New at 11 00, a 75 woman melee ends with an officer pepper sprayed in the face and the violence unfolded at 25th and diamond in north philadelphia this evening. Police say dozens of women were fighting and one of them sprayed a Philadelphia Housing Authority officer. He was taken to the hospital with blurry vision but hes expected to be okay. Police say a woman was arrested for Disorderly Conduct but she wasnt the one who attacked the officer. A father taken away in handcuffs accused of barricading himself inside a home with his 5yearold child. Skyforce 10 was above the scene on north penn street in philadelphias frankford neighborhood around 9 00 tonight. The child was not injured. Police are calling it a domestic dispute. No word in anyone will face charges. Now to decision 2016 and victory for Bernie Sanders. He beat Hillary Clinton in tonights democratic primary in West Virginia. Sanders win isnt really improving the tough delegate math against him. Still the vermont senator is vowing to fight on. Tonight, he rallied voters in oregon ahead of their primary next tuesday. Meanwhile, clinton needs just 17 of the delegates at stake in the remaining contests to win the nomination. She held a rally tonight here in kentucky. Tomorrow, clinton will speak at Camden County college and former president bill clinton will stump for his wife in Mercer County thursday ahead of new jerseys primary on june 7th. Hillary clinton has a commanding lead in the delegate count but with Bernie Sanders still winning states in the primaries, some experts question whether the democrats could be headed for a contested convention. On the republican side, donald trump won in West Virginia and nebraska. He says hes narrowed his list of potential running mates down to five or six people. Tonight, concern that the Drinking Water in a local neighborhood could be contaminated. Some people in Chester County are being told to boil tap water before drinking it. Problem stems from a water main break on third street in avondale. Nbc 10s Brandon Hudson found out about the precautions neighbors are taking. Brandon . Reporter well, jim and jacqueline, its been a busy day for people at the borough who led people know, homeowners know to boil water before cooking, drinking or cleaning. The water main is fixed, the water is back on but chemists are checking to see if the water is contaminated. Nathan told us his water looked much different now than it did hours before we spoke to him. It was all brown. Reporter while it looks better, nathan says it still doesnt sound normal. You can kind of still hear the durings cogurgling coming o reporter one of 1,200 residents in avondale borough under a boil advisory for the next 36 to 48 hours. Nbc 10 learned a water main break earlier in the day disrupted service. Although crews fixed it, there is a concern the water may be contaminated which is why samples are being collected and tested. Luckily we have a filter built into the refrigerator for us so thats good for us. But im nervous about taking a shower tonight. Reporter the water main break happened on east 3rd street. Its just a few yards away from jacobs house. Its a pain. Reporter jacobs son went to bathe at his grandmothers house because of the boil advisory. I dont want to, you know, even by accident have him get water in his mouth and god forbid something happens. Reporter hes not the only parent having to make adjustments to get through the next couple days. Its hard because my daughter has Food Allergies and i have to drink my water, so today i didnt have anything to drink so we had to quickly run to the store. Reporter we also spoke to the Borough Council president. Hes hopeful the advisory will be lifted as early as tomorrow. We also learned that an aged pipe caused the water main break. As far as the morning commute is concerned we expect showers around. Heres a look at the radar. Pretty active for this time of night. Most of the rain off to our west and southwest. What i am keeping an eye on, a cluster of thunderstorms south of washington. So i think that could start to skim parts of southern delaware. So well be watching that as we go through the next several hours. But for the most part, were just looking at a cloudy skies with some sprinkles around this evening. So for tomorrow morning, heres future weather. Take a look at the morning commute. As we go through time, here 3 00 a. M. , there you see the rain in parts of delaware and south jersey. That goes until 8 00 in the morning. And here you see scattered rain through south jersey, delaware, possibly up to the philadelphia area. Not everyone. Some parts will be seeing maybe a little bit of sunshine tomorrow. But more rain in the forecast. Even thunderstorms before the week is over. Ill show you that with your neighborhood weather coming up. Federal prosecutors are accusing a Pennsylvania State senator of using Campaign Funds to bribe a democratic ward leader in philadelphia. The Authorities Say Larry Farnese paid 6,000 for a College Study abroad program for the officials daughter in 201 1. Prosecutors say in exchange the official agreed to use her position with the 8th Ward Democratic Committee to support farnese in the upcoming ward leader election. The democrat from philadelphia is facing several charges. Farneses lawyer says his client is 100 innocent. To the Lehigh Valley where a businessman has pleaded guilty to bribing city leaders in allentown and reading. Matthew mctisch says officials pressured him to give thousands of dollars to their campaigns so he could be considered for city contracts. Mctisch implicated allentown mayor ed palowski and vaughn spencer. Neither city leader has been charged. To the latest now on the investigation into princes death. A search warrant reveals a minnesota doctor saw the legendary musician twice in the month before he passed away. It says dr. Michael Todd Schulenberg treated prince the day before he died and gave medications. Prince died april 21st at his minnesota home. Autopsy results have not been released. A teenaged girl facing a homicide charge in connection with the death of a classmate in delaware is free on bail tonight. The 16yearold is charged with criminally negligent homicide. Prosecutors say she beat amy joynerfrances repeatedly inside a Howard High School of technology bathroom last month. They say amy actually died from a heart defect that was triggered by the assault. Two other girls are charged for their roles in planning the attack. Shes always going to be in my heart. Hugs and tears in easton tonight in memory of one of three People Killed in a fiery crash last week in bethlehem. Family and friends held this candlelight vigil in Riverside Park to honor ashley mosher. The young mother and two others died when a driver crashed into three parked cars on Willow Street friday morning. The car burst into flames. See that right here. One person survived. Now to a story you saw first on nbc 10. New Surveillance Video of what police say is a burglar in action in montgomery county. At one point he tries using a mickey mouse ornament to get into this house. He eventually gets in with a shovel right there. This is one of three homes burglarized yesterday. Investigators think the same guy is behind all three. An engineer who was badly hurt in a fall at philadelphias museum just won a 7. 25 million settlement. Nbc 10 obtained surveillance vid joe of the fall but we have to warn you, it is graphic. You can watch the top of your screen here. Youre going to see the engineer fall four stories to the floor of the museum. This was back in november of 2012. He was inspecting lightning fixtures in the museums attic when he plunged through what lawyers call an unsecured glass floor. It is administered by the Philadelphia Museum of art which insists appropriate warning signs were posted. A school bus caught blowing through a red light even driving on the wrong side of the road in new jersey. Plus, potholes on city streets. Philadelphia says if you report them, theyll get fixed in three days. But the nbc 10 investigators discovered thats not always the case. What happened when we started asking questions. And with your neighborhood weather, ill show you what areas can expect rain for part of the morning commute and more rain by the end of the week. Even some thunderstorms. Well take a look at the timing of it. Thats next. New at 11 00, your nbc 10 investigators expose a roadway headache. It was a pothole. Faced by everyone who drives in the city of philadelphia. Records show potholes going unrepaired for weeks, months, nearly a year. But is the city even keeping track . How would you guys measure how long it takes to repair something . Thats the challenge that im talking about. The investigators looked at every request for road repairs submitted by drivers and residents last year. And Investigative Reporter George Spencer discovered big errors that the Streets Department is now rushing to fix. Reporter from her front porch, victoria has watched four decades of traffic rumble past. But that noise is nothing compared to the jolt every time a truck hits the pothole steps from her home. I dont care what time it is, 1 00, 2 00, 3 00 in the morning. You can hear it. Reporter she says she heard it for months and months. The citys 2015 records show the pothole on her block of richmond street took longer than any other to repair. Reported january 22nd of last year, it wasnt closed until january 12th of this year. 354 days later. Theres a big hole. Theres no big hole, that its not a problem. But it is a problem. Reporter the Streets Department promises that potholes reported through the citys 311 system will be repaired within three business days. But when we checked more than 8,000 requests from last year, we found the pothole on her block is not the exception. It seems the department was often missing that deadline. More than half of pothole requests werent closed out for at least five days. And well over 1,000 listed as taking more than 200 days. City councilman david o has scheduled a hearing to press Department Leaders about using more Efficient Technology saying the pothole repair status quo must end. Were going to keep doing it the same inefficient and unresponsive way weve been doing it. Reporter so you think we need a new way to handle this is. I really do. Reporter as we dug deeper, the departments own records looked even stranger. We noticed a handful of dates like january 12th, 2016, coming up again and again. Thats the day this pothole was reportedly closed out but crews also listed 298 other potholes from the northeast to south philly as closed that very same day. Sometimes as many as nine different potholes closed in the same minute. When we showed deputy streets commissioner michael carroll, even he hadnt noticed the discrepancy in his teams reports. We dont even know if theyre accurate. Well, clearly not. I mean, we didnt do that volume of potholes all over the city in one day. Reporter carroll cant say for sure how an entire year of data was so corrupted. Streets crews are supposed to close out 311 repair requests the day the work is done. His best guess, crews waited sometimes months and then marked hundreds of requests as closed at the same time. It leaves the city with no accurate record of how quickly or how slowly crews repaired your requests. There is no real tracking of exactly how long it took to repair potholes. Remember, those potholes are the 311 requests which is one subset of the potholes that we reporter these are the ones citizens have called in so its obviously sting on their radar. It is important, yes. Reporter councilman o says the failure leaves leaders unable to monitor progress or make improvements. Its like boom. Reporter for her, the frustration of pothole earri earringing lingers. She cant recall exactly when her street was repaired and since the city didnt keep track, either, shes left wondering how it manages problems even bigger than her pothole. You know, nobodys going to come and do anything. This story is already having an impact. Acting commissioner carroll has promised meetings with all street repair crews and their fillins emphasizing city rules and their responsibility to track road repairs every day at the end of every shift. He says its their responsibility to the city and to all of us who drive philly streets. For the investigators, George Spencer, nbc 10 news. And check out this new dashcam video from jersey city. It appears to show a school bus crossing into an oncoming traffic lane and blowing right through a red light. After stopping briefly in the intersection to let pedestrians cross, the bus pulls into the opposite lane, goes around some cars and across railroad tracks.
