Reporter thats right, were talking about two Diamond Rings in two states in less than one hour flat, and police tell me since his strategy worked and he began right here at the helzberg diamonds, he could strike again, so they are putting authorities in the tristate region on alert. Inside this helzberg diamonds, watch the suspect shake hands with a female sales clerk. Apparently just walks into the store, asks to see a particular, you know, diamond ring, the employee hands him the ring and, you know, puts it in his jacket and out the front door. Reporter within seconds the sixfoot suspect is off and running. Store cameras catch a good glimpse of his face here. I think its terrible. Reporter police in morztown say the diamond ring wasnt enough. Within the hour he was across the bridge and at it again, this time inside the kay jewelers at simon outlets on Franklin Mills circle and here hes comfortable enough to sit down with the clerk with another 9,000 ring in hand he takes off. Police say he merely plays the part of an interested buyer, never threatening with words or a weapon. Still some shoppers about to tackle holiday lists are on edge a crook could be shopping among them. I typically do go during the day and if i do go out, i do go with my husband. Reporter police tell us both rings had serial numbers engraved. Police say a get away was easy with 295 and route 73 once he gets out of the Shopping Center with all the traffic out there, sort of just blends in. If you recognize his face and a witness stated he saw him enter a dark colored Dodge Charger. Reporter police tell me, in fact, the man was driving the black Dodge Charger from both of the locations. Weve also independently confirmed with the Delaware RiverPort Authority that they are looking into videos on the bridge to help determine the license plate of that car and they do believe it was a pennsylvania tag. Just a few hours ago officers raided another house in eastern france looking for anything that could be linked to Jihadi Networks or illegal weapons. And the Paris Prosecutors Office say heavily armed Police Squads faced nearly nonstop gunfire as they worked to take down the mastermind. Authorities link the suspect of four of six foiled attacks this year alone. French police have their man. Officered stormed this apartment unleashing 5,000 rounds of ammunition on their target, the mastermind of last fridays terror attacks. More than 24 hours later, french officials confirmed hes dead. Lee robert moore waived a preliminary hearing on federal charges. Another hearing to decide if he should be allowed to go home to maryland on bail was postponed. Nbc 10 obtained the latest court documents. They include pictures and graphic Text Messages that moore allegedly sent to a young girl he wanted to eventually meet in delaware. That young girl was actually a Delaware State Police detective trying to catch sex predators. Police say moore sent many of the messages from his phone while on duty at the white house. Hes due back at court for a bail hearing next month. Former subway pitchman and admitted child molester jared fogle is apologizing this afternoon after being sentenced to more than 15 years in prison. Fogle sobbed openly in court during his apology but remained silent as he walked into court in indianapolis this morning. In august the onetime subway spokesperson pleaded guilty to child pornography and having sex with underaged prostitutes. Today a judge sentenced him from 15 years to eight months in prison, thats more than the 12 years the prosecution had been asking for. Now, fogle told the courtroom, i so regret that i havex . [ le many of you down. I want to redeem my life. I want to become a good, decent person. I want to rebuild my life. Fogle became a subway spokesman after shedding more than 200 pounds as a College Student in part by eating the chains sandwiches. Subway ended its relationship with him after authorities raided his home in july. As part of his plea agreement, fogle agreed to pay his 14 victims 100,000 each in restitution. Attorney general matt den has asked the state superior court to order the gold club to close its doors for good. Den says since 2012 there have been five shootings there, including this past sunday when a person was killed. Hes asking the court to declare the gold club a criminal nuisance property. We called the gold club this afternoon, but they had no comment. Elsewhere, a Lehigh County judge said a teen facing murder charges will be tried as an adult. Jamie silvonek is accused of conspireing with her boyfriend to kill her mother. In march, jamies boyfriend, 21yearold Army Specialist caleb barnes allegedly stabbed her mother to death as the three sat in a car parked in the driveway of the familys home on randy drive. Barnes hearing has been moved to december 18th. The 20 year old could face the Death Penalty if convicted. Theres teacher trouble in the philadelphia schools, but this time were talking about substitute teachers. The problem is, the School District isnt getting enough to cover its classrooms and parents say enough is enough. Tonight, leaders will announce their solution to this substitute shortage, but the plan already has its critics. Nbc 10s George Spencer is live at School District headquarters. George, i know youve been tracking this issue the entire school year and this comes at a really difficult time for the district. Reporter it really does. Of course, the state budget crisis is hitting the School Districts bank accounts, students are expected out front in just about half an hour for an unrelated protest, and then to top it all off, the School Districts new substitute Teacher Program has simply been unable to meet demands. Seven out of every ten daily vacancies are going uncovered. At Northeast High School in philadelphia, students and teachers are enduring their piece of a districtwide crisis. There simply arent enough substitutes to cover the gaps for ill and absent teachers. Its really a travesty for those kids and for the teachers. Reporter 14year teacher dan lynch says other teachers are trying to fill those gaps. For the first time this year, the School District outsourced its substitute staffing to a new jersey firm called source for teachers. But on their best days, the firm has only covered about 3 out of every 10 teacher absences. On their worst days, its been far fewer. The district admits those rates are not acceptable. We thought that they were going to resolve this problem very quickly. They are not able to do so. Reporter so tonight the superintendent is announcing changes of the 500 to 600 absences every day, source 4 teachers will still be used to fill daily gaps, but the district will retake control of longterm absences for reasons like medical and family leave with retired teachers and other part timers. The substitute program should have never been assigned to a company that has no track record of working in a large urban district like philadelphia. Reporter for teachers and their classes caught in the middle, it seems something must improve soon. Because we have such a great faculty and staff, weve been able to maintain our programs, however, you can certainly see the wear and tear on the teachers in terms of energy. Reporter and now in the past, substitute teachers had been part of the teachers union. For its part, source 4 teachers says it remains committed to this task and will now focus on filling those daily vacancies. Live outside the School District headquarters, im George Spencer, nbc 10 news. From our jersey shore bureau, stockton universitys plan to bring a campus to Atlantic City has new life this afternoon. Stockton is working to build a satellite campus on the southern end of a. C. The main campus is located, of course, in galloway township. The universitys plans to put a campus in the old showboat casino fell through earlier this year. Now the new plans call for an Atlantic City campus to open in the fall of 2018. It would include a 500student dorm with ocean views, academic buildings, and a city park that would serve as a quad. The news that broke today speaks to our ongoing commitment towards Atlantic City and towards this region. The university is very much poised for greatness. Stocktons president says the funding still needs to be worked out, but the university hopes to finalize all that soon. You might see fewer airport employees if youre flying out today. Contracted workers at Philadelphia International airport walked out of the job last night and they are now on strike. I believe that we can win the workers include baggage handlers, wheelchair attendants, and cabin cleaners. Workers at five other airports across the country are also on strike. Many members of local Government Support the unions and rallied with them. They need these jobs to be good jobs today were here because its about our families. An airport spokesperson says operations here will not be affected, but you may want to give yourself extra time if you need assistance. Ez pass users from new jersey will want to mark december 1st on their calendars, specifically those who travel in to philadelphia. Starting next month ezpass will offer a discount for drivers. Any driver who crosses at least 18 times a month will get an 18 refund. It would close all 600 state stores while creating 1,200 permits to sell wine and liquor. The bill now heads to the senate. It was lighter this morning, getting a little bit heavier in the afternoon. Still not the type of intensity to produce flooding, but its a rainy evening. The visibility is terrible, the airport has delays, the roads are slow. Weve got a colder weekend coming in in return for the dry weather and well have a outlook for much of thanksgiving week coming up, which is not going to look like this. Looking kind of miserable out there. 63 degrees, at least its warm. Winds south, southeast at 15, gusting to 24 miles an hour. We were up to 67 degrees. The Severe Threat tracker not very high as far as a flood threat. We see this as mainly just a steady soaking rain, not much threat of lightning either, although this evening there could be a bit towards the shore and high wind, hail threats extremely low with this kind of a system. It is quite mild across the entire area, even 58 degrees at mount pocono, and in the low 60s across much of the rest of the area. The average high is 55. Now were going to be getting colder as we go through the weekend. That is going to affect some of these events. The marathon on sunday, kind of chilly and kind of cloudy. Theres even a slight chance of rain at the beginning, but gradual trend is going to be for improvement as we go towards the noon hour, but it is chilly, it is going to be a bit breezy. It will also be that for the eagles as we go into the afternoon. Starting off with mostly cloudy skies and gradually seeing more sunshine and the wind to perhaps make it a factor in the kicking or passing games and temperatures below 50 degrees. Its not going to be doing this. Weve got this solid area of rain extending all the way down into maryland. And Little Pockets of heavy rain right over philadelphia right now, and thats causing some of these slowdowns on the roads. Were starting to see a bit of improvement around chester, which were seeing the heavier rain just ten minutes ago. Doesnt really last all that long. And were also drying out across much of maryland and virginia and also in central pennsylvania. So this is not going to last all night. But the warm air will. Look at this, temperatures in the mid 60s, even this evening as we get steady rain, some of it briefly heavy. But the temperature just doesnt go down. The High Temperature for tomorrow will likely occur just after midnight tonight. And then it starts cooling off as we clear out after midnight. So its going to take a while before this happens. Its going to be very soggy in the meantime. Clearing late, 48 by morning, most of the evening its in the 60s, as you saw. During the day tomorrow, no 60s. Were in the mid 50s despite mostly sunny skies. Kind of breezy, 10 to 20 mile an hour winds, perhaps gusts stronger than that. Relatively chilly day saturday, especially in the morning, then an even colder day sunday. We could see some rain, especially towards the shore and southern delaware early in the day, and then monday is just plain cold. And then we start to warm up. The vine street expressway, so improving, a few moments ago this is about a 15 to 20minute drive time headed westbound, which is right in here towards the schuylkill expressway. The actual schuylkill expressway is pretty much a nightmare, up to 40 minutes heading into center city, speeds down to 19 miles per hour. Now your at mats i would normally tell you to take some of the drives, but a bunch of accidents on there also. Really wherever you go youre in bad shape. Lincoln drive south theres an accident there. And another one on kelly drive west. Now this ones in the process of clearing out of the way, but residual delays behind that. Now, Philadelphia International airport also dealing with 89minute delays due to low visibility. Officials in california have released the identity of two men killed in a fiery Helicopter Crash yesterday. 65yearold Bruce Erickson and 60yearold wayne louis were killed when the chopper they were trying to land spun out of control, slammed into the ground, and burst into flames. You can see the heavy smoke immediately after impact. The ntsb is now investigating. Police in western pa are searching for the driver of a stolen school bus who crashed into a store. Yeah, the traffic not moving real well, camera shaking a bit because its windy, as well as raining. Take a look at this, solid area of rain pretty much all along i95 from new york down to washington and its all moving to the northeast, so theres obviously more to come. Once in a while you get a little blip of some heavier rain coming through philadelphia now and down through wilmington, little blip in northeastern maryland, but this is mostly in the light to moderate range, and not producing flooding. Its just producing a miserable commute. And you can see that we have dry air back to the south and west, dry air to the west and central pennsylvania that will be moving in overnight. Hour by hour, well show you whats going to happen here. Its certainly going to be wet for the next couple of hours, but that drier air gradually moving in from west to east. By 9 00 its almost drying out into philadelphia and by 10 00 it should be dry. Then raining at the shore for a while. Its very warm for this time of the day, this time of the day, into the 60s. The average high is only 55, and its going to stay in the 60s all the way through midnight. Even when the rain ends, but much colder air is on the way. Right now were looking at 95, where the biggest problem is northbound from the vine street expressway to wood haven road. Average speeds of 30 miles per hour. That with no traffic is a 12 to 13 minute trip. Heading over into new jersey, over here is the southbound side. Were seeing a big delay, if youre heading into new jersey from philadelphia, 255, that is a nineminute trip, typically about a fourminute trip. Northbound approaching an accident scene around creek road, also to move on by to the lefthand side, that accident over in the shoulder. Another accident on lincoln drive south, and Fire Department activity on Market Street between 38th street and powell avenue, closed between 40th and 41st. Follow those detours around, youll be just fine but will be stuck in a mess there. Low visibility at the Philadelphia International airport. They have a Traffic Management program in effect for arriving flights, also some departing flights may be affected, so 89minute delays there, check before you go. Jessica, thank you. This is a scary thought, your Social Security number might be online for anyone to see. The nbc 10 investigators saw pennsylvania handing out the information by the thousands. Mitch blacher explains why this could be a real opportunity for identity thieves. Reporter with the information we found on one county website, an identity thief is just a birth date away from being able to open a credit card or get a loan. With the governments help it could be that easy to steal your identity. Does that number mean anything to you . That number there . Thats my Social Security number. Reporter one after another. Thats a Social Security number. Reporter from upper darby to wayne. Crazy everythings out there. Reporter residents had the same reaction. Somebody can find out my social . Reporter yes. I dont like it. Reporter we found hundreds of socials online after a viewer emailed us. You know, everything you need to get someones identity. Reporter Ryan Fitzpatrick called the nbc 10 investigators when he says Delaware County gave him the run around. He found his full name, address, and Social Security number posted on a county website, were not disclosing the specific site in order to protect the information. I feel this needs to be corrected. I dont want someone stealing my identity. Reporter at first Delaware County officials were reluctant to speak to us on camera. They didnt want to call attention to the information, but now because of our investigation, the county is changing how it displays all those Social Security numbers. We can alter the image on the internet and thanks to you guys were going to begin to do that. Reporter solicitor says they are going to redact the socials soon and says Delaware County shouldnt be blamed for posting them. Youre blaming the people who gave you the document. Correct, correct. Reporter who is that . In this case the department of revenue. Here in harrisburg, no one from the department would answer our questions on camera. A spokesperson did email us to say that the department decided in june to stop using full Social Security numbers, but we found dozens of them on documents filed by the state from august. When we asked the spokesman about this discrepancy, he told us the decision was made in june, but it wasnt implemented until recently. He could not tell us how recently. In most cases, posting a Social Security number is illegal in the commonwealth. One of the only exceptions is when they are part of court filings. We really need to be more careful about how we handle peoples personal, private information. Reporter she says thats individual countys responsibility. In april she introduced a bill that would make local governments liable for damage to someones financial reputation. I think there should be a penalty if counties refuse to remove the information. Reporter while state leaders point to the counties. We didnt put it out there, the commonwealth put it out there. Reporter and Delaware County leaders point back to the state, those with their personal Information Online for anyone to find its scary, very scary. Reporter dont care who takes it down, as long as they do it soon. Delaware county has already pulled some Social Security numbers off its website and they are working with the Software Provider to block the rest. The solicitor said that all started today. Also, heres what you can do. You can search your name on your county court website, youll be able to see what information is publicly available. You can then ask the county to remove or redact it. It means many of the men or womens signs youre used to seeing will come down. It is now the law of philadelphia. Mayor Michael Nutter signed a bill today that makes gender neutral bathrooms more accessible. The law requires all single occupancy restrooms to have labels as gender neutral. Single occupancy meaning not those with multiple stalls. It is a step long sought by transgender advocates. The signing was followed by a changing of the restroom sign. Our goal is for philadelphia to be the most lgbt friendly city in the world and a leader on equality issues. This is a significant step toward meeting those goals. To this now, actress and wilmington native fighting for her hometown. She wants a Major Television network to reconsider the name of a new show. Plaza went to twitter to denounce the planned pilot called murder town. She said it would cement wilmingtons image nationally as a place of violence. And she isnt alone. State leaders have been up in arms of the Networks Decision since news surfaced of the shows proposed name earlier this month. Actress Jada Pinkett Smith is set to produce and star in the drama. Wilmington officials, including the mayor, have sent the shows producers a letter urging them to reconsider. Real life heros took center stage today for military veterans job fair. Dozens of employers were on hand accepting applications. Todays event was hosted by home depot, which currently employs more than 35,000 veterans. We had some light rain earlier in the day that got a little bit heavier just in time for the afternoon rush. And its going to be a rainy evening, as well. What we do have changes coming, colder weekend, but at least were going to get rid of this storm, and a look ahead to thanksgiving week, which overall is looking good. Looking not like this, with the fog and the rain, low visibility, airport delays, dont need that next week. 63 degrees, wind 15, gusting to 24 miles an hour. So its a very mild rain for this time of year. Its in the 60s everywhere except for mount pocono, which is pretty close to 60 at 58 degrees, the average High Temperature for this time of year, again, is 55. This has been an exceptionally warm november for our area compared to average. There are those southerly winds coming up here and the sustained winds, 15 to even 20 miles an hour in dover. Were seeing gusts of 25. So along with the rain weve got those gusty winds. And as you can see, a little bit of yellow in there indicating at least some moderate rain, little bit heavier right over philadelphia right now. The airport reporting some moderate to heavy rain, but it doesnt last that long, just keeps moving through. And in chester, for example, were going right up i95 for a little bit lighter rain thats going to be approaching philadelphia in the next 20 minutes or so. And back in maryland, its even lighter than that. So the trend is going to be for a lighter rain and then for the rain to shut off. Places like trenton and bucks county, its going to be raining harder for a couple more hours. You can see this on the future cast. Its going to take a little while. By 7 00 were out of the heavier rain in the philadelphia area, and by 10 00 or so, the rain itself is pretty much over as the drier air comes in. I mean, its going to totally clear out. The visibility will get better, the wind is shifting, cleaning things out, so its going to look drastically different by morning. Its also going to be cooler. Temperatures in the 40s, and look what happens with all that sunshine tomorrow, doesnt really warm up a whole lot. Thats a colder air mass coming in. Look at that, north and west only in the 40s in the afternoon with sunshine. And then by tomorrow night and into saturday morning, of course, it gets even colder, places getting below the freezing mark. And then on saturday afternoon, its another chilly one. But its not going to stay that way. Heres the cooler air coming in saturday, colder on sunday, the coldest is monday, and then watch what happens here. It starts to retreat. That cold air goes right back up into canada and sets us up for a decent looking thanksgiving. Rainy and warm this evening and clearing and cooler late. 48 degrees by morning. Totally different look to tomorrow mornings rush than what we had today. Mostly sunny, breezy, colder, High Temperatures only in the mid 50s. Some places not even that. Saturday its kind of chilly, chance of some rain toward the shore sunday morning, otherwise improving conditions, but windy and cold for the eagles and the marathon. Then were cold on monday, but look at the warming trend as we head towards thanksgiving. Mary lee is back, and extremely close to the jersey shore. Surprised me. Reporter im Ted Greenberg with why theres some question about whether shes in the ocean or barnegat bay. Look at this, mary lee is back. The great white shark has returned to the jersey shore. Mary lee sounds like a really nice name. Gained popularity back in the spring and even has her own twitter handle. She has a lot of followers, too, by the way. She spent most of the summer off the coast of florida, georgia, and the carolinas, then she was detected in the barnegat bay. Ted greenberg picks up the story from there. Earlier in the day he was down here. Reporter Margaret Obrian says it was an eye opener, a tracking map that sparked a new frenzy when it showed mary lee, the famous 3,400pound great white shark was in barnegat bay today, not far from obrians bait and tackle shop in beach haven. To see her come up on my news today surprised me. That is unusual to have that large a shark in the bay. Reporter a few hours later the map put the 16footlong creature north of barnegat light, then seven miles off shore, but osearch, responsible for putting a gps tag on the shark in 2012, says it was receiving low quality pings from mary lee. The group tweeted that while its possible the great white came into the bay, its suspected she was actually swimming north in the ocean, very close to the beach. Long beach island, mary the shark is out there, pretty exciting, i think, for everybody. Reporter what is a low quality ping . That happens when the sharks dorsal fin doesnt stay out of the water long enough for the satellite tracker to zero in on a specific location. Not unusual for her to be in the area because this is the time of year now were starting to get reports of seals coming into new jersey.
