Four individuals have been identified, no one has been questioned at this point. Reporter sources confirm lasean mccoy is one of four suspects being investigated after allegedly taking part in a brawl that badly injured two offduty police officers. We have four suspects that more or less jumped the one complainant knocking him to the ground punching him, kicking him. On the ground they begin to stomp him. Mccoy plays for the buffalo bills. The bills say were aware of reports regarding lashuasean mc. Lieutenant stanford says it should have never happened and so far no one has been arrested or charged. Stanford says pushing and shoving inside the v. I. P. Lounge resulted in the argument over who bought a bottle of champagne and one of the offduty cops was badly hurt. His eye socket, broken nose, broken rib, some hand injuries and possibly skull injuries. A second officer and security at the club broke it up and witnesses have been coming forward to say what they saw. Does not appear there were calls made to 911 or at least that police, no report of Police Responding to the location. Folks here now bracing for more flooding tonight and tomorrow while still cleaning up from the last major storm. More water escaping from the bay. Very, very depressing. Reporter is the last thing trisha and others in flood fatigued West Wildwood want to see. Her belongings ruined in the january 23rd noreaster now sitting in water from this storm. Its sad. Sad. Very sad. The real concern is tomorrow. Because the mornings high tide is expected to bring worse flooding than what the shore saw earlier today. Concrete blocks serve as a temporary barrier where a protective wall was washed away in last months storm. That should help some but its not waterproof. Were definitely more vulnerable. Some took their chances by driving through flooding on Long Beach Island. This guy didnt make it and his car got stuck in salt water that spilled out of the bay. Its usually just the high tides were worried about. Reporter beach erosion is a major concern in the colgate section after last months noreaster washed away a protective dune and left homes in peril, crews used sand to build a temporary berm. But wind driven waves washed away about a third of that berm during the mornings high tide. More sand is set to be trucked in tomorrow. We have one tide left in us if we have two more tides were going to have a problem. Seems like every time we get a bad noreaster the whole end down here gets pretty beat up. Reporter back here live in West Wildwood, a permanent steel wall is expected to be installed along the bay this weekend, to replace the one that was destroyed. Were watching for another high tide later on tonight and tomorrow morning, so we have a coastal Flood Warning. All of the counties in green, these are delaware beaches, the entire jersey shore, this continues to extend up into parts of long island. So moderate coastal flooding is expected at high tide tonight and tomorrow morning, so tonight that would be between 7 and 8 00 p. M. , tomorrow between 7 30 and 8 30 in the morning. A look at our storm surge map we could see around one foot. Maybe two in areas in sussex county, high tide 7 36. Storm surge for parts of Cape May County from about 1 to 2 feet and the high tide here 7 54 tonight, 8 16 tomorrow morning. As we go closer into atlantic county, same thing 1 to 2 but in the back bay we could see 3 feet, thats when the water gets pushed onshore and has nowhere to go. The bays we see more flooding high tide 7 20, tomorrow 7 42. Thats going to extend into ocean county with about a foot or so as we go in through the overnight hours and early tomorrow morning. The first aslert for the combination of the snow and the coastal flooding. Periods of snow, occasionally lower visibility. The heaviest of the snow looks like probably come on tuesday night. And more at least moderate coastal flooding likely. Unfortunately. We have 42 degrees now. The wind is really diminished. Only three miles an hour. 42, were a long way from any kind of snow sticking on the ground. The temperatures right now. Its 40 in reading and allentown. 41 in northeast philly and wilmington. Everybody is a long way from snow sticking on the ground except for the poconos. Nothing on the radar now so were dry for the next several hours. The leading edge of a big disorganized mess is in western pennsylvania, couple little blips on the radar, elsewhere. And look at this. Theres a good bit of snow in the ohio valley, tennessee valleys, again, its disorganized and were going to see if it does eventually come together. We dont think its going to have the chance to come together into a huge storm. There is a winter storm warning for much of the area during this period. Just gradually add up. Coastal Flood Warning for the entire jersey shore, delaware beaches, cape may, and also up through delaware bay. Now as far as the storm surge, the high tide, the lighter the blue, the higher the water is going to be. These are the high tides, that were concerned about especially the morning one tomorrow. That was in delaware. In southern Cape May County, you can see some areas, ocean city for example, parts of the wildwood area thats going to get significant flooding. Atlantic city area again, the biggest tide tomorrow morning, 7 42. And parts of that island getting significant flooding as well. Same thing with Long Beach Island especially the southern tip where beach haven is. And well of course keep youupdated on that. So 8 00 to midnight, light snow starts and melts. Its warm on the road. Midnight to 4 00 a. M. , light snow. Mainly melts. 4 to 8 00 a. M. , we could see slick spots, untreated surfaces especially. And then 8 00 team 4 00 p. M. , during the day im hours tomorrow it mainly melts. Temperatures generally well above freezing and the suns rays manage to get through. So as we go through 10 00, were not talking about a solid area of snow. So its not going to be snowing every single hour. But as we go toward the morning rush, temperatures below freezing in some spots. But its not snowing everywhere. As you can see, and then as we go into tuesday night, we still see more snow on the map. And theres actually more tuesday night than any other time. So if were going to see significant accumulation its mostly then. 4 to 6 inches, generally from wilmington area westward, 2 to 4 inches across much of the philadelphia area. 1 to 3 inches farther to the south, southern delaware, jersey shore, and theres the 2 to 4 inches in the philadelphia area. Remember, later in the week and over the weekend its going to get really cold. So 30 for the low tonight, snow develops mainly after midnight. 26 for the low north and webs. During the day tomorrow periods of snow, most of it melting during the daylight hours. Mid to upper 30s, then its windy and cold as we go to wednesday, colder thursday, and watch what happens as we go to the weekend. These are crews from delaware trying to rescue nearly two dozen geese caught in an oil spill in the Potomac River in virginia. Tristate bird rescue teams responded thursday night, so far they moved 20 birds to a facility to wash them and decontaminate them. Rescuers say the experience can be traumatic for the birds. I think most of the issues are going to be occurring during the night or Early Morning hours during the morning rush over the next couple of days. So this is kind of a long lasting event. Its first alert is for tonight into wednesday morning. Periods of snow and at times lower visibility. Its going to be off and on. This is not necessarily a steady snow. The heaviest i think on tuesday night, and we have more significant coastal flooding, unfortunately. The winter storm warning in effect throughout the philadelphia area, the northern half of delaware, and southern half of new jersey for this event. And coastal Flood Warning for all of the coastal areas, that goes until tuesday at noon. And there were multiple high tides. Nothing on the radar close by, but some of the moisture is getting closer, you can see a couple patches in South Central pennsylvania, theres more in western pennsylvania and larger area is in the tennessee and ohio valleys, that is what were going to be watching, of course most closely. As we go through the night tonight, next few hours its dry. As we go into the 8, 9 00 time, some light snow, temperatures still above freeze, melty snow. By midnight, temperatures not dropping a whole lot. And the temperature with 34 degrees would allow the snow to melt as well. 4 to 6 inches, the highest amounts from this storm generally west of the philadelphia area down into maryland with lesser amounts as we head to the shore and the poconos. Well break it down county by county. The rest of the sevenday in a few minutes. Now for the nbc 10 investigators who are getting results for neighbors in Montgomery County. Those neighbors contacted us about their water system saying its been plagued with problems and now there are promises to fix it. Mitch blacher joining us now. Neighbors claim they were getting sick. What did you find . By the time residents called us they said they had enough with their Property Owner. When we got to the sunny side mobile Home Community we found the owner tearing down an old home. We soon learned that the township issued at least a half dozen health and safety violations but they, too, were getting nowhere. Inside the sunny side Mobile Home Park in eagleville, this was all that was left of 38 ivy circle. Workers were throwing away insulation and ripping out pieces of the floor. Pretty bad. It was a moldy house. It wasnt the greatest place thats for sure. Neighbors like trish first called us worried about what she and her neighbors might be breathing in. Our home is only feet away from this home. For months shed been her communitys squeaky wheel calling and there has to be a voice. I understand that most people are afraid and somebody has to speak up. We need help. Reporter when she came to us her Om Securities were rolling more than a week. During that time we uncovered the united mobile homes for demolition without a permit, failing to wet down the structure, and not bagging smaller materials to prevent mold and dust from getting airborne. They didnt follow proper protocol for demolition of the trailer to maintain that there wouldnt be dispersion of mold or dust. The manager watched the last of the home surveillance showing a truck pulling down the mobile home with chainings. There she goes. He said its another violation because it should have been torn down by hand. In all the investigators found lower providence township issued six health and safety violations at the park. I cant remember seeing that many violations on one Property Owner since ive been a manager. Ive been a manager for 33 years. In an email a spokesman wrote the Company Received two of the violation notices and said the issues were addressed. We get reassuring statements that seem to satisfy us. But then when it comes to police department, they fall short. The way they handled the tear down is an example of how it manages the entire property. She complained and took pictu pictures. And what the township confirmed was at least one sewer backup. It shows their lack of care for the residents. We found records showing that the residents were told to boil waters at least three times because of risk for contamination. They told us they are sick of boiling water or going days without it. I want things fixed. We were there when staff dug under this mobile home looking for the source of the latest leak in january. The township sent umh another health and safety violation because the hole wasnt covered. It wasnt properly secured. There was an excavation, it had water in it. Lower providence township and Montgomery County Health Officials told us sunny sides water and sewage pipes are buried only feet under ground which is why they often break. Health Officials Say when pipes lose positive pressure contamination can seep in. We tried for weeks to schedule an interview with umh. How are you. We caught up with its attorney on his way in to a meeting with town and county Health Officials. Wanted to ask you about what umh is doing to fix the sunny side Mobile Home Park. Any comment. No comment. Dont you thisty residents deserve some sort of answer as to what your companys doing to fix these problems. Umh says the boil water warnings were precautionary and there has never been a problem with the water quality. The department of environmental prosection says the water was safe when tested but a spokesperson couldnt say been the last test was taken. After the meeting, umh agreed to replace sunny sides water system, he credits the nbc investigators. You definitely had a big impact upon it. Now two days after our interview with the lawyer spokesman emailed us to say in part that sunnysides water has always been found to be in compliance with state standards. The statement also says in addition to replacing all water lines and removing abandoned homes, management will be replacing the street signs and is planning additional improvements such as the installation of a play ground and constructing an office in the community to have onsite management. In vee responsible to an osha dplant about the demolition, mhio that the contractor took extra safety precautions including wearing respirators and gloves. It also used a mix of water and bleach to suppress mold spores. Residents hope that they come through on promises and well be making periodic visits to see how it goes. The first alert is tonight into wednesday morning. This is a long period here, were not talking about continuous snow. Periods of snow. A little disturbances move through. Low visibility at times. The heaviest later tuesday into tuesday night. Especially when the temperature gets lower, more of it can stick. And more coastal flooding. And unfortunately at least moderate coastal flooding and possibly major in some parts of the jersey shore. That already had damage from previous storms. 42 degrees right now, the wind is very light out there. And thats fortunate. Or else the coastal flooding will be even worse. The temperature, though, in the upper 30s to the low 40s, a long way from having any kind of snow stick on the road. So, it not only will take hours, it will take intensity of the snow to cause it to accumulate on the roads. Untreated surfaces eventually, yeah, grassy surfaces, yeah. You can see some patches of light precipitation developing. Nothing well organized. Nothing well organized anywhere with this thing. But its a huge, huge upper air circulation, you can see it on the radar picture. It does have the potential for some localized areas to get higher amountings. Thats why the winter storm warning is out for the philadelphia area, northern half of delaware, all of south jersey. But when all is said and done, the Biggest Issue with this storm may be the coastal flooding. Again coastal Flood Warning until tuesday at noon, the high tide 7 to 8 00 p. M. Tonight and 7 30 to 8 30 tomorrow morning. That should be the highest one. In some parts of the jersey shore close to major coastal flooding. 8 00 to midnight light snow starts. And melts. Temperatures 40 degrees, right. Midnight to 4 00 a. M. , most of it is melting as long as it stays light, and then for the morning rush there may be slick spots especially an untreated surfaces especially if you get a burst of heavier snow for a brief period of time. During the day time hours tomorrow unless snow is coming down really hard, mainly going to be melting during that time. As youll see the temperatures here as we go through time. Just again, patchy areas of mostly light snow, as we go through the night tonight, may get now down to 30 in philadelphia area and but its going to get back above freezing tomorrow pretty quickly. So even when theres snow around, look at the temperature, the computer model puts up to 40 degrees tomorrow. And then more significant snow, theres tomorrow evening.
