A philadelphia couple returned from vacation to find this blocking their front door. The couple tells nbc 10 they have been fighting for decades to clean up this dilapidated building. They say this is the worst it has ever been. You see scaffolding covering large portions of their home. The couple spoke only to nbc 10s george spencer. He is live outside the home on christian street in south philadelphia. You did some digging into the owners of that property. I understand you found a history of problems . Reporter we counted up 20 old violations for this property. L i tells us there is only one open permit for the site, a permit for work to make this property safe. Its ironic because neighbors say its probably now more dangerous than its ever been. We saw yellow tape all the way around. Reporter a wall of yellow tape and scaffolding blocked pete and his wife debra as they approached their own front door after a weeks vacation. This long vacant property next door to their home at 17th and christian presented its biggest frustration yet. Im ready to move. Im ready to say goodbye to philadelphia. I felt violated. Reporter they feel like a case study for the trials of an aging city. For two decades, neighbors here have jumped through every bureaucratic hoop, dozens of calls to l i, even attempts to take control of the property in court, yet no resolution. This property is in a high traffic spot, especially for kids. It is just steps away from Edwin Stanton el machine tementary. We checked online and found the Property Owner listed as a developing company. We counted 20 violations listed in 1700 christian streets history. Most now closed. Late today, we tracked down the owner. How long are you expecting to have this scaffolding up . How long do i expect to have the scaffolding up . Long as it takes these guys to complete the walls and the brick. Probably the next three weeks. Reporter johnson insists hes hoping to turn the property into a community jewel but for now, l i says his only permit is to make it safe, not to renovate. Johnson disputes their record and neighbors are left shaking their heads. The nbc 10 investigators have been looking into the citys much larger problem with vacant properties. According to new numbers we just got from the city, there are more than 16,000 in philadelphia. Thats down about 10,000 from earlier this year. More than 11,000 of those properties are considered vacant but safe. More than 5,000 are considered unsafe. The city considers 281 of those properties imminently dangerous. Federal agents are searching a home, they were searching a home in Delaware County after gunfire erupted leaving one person dead. Sources tell nbc 10 agents were executing a search warrant at a chester home this morning in connection with a child pornography investigation. Shots were fired as federal agents entered the home on highland avenue and a man was killed. I heard some people say get on the ground, get on the ground and i heard pop pop pop pop pop pop. The fbi has not released the name of the person who died but tells us three people were taken into custody today. Its unclear if they are still being questioned. We are learning new details about the popes upcoming visit. Officials in Montgomery County say they will use every resource available to make sure the papal visit goes smoothly. They say 300 National Guard members will be deployed and doctors have now joined the volunteer ranks to help respond in case of an emergency. The major concern for all, though, traffic. Its been almost a decade and a half since a pair of hijacked planes brought down the twin towers here. Grief remains at ground zero. Nearly 3,000 people died, including more than 2700 in new york city. To washington now, where a wreath laying ceremony was held to commemorate the lives lost there. American Airlines Flight 77 was headed from d. C. To l. A. With 64 people aboard when it was hijacked. It was flown into the pentagon. Hundreds gathered for a ceremony to honor the 33 passengers and seven crew members aboard the flight brought down near shanksville, pennsylvania. Flight 93 was headed from newark, new jersey to San Francisco when it was hijacked with the likely goal of crashing it into the white house or capitol. A passenger revolt brought that plane down in an empty field. Pennsylvanias governor recognized those passengers today. What they did saved countless lives in washington, d. C. What they did averted a terrible tragedy that would have taken place there had they not acted as they did here. The National Park service opened a new Visitors Center this week in that field in shanksville. It features 40 memorial groves, one for each of the innocent lives lost there. More than a dozen victims of the attacks were from bucks county. Their loved ones gathered at a special place created to honor their memory. Reporter furniture surplus on lancaster avenue has faced multiple allegations of taking customers money but not delivering the furniture. Now the stores owners will have to pay back 75,000 so customers can get their money returned. Back in july, we told you about the lancaster avenue location. It was under new ownership and changed its name at the time to furniture king. Still, customers complained they were not getting the furniture that they paid for. Besides restitution, the stores three owners can never own, manage or control a furniture business in pennsylvania again. County officials recognized ridley park Police Officer mark hanley as they mark the 9 11 anniversary in media. Officer hanley is still on the mend after being shot late last month. Authorities say hanley and his partner were trying to convince a suicidal man to surrender when that man opened fire. Officer hanley was shot in the chest and leg. He credits his bulletproof vest with saving his life. Today, he received the district attorneys order of merit for heroism. The order of merit can be awarded for heroism and bravery and it represents the highest recognition of valor awarded by the district attorneys office. The Police Officers who rescued officer hanley after he was shot were also recognized at todays ceremony. The city of Philadelphia Mural Arts Program hosted its last Community Day for a mural honoring papal visit. More than 150 panels will make up the 4200 foot mural at the future home of the st. Malachai school in north philadelphia. We feel its so important that people can look up at a beautiful work of public art and say i did that, i helped make that happen. Prior to the painting event in connection with the 9 11 anniversary attendees observed a moment of silence to remember graduates of father judge and st. Hubert high schools who sacrificed their lives in the line of duty as first responders. The security surrounding the papal visit is creating challenges for a charity that serves meals to those in need. Manna helps deliver tens of thousands of meals every week to some 800 sick and needy people in philadelphia and beyond. Their ceo says canceling deliveries is not an option. What we are doing is all of our clients that normally would receive their Meal Delivery on thursday or friday, we will go ahead and send their delivery on monday, tuesday, wednesday. The change requires building an inventory for a month. As a result, manna is asking for all types of volunteers including drivers. Right now, delaware gang members, some as young as 15, are charged with half a dozen murders. They call themselves the touch money gang or tmg and most are teenagers. All of the candidates that are attempting to run a second time, mike huckabee, Rick Santorum have struggled to gain traction, perry, rand paul, the son of a candidate who has run before, jeb bush, the brother and son. I think we have a republican electorate that is not interested in old. They want new, new, new. Perry had other struggles too. I think hes the first victim of this we dont want any retreads. Give us something new. Chuck, how about governor Chris Christie . He seems to be struggling, trying to pick up traction. Is it part of the bridge scandal, you think in. A Police Officer on this motorcycle run down and thrown about 40 feet into the air. Tonight a search is on for a hit and run driver who sent a Chester Police officer to the hospital today. This crash happened just before 3 00 at Fourth Street and ward, not far from the police department. Nbc 10s Randy Gyllenhaal is joining us live from crozer hospital with an update on the officer and a description of the car thats wanted. Randy . Reporter i have been talking with the Police Commissioner here in chester. He tells me the good news, the officer is expected to survive. It appears he was on duty at the time, on his police motorcycle, when he was blindsided, hit coming on and thrown some 30 or 40 feet off his motorcycle. That officer was rushed here to Chester CrozerMedical Center to be checked on. Meantime, that suspect and his vehicle took off in another direction. Let me show you the scene. This is along route 291 just across from the harrahs casino in that area. That road was shut down for awhile. Heavy traffic delays. Police say it appears that officer was struck by an early model pontiac, maybe a year 2000, a grand prix, red color possibly with a green trunk or green hood. This officer is a 12 year veteran of the police force and as detectives search for that hit and run driver, we are told again he is expected to be okay.
