We know that peco has shut off power to this substation, theyve isolated it the best they can. But the big problem is extinguishing an electrical fire. You cant do it with water because that conducts electricity. As far as you noticed there, you say it appears to be spreading within this plant, but doesnt appear to be at risk of spreading into the neighborhood from beyond this situation right here at this point anyway, correct . No, it doesnt appear so. Weve seen firefighters walk pretty much right up to some of the doorways, and at that point were actually hearing what sounds like Fire Suppression equipment. We cannot see it from where we are, but i dont know if we take a look from skyforce 10 to see, it looks like the black smoke is now turning to white smoke as those Fire Suppression crews may have started to extinguish the fire. Were hearing the sporadic sound of what sounds like, sounds like fire extinguishers, jim. Were looking at skyforce 10 right now and we can see some of the black smoke turns white. But so many flames that firefighters on that scene trying to extinguish. 30,000 customers affected here. It could be many hours before that is restored, right, mitch . Theyre relying on this substation, theres no time set at this point about when this power could be back on. From peco officials were hearing that peco is working to reroute the power, but this substation, theres going o be massive damage from this fire that continues to burn and now that black smoke puffs right back into the air and we havent heard any kind of Fire Suppression extinguishers or sound in the last minute or so. Moving on now to 20 minutes of nonstop news continuing with this. A man who saved his neighbor from a kidnapping attempt. Today nbc 10 spoke to the Good Samaritan who came the rescue. He ran down the hallway, knocked on my door and told me shed just been robbed. Well, caught in the hallway and was held up with a gun. That quick thinking man said he grabbed his gun and ran out of the building after the attacker, but today police are still looking for that guy and neighbors are really on edge. They are. Its a story we first told you about as breaking news at 11 00. This is the third kidnapping case at delaware aept complexes. Tim furlong spoke to the victim about this attack. Ive been keeping an eye for the updates from the newsroom. We all have. Shes pretty shaken up, didnt want to go on camera. But she was doing quick thinking herself all through this. Reporter smart thinking lady even under what had to be extreme pressure. In the other two cases the attacker sexually assaulted the victims and forced them back into the car to withdraw cash from local atms. It never got that far in this case. Thats the good thing. The woman was out here walking her dog near this treelined area at around dusk. She came back into her building over here and the attacker was hiding, waiting for her to come back in a stairwell. Another week, another encounter with a serial robber kidnapper in New Castle County. It happened here at deacons walk apartments. The apartments that used to be called the bluffs. This neighbor showed how it played out for the victim. After walking her dog she found the suspect hiding. He told her to go to to her apartment. Upset but thinking quickly, the victim made a smart move. She took her elbow and hit the buzzer. Reporter she hit the buzzer for her apartment, her boyfriend opened the door and the suspect took off. I grabbed my weapon and jumped in my truck came flying down here down both sides of the road for someone walking with a black hoodie and black clothes. Reporter police have been patrolling here on clydesdales just to make sure everyone feels safe. That complex about 30 minutes drive from here. The next case was sunday february 19th at the arundel apartments eight minutes from here. Police say theyre doing Everything Possible to crack this case. This will not be solved by New Castle County police alone. This will take the work of a resident who sees something suspicious who immediately picks up the phone and calls us. Reporter police still havent pinned down the race or the accent of the man. He targets sprawling complexes like this. This complex as far as we can tell does not have any surveillance cameras. None of the surveillance pictures from any of the attacks prior to this one shows the attacker. He has a mask on. But he blends into the scenes. So all you see are pictures the of terrified victims and they dont want to put that out there on tv. If they get a picture that can help solve this case, theyll definitely put it out. It eliminates fines for people who dont buy health n and it replaces incomebased subsidies with agebased tax credits. Health and Human Services secretary tom frey says the new bill is a step in the right direction and says the Trump Administration will work with those who oppose the plan. The president weighed in on social media this morning tweeting, our wonderful new healthcare bill is now out for review and negotiation. Obamacare is a complete and total disaster. Imploding fast, end quote. Secretary frey says the new plan gives states more control. Important that we allow the states to have the flexibility especially in the Medicaid Program to be able to respond to their vulnerable population. Some parts of obamacare would remain unchanged. There are safeguards for people with preexisting conditions and children can stay on their parents insurance until the age of 26. In our area, this could affect hundreds of thousands of people. This went from a drug investigation to a Corruption Case and then young girls, four of them, told police they not only took drugs offered by hugh lutz, but once he had them alone, he attacked. He lures her back from the Elementary School playground, lures her back to his apartment, played video games with her, then attacks her, then forcibly rapes her at age 12. Lets get back to nbc 10s Mitch Blacher who is at that scene right now. What have you learned since we saw you last, mitch . Reporter in the last 30 minutes weve seen fire crews who approach the substation but dont necessarily do anything as far as extinguishing the fire. We have seen them let this fire. Look over my shoulder. We have seen them letting this fire burn. At this point we know that it is very dangerous putting out an electrical fire, that electrocure is really the big risk. You cant put water on an electrical fire because it conducts electricity. Fire crews are really staying back. We see just out of the picture you see, you know, dozens of firefighters standing off next to the building but not necessarily actively fighting this fire. When we first arrived on the scene at about ten to 4 00, you could see some of this fire spreading into the lower building at this peco substation from skyforce 10. You can see where the smoke is coming from. You see black smoke, thick black smoke. There have been periods of time where weve heard pops from what sound like small explosions inside the building, but youve also heard what sound like extinguishing noises, the kind of wiss of a fire extinguisher or a chemical being sprayed on this fire. When weve heard those sounds weve seen the thick black smoke turn to white smoke. At this point weve not heard any reports of injuries. Were told everyone is evacuated from this facility. Were hearing widespread reports in the setup of Power Outages. This entire neighborhood, were at the corner of willard and 26th street. Entire neighborhood power is out. Lots of folks on the streets. There are Power Outages for all the intersections and this, of course, as some kids were getting off of school. So this has been a real traffic tieup around this area. We also know that temple has sent out to their students and faculty that theyve been affected by this power outage including some of the Residence Halls and parts of the hospital complex. According to pecos outage map were looking at 36,000 customers affected in the northWest Philadelphia area. At this point, again, guys, we dont know a cause, but well continue to monitor, continue to make some calls and try to find out what is being done to put this fire out and what may have started it. For now live in hunting park. Mitch, before you go, stand by. We do have new information from the Streets Department. Apparently theyre putting generators now in key places to try to solve this power situation at least temporarily, generators being placed at major intersections and stop signs presumably because stoplights are out in that neighborhood. Thats being done by the Streets Department. Were looking at some of the Fire Fighting prevention manual from peco itself, what to look out for when youre dealing with these kinds of fires. I dont know the details of what were dealing with right here, but they do point out some of the things you mentioned could be possible. Things you heard, explosions from combustion of oil vapors or oilfilled equipment and they recommend these fires be extinguished, if its an oil fire, by using protein foam or a waterclog. Thats what you might be hearing on the ground. Reporter we hear extinguishing of some kind happening, then quickly after that we saw black smoke turn into white smoke, which is an indication that something is being extinguished. We know from information from the National Fire protection association, the experts on Fire Prevention in the United States that electrical fires are some of the trickiest to put out just because putting water on them doesnt work. The main Fire Fighting capability just simply doesnt work because it conducts electricity. So safety clearly of paramount concern. I will tell you, jim, there is a Railroad Track that the parallel, a Passenger Rail with septa and amtrak trains right next to this substation. We have seen just in the last hour or so a handful of septa trains going back. You can see occasionally intermittently in our pictures, some of the peco crews as well as fire crews walking right next to this building. You have to think at this point that theyre comfortable enough not only to let Public Transportation continue but to have peco crews as well as the fire crews close to this fire. All right, mitch, we know youll keep a close watch on this as those flames continue to burn at the peco substation in the Nicetown Tioga neighborhood. There in the middle of the street you can see Police Officers directing traffic. We heard from septa several bus routes have been detoured, also delays on several septa bus routes because of the impact of this substation fire. You see the backup here from skyforce 10. People moving slowly because the traffic lights are out. We heard earlier that the Streets Department is moving to put generators at major intersections to try to get some of these stoplights operating. Shes now speaking out about her life six years after being aquited of killing her 2yearold daughter. In an interview with the associated press, anthony insisted she doesnt know how her daughter was killed. She was found to have lied about her daughters disappearance but prosecutors cannot tie her to the childs death. You heard her just a moment ago. You can see that thick black smoke filling the air. This is a live look from skyforce 10. This is happening in the Nicetown Tioga neighborhood. Take a look just over my shoulder here. The flames continue to kind of build their way down this peco substation building. Weve occasionally heard a couple of pops here and there. We are told that is completely normal as there are oils and different types the of equipment inside there that may be combustible and explode. This fire has been burning since just before 2 00 p. M. This is just off of westmoreland street in the hunting park section. Weve seen fire crews and peco crews walking up and down the building and the train tracks are that directly next to this peco substation, theyre continually active and septa trains continue to go by. At this point it appears that the risk for the fire spreading or the concern for Public Safety around this is minimal.
