Erika cabrera got video of the aftermath as rush hour drivers and pedestrians looked on in disbelief. I heard about ten or 15 shots fired and was trying to figure out what was happening, where it was coming from. Reporter trooper Patrick Casey tried to get his cruiser in front of the fleeing car, but the suspect rammed him and opened fire just before slamming into the bus. We saw the cops draw these big guns and they are behind their cars with their guns out. Reporter all the while, the suspects car had caught fire on rapidly engulfed the bus as officers tried to arrest the driver. Looked like he was talking into a cell phone, kind of kneeled down on the ground. They were approaching him and then as soon as they got close, he stood up and started to run. They have somebody arrested, so i decided to, you know, focus my camera down there and thats when i seen the suspect in handcuffs. Reporter the 17yearold driver and 19yearold passenger were taken into custody while investigators were relieved that trooper Patrick Casey would be okay. And take a look over to my left here, we are still seeing Law Enforcement vehicles pull up here. Earlier today this street was just full of them as colleagues came for support. Outside the hospital, they gathered in uniform. Inside, one of their own was hurt. Pennsylvania state trooper was shot. I have talked to him, he is in stable condition. Reporter trooper patrick r. Casey was shot once in the shoulder during a shootout. It happened when casey came to help colleagues when a suspect fled a traffic stop. It is believed he was in the car when he was shot and he was returning fire from his car. Reporter then colleagues came to caseys aid. Trooper evans was the one who transported him to the hospital. Trooper jeter was the one who ab hended the suspect after a brief foot pursuit. Reporter trooper casey has been on the force since 2009. Visitors say he is now in good spirits visiting with friends and family. State police tell us hell be okay. Trooper casey is expected to make a full recovery, and we are grateful for that. Reporter trooper casey still does have a bullet in his shoulder and there is no surgery scheduled as of now. For now, it will stay there. Police radio captured the chaos as the shooting and the fiery crash unfolded on the interstate. You just heard it, officers scrambled to block traffic from that crime scene. The expressway opened at 1 30 this afternoon but after some three hours of closure, there was clearly a jolt to the traffic patterns around this area and a jolt to the plans of thousands around center city. From high overhead in sky force 10, this wide view of the ben franklin parkway captures the growing traffic chaos this morning. Drivers with nowhere to turn all tracing back to this fiery crash and crime scene in the middle of the vine street expressway near the end of the morning rush. And for many with traffic came frustration. Its terrible. Ive been in traffic for an hour. Reporter brian wagner was trying to get into center city during the worst of the delays. We saw side streets surrounding 676 gridlocked by drivers unsure where they could and could not go. Qk on spring garden, another major cross town artery, traffic only inched along in both directions. Sisters anna and liz caline were trying to get to south philly. Were trying to head over to ikea, and over by the art museum exit we usually take was blocked off. We got redirected here and are still unsure where we should go. Reporter for many drivers, there were no good options other than waiting it out, and with this primary thoroughfare shut down, the Ripple Effect spread from river to river impacting i76, over to this entrance ramp clogged by drivers just getting off the ben franklin bridge on the other side of center city. And it was not just this roadway, part of i76 where it meets the vine street expressway was shut down, as well during the peak of this investigation. Tonight were still going to be getting into the 30s, some areas, especially north and west in the 20s overnight tonight. By 6 00 p. M. Well be in the mid 40s, still chilly, by 8 00 p. M. , 44 degrees and by 10 00 tonight getting closer to the 40s around the philadelphia area, but if youre in the Lehigh Valley or new jersey suburbs, by 10 00 well be in the 30s in those spots already. Now to a developing story out of turkey, where a russian fighter jet was shot down. Nato is now holding an emergency meeting about the incident. Turkey says that the planes pilots ignored several warnings that they were crossing into turkish air space, but russia insists that the plane stayed over syria. The pilots were helping syrian troops fight rebels on the ground. Rebels considered to be enemies of turkey. At least one of the two pilots is dead. Less than two weeks after the deadly paris terror attacks, french president Francois Hollande is in washington looking to build support for a coalition against isis. Back here at home, when it comes to pennsylvanias state budget, Governor Tom Wolf says the ball is in their court. Hes referring to republican lawmakers. The clock has been ticking for months now. Pennsylvania has been without a budget for 146 days. Gop majority leaders backed out of a sales tax increase they proposed. That, according to wolf, would have sealed the deal on the budget. Republicans told him friday they didnt have the vote to support the sales tax measure. Wolfs stance has been to tax income and natural gas drilling. As of today bucks county is no longer paying pennsylvania taxes it collects. Commissioners say the county wont pay until a budget is passed. Commissioner chairman tells us the county is in danger of running out of cash by the end of the year. Other counties have already run out of funds, hes encouraging them to do the same as bucks. Police released this picture of one of the two suspects they are still looking for. The alleged shooter, just 17 years old, and another suspect are in custody. Trooper Patrick Casey is in Good Condition. Police tell us that his family is with him as he recovers at hahnemann hospital. Lenny dykstra says he has brain damage and police in california are to blame. Dykstra says while he was in jail in 2012 six sheriffs deputies came into his cell and beat him. Today he amended his lawsuit to say the beating caused him to have issues eating and brain damage. The 52yearolds lawsuit seeks 15 million in damages. Dykstra was with the phillies from 1989 to 1996. Out to the midwest where a Chicago Police officer is in jail this evening charged with the murder of a teenager. Officer Jason Van Dyke shot and killed a 17 year old last year after responding to complaints about someone breaking into cars. Van dyke shot mcdonald 16 times. Witnesses say mcdonald never threatened the officer, but police say the teenager had a knife. The incident was captured on dash cam from the officers cruiser and that video is expected to be released to the public tomorrow. Tonight police are looking for three men they say shot several protesters in minneapolis. Five people were injured near the site of an ongoing demonstration. Protesters have been conducting a sitin over the last nine days. They are protesting the shooting of 24yearold jamar clark by a Police Officer back on november 15th. This is nbc 10 news. Drivers in allentown have been waiting for this day for three years. Thats right, the american parkway bridge is now open for business. It just opened about an hour ago. The bridge allows drivers to get from the east side of the lehigh river to the Center City Area and back again. Heres a picture from todays Ribbon Cutting ceremony. This is what the property looked like in 2012. The 36 million project was entirely federally funded. The city owned and will maintain the bridge. Listen to this, a berks county man is in custody after he tried to break into a Police Officers home. Police say 24yearold derrick carl was drunk when he wandered away from friends. First he tried to get into the officers car. When that didnt work he used his key to unlock the door to the cops home. The officer woke up when he heard someone try to kick in the door. Police believe carl thought it was his home he was trying to get into. Our coverage continues with our breaking news out of center city. Nbc 10 continues to follow breaking developments on the shooting of a Pennsylvania State trooper within the last 20 Minutes Police released this picture of trooper Patrick Casey. Authorities say a 17yearold suspect shot trooper casey on the vine street expressway this morning, hitting casey in the shoulder. Nbc 10 has also just learned that prosecutors are considering charging the 17 year old as an adult with attempted murder. The family of that 17yearold suspect just left here from troop k, the Pennsylvania StatePolice Headquarters here in philadelphia. We can also show you a picture that state troopers released about an hour ago. This is of a wanted man. Take a good look at him. Police have his picture but dont have his name, but also have other good factors to describe him, 18 to 22 years old, has a dark blue cast on his right arm. On his left arm he has a tattoo sleeve and he was last seen wearing a dark blue hat with a light blue star. Now, police have spoken to two suspects tonight. They are looking for two more in the connection with the shooting of that state trooper earlier today. I respect and admire the way trooper casey responded to being shot at. You dont have to be outside the vehicle to return fire, and i believe, im not part of the investigation, but i believe he performed heroically. Reporter trooper Patrick Casey was shot while he was in his squad car. Police say it was inside the car he returned fire. The suspected shooter was not hit, despite three other troopers firing on him. What started as a traffic stop before 9 00 this morning led to this scene. Police say during the earlier car stop the occupant got out of the car, one was handcuffed. One of the three occupants jumped back into the vehicle and fled the scene. The troopers, that would be trooper Patrick Casey, trooper timothy jeter, and trooper william evans, pursued the suspect. Reporter trooper casey tried to stop the car again. They said a 17yearold jumped from the car and started firing. The car crashed into the school bus and caught fire. Police and detectives helped bring the 17 year old into custody. As for possible charges i would imagine attempted homicide charges. Reporter again, lets bring you back, there were originally four people in the car, one person taken into custody right away, another person who drove off. The 17 year old is responsible for the shooting. There is a third person they have identified and is the fourth man, the man they have released the picture of, they want to find tonight. No word how serious the injuries are right now, but as you can see, there is a massive scene under way. We learned today turkey shot down a russian fighter plane it said had crossed into turkish airspace from syria. Killed at least one of two pilots. This is the first time in half a century a nato member has downed a russian plane. Vladimir putin is calling the incident a stab in the back and has warned of significant consequences. Whats this air strike say about the conflict in syria . I think what it says, keith, you cant tell the players without a program. There are so many entities in that part of the world and that region and so many dynamics going on. On the one hand you have the Nato Alliance that has been in existence now for over 60 years. Then you have turkey, which is really at the cross roads of the world, you know, between europe and also, you know, close over on to the syria side. And then you have the emerging coalition that is now trying to grow as they take on the isis situation in syria. So you have a number of entities, and theres not yet been any coalescence of the efforts in order to see what we do next as far as the strategy goes. Colonel, you touched on the complicated matter that the u. S. And turkey are allies, but theres a different stance from both countries on Bashar Al Assad and the rebels who are fighting him. I think the best thing they can do is what they did in brussels today, which is start an immediate dialogue. As long as that is a constructive communication amongst the parties, as long as we continue to look at airspace and we look at political and geographic borders, there are going to be these isolated incidents, and what we have to do is contain them so they dont become a trigger action for further things that could happen in that particular region. Airspace is always something that needs to be looked at, but i think in the larger picture we need to look at isis, which i think is the common enemy for both russia, as well as the coalition in that region, and remember that isis does not have an air force, they do not have air power. Syrians have air power, russians have air power, and the nato nations have air power, so i think what were looking at now as far as future steps and next steps needs to be how do we target the target acquisition in order to get the isis command and control centers and also where these aircraft are based in syria. Still on the cool side, though, but we do have a warming trend in the forecast, so you probably didnt notice it today but will notice it a lot more come thanksgiving day. Thanksgiving travel forecast looking pretty good, not the entire country, know, but ill show you that in just a second, and we also have some potential near record high temperatures before the weekend even gets here. Ill show you that in the seven day forecast in a minute. Right now in the mid 30s in the poconos, mid 40s through the Lehigh Valley, 49 degrees philadelphia, 45 right now in trenton and temperatures still hanging on to the mid 40s in much of new jersey and delaware, but some of the suburbs already getting close to the 30s and that is going to be a cold spot tonight, possibly in the 20s. Take a look whats happened to temperatures tonight, closer to midnight well see a bigger drop in the temperatures, then bottoming out near freezing near sunrise, so it will be another cold start to your morning tomorrow. Some clouds trying to move in north and west, but overall were going to keep the dry pattern in place through most of your thanksgiving day. Heres what future weather is showing, tonight nice and dry, tomorrow we also stay dry, cool day through the afternoon, but definitely not very cold. We go into thanksgiving day, we could have clouds moving in, cant rule out a sprinkle, but warmer temperatures will also be here. Now for us its not going to be moving in thanksgiving day, not even friday, but it will be slowly approaching parts of western pa. By friday, but at the same time our temperatures will keep warming up. By friday we could have near record highs in the forecast. As far as traveling is concerned, if you are heading along i95 down towards baltimore or washington, expect mostly sunny skies wednesday and thursday, temperatures right around mid 50s, near 60 degrees both of those days. If youre heading north towards new york, maybe even boston, temperatures will be cooler, so wednesday sunny skies for new york and boston, more clouds thursday for new york for thanksgiving day, but temperatures milder closer to 60 degrees for new york by thanksgiving day. Tonight, though, we will be cold, 20s areas north and west around 33 for the philadelphia area tomorrow morning. But then topping out about the low 50s. Theres still about 1,000 short. People in this area are not, you know, making the type of money they need to afford to live here. Reporter the nonprofit is struggling to meet a growing need for its Services Following last years four casino closures. This as donations remain mostly flat. Theres not the people in our area who can support us anymore. Weve had people who used to be donors who are now clients. Reporter in Atlantic City, a thanksgiving feast is being prepared for close to 1,000 Homeless People who use the resorts rescue mission. Area chefs volunteering their time and talent to feed those less fortunate. A good home cooked meal we take for granted, and were providing that for them on thursday.
