Taking a look at your drive times right now on the blue route, 476, still looking pretty good northbound and southbound between the schuylkill expressway and i95. 15 minutes is your drive time there. Pretty average. No major delays there. On the palmyra bridge we just saw a bridge opening to let a ship pass. Whenever the bridge opens, that means all traffic is stopped. There may be residual delays from that, but all other bridges are in the clear. Vai . All morning long weve been bringing you updates on breaking news out of ferguson missouri. Two Police Officers are hospitalized after someone shot them outside the Police Department during a protest. And we know both are conscious, but in serious condition. And nbc 10s chris cato is in the Digital Operations Center with what we know right now. Chris . Vai, were awaiting word from that hospital where officers are treated about their conditions. Lets walk you through it. Late last night the police chief in ferguson resigned after that scandalous department of justice report came out. So a lot of people had gathered there outside the Police Department. At first it was a peaceful protest, and then as it was breaking up around midnight central time shots were fired. Two officers went down. A witness says she saw one officer go down. She says she saw some fellow officers dragging that officer away and then another officer was hit. The st. Louis county police chief is describing it. He says that one officer was shot in the face. The other was hit in the shoulder. He described their injuries both as being serious. And he says they were targeted because they were Police Officers. These were shots that were parallel to the ground, not up in the air. They werent skip shots. And i would have to make an assumption that these shots were directed exactly at my Police Officers. And he also said that he thinks the shooter was embedded with the protesters. However, some of the people who were there protesting on social media are saying that the shots came from a hill about 500 yards away. Either way, a lot of people are concerned, you can see in this video officers gathered outside the hospital there where those two officers were taken to be treated. One of the officers is 32 years old. Thats the one who was shot in the face. The other is 41 years old. Again, no word on their condition yet. Now, again, last nights protests followed the resignation of the Longtime Police chief there, thomas jackson. He resigned yesterday after that scathing Justice Department report came out that said that the Police Department had mismanaged things and talked about bad policies in terms of race relations. And that report of course was prompted by last summers shooting of unarmed teenager Michael Brown killed by a white Police Officer. Now, again back to the shooting that happened overnight, so far police say they have no suspects. Theyre having trouble pinpointing where those shots came from. Of course, theyll do every investigative technique that they have in terms of trying to gather Surveillance Video and video from protesters who were there recording some of the activity on their various phones and other digital devices. There are apartments over the cafe. Crews are working to fix a broken water main in montgomery county. That break has forced authorities to close cannon between 2nd main. A sixinch main broke at cannon and mill street. Its affecting just one vacant home. Police expect that a portion of cannon avenue will remain closed through the morning rush hour as crews complete repairs. Happening today, Philadelphia City council will hold a moment of silence for Fallen Police officer Robert Wilson iii. Tonight Council Members will attend a memorial where the officer lived. Last night some of his neighbors gathered outside his home for a prayer vigil. They remembered him as a wellrespected member of the community and it ended with neighbors releaseing white balloons. You know, he with ent to work in plain clothes. He came back in plain clothes. He just went and did his job. He just went and did his job. The d. A. s office continues its case. Prosecutors say Capital Punishment is still on the Death Penalty despite the governors Death Penalty moratorium. Com and on the nbc 10 app. Happening today, a judge will sentence a former philadelphia daycare owner for the drowning death of a boy in her care. Edwards pleaded guilty to Involuntary Manslaughter and other charges. It was back in june of 2012 a 7yearold boy drowned in a pool at edwards mothers house in east oak lane. Prosecutors say it happened after edwards dropped off 20 children, then left. Edwards could face up to 22 years in prison. Two camden men will face felony murder charges in the case of a woman bury add live. A grand jury wednesday indicted the two. Theyre jailed on 5 million bail. Police say perez was carrying about 8,000 last may when antonetti gave her a ride to buy a car when she disappeared. Her body was found two days later in a shallow grave. Today official will unveil a new campaign to fight a growing heroin epidemic. Leaders in Newcastle County will unveil a new campaign to fight that epidemic including a tough message to combat heroin use, an interactive website aimed at teens and a map that tracks arrests, overdoses and deaths in the county. Trooper alex douglas is about to have his 16th surgery to repair damage. Investigators say eric frein shot douglas outside the barracks in the poconos last september. We know that the two officers were shot outside the Police Department. Three shots were fired. Ryans best friend 15yearold m. J. Guzman was left partially paralyzed. Leapys lawyer claims he was not speeding before the crash and his blood sample may have been tainted. Any minute now, we expect to get an update on the conditions of two Police Officers who were shot overnight during a demonstration in ferguson, missouri. Louis county these two officers were targeted by the gunman. This is no accidental shooting. Weve been showing you this new video we just got in from our nbc affiliate there in the st. Louis area. You can see medics putting one of those officers into an ambulance. Neither of the officers shot are ferguson Police Officers. A 32yearold from nearby webster grove Police Department was shot in the face. A 41yearold from st. Louis county was shot in the shoulder both being treated at a local hospital there. They have serious injuries, but authorities there are saying that they were conscious after the shooting. Now, this shooting happened around midnight central time. After dozens of protesters had gathered outside the ferguson Police Department. It started as a peaceful protest. In fact it was starting to break up when those shots were fired. Its up the street. A cop got shot. Witnesses say three shots witnesses say three shots were fired. This video was posted to twitter just moments after the shooting. People dropping to the ground there after hearing the gunshots. Now, police are saying they believe the shooter was embedded with the protesters. Some of the social media users were saying the shots came from 500 yards away on a hill. The protesters had gathered there actually to celebrate the resignation of fergusons police chief, thomas jackson. He resigned yesterday. Hes the sixth employee to resign or be fired after that Justice Department report came out that found racial bias within the Police Department. And some of missouris top leaders have been calling for jacksons resignation over his handling of Michael Browns shooting death last august, of course, that resulted in weeks of protests in ferguson and across the country. Back to the shooting that happened overnight, though police say they really have no idea at this point who the shooter is. Theyre looking at Surveillance Video from the scene there, also video from some of the protesters who were there recording the events on their cameras and other devices. Well, vai, we have had incidents, as you mentioned, here and throughout the country. The concern is what if there is another Train Derailment here in our area . Is it just a catastrophe waiting to happen . Well, City Council Later today is expected to take up a vote on a measure that would urge congress and the u. S. Department of transportation to be clear on tank car design and try to get philadelphia Rail Companies to bring those crude oil tank cars up to safer standards. Of course the concern is based on the current model of tanker widely in use that some say is just too dangerous and prone to puncturing. We have had a couple derailments here within the past 15 months. The most recent one in late january of this year in south philadelphia and in january of last year. Tanker cars were left teetering over the Schuylkill River. Now, there were no leaks in either case. But of course, the concern for the future remains. Well keep our eye on what happens today. Investigators say he took cell phone videos of underage girls in dressing rooms at the king of prussia mall and also recorded villanova students through their apartment windows. They say he uploaded those videos to a porn website. Police arrested him on 86 counts of invasion of privacy. Three people face charges in burks county at a car stereo shop in st. Lawrence borough. Investigators say the two men you see here got into a fight. One of them had a gun. He later gave to his girlfriend. Police booked the men on a variety of charges and released the woman on a weapons charge. We have new information this morning on another scandal involving the secret service. Two senior agents are accused of crashing a car into a security barrier near the white house after a night of drinking. A source familiar with the investigation confirms a Washington Post report that says one of the accused agents is the man on the right in this photo here, mark connolly, the second in command on president obamas security detail. Homeland security is looking into the crash that happened eight days ago. The agencys director Joseph Clancy asked Homeland Security to investigate the incident. So it is a little bit slower than normal but still, nothing much to make your make an impact on your commute this morning. So interstate 95 at giraud avenue thats where we are seeing some increased volume there. Just the normal spots on the southbound side. Well take a look at your drive times here to show you what you can expect. 76 eastbound from the pennsylvania turnpike to 676, that entire stretch, thats going to take you about 26 minutes. We are starting to see a slowdown on 95 from woodhaven road to the vine street expressway. 27 minutes there. Especially slow right here southbound from allegheny to the vine street expressway. We continue to follow breaking news. We just learned two Police Officers shot outside the Police Department in ferguson missouri have nonlifethreatening injuries but they are in serious condition. Thats from the st. Louis county Police Department facebook page. And this is video that we got from our sister station in st. Louis showing one of the officers being put into an ambulance. The shooting happened around midnight as a crowd was celebrating the resignation of fergusons police chief. We are expecting an update from officials around daybreak and will bring you the updates as soon as we get them. Its a quarter to 7 00. In florida last night, loved ones and friends held a vigil for the 11 Service Members who were on board a military helicopter that crashed off pensacola. Crews looking for that black hawk helicopter can now search by air now that the fog in the area has lifted. Investigators believe the fog likely played a role in the crash. The helicopter went down during a Training Mission tuesday night. Wreckage and human remains washed up on shore yesterday. The seven marines and four National Guard crew members who were on board the chopper are presumed dead. In Chester County a crowd turned out to voice concerns about a planned pipeline there. Nbc 10 for the meeting last night. This followed sunocos announcement that it will not need to build a controversial pumping station there. Instead the company will use existing facilities. But residents are still concerned about the pipeline. They worry about a possible explosion. The pipeline should be ready to transport propane and other gases from western pennsylvania to marcus hook by the end of this year. Community activists say residents need to know their rights. Residents need to understand that they do have rights under Eminent Domain issues. They dont have the right to do what theyre doing no matter what they say. Our mission is to make sure residents understand this. Now, the concerned Citizens Coalition plans to have some upcoming sessions with lawyers. The first one will be later this month, march 30th. Police in one Burlington County town introduce a new way to keep a close eye on criminal activity. The morristown Police Department wants business and homeowners to register their outside cameras. They say the footage could help them solve crimes. Officials say all cameras will feed to a secure location and only police will be able to access the information. Fema is getting set to take another look at Hurricane Sandy victims insurance claims. The agency agreed to reopen claims filed by nearly 142,000 homeowners. The announcement follows concerns that many homeowners had been unjustly denied or lowballed. The move doesnt affect some 2,200 homeowners who have already filed suit and are intalks with fema. And this morning were learning more about the cost of the investigation of Pennsylvania State treasurer rob mccord, former state treasurer rob mccord. The state House Appropriations committee revealed the state spent 100,000 on legal advice and document requests. In an interview with the Philadelphia Business journal, the executive deputy state treasurer says none of that money was spent on lawyers for mccord. He pleaded guilty to extortion charges and resigned from office last month. Hell be sentenced this summer. Happening today for the fourth time a bankruptcy judge will consider a deal to sell the former revel casino in Atlantic City to a florida developer. The judge may clear the way for the 82 million sale at glen straub or give revel more time to consider other bids. Theres even a chance the judge could scrap the whole process altogether and appoint a trustee to liquidate. Meanwhile in harrisburg the Pennsylvania House committee will hold a public hearing on a possible change in how casino revenue is spent in montgomery county. The lawmakers are looking at legislation that would use the countys share of revenue from the valley forge resort and casino for parks and nonprofits. The money currently goes into a state account that funds grants for business and Infrastructure Projects around the country. You see there one of two Police Officers who were shot outside the ferguson Police Department. During a demonstration there, protesters had gathered to celebrate the resignation of the Ferguson Police chief. At least three shots fired, two Police Officers hurt. One shot in the shoulder, one shot in the face. We are told they are in the hospital. Their conditions are listed as serious. Police say that the shooting came from inside the protesters. There are conflicting reports. Well get an update on today at 7 00. Im matt delucia in University City where tanker trains carrying crude oil come through quite frequently. And the concern is those tankers are an older model that environmental and safety groups want replaced. So happening today, Philadelphia City council is expected to vote on a measure that would urge congress and the u. S. Department of transportation to be clear on tank car design and try to get local Rail Companies to bring those tank cars up to safer standards. There have been derailments in our area. You might remember this one in january of last year. When tanker cars were left teetering over the river. There were no leaks but the concern is what if there is another derailment.
