Police Just Announced an arrest in connection with the shooting of a tulane med student who tried to stop an abduction. Denise nakano joining us live with more on the arrest and the condition of the med student right now. Denise . Well, jim, 21yearold is behind bars tonight booked on several charges, including seconddegree kidnapping and attempted firstdegree murder. Kane is accused of attempting to kidnap a woman in an suv early friday morning. A medical student tried to help that woman and Surveillance Video you see there shows gold getting shot in the stomach. Police say cane attempted to shoot him two more times but his gun jammed. Told you that we would find him and we did. Very, very smart and very Aggressive Police work over the entirety of the weekend led to quickly identifying, first of all, who he was. Reporter cane was arrested this morning and gave police a full confession about the incident. Now, officials also discussed a shooting at a new orleans park last night. In all, 16 people were shot, ten were taken to the hospital in ambulances. Authorities vow to bring those shooters to justice just like they did with cane. Gold is still in the hospital. Doctors have him listed in guarded condition with his family saying he continues to improve. As for the woman seen being dragged on the security tape, she was treated for minor injuries. Belgian authorities have charged a fourth suspect in connection with the attacks in paris earlier this month. This comes after they detained 21 people in raids yesterday and today. Most of the other people have been released. Brussels remains at its highest alert level. British Prime Minister David Cameron joined french president Francois Hollande to pay tribute to the victims of the paris attacks at the bataclan theater today. They laid flowers at a makeshift memorial outside the concert hall where isis gunmen killed 89 people. Cameron announced hell ask for parliamentary approval to join u. S. Led air strikes against isis in syria this week. And as you know, eyou are just back from paris, the attacks sparked a new debate over taking in refugees from syria. Big issue over there, as well, of course. While some leaders want to scale back because of safety concerns, theres one local city that plans to open them with open arms. They feel the refugees are being demonized by political enemies in the media and say it has to stop. They say this is not a political effort, it is a humanitarian one. The Syrian Refugees that are coming to allentown are victims of fearmongering. Im deadly fearful of that. Reporter allentowns mayor and members of the syrian and Muslim Community say the city is confident Homeland Security will keep terrorists out. One resident told him she fears some of the 44 refugees already here would behead her. We have a stringent process that scanning folks that are coming into this country, i can guarantee you, nobody is going to be coming into your house and chopping off your head. Thats fear just being propagated and perpetuated. Reporter the Lehigh Valley has one of the largest Syrian Community in the country and advocates say the refugees need to be welcomed. Contrary to what you hear in the media, these guys, most of the people that are coming here, are orphans, widowers, they fled everything. The Current Crisis in syria breaks our heart. We must help our brothers and our sisters find safety and stability and hope. Reporter local clergy says theres been an outpouring of donations, but they say the refugees need jobs. We have people coming into the country with immediate work eligibility that are eager to start a new life and put food on their table, help them to expand our network of employers, call me immediately. Reporter and the lutheran children and Family Services agency says they are also trying to find landlords willing to rent to refugees for fair market value. Live in allentown, doug shimell, nbc 10 news. Happening right now, philadelphia students and their parents calling on Governor Tom Wolf to help restore low income scholarships. There you hear them shouting there, live look outside the Governors Office in center city holding up signs, as well. This is all because of the states ongoing budget battle. Theres a restriction preventing companies from using tax credits to fund the scholarships. Groups are claiming the entire state could lose 150 million, which benefits more than 45,000 scholarships. Meantime, leaders in harrisburg seem to have hit a wall as they try to hammer out a budget, which is nearly five months overdue now. We sent nbc 10s lauren mayk to the state capitol. New information now on a fiery wrongway crash that backed up traffic on the south jersey highway early this morning. Police say the wrongway driver has been charged with dui. She was traveling north in the southbound lanes, then crashed head on into a truck that burst into flames. Luckily, the truck driver escaped. Both drivers were taken to the hospital with minor injuries. Sky force 10 was above the backup on 295 that followed as crews worked to investigate the crash. Three philadelphia prosecutors who were involved in exchanging sexually explicit and raunchy emails underwent sensitivity training friday. The District Attorney says the training helped and the prosecutors have learned from their mistakes. The daylong session included respect and workplace civility training. Two of the prosecutors sued attorney general Kathleen Kane after she released the emails. Mayorelect jim kenney unveiled part of his plan to improve student life at philadelphia public schools, speaking about the Community Schools model today. The model would allow schools to become Multiservice Centers for children, complete with thousands of local partnerships with places like clinics and tutors. Kenney saw the Community Schools model in action in cincinnati, ohio, last week. He talked about how the model would work locally. Its first engaging the community, finding out what it is thats important and what they value, then trying to provide the services either governmentally, corporately, philanthropically, to make it happen. High School Students in delaware will soon get a chance to get Workplace Experience before they graduate. Governor jack markell announced a second round of pathways to prosperity grants coming to the state. Those grants allow students to earn College Credit for Workplace Experience in areas. Markell first proposed the initiative back in february as a way to help prepare delawares future workforce. Its official, pfizer and allergan are joining forces. The 160 billion stock deal was announced today. Not only is this the Biggest Health care deal ever, but its also the largest socalled inversion in history. Thats a tax saving maneuver for an American Company reorganizing in a country with a lower Corporate Tax rate. Allergan is based in ireland but runs operations out of new jersey, while pfizer is based in new york. Now to a massive car recall. Ford is recalling more than 452,000 midsized cars because the gas tanks could potentially leak fuel. The recall covers certain ford fusion and Mercury Milan sedans built between 2008 through 2011. About 411,000 of these cars are in the u. S. Ford says a valve on a gasoline vapor recovery canister can get stuck, causing repeated air pressure changes in the gas tank. Well, this weekend authorities in belgium conducted several raids in their search for terror suspects. Police in brussels carried out 22 antiterror raids over the weekend, detaining 16 people. The raids happened this weekend, including overnight last night, so in a show of support, thousands took to twitter to post cat pictures using the brusselswelcolockdown. The video shows state troopers there watching the whole thing, but only the nbc 10 investigators asked state police why they didnt stop it. Sky force 10 over the scene of a double murder. Nbc 10s drew smith just arrived on the scene. Drew, whats the latest . Reporter we can show you right now this is the crime scene here and the road is shut down right now. There are two ends here, the house where the two bodies were found is actually down closer to the other side of this crime scene tape here, what we know from Philadelphia Police is there were two men inside found with gunshot wounds to the head. They were pronounced dead shortly after Police Arrived on the scene just shortly after 3 00. Police tell us they have not found a murder weapon. They are also looking for who might be the killer here, but they are clear they are calling this a double homicide. Since we have been out here just the past ten minutes, numerous people crying, a lot of people upset. We tried to talk to them, but they were too overcome with emotion to talk right now, but did look like people do know who those people were. The police have not released the identity of the two bodies found. Again, an active Police Investigation still going on here. Were going to go in and try to ask police if they have more information about who a suspect might be in this case and well stay on top of it for you. Live in kensington, drew smith, nbc 10 news. Now to an nbc 10 investigation all new at 4 00. The investigators have obtained Surveillance Video of a home breakin and the video here shows state troopers watching the whole thing. Nbc 10s Investigative Reporter Harry Hairston is joining us now with details. Whats this all about . Reporter jim and jacqueline, you are about to see video of an incident state police say they are investigating as a possible crime. The home owner tells us she wants the troopers in the video investigated too. June 28th, 2015, the owner of this home says her Security Camera caught a man shattering her glass door, take a close look, Pennsylvania State police just feet away watching. Looked like a crow bar to me and he broke the glass, he hit it several times. Reporter she tells us the man seen throwing the object is a cousin of her estranged daughterinlaw. Shes also seen on camera with the troopers. She says her son and daughterinlaw are in the middle of an ugly divorce. There are some problems between them. Reporter she contends her daughterinlaw had been a guest at the house but never lived there and did not have permission to enter the home. Did your client do anything wrong . No. Reporter representing the daughterinlaw says his client was a resident at the house and that she showed the state police proof she lived there. He tells us the woman called police because no one was at the home and she was locked out. He provided the nbc 10 investigators with doctor bills and checks that he says proves she lived at the address. If my client truly wanted to break into the residence, she would be the stupidest burglar in the world to first call the state police and say, i am locked out of this house, can someone please come here . That would be the dumbest thing in the world to ever do. Reporter four months after the incident, state police have confirmed there is an ongoing investigation, but they have not returned our repeated requests for an interview regarding the troopers conduct. We wanted it know the departments policy for situations like this. The Department Tells us their policies are not open to the public. On top of that, we have more questions about what happens next in the video. Just minutes after the trooper watched the glass door shatter, the couple enters the home. Moments later, two officers follow them inside. Another camera shows a man leaving the home multiple times with boxes, bags, and a suitcase, while one trooper stands near the walkway and at least two others are near the street. They took a lot of stuff that wasnt theirs. Were talking about computers, ipads, gold coins, jewelry, clothing items. Reporter she tells us no one was there when she returned home and the back door looked like this. She is Furious Police left her house unsecure and allowed things to be taken away. The state police supposed to help protect us. In this case it didnt work that way. Reporter he says his client only took what belonged to her. Theres an ongoing investigation, i believe the state police are acting appropriately by investigating. This is not a black and white situation, where you can say that this is clear what occurred. Reporter she filed this Insurance Claim for items she says were taken and also filed complaints with the Delaware County District Attorney against her daughterinlaw and the man in the video. They tell us they started a criminal investigation but decided to wait for results from the state Police Investigation. Two people came and invaded my home with the help of the state police. The state Troopers Union did confirm there is an internal investigation into the incident but would not elaborate. Law enforcement sources we spoke with tell us their departments policies do not permit them to allow a breakin unless there is an emergency inside the home. We have plenty of questions for police, such as when is it okay for them to allow someone to break into a home . Why did police enter their home, did the troopers try to contact the home owner, and why arent its policies open to the public . Obviously, with the clear skies and light wind, the temperatures are going to go down into the 20s just about everywhere. Some places pretty close to that 20degree mark. As a matter of fact, allentown. Predicting just 21 degrees. Millville 22. 26 even atlantic city, 28 in willington. So its going to be a cold night, but thats the coldest night of the week. Its going to warm up from there. Some of the clouds coming down from the great lakes with a few flurries but even that area is shrinking. This area in western pennsylvania is expected to shrink as it heads in our direction, then theres nothing else behind it, so weve got several dry days ahead. And weve got computer models to project the amount of rain thats going to fall as we go all the way through the week. Nothing. Nothing. And theres hardly any model that does show anything. All the way through friday night. The cold air, thats retreating. Models show that, too. Its going to be mild by thanksgiving, and kind of warm for friday. Black friday could sit some records, but colder air is coming in on saturday. Its going to stay with us on sunday. Not that its going to be super cold. Its just not going to be super warm anymore. Sky force 10 was over the scene along jasper street about an hour ago. Drew smith is live now. Bring us up to date. Reporter well, in the past two hours police have been working this crime scene here along the 3600 block of jasper street. Right now there are detectives speaking with about a dozen people gathered on the other side of the crime scene tape here. Since we saw you at 4 30, police left the main house where the bodies were found and came up to talk to the people. We tried to talk to them, as well, they were very emotional, did not want to speak with us at this moment but said they were relatives of people who live down in that home. It is unclear how long those bodies were inside the home. And police did come some people getting out of a car right now running toward the scene, also very emotional, but again, it was back around 3 10, unclear how long the bodies were inside, unclear how they were found, but two men with gunshot wounds to the head, no weapon inside that house right now, so police very early in the investigation still trying to piece together a motive why this may have happened, and still at the scene unfolding as more people find out about what happened here, you can hear screaming off in the distance, very tense scene here at the moment.
