Problems, a lot of them actually. Starting out in new jersey and the new jersey turnpike, where we had Police Investigation under way right here around exit 4 in mount laurel at route 73. You can see tons of flashing lights in the area. Only one lane getting by right now and thats headed northbound. Just a few moments ago they had all lanes completely blocked. There was a body found off the side of the road, so were expecting this investigation for quite some time. This is backed up all the way several miles to about exit 3 or so. You can see no delay headed southbound. The schuylkill expressway seeing one of the biggest delays. Biggest delay, eastbound from the blue ridge to the vine expressway, also disabled vehicle possibly contributing to the eastbound right around south street. Also a few more accidents in the area between kelly drive and mlk drive, and one on broad street around the roosevelt boulevard. Thanks, jessica. Developing story in Montgomery County. The man on your screen is accused of breaking into a hatfield township apartment and raping a 6yearold girl. Police say Oscar Rivera Herrera broke into the apartment yesterday morning, drank several beers, then raped the girl in her bed. Her 11yearold brother called 911. Officers say when they arrived to find the girls step father holding Rivera Herrera at knife point. The District Attorney spoke about this case just within the past hour. Individual where at least as far as what we know at this point, there were no signs, there was no reason for him to do this that we know of. I think it really highlights the dangers out there. Oscar river ra herrera is being held on 1 million bail tonight. Switching gears to this now, its the last thing youd want your boss to see, right, sleeping on the job. Thats right. It happened to two Philadelphia Police officers over the weekend. Take a look, this photo caught the officers asleep in their patrol car, windows down. The Police Department has identified the two officers involved and the incident is not only raising concerns about the safety of the community, but also the safety of the officers themselves. Any time youre wearing a uniform in a marked vehicle, you are considered a target. That proves to be true for two Philadelphia Police officers working the overnight shift over the weekend. While this photo may be embarrassing for the force, the department is grateful that it was someone with a cell phone camera and not a gun. Theres a safety concern, which is, again, the biggest element of all, someone was able to take a picture close enough to them without waking them up. My husband saw the cops sleeping right there. At first we were going to wake them up, but we were like, no, because if it was the other way around, they would give us a ticket. This woman who does not want to show her face lives with her family nearby in kensington where she says the incident happened. Your job is to protect and serve. We understand that youre tired, everybodys tired, but youre a cop. As for the officers, the department knows who they are and says they will be disciplined. It can be anything from a reprimand up to suspension, so, again, the investigation will take its course. The Police Spokesperson went on to say this kind of behavior does not reflect the majority of the hard working men and women in the department. We have an update now on a violent Home Invasion in south jersey. Its a story we first brought you last night at 11 00. Police in Franklin Township brought this image of a suspect to the state police lab. The suspect entered this wawa sunday night. Police say earlier that night he ran from them after a Home Invasion that left a 42yearold man hospitalized. Two men bound, beat, and robbed the victim. The blows to his head were so bad he needed surgery. Tonight he remains in the hospital. We also have new information about a deadly crash that shut down part of the new jersey turnpike for hours last night. You might have been in this traffic. Police say two cars were stopped in a left lane closed in woolwich township, gloucester county. A third car hit one of them, which careened into the other one. Two people in the first car were killed, identified as a 21 year old and 20 year old. New at 5 00, the driver who hit and killed a pennsylvania turnpike worker in Chester County will spend the next one to four years in prison. Ephraim jenson was driving a tractor trailer on june 1st, 2014, when he hit and killed a man. Jenson crashed into several construction vehicles. Prosecutors say he was going too fast with not enough distance in front of him. During sentencing today, the judge did take into consideration the fact that jenson stopped after the crash and cooperated with police. A 22yearold man waiting for an order at a corner store in philadelphia was shot and killed this morning and now the investigation continues. Witnesses say they heard four shots inside the j and r perez grocery in philadelphias mantua neighborhood around 8 30 this morning. According to neighbors, Police Rushed maurice mcdonald, who you see here, to the hospital but he did not survive. The stores owner tells us that security video makes it appear mcdonald was targeted. I love my son, you know, i know hes in gods hands, and, you know, it is what it is. Im tired of these kids dying for nothing. Family members say that the gunman whom police are looking for may be a distant relative of maurice mcdonald. On the jersey shore, Atlantic Citys Economic Future hangs in the balance. Chris christie vetoed bills aimed at helping the citys problems. Now theyll look to change the way casinos are taxed and how the money will make it back into the a. C. Economy. Ted greenberg spoke with Atlantic CityBusiness Owners uncertain about their business future. What are they telling you, ted . Well, keith, for taxpayers the governors conditional veto means more waiting, waiting to find out what the future will bring as far as their taxes are concerned. Among those frustrated tonight is the owner of the duck town tavern. He says his property taxes have doubled since his family opened the place a decade ago. Governor christie wants changes made to a key measure in the rescue package that deals with set payments in lieu of taxes that the casinos would make for 15 years to avoid casino tax appeals that have left major holes in the citys budget. The move sends the bailout plan back to the state legislature and leaves taxpayers continuing to wonder what their future tax bills will look like. Police, as you can see, are on the scene of a deadly shooting. Heres what we know, two people were shot here near 21st and dawson streets just about an hour ago. One of them is dead, the other was struck in the leg. So far no arrests and no motive. We will continue to monitor this and keep you posted. Today Pennsylvania Attorney general Kathleen Kane lost a bid to have criminal charges against her tossed out. Kane now claims she forgot she signed an oath of secrecy when it came to grand jury investigations. Kane appeared before a judge today, her lawyers argued she didnt mean to break the law when she testified last year in front of a grand jury. Prosecutors contend she leaked grand jury information material to a reporter. In september, a secrecy oath was located, one that kane signed just days into office promising grand jury secrecy on all statewide cases. Three days after swearing in, probably dealing, you know, 800person office, dealing with a myriad issues and she was doing the best she could. She was overwhelmed at the time, is that what you were saying . I dont think that theres any question about that, that she was overwhelmed at the time. Kanes lawyers say she did not have that document in her office and thats why she forgot she had signed it. Kane is expected to go to trial next year. Today Community Members at Cheney University were in harrisburg to call on lawmakers to save the historically black college in delaware county. Right now the struggling school is facing plunging enrollment numbers. About 200 supporters came together for a rally earlier today in harrisburg. They claim decades of discrimination by the state system and delayed court cases related to funding have left cheyney in a financial bind. However, a spokesperson said they receive four times the average amount of funding per student. We have new details tonight about a man hit and killed while walking in newark, new castle county. 37yearold Jamaal Matthews was crossing route 40 when he was hit. Police tell us matthews was not in a crosswalk and was wearing dark clothing. The man who hit matthews stopped and is now cooperating with police. Fast food workers all across the country and even some here in pennsylvania have been trading in their aprons for picket signs today. They are joining together to protest as part of a movement to increase minimum wage requirements. The group fight for 15 organized todays protests. This was the scene outside of city hall where fast food workers are being joined by other low wage workers throughout the city. They are pushing for lawmakers to stand behind their fight for 15 an hour and union rights. Tonight, Philadelphia Police need your help to find a man wanted for a shooting in upper kensington. The shooting happened last wednesday on east indiana avenue just before 2 00 p. M. This Surveillance Video shows a man pulling out a handgun, firing shots into the air, then leaving. The man comes back to the same spot and fires more shots in the air before running away. Saving money for college while youre still in high school is the key component of a new bill by congressman john carney. Currently were seeing the clouds around, but most of the rain is confined to parts of new jersey, closer to the shore, parts of cape may county, the rest of us seeing a break with the rain but still some areas of drizzle and light rain out there. Cape may courthouse seeing more moderate to heavy rainfall. This extends up through egg harbor, ocean city, near the area seeing the heavy rain, as well, and near Atlantic City some heavier showers, but these are fairly small. A look at the rainfall the past 24 hours through new jersey and a lot of this rain was early this morning and late last night. Anywhere from one to one and a half inches here, parts of delaware especially where you get into parts of new cassel and kent county, about one and a half to two inches through the rest of delaware. Now, though, were seeing a new break. Heavy rain up to the north but watching a batch of rain around baltimore, that could be moving in for the rest of the evening, then well finally start to see conditions improve. Some local nonprofits, they rely on state funding and say they are already doing damage control. The budget stalemate has been hurting them. Lauren mayk spoke with a local center that had to cut services. They tell you it will take a while to get back on track even if the budgets passed. Reporter thats right, keith, this wont happen overnight. Take a look at this, these are the classes here at center in the park, the Senior Center behind me, and this list was a lot longer when i saw it a few weeks ago. They have cut classes with paid instructors, they are behind on payments to vendors. They want that budget, but they know thats not the end. At center in the park, seniors who come for food and friendship know whats at stake. Sometimes youll hear in the ladies room or other conversation about were praying for the center because we dont want it to close. Reporter with funding held up by the budget impasse, the center has been cutting classes, staving off layoffs. Were okay with our staff payroll through the 20th. Reporter but rumblings of progress come from harrisburg, harsh reality back home. It will take a while to recover from the impasse. Reporter nonprofits have borrowed money, skipped payments to vendors, cut staff pay, trying to keep up services. Domestic violence, ged, social services, housing, child welfare. Reporter Cynthia Figueroa is president and ceo of congresso. Have you lost staff as a result of this . Absolutely. Reporter some staff took a 40 pay cut at one point, down to 20 now. My first reaction was making sure the agency could remain viable for as long as possible, and it was honestly when i got home that it dawned on me, wait, this affects me, too, very immediately, im a single mom, i have children. Reporter staff like evette are weathering the tough times, but could this have a longterm impact beyond money . Do you think that will affect your ability to recruit people in the future . Thank you, lauren. To this now, a man who robbed and killed a Philadelphia Police officer will spend 20 to 40 years in prison. Mcfarland learned his sentence today, he took a plea deal, admitting to his role in the robbery and murder of officer moses walker jr. That happened back in august of 2012. Walker was in plain clothes and walking home from his shift when he was shot and killed during a holdup. He was a 19year veteran of the police force. Mcfarlands codefendant rafael jones was convicted and serving a life sentence. Prosecutors say jones was the triggerman. To decision 2016. Youll see some changes tonight in the fourth republican president ial candidate debate. The field is narrowing slightly. Eight candidates will appear on the main stage with four more debating before the main event. Candidates donald trump and ben carson are tied in a new National Poll and some expect trump will go after carsons credibility as it relates to his life story. In fact, it could present an opportunity for him to take the Big Personality to a smaller stage and be the topic of discussion going into the main debate this evening. The other question, how much impact this will have on the main stage tonight with christie and huckabee moving down to the earlier debate. I think it provides an opportunity for folks like marco rubio to continue to surge and continuing to surge both nationally and in pennsylvania, and its also going to provide an opportunity for governor kasich to surge, as well, and hes been a very substantiative guy on the issues and hes going to have a lot of opportunity to show that again tonight. Jim, i also want to talk to you about ben carson. This past week hes been very vocal defending accusations about his personal story. Its really the first weve seen in terms of that side of dr. Carson, somebody pushing back, maybe being a little more aggressive. Will we see more of it tonight . I think well see real entertainment between donald trump and ben carson and begin to see whether ben carson has the meddle to handle the job of president going through this process and the scrutiny. Jordan hicks single handedly ruined the cowboys season, knocking out tony romo in week two and hicks had the pick six against dallas sunday night, but now he is lost for the season. Heres jordan at practice today. He tore his pectoral muscle sunday night after that interception return for a touchdown. Its a tough loss for the defense. The rookie really stepped in and played well for the injured inside linebackers, kiko alonso, michael kendricks, and dee moe kuo ryans. He game the birds leading tackler and was tied for the nfl lead in fumble recovers. His teammates say he played like a veteran. They feel really bad for him. Obviously, super bummed for jordan. Hes having a great game, obviously, a great season, obviously, a great game, so but these things happen. Guys have to step up. Hes a good player, man, and his presence is felt, you know, so i feel bad for him, the fact he was having a great year, but this is the nature of the game. This morning we had a lot of rain through a good portion of the area for the morning commute and we are seeing some showers around right now, but we could have another round move in through the rest of this evening, so we are tracking just periods of rain over the next several hours. We have some showers starting to move into Lancaster County right now, showers around as we go into thursday, too, so thats our next chance of rain. Tomorrow for veterans day, great news we do dry up for anything going on for veterans day, you dont have to worry about the rain, then a colder weekend in store. Temperatures only in the 50s. Mid 50s in the Lehigh Valley, 59 wilmington, around 60 for south jersey and delaware, so temperatures staying a little steady through parts of this evening. We have a few showers along the shore, couple parts of Lancaster County and well be watching for more to develop later this evening, mainly from the baltimore area. Thats the area were watching for extra moisture to move in. Right now looking at atlantic county, right along ocean city through egg harbor, Atlantic City, where you see the yellows and oranges, that shows us heavier rain. Pleasantville showing heavier rain, too, and that moves up into parts of ocean county. This is all sliding to the northeast, but that area around washington and baltimore, more moisture, that will start to move in as we go through the next several hours, so well be watching for that. The bulk of the moisture has moved up to the north, moving into parts of new york state and that was our heavy rain we saw earlier this morning. Now for the rest of the evening we have some periods of rain, some mists, some drizzle in the forecast and even some fog developing. Heres future weather. We go into the 9 00 hour, we could see that next round moving up through parts of the Lehigh Valley and we start to clear up going into tomorrow morning. You will be waking up to cloud cover tomorrow, but later on in the day well start to see more sunshine breaking through, so thats good for veterans day. Then our next round gets here for thursday. Thats right, as Erika Edwards reports, the new guidelines prohibit players of a certain age from heading the ball. Reporter the governing body of soccer in the u. S. Is working to resolve a lawsuit head on by issuing new guidelines limiting youth players heading the ball. The u. S. Soccer federation is eliminating heading from youth soccer in an effort to reduce the number of concussions. Under the new rules children 10 and under will be prohibited from heading the ball during practice and games. Children 11 to 13 will be allowed to head the ball during games only, but not during practice in an effort to reduce repeated contact. However, concussion experts say heading the ball is not the primary source of concussion. Concussions are caused most commonly by playertoplayer collisions, player hitting the ground hard, or a player actually being elbowed, kneed by another player. Reporter former u. S. National Soccer Team Player suffered a careerending concussion in a kneetohead collision. She says the new rules are a good first step but that more needs to be done. I think one of the things thats missing in this initiative is the idea of protection. I think protection is something that helps, and so by that i mean head gear. Reporter the announcement comes in the wake of a 2014 Class Action Lawsuit by parents and players against the u. S. Soccer and others for negligence in treating and monitoring head injuries. The suit asked for no financial damages, only rule changes, which are now being implemented. We are following the developing story, Oscar Rivera Herrera is accused of breaking into an apartment and sexually assaulting a young child while she slept. Detectives say the suspect targeted the same apartment once before. Nbc 10s Denise Nakano is joining us live from hatfield with more on this disturbing arrest. Denise . Reporter jim and jacqueline, the victims 11yearold brother called police, called 911, and when Police Arrived to the apartment complex, he had told them he did something to his sister, his little sister out here, about 4 00 yesterday morning here in hatfield. They found the childrens step father holding down this man, Oscar Rivera Herrera. Now police say herrera got into the apartment through a living room window and sexually assaulted the 6 year old who was sleeping in her bedroom. The family did not know herrera and he has no history with police. Individual where at least as far as what we know at this point, no signs, no reason for him to do this that we know of. I think it just really highlights the dangers out there. Reporter herrera admitted to breaking into the same apartment a few months ago when no one was home.
