Yeah, tonight and this is just the beginning of a very wet pattern. Weve had a couple of weeks without any rain and now were going to catch up in a hurry. Over the last couple of hours weve already seen some showers move through the philadelphia area and now up toward the Lehigh Valley and the poconos. Some of this on the heavy side right near allentown now, i78 headed up towards the poconos, but that is nothing compared to this area that is going to be moving in later on tonight and perhaps into first thing in the morning. Now we can see as we go through the evening were going to be seeing some scattered showers and maybe a thunderstorm. This is the rainfall rate, obviously, when you get into the oranges and the reds, thats the heaviest stuff. And were generally talking after midnight for the worst of this. At least according to this model. Here we are in the middle of the night and some of thats orange, one to two inches per hour. Very heavy rain moving through. And theres 5 30 in the morning, just the beginning of the morning rush, you can see its likely to be pretty wet as we start off the day. How much rain likely to fall during the night tonight, well, this particular computer model has some areas with over four inches of rain. Even by morning. The greatest likelihood of those big amounts, again, in berks county, Lehigh Valley, the poconos, but we could still get one to two inches around the philadelphia area. Its going to be a warm night and a humid night. Its 80 degrees right now. It was up to 85 today. Things are going to change dramatically in that department, too. Well talk more about the next two threats, one of them including a Tropical Storm with the seven day in a few minutes. Thank you very much. 20 minutes of nonstop news continues with a search for the person who sexually assaulted and robbed a Temple University student near campus overnight. Police say it happened shortly before midnight near carlisle and master streets, just blocks from temples main campus. Nbc 10s Andrea Kline Thomas is following the story and joins us live with the latest on the investigation, plus reaction from students. Andrea . Yeah, thats right. Philadelphia police are reviewing Surveillance Video and they are also looking for possible witnesses. The student says she was walking home from the library when she was attacked. All of this happened around the 1400 block of carlisle street just south of the main campus. The student told police the suspect approached her from behind and hit her on the arm with a small handgun with a silver handle. Told her not to scream and pushed her up the wall and sexually assaulted her, then ran away towards oxford street. The woman was able to notify authorities by using an Emergency Alert system. The university sent out messages to the entire campus urging them to be on the lookout and use caution. Probably have somebodys boyfriends friend walk me around. I walk here at night all the time to go to my friends house. Never really thought anything could happen around here. Pretty quiet part of town, lit up, all that kind of stuff. Students are reminded to use a buddy system when walking, especially late at night. Temple is also stressing a number of services they have to get students home safely. Septa Officials Say the dlooifr had a medical condition. 11 passengers, plus the driver went to the hospital for treatment. Were told the injuries are not life threatening. Its been nearly 48 hours since philadelphia bid farewell to pope francis. The return to normalcy is still under way throughout the city. We have a live look at the ben franklin parkway. Crews spending a second day tearing things down from this weekends event. Quite a change from sunday when an estimated 860,000 jammed the area. Mayor nutter has called the papal weekend a success. Nbc 10 went over to new jersey to see how it went across the river. The only sign of the pope today in south jersey was this picture in the corner of saint agnus church. The Main Attraction here, local police, fire, and ems as the Community Held a blue mass in appreciation of their service. They did a fantastic, phenomenal job. The priest and others mentioned several times of how grateful they are of the security efforts made for the popes visit, but the smaller than expected crowds crossing from new jersey into philadelphia have left some wondering if it was overkill. They didnt get the crowd they were thinking of. It took a lot of manpower and overtime to put this on. Long hours, a lot of planning, even in the south jersey region. Was it worth the preparation . Absolutely. You have to prepare. Make sure were prepared for any contingency, so certainly, we were, and it went off without a hitch. While the city of philadelphia will build the event organizers 12 million for security, the surrounding cities and counties dont have such a contract, even though they also spent hundreds of thousands of dollars. There wasnt much walking foot traffic. Davids restaurant was open for business, but there werent people stopping in. However, all the Law Enforcement positions down here turned out to be a good thing for him. We put out probably most likely a couple thousand meals feeding the cops, secret service, state police, camden county, it was a very busy weekend for us. I was here all weekend on the water front and can tell you right now on a normal week day there are more cars parked here than the entire weekend the city was calling itself the gateway to the pope. In camden, drew smith, nbc 10 news. Meanwhile, across the river pennsylvania continues without a budget. And with state aid in limbo, schools are struggling to get by. Today the pennsylvania Auditor General says 17 School Districts and two intermediate units have borrowed nearly 350 million to make up for a lack of state payments. The next scheduled payment to School Districts is due tomorrow. Its something that wont happen. In the meantime, Governor Wolf says he wont sign a shortterm spending plan. I fully conceive that we have some shortterm inconveniences here. The question we all have to ask ourselves is, do we want to put up with those shortterm inconveniences if we can get to a good place for the longterm . Wolf says the tax increase is the only way to keep the state schools from suffering. And when it comes to the u. S. Budget, last minute spending bill is expected to pass the senate today, stopping a government shutdown, then the bill moves to the house where its expected to be approved before a wednesday deadline. The bill approves funding for planned parenthood, which tea party backed members tried unsuccessfully to stop. Today some members of congress grilled planned parenthood president Cecil Richards about her half a Million Dollar salary. Its her first meeting with republicans since video surfaced showing planned parenthood officials discussing the selling of fetal tissue for research. Richards was accused of spending too much money on parties and lobbying and too little on health care for women, which responded no tea party money is used for political activity, urging congress to condemn recent threats against the clinic. Today president obama opened up about the victories and challenges in the war against isis. The president spoke at a u. N. Summit telling World Leaders this will be a long and unconventional fight. President obama says he believes the coalition of more than 60 countries shows the emergence of a Global Movement aimed at destroying the terror group. He also says there must be a change in leadership in order to defeat isis in syria. This is going to be a complexed process, and as ive said before, we are prepared to work with all countries, including russia and iran, to find a political mechanism in which it is possible to begin a transition process. The president went on to say defeating isis wont be an easy task. The president also met privately with raul castro this morning, the second time the two have met in person this year. Just last month the u. S. Reopened its embassy in cuba for the First Time Since 1961. Many are hoping the talks are a step towards a friendlier relationship between cuba and the united states. Now to another developing story, Tropical Storm joaquin, glenn already told you about the rain expected tonight, but joaquins rain could bring us a lot more by weeks end. We bring glenn back in for us now. Update us on the storm and what it may mean for us. Yeah, normally a storm out in this part of the ocean at this time of the year would just be headed right out to sea, but this is an extreme weather pattern and extreme things can happen in extreme patterns. There is joaquin, its well east of the bahamas. Its still not that well organized, but it is getting a little bit stronger. 45 mile an hour maximum winds now, moving very slowly. This is the past track, you can see its been meandering a bit moving west at five miles an hour. The pressure continues to drop and probably will strengthen. Very warm ocean water out there. The computer models as yesterday showing a general trend to the north and then eventually a bit of a left turn. Again, thats a very rare thing to happen around here and the reason for it goes all the way up to canada. We have a huge blocking High Pressure center that is likely to prevent this from going straight out to sea. Even if it starts moving out, it may be dragged back to the left. So that high forces the storm to make that left turn and potentially make landfall. Still too early to tell just where that is going to happen, but were getting a lot of rain tonight, were going to get rain from a stalled front later on during the week, then if this comes in after that, thats a lot of rain and potential for a significant amount of flooding. The demolition contractor charged in the deadly Market StreetBuilding Collapse is getting set to go on trial. Lawyers are selecting a jury now for griffin campbell. Hes charged with six counts of third degree murder and reckless endangerment, along with aggravated assault. Six people died in june 2013 when a building under demolition in center city collapsed on to a Salvation Army thrift store next door. Dozens were injured. Campbell hired the excavator operator who pleaded guilty to Involuntary Manslaughter and causing a catastrophe. From our trenton bureau, a protest over proposed gas pipeline that would run through mercer county. The natural gas pipeline would stretch more than 100 miles from luzerne to pennington, new jersey. Today environmental groups opposed marched in front of the new jersey state house. They fear the project will threaten tourism along the delaware river. Police in new jersey want to know why several men have been spotted taking pictures of a local high school. The men spotted on surveillance cameras took shots of Highland High School on aerial road in gloucester township. The video, take a look at this, shows a man in a dark car using his cell phone to take pictures of the front of the school. Ten minutes later, a second car with two people in it circles the rear of the school before stopping in front to take pictures. Gloucester Township Police urge you to call them if you have information about the cars or the people. And i want you to take a good look at this new video now from inside ventura groceries, police say it shows a man right there stealing money from the Cash Register after getting in by breaking through the roof. The suspect tried, but failed to open the atm, but did get away with cartons of cigarettes and bus tokens. All tips will be confidential. Police are looking to identify a man who broke into an express mini market in juniata park neighborhood. This man entered the mini market through an open window in the back of the building. He searched through the market, didnt find anything. Anyone who might know who he is is asked to call police. We have new information on a fatal forklift accident that killed a 13yearold boy. Ethan shumaker was a seventh grader. Sky force 10 was over the scene sunday night when according to Philadelphia Police that teenager suffered fatal head injuries while he was joyriding on a forklift. Schumaker and some friends found the heavy equipment after sneaking on to the grounds of the newman paper company. A Bethlehem Police officer gets pinned between two cars as he approaches a suspect. It all happened in the Lehigh Valley along route 22 in bethlehem township. As the officer got closed to the parked car, the two suspected drug dealers took off, pinning the officer, injuring his arm. That led to a high speed chase. The suspects got away after running off when they hit another car during the chase. Later tonight a memorial will honor three young People Killed in a high speed crash. The three died in what police call a case of street racing. Philadelphia detectives say Surveillance Video captured two cars racing down this industrial road before the accident. The black acura was going about 75 Miles Per Hour when it went airborne and slammed into a tree. Two others in the car survived. The second car in the race sped off, but was later found by police. Friends and family of the victims will send lighted lanterns into the sky tonight in memory of the lost lives. From our delaware bureau, it could be slow going for drivers for the next couple of weeks. Thats because road crews are replacing the deck of the i95 bridge over route 7. Officials warn the worst of the backups could happen during evening rush hour. Workers will be on the bridge from 6 00 p. M. To 6 00 a. M. , and weekend overnights from 8 00 to 8 00 a. M. The mishandling of Hazardous Waste causes problems for two delaware hospitals. According to state environmental officials, the hospitals must pay penalties of more than 86,000. Plus thousands more in recovery costs to the state. Officials say Saint Francis hospital in wilmington and bay house kent general in dover violated rules for handling pharmaceutical waste. Investigators say Saint Francis also disposed of the waste improperly. They say the hospitals are now in compliance. Then we turn to this from our nbc 10 jersey bureau. Make your parrots pipe down. Thats what a judge told an avlon woman yesterday about her pet birds. Neighbors complained that the parrots, who typically sit on a front porch are too loud. He says they are saying hello. The judge promises to dismiss the complaints if the birds behave for the next 90 days. Now your nbc 10 first alert weather with chief meteorologist glenn hurricane schwartz. Well, some parts of the country are dealing with some severe flooding, and thats not even related to Tropical Storm joaquin. This video from the coast of North Carolina where the water is running through beach houses, damaging homes and destroying path wways in that region. Can you imagine if that Tropical Storm hits North Carolina with what has already happened there . Well, we have our own set of rain here that is just begun after two dry weeks. Nothing from philadelphia southward. Now we did have a couple of showers earlier. The heavier rain now going north of i80 and allentown and toward easton right now, and that is on the heavy side, but at least its moving. So the heavy rain doesnt last all that long. Now farther back to the west we just have a huge area of rain. Right now its staying well to the west and later on tonight its our northern western counties that have the greatest threat of getting anything too significant out there. Now as we go into the future during the night tonight, you can see that were going to be seeing some of this very heavy rain moving in, and there it is by 7 00 a. M. It is extremely heavy rain that is going to be affecting us. Now as we go through the rest of the night, were going to be seeing some of that heavy rain. Were also going to be seeing some heavy rain related to a stalled front as we go toward the end of the week. And thats not even related to joaquin that we just showed you and told you about the possibility of it making a left turn and coming up this way. So just give you an idea of what some of these computer models are suggesting, heres one of them by thursday at 7 00, theres one to two inches of rain across much of the area. And look at this as we go into monday, through the weekend, five inches plus. Theres no guarantee thats going to happen, but were telling you what the potential is for this particular combination of events. Lets take a look at another computer model. Doesnt have as much rain, but still this is by friday, were talking about one and a half to three inches. By the end of the weekend, three to five inches of rain, so this is pretty consistent as far as the fact that were going to be getting a lot of rain over a long period of time from three different systems, and so that potential is there. Here is one that goes just into thursday and has some places north and west getting one to three inches of rain. So for the rest of the night tonight weve got showers increasing, becoming heavy at times. 70 for the low in philadelphia. 68 north and west. During the day tomorrow, warm and humid, we have most of the showers in the morning, so it could affect the morning rush, and then fairly warm and humid day, although not quite as warm and humid as today has been. Then much colder on thursday with rain, possibly heavy, more heavy on friday. Might not even be related to joaquin. If joaquin is going to be bringing us rain, its likely later friday and into the weekend with some heavy rain and gusty winds. So weve got a lot of active weather on the way. Oh, boy. What we do know is that medicare ambulance rides cost taxpayers about 30 million back in 2012. Federal investigators say philadelphias a big part of that problem, adding to the suspicion, the audit discovered the average ride was more than 100 miles. Medicare says it is taking action to fix the findings. New york yankees baseball legend yogi berra was laid to rest today. Berra died tuesday of Natural Causes at the age of 90. Well, were talking about three possible threats. Different threats, when its going to hit, plus the Tropical Storm that could affect the region later in the week. Angry and hurt. Returning to our developing weather situation, we are tracking heavy rain. You see it there headed this way. You can see that on first alert radar. Chief meteorologist Glenn Schwartz is monitoring the approaching weather. Glenn, what can you tell us . Weve seen a long dry spell here. How much rain are we talking about . Well, were talking about potentially more than a couple of inches of rain just tonight in parts of the area. Its been so dry over the last couple weeks, the rivers and creeks, of course, can handle a whole lot of rain, but the grounds also hard, so some of it could wash off quickly and cause localized flooding. We do have some locally heavy rain right now up in the Lehigh Valley. Some of these even came through the philadelphia area, so they are moving pretty hard and its already past allentown and easton getting some of the heavier rain right now. Theres allentown practically in the clear, bethlehem practically in there, too. And easton in the middle of the heavy rain now. Very heavy, close to two inches per hour. If it stays in the same spot, it would get two inches of rain. Of course, its not staying in that spot. Neither is this. Tremendous rains in northern virginia. Eventually thats going to be moving across parts of the area later on tonight and into the morning. So what to expect, new jersey and delaware, yeah, its going to rain. In the philadelphia area, we could see some thunderstorms overnight tonight. And north and west, greatest threat of flooding rains. By tomorrow morning, were going to be getting showers in new jersey and delaware. More of a steady rain for the morning rush in philadelphia and the heavy rain continuing to the north and west. So we do have an active night tonight and then tomorrow things quiet down a little bit. But not for a long time. Here we go as we go through the late night hours and first thing in the morning. Some of that very heavy rain. More about the other threats for heavy rain with the seven day in a few minutes. On the nbc 10 news headlines, Chester High School was on lockdown today after a student was spotted with a gun in his backpack. The student was arrested, but has not been charged with a felony since the gun turned out to be a toy. However, police say it looked like a real colt revolver. Temple university is on high alert today as police look for the person who sexually assaulted and robbed a student overnight. Detectives are looking for witnesses and reminding students not to walk home alone at night. A crisis in the schools in pennsylvania has the state continuing to operate without a budget today. Districts have borrowed nearly 350 million. Governor tom wolf says he will not sign a shortterm spending plan. The budget stalemate has already lasted more than 90 days. All new at 4 00, the nbc 10 investigators with a look at a new call to do more to save the troubled borough in delaware county. It provided the backdrop for months of political infighting. Harry, some Council Members are calling on the District Attorney to do more while others say they just want to move past any allegations of wrong doing. Yeah, weve been uncovering issues for almost nine months and it gets more and more like a soap opera every time. A Council Member resigns, only to come back to political life. Members are boycotting residents, protesting, all while the state prepares a plan to save the borough. The council cant even hold a meeting. Guys got to sit down after two failed attempts to have the regularly scheduled september gathering, they thought they got it right. We intentionally didnt show up. Two Council Members have been boycotting the meeting, leaving council without enough people to legally vote on the peoples business. They went to Dunkin Donuts instead of last weeks meeting. They want us to come to the meeting and then they would expect resignation and they would elect one of their own cronies. So the opposition came up with a plan to have them return. I can stand here and be disqualified from voting and you still establish the quorum when i walked in. Pray insisted her presence created the quorum needed to accept her resignation and appoint a new political ally. When i walk out, unless you convene or reconvene, the quorum is still here, which means when i walk out that door, which im going to do after i read what im going to read, yall can do business. That attempt was met with public protests. Also protesting, the former borough manager council fired this past spring, paula brown. I object. And the chaos continued. Were moving on to first thing on the agenda. After the meeting, Council President told us the plan worked. We appointed the Fourth Council person, didnt actually vote on anything tonight, but we carried a quorum and took care of the business that needed to be taken care of in the borough. Actually, none of the peoples business got done. The whole thing back fired. Thats because fray resigned at the beginning of the meeting and once she left, there was no quorum and all votes after that were illegal. Council plans to meet again tomorrow night at 7 00. For the investigators, Harry Hairston, nbc 10 news. Harry, thank you. New cell phone video shows a daycare worker allegedly assaulting a child. A warning here, some people may find this video especially disturbing. The video was shot earlier this month in a Daycare Center in albuquerque, new mexico, and in the video you see the worker put a pacifier in the babys mouth, then shake the child. The childs mother who also works at the3e qter says she ws shocked by the video because she knows the daycare worker and trusted her. Was shaking her so angry and hurt, because i had never had any concerns about my daughters teacher. She was always well trusted and well liked. The worker was fired. The daycare has been shut down while police and investigators look into that case. Well, who doesnt appreciate a good nights sleep . I know i really do. Me, too. Their demonstrations come as the fight over funding planned parenthood raged today on capitol hill. The head of the organization denied that undercover videos show employees discussing selling fetal tissue. But republicans want to cut the half billion dollars in federal payments to the huge Womans Health organization. Nbc National CorrespondentSteve Handelsman has the story from washington. Reporter planned parenthood president Cecil Richards testified her organization did not sell fetal tissue for profit. The allegations based on heavily doctored videos are offensive and categorically untrue. Reporter republicans say they dont buy it. Do you defend the sale of baby body parts . No. Reporter republicans moved again to strip federal funding for the organizations nonabortion services at 700 clinics after antiabortion activists released secretly recorded video said to show planned parenthood employees talking about selling fetal tissue. That doesnt happen, democrats insist. Republicans keep making this claim over and over again, but that does not make it true. Reporter pro abortion rights activists rallied outside and across the nation. Most in the public do not want planned parenthood funding cut. 61 in the new nbc news wall street journal poll, but republicans hammered how richards spends the funds. Roughly 600,000 on blowout parties. And richards paycheck. 525,000 a year. Democrats were furious. Ive never seen a witness speaking up and questioned about their salary. We start off with some showers in the philadelphia area, theyve moved up to the north towards the Lehigh Valley and now the poconos, as you can see allentown and easton already seeing that rain taper. This is moving straight to the north as weve seen over the last hour. Its moving at a nice clip, so nobodys going to get flooded out of that one. This is a different story. This is a tremendous area of rain and if it manages to come over into part of our area tonight, there is the threat of some flooding. Now the temperatures are way above average, 80 degrees in philadelphia now, got up to 85, 70s north and west, very humid out there, so it is a different kind of night than what we normally expect for being almost october. Heres the future cast showing as we go towards midnight and early in the morning, thats chester county, upper montgomery, upper bucks, Lehigh Valley, burks county, poconos, all areas threatened by that big blob of heavy rain. Its starting to taper off during the morning rush in parts of the area. Still some lingering showers during the day, but once that first blob goes by, get a bit of a break. Maybe even into part of thursday, but then we have another round coming up from the south. Thats round two. Thats some of the computer models bringing heavy rain up here on thursday and into friday. Look at that, friday morning, another round of really heavy rain. I wouldnt be surprised if its increased a bit at 5 00. Now the earlier forecast track does not move it very quickly, and so even by sunday, has it off the North Carolina coast, so all that rain that were predicting, some of of it, comes before the Tropical Storm. So its a triple threat here. One, two, three punch. The first one now into wednesday morning, one to three inches likely, the heaviest in the Lehigh Valley. Round two thursday and friday, you saw that. Rain near North Carolina now. Another two to four inches possible. And round three is the question park, depending on the track, whether were going to get hit by joaquin. And, of course, getting hit by a Tropical Storm or hurricane after all of that rain over the next few days, that adds up to multiple problems. Showers increasing, becoming heavy at times tonight. Warm and humid with some showers mainly in the morning tomorrow. Another warm day, not quite as warm and humid as today. Then much colder on thursday. That next round of rain starts to come in and then gets heavy on friday. Look how cold friday is. Then over the weekend, that would be the main threat from joaquin. As i got in there and started exploring, they realized there was more damage than what we expected. C. , and so it is likely to affect our western counties much more so than elsewhere, but that tremendous amount of rain there, and what do we expect in new jersey overnight tonight and delaware, we do expect some rain in the philadelphia area.
