestant on nbcs the voice. A gunman shot and killed her nearly a week ago as she signed autographs in florida. One person has made such an impact in a Community Like christina has. Todays a day not just to mourn her but todays a day to celebrate the life that shes had. Pop star adam levine mentored grimmie on the voice. Hes now paying for the funeral. However, theres no sign hes planning to attend. A shakeup at the chaka fattah corruption trial. A judge had to replace one of the jurors in the middle of deliberations. This morning they had to start all over again. Nbc 10s deana durantes outside the courtroom with the latest. Reporter it is unclear how far the jury had gotten in deliberations. As we told you yesterday, there was unusual activity in the courtroom. The lawyers spent most of the afternoon in chambers. And if any of the jury members were taken from that courtroom or from that jury room, they werent able to deliberate. However, this morning a brand new jury with one new member heading into deliberations all day long and not a question from them before they went home for the day. Lawyers on both sides are staying quiet about why juror number 12 was replaced. This is the fourth juror to be replaced by an alternate since the trial began in mid may. The judge instructed the panel to begin all over again because the new juror 12 was not part of the original deliberations. And what work they have done or what happened in that jury room is not being made public. The deliberation process is sacrosan sacrosanct. Its seeshltcret. They must be unanimous. They must try to respectfully engage in an exchange of opinions. And really its nobodys business but that jurys. And judge bartles doing the right thing here. Its not a public matter. Reporter philadelphia defense attorney William Brennan is not affiliated with the case but hes tried many trials in county and federal courts. He said the waiting now can be the hardest for all partsies. The jury now has to decide on a 28count indictment with five defendants. At the heart of the case is if the group acted in the interests of congressman chaka fattah. Prosecutors say he stole Campaign Money and used friends to hide an illegal loan and pay it back. And before the jury was sent to deliberate this morning the judge read part of the instructions over again telling them they should take as much time as they need and stress the importance the jury members listen to each other and treat each other with respect. Officers caught up with the driver nearby on ridge street. They say he appeared to be intoxicated. New Jersey State Police are investigating a rash of suspicious brush fires in burlington county. The first happened in march in penn state forest. Then there was one in april in horton state forest. In may a fire burned in bats river state park. While on sunday there was a brush fire in woodland township. If you have any information about any of these fires, police want to hear from you. Train hit a backhoe. Ten people dead in two amtrak crashes in less than one year. Were going to classify this as a mass casualty incident. First the ntsb could have been prevented had the railroad put Safety Technology on the tracks. The second crash the nbc 10 investigators uncover Old Technology could have stopped the train from killing maintenance workers. On train 89, yes, it would have prevented that. Amtrak 89 was riding through chester Delaware County when it hit a crew working on the tracks. Two people were killed. Nbc 10 investigators have been looking into what happened. And they uncovered a possible reason for this deadly yash. Here is Investigative Reporter mitch blocker. We have one level three walking wounded. One d. O. A. Were going to check the other portion of the track. Reporter amtrak 89 was going 106 Miles Per Hour when it hit a backhoe near chester, killing two maintenance workers. Joe carter was one of them. Joe carter paid for the failures of others with his life. Reporter carters family is suing amtrak, wondering why train 89s engineer didnt know the workers were on the tracks. Our investigation dug up dispatch records showing amtrak notified other railroads of the maintenance work. Dispatch logs show the track in chester was occupied or foul between friday april 1st and monday april 4th. Amtrak 89 hit carter and his colleague on sunday april 3rd. Unfortunately youre always going to have some sort of human error. And nobodys life should be one step away. Reporter jed dodd worked on amtrak Maintenance Crews for seven years. Hes now the general chairman of the railroads maintenance workers union. He told is like amtrak 188 the amtrak 89 accident shouldnt have happened. That a simple electrical cable put on the track called a shunt would have turned the oncoming Railroad Traffic signal red, telling trains to stop. There were no shunting devices. In fact, amtrak had rubtly stopped using shunting devices out on the track. There is no doubt in my mind there was no shupt on that track. Reporter railroad engineer alan zarimsky demonstrates how a shunt mimics a train on a tracks. It has to provide a direct electrical connection across the two rails. They would have known that that crew was there. They would have known something was going on on the track. Reporter our investigation revealed one possible reason the Maintenance Crew didnt use a shunt. Amtrak changed its training manual in 2015. This is the manuals 2000 version. In it is a section about the use of a supplemental shunting device. It says this instruction requires the employee in charge of covered fouling activities to apply an improved supplemental shunting device to the tracks. In the 2015 manual this section is gone. I do know the shunting devices would have prevented it and if amtrak had properly trained and qualified their employees the shunting device would have been there. Reporter amtrak wouldnt say why it removed the supplemental shunting device section from its current manual. But we found it may have been redundant. The north American Railroad operating rules, which all railroads are supposed to follow, do include the section about shunting. Amtrak officials would not agree to schedule an oncamera interview to discuss the protections in place for maintenance workers. So we caught up with amtraks Vice President of operations at a public event last month. I really cant talk about that because the whole thing with the maintenance workers and the ntsb. Im not asking about specifically amtrak 89. Im asking about the system itself. Is amtraks system set up to protect maintenance workers . Im going to have to let the ntsb because everything is intertwined with that. As ntsb investigates amtraks second deadly accident in our area, dodd bleevds those running the railroad need to answer questions about its safety. The management is directly responsible for both of these accidents. Reporter now like amtrak regulators will not comment on our findings while the amtrak 89 accident is under investigation. That investigation will also have information about the mane maintenance workers state of mind and actions leading up to the crash. For the investigators, im mitch blocker, nbc 10 news. An update now on the worst case of animal hoarding the spca has ever seen in monmouth county. Charleen and Joseph Handrick are facing over 550 counts of animal cruelty. This after prosecutors say 276 dogs were found in their howell home earlier this month. They say the dogs were in relatively good health despite the deplorable living conditions. They are now being cared for at shelters. The delaware stem academy was supposed to open in two months. Instead the school is without a charter tonight. The state board of education voted to revoke the schools charter last night. The board cited low enrollment and uncertain funding. Today the Human Rights Campaign vowed to take on the nra, pushing for tighter gun control laws and expanded background checks. The killings in orlando have led to new debates over gun control. Tonight, more congressmen from around our region are making pushes for tougher laws. But as nbc 10s Rosemary Connors reports, critics are still skeptical that anything can get past. Gun control has to be defined. Gun control is a big term. Reporter it will be a balancing act, says yuri zalzman, who owns the gun range in philadelphias Spring Garden section. In the wake of the orlando massacre he anticipates a slew of legislation aimed at gun control, and hes not against it. Not all of it. Zalzman, a husband and father of three girls, says he believes its a matter of being practical. The wrong people shouldnt have access. What are the wrong people . People who are on an active terror watch list. I mean, can it get any clearer . Someone who we dont deem to be fit to get on an airplane should not be able to walk into a gun store and leave with an ar15. At the same time its essential that anyone who is put on a list wrongly have an opportunity to clear their name. Reporter republican senator pat toomey of pennsylvania who was in philadelphia today is working on a bill to prevent terrorists from getting guns. Democratic senator bob casey was also in philly this afternoon visiting with a. M. E. Ministers from around the region. Theyre observing the oneyear anniversary of the shooting at the Historic Black Church in charleston, where nine people died. The senator says the root of that crime is hate and thats why hes now calling to ban gun sales to anyone convicted of a misdemeanor hate crime. We need a lot of help.
