Some indication they are searching for a suspect. I can tell you, officers here on the ground, several blocks away from where the incident took place, and heavily armed. They have rifles, shotguns and trying to keep public back as far as they can. Also several ambulances on scene. Very active scene as police trying to coordinate their response from here. What about people trying to get to the scene . I can only imagine, if youve been watching tv or know someone that works in the building, your desire would be check on your loved unand. Have you seen people coming there . Certainly. Loses of people here as far as as close as they can get through police here waiting for any type of information. Its unclear if these are possible parents or family members of some victims of potential victims folks who know people who may work inside. To pick up on a conversation about Mass Shootings in the country washington pointing out this is the second mass shooting, one earlier in savannah, georgia, one person kill, three injured. A count of 375 People Killed so far this year in mass shooting incidents in the country alone. Today is the 18th anniversary of that High School Shooting paducah, kentucky. In that particular case, 14yearold, as you may recall, killed three suspects, injured five, he went to prison. Hes now 32 years old. Tom costello. Back to the scene, miguel almaguer, more news . Yeah. We know that the s. W. A. T. Team had. Here for some time. A heavy presence from the bomb squad. We saw three bomb squad technicians and three different vehicles roll past us at a very high speed. Certainly trying to get to the crime scene here. We heard reports that its possible suspects may have left some type of explosive devices in the building. Police taking that very seriously as those officers move in. That jives with what we heard from a Police Lieutenant intervowed a while ago. He said they are looking for secondary devices, which im not sure terminology, referring to found other devices. But nonetheless, got to look for anything suspicious. That is standard protocol in these sorts of situations. We are all of course anxious to hear about injured, about casualties, whether shooter or shooters are in custody. But answers will come slowly as pointed out. Its all now about the safety of those working this scene and any innocent person who may still be in there. We will watch this unfold. The helicopters have been asked i believe tape youre looking at helicopters asked to move back to allow police to do what they do and to do their tactical maneuvers as they search room to room, floor to floor, inside that facility. If you were with us earlier in the coverage, the initial reports we were getting from police, one to three suspect, some radio traffic seemed to indicate multiple suspects. We dont know that to be the case. We have to assume this case from people witnesses who were there, coming out, as to what they heard or what they surmised from what they heard. But police of course have to go on every possibility including worst possibility there was more than one shooter and they are still inside that facility. There go the caution that were seeing, methodical nature how they respond to these sort of things. San Bernardino Police responded here. Some members of swa. W. A. T. Team coming off to join in the search on their day off. We awe some go by in armored bearcat vehicles like we saw play out a few days ago in Colorado Springs with the shooting there. A situation that these departments have practiced and planned for and they are carrying it out, unfortunately, under horrible circumstances. In terms of casualties, knbc reporting at least 20 injured, at least three dead. Only indication we have officially is they have some fatalities, spokesman, though, declined to offer a number, noting theyre getting a handle on what theyre seeing here. You see a number of people in videos, stretchers, some being walked in. They were carried from the scene. We dont know if they had come out of the building on their own. Scooped up into civilian vehicles or what have you. But clearly this medical triage facility or makeshift facility set up in the street there. That is where they were initially brought. We believe all of those brought there, at least to that point, removed to hospitals. Either via helicopter or ambulance and receiving treatment. What we dont know, what we fear for, is what officers may find inside the building. Theres only rough description of a shooter who is reported to be wearing Tactical Gear. Perhaps ballistic vest. As far as the type of weapon, speculation, but it would seem to be something capable of pumping out bullets at a rapid fire. Watching knbcs coverage out of los angeles. Lets listen. I dont know if she heard gunshots or someone told her, she went and hid in a pack office somewhere other people and they locked themselves in and hid. Again, to reiterate what he said, he got word his daughter is safe. She was escorted out of building but hiding. Hiding in the back office with other people. I imagine being in the workplace doing a job and all of a sudden hearing multiple gunshots fired off. Terrifying. Tell us what we know, what you know right now. So what we know is that this incident happened around 11 00 today. So around two hours ago. Theres an active shooter Inland Regional Center, a place where they do training for special needs, autistic, mentally and physically impaired. Active shooter there. Soer far, we and have confirmed one to three possible suspects. We have multiple victims. Right now our s. W. A. T. Team is clearing the building getting building, everybody out. And getting everybody out and away from the building. In terms of those casualty numbers, can you be more specific . Any deaths . Were hearing from the news that there are deaths but i havent confirmed anything from San Bernardino p. D. They havent told us of any casualty. We heard one to three suspects earlier. They are clearing this building. Indications that the shooters are still there or is this a precaution and belief is they have made their escape . They dont know yet. Thats why theyre still doing their systemic search of the building. So once they determine that, im sure theyll provide another update. But i saw her, she went on the news, she was saying they dont have much to update. Its multiple fatalities. We dont have a number yet, a lot of people are injured. Weve seen pictures of some injured people, perhaps youve seen as well. Do we know, are those people who ran out of the building and therefore rescued . Im not sure if they were in the building at the time or outside of the building. How many people would have been in this building at this time . Any idea . Team is clearing. This is a far back picture, as choppers have moved back, pointing in the direction of the fast where s. W. A. T. Teams are making their way through the buildings and clearing andic maing sure theres no suspects or explosive devices or booby traps of any kind. We heard a description of one suspect wearing body armor, Tactical Gear. All of this is murky. First order of business, in these cases, to secure the area and make sure no one else is hurt. So a lot of the answers are going to have to wait in terms of numbers of casualties. S. W. A. T. Teams and San Bernardino sheriff joined in the operation to work their way around. As you can see, the way that complex is laid out numerous buildings there, large parking lot, many who evacuated out were brought across to the golf course you saw a moment ago. At the same time, trying to stop people from coming who want to collect on loved ones. The nature of these sorts of things have changed in this era of rapid communications. It has to be a concern doing a delicate, tactical operation, that the suspect or suspects are keeping a close tab on the information as well to their whereabouts. They are. We have seen too many situations where weve had perhaps hostage or barricade situations where the subject or subjects are inside of the barricaded situation watching on television, watching the tactical teams move, try to get in position to come in and make that rescue. Right now, theres multiple sources giving out a description of a suv, black suv, allegedly scene leaving the ar wiea with upwards of three people. That number is in flux right now. Whether people saw three get in, whether one get in or whether, like in the case of the d. C. Sniper and everybody saw a white van that had nothing to do with the situation we dont know. But theres enough police cars on the street now, they need to look for something. One of the things theyre looking for is that black suv on the chance it may be related to the situation. Were told up to three shooters were involved in the situation. Police say first shots were fired around 11 00 am local time, 2 00 p. M. Eastern. A tweet from the San Bernadino Fire Department said 20 victims reported. President obama just briefed about the situation. One of the shooters believed to be wearing Tactical Gear and body armor. The president of the Inland Regional Center said gunfire started inside the library and conference center. At least 25 employees work in that building but outside group was renting the facility. But what do we know about what takes place in the building overall. We dont know what that group what group was using the facility. We know the Inland Regional Center where this happened. Website says it serves more than 27,000 people with developmental disabilities. It is the largest Regional Center of this type in california and unand of the largest flan profit in the state. Situation that she says could be related to what is happening in San Bernardino. Folks are being told to stay away from the area but we dont have specifics here. S. W. A. T. Situation happening on fair oaks avenue in pasadena. Meg megan reyes over there. Differing reports about what happened here. We did hear some witnesses reported seeing a black yukon leave the scene. We are not able to confirm that with san Bernardino Police. But at this point, they are not confirming any details other than to tell us this is an active shooter situation and asking people to stay away from this scene. They are telling family members to respond to the Hernandez Center 222 north lugo avenue near the corner of sierra way and east third. The Hernandez Center is the Meeting Point to connect with family members. We dont know whats going on in pasadena but early word is it believed to be connected to the active shooter situation in San Bernardino. Very unusual. Cant help think of the incidents globally, the establishes in paris. Everyone on heightened alert because of increased terror threats. The lapd release information or statement not long ago because of the terrorist plot in paris. Theyve already been on heightened aletter. Now you have Something Like this. They were told not to mobilize. Now new information that what is happening in pasadena that megan is on her way to now could be tied to what is happening here. Again weve been hearing reports that a black uconn left the scene after the shooting that makes you wonder if in fact thats whats happening in pasadena. Pras connected. We heard the shooter was wearing Tactical Gear. Not confirmed by san Bernardino Police at this point. Yet to get the allclear in San Bernardino. We did see from the view on the ground just a few minutes ago, there was a school bus. Appeared to be several school buses behind it as well. It does seem that might be a way looking to transport people not injured at the Meeting Place at the center. It is a situation unfolding as we speak. This is now going on for an hour and a half here, as police, s. W. A. T. Officers, try to begin control of the scene. Now going to roll some video, sound, of a couple of folks at the scene. How are you doing . What happened . Tell me what you saw . I really cant tell you. I only heard shots. I cant tell you. I didnt see anything. What did you hear . Gunfire. That there from someone shortly after the shooting, sound being shot and rolled by our photographer there on the scene. Didnt see a gunman, heard multiple shots. Obviously still trying to process what happened as shes being ushered out of that building. A little more information about the situation in pasadena. Nbc 4 reporter tells us, there is a perimeter set up at waterman discount mall, which is near school. We know this is fair oaks avenue, were getting word this could be related to the s. W. A. T. , active shooter situation taking place here in San Bernardino at the Inland Regional Center in word that there are u. S. Marshalls dispatched to the scene as well. The waterman discount mall is, you know, north waterman avenue, east olive street to the north, 9th to the south. Its near an Elementary School to the south, as well as sierra. A lot of schools in that area. A second scene, were getting that information from nbc 4, john john. Making her way to fill us in on whats going on there. She should be five minutes out at this point. Just to recap what we know. Active shooter situation that began at 11 04 at the Inland Regional Center. Thats a center in San Bernardino that helps those with developmental disabilities. It is a nonprofit center. There are 21 Regional Centers helping 240,000 people across the state. Were told that this particular Regional Center helps 30,000 clients and they have more than 600 employees at the center. It is a large center. Three stories, perhaps three buildings, and thats what s. W. A. T. Officers are contending with now as they try to clear the building and locate the shooter. We still do not have word they have found the shooter in this situation. The shooting, according to the ceo of the facility, we should mention wasnt there on scene, shooting started in a Conference Room being leased out for the day. They were concentrating on Conference Room and a library within that three story building. As lieutenant mentioned early on, still theyre going to investigate, search every part of the building. New information coming into our newsroom now that the situation in pass deadena is no related to this situation in San Bernardino. So we are happy to bring that news to you. We do not know what the situation is in pasadena but we do know there is an active situation there as well. We can tell you, it is not related to the shooting scene here at the inlansdainland regi whit johnson monitoring social media for us. Obviously explosion of activity on social media and mix of reaction, people expressing thoughts and prayers for the people in San Bernardino. Also, chaos and panic. Photographs, first, that were getting in here. This is of arrowhead Regional Medical center. First someone says, these are videos that youre seeing pop up now. I came to my appointment only to find out it on lockdown. Photograph seems to show somebody loaded up into an ambulance. Also hearing from people again, social media, a lot unconfirmed. Weve been hearing from people who claim they were part of the lockdown itself. This went from foster posted on facebook, we are on lockdown, not allowed to leave the office until at allclear. Another one, office is in lockdown, crammed in a hallway with and all of our clients. Locked in the attorneys office, man with ak shot 20 people on water man and San Bernardino california. Numbers in terms of how many shot, killed, michael and carolyn, as youve reported we cant confirm a lot of that. This is the type of thing people are saying. We also want to talk about the political tweets and messages. Hillary clinton wrote, i refuse to accept this as normal. We must take action to stop gun violence. We had been watching our sister station knbcs live coverage from california, where we are reporting up to three shooters still believed to be on the loose, as many as three, possibly one or more, we know there are fatalities reported but we dont know the number dead in this mass shooting. There are multiple people injured. We are seeing incredible pictures from the air, from the ground of this triage operation by this area in San Bernardino. Two important tasks for Law Enforcement, one, treat people wounded, as many as 20 people, if not more, could be injured. Also, anyone not injured, second important task, pat them down, check and clear them, to make sure the suspects anybody who may be involved es not in their barricaded area. The building is considered active situation, search going on room by room where police have report the the attackers, quote, went in the front doors and just began shooting. Those are shootings where four or more people were shot, according to database mass shooting tracker. Sense january 1,300 people died in Mass Shootings. Fluid situation. According to the president and ceo of Southern California social Services Area where gunfire erupted a building that houses 25,000 employees. An outside group was renting it out. This morning california time. She, however, was not at the center but thats where she says this shooting took place. Whats curious to me about this situation, compared to other mass shooting situations, is that this happened in a staterun facility. You have to think about what kind of security they have in place there. Lets talk to nbc 10s george spencer. George, you spoke to a security expert what police are doing. Reporter obviously details from california slow and tricking out. Local Law Enforcement experts puzzling over the who, what, when, where, why. What authorities are seeing on the ground. They are telling us they are certain that california authorities are reviewing the 911 calls from this morning. Trying to get a sense whether multiple callers in fact saw multiple shooters on the scene or whether multiple callers reported in a single shooter at slightly different type times. The other big issue experts say, experts on the groundworking to figure out how the scope of this building plays into all of it. As you were mentioning a government building on a large campus, some medical building there. It is a lot of space for Law Enforcement to clear and neutral eyes its threat. Take a listen. A lot of areas, a lot of area to cover. What does that mean for Law Enforcement . Means a long day. You have to search every room. You have to assume theyre there and find them. Reporter michael hall, owner, says you have to assume that shooter is somewhere in the building and multiple reports coming from nbc news indicate that this building and the campus is an expansive campus. All of the protocols following active shooter situations changed years ago after the columbine School Shooting when they used to set up a perimeter and wait until going in and finding the active shooter inside the midst of the chaos. We know whats going on the ground in california. Experts are monitoring it now. I big question, where is the shooter or shooters . Well, right now, as youve been seeing all morning, a chaotic situation. At least three dead. But perhaps reports of possibly more, the problem is information is not flowing in terms of what we know at this point. We had the initial call out which when you have that kind of a mass shooting, you have tactical teams, patrol officers rushing to the scene. Its one of the things, first thing trying to control the scene, get a hold of the suspects and many types of reports. One, three people are saying these at this point. Just not a lot of information coming out of the scene. Its been frustrating. Obviously, Law Enforcement has task at hand that they need to focus on. We were hearing reports that the shooter was wearing Tactical Gear. But that has not been confirmed by Law Enforcement, has it . No. If you looked at the a recent shooting at l. A. X. A couple years ago, reports there, multiple suspects, and different descriptions. Right. It turned out it was one suspect. You have to take a lot of the information with a grain of salt. At least at this point well have a press conference possibly in the next half hour which will sort out some of that. Also people hiding in the building when the shooting took place. We dont know exactly what that looks lake at this point. Theres a lot of unanswered questions, as there always are, the biggest thing is again be careful of whats said and really take into account this is a rapidly changing situation. Certainly a fluid situation. Now that we have pulled back from the scene, chopper has been told to pull back from the scene, were not getting any more images of people leaving the scene but i imagine as Law Enforcement clears an area, people are escorted out once their section has been cleared. We are hearing people are waiting in the hallway for the allclear and that sort of thing. Sometimes that makes many hours to sort out. First thing clear the building and given the trauma, people hiding and wont come out until they know theres a Law Enforcement officer that comes to find them. One of the situations here is that we had this incident several days ago in Colorado Springs, same thing people were hiding there, its difficult to sort out. Of course. Look at Colorado Springs situation, talking about a smaller area or fewer people involved. When we have this very large center, multiple buildings, plultab plultab multiple levels it will take time to clear. Next part is the search for the suspects. Where are they . How many . When we talk about that, you mobi mobilize authority not just San Bernardino county area, you have the fbi, atf, as well as Police Officials from across the five county area, Southern California. So we havent heard a lot about that, where are the suspects possibly, can they get away . Anybody left in there thats hunkered down . Radio silence on that. Really has. We were hearing perhaps one shooter and perhaps three shooters and at this point were not getting confirmation from police on what theyre looking at. The first few hours are chaotic and then the search for the suspect and morphe more of sense of a triage, bringing people to hospitals, how many talking about. How many deaths. We do know multiple casualties. I along with my photographer, we saw at least three bodies on the ground covered. We know there have been three deaths involved. He was one of the first on scene. When you got here, we were at the corner, what can you tell us that you were seeing . Gunshots. I heard several gunshots. I started running towards the building. At that point i saw a pickup truck coming towards me, unloading people out of 0 the back of the truck that had been shot. Shot in the chest, one person in the leg. They were looking for help. With that, i will hand it over to the chief. Good afternoon. This started off at 11 00, late this morning, early afternoon. Received a call here, 1400 block of south waterman, of a shooting. It was quickly apparent we had what amounted to active shooter situation. A massive Law Enforcement response that initially was officers from our department that responded and quickly as word spread through the region massive mutual aid response from every Law Enforcement agency in the immediate area to include sheri Sheriffs Department. Fontana police department, california highway patrol, Probation Department parole, number of agencies responded. What we have so far is information up to three people entered the building and opened fire on people inside the building. We have preliminary numbers of upward of 14 people that are dead and upwards of 14 people that are injured. We think those are reliable but keep in mind those are potentially subject to change. They are preliminary numbers. 14 that are wounded have been taken to various area hospitals. In igs to Law Enforcement response, there was a massive medical aid response from the Fire Department, other area Fire Departments as well as ambulance, american medical response. As officers arrived, they went into active shooter protocols, entered the building in search for suspects. Initial information is that suspects were potentially still inside of the building. A massive facility, employs 2500 people, taken a long time build. Information that i think is probably the most reliable at this point is that the suspects have fled potentially in a dark colored suv. We do not have identification on who suspects are. We do not know what the motive is for the shooting at this point. So with that, im going it turn it over to sheriff for a couple of comments. Thank you, chief. Working closely with the san Bernardino Police department and unified command as well as federal partners to make sure we have resources we need to thoroughly investigate this event. We have also, because of the information that the suspects may have fled the area, we have also shut down and locked down the courts and local city and county buildings in the general area around San Bernardino. Qu we have increased Law Enforcement presence including hospitals. Weve been in contact with the School District and their School Police chief to take care of school side of things. We continue to make sure we do everything we can to make the public safe. We have been in contact with the board of supervisors, theyve pledged full support and the resources that they have to help solve this as well.
