We have a number of accidents this morning and a new one into the system now for drivers in delaware. 95 northbound, the onramp from route 58, which is churchmans road, we have an accident there. Were told that a vehicle actually went off of the highway and down an embankment, so that just goes to show that the conditions are going to be slippery out there. The roads are wet. Route 1 at the dover toll plaza. You can see the wet roads out there, but volume not an issue on route 1 right now and really not an issue on 76 either. This is westbound at city avenue. Were just start taking to see a little tap of the brakes, but typically at this hour, this is one of those live pictures where we see that backup starting to form. Drive times still about 15 minutes both ways between the blue route and the vine, so pretty average start right now on 76. P. A. Turnpike eastbound at ft. Washington, right lane still blocked as a result of an accident that happened hours ago, about six hours ago. Reporter i am told they are, vai. And im told theyre monitoring the conditions. The conditions out here right now, a steady, light rain. You can feel the temperature drop, and it is windier. Penndot is keenly aware of how many drivers are relying on them today to keep the roads safe on one of the busiest travel days of the year. We went to penndots command center yesterday to find out how they will be monitoring conditions. They have 300 Traffic Cameras that they are watching, and they tell me as soon as the rain turns to snow, they will begin treating the roads with either a salt or brine, and they really hope that drivers stay off the roads today. But if they cant, heres some good advice. The safest place for you during a snowstorm is behind a plow. You dont want to ever pass a snowplow, because our blades can be 10 feet wide, which are wider than a truck. So, you might think youre clearing the truck, but youre not seeing the plow. An 8inch main broke near the intersection of bowler and witler streets. You can see water covering the wheels of that car there thats parked in the flooded driveway. Authorities tell us none of the residents had to evacuate. Well, calm has returned to the streets of ferguson, missouri, while the second night of demonstrations were not as chaotic as monday night, some people still caused damage. Yes, theyre smashing the windows. Demonstrators again targeted a police cruiser, smashing out its windows and then torching it. They hurled bricks and bottles at police, who were armed in full riot gear. Officers used tear gas and smoke bombs to break up the crowds. This comes after a grand jury decided not to indict a Police Officer in the shooting death of an unarmed teenager, Michael Brown. My emotions are all over the place. I dont know what to feel, you know. Im just im just hurt. Im empty. Police say 44 people were arrested last night and 1,500 more National Guardsmen were on the streets last night compared to monday night. Who are you really protecting, huh . For a second night, protesters marched in philadelphia and tensions grew last night when the group stopped at the 9th Police District headquarters in north philly. A philadelphia lawyers behind bars this morning, accused of paying for a 14yearold sex slave. Brian meehan turned himself in yesterday. Prosecutors say meehan brought the girl to his center city office more than 20 times. Prosecutors say the girl testified to a grand jury that meehan knew her age and said he had also had sex with a 12yearold. I believe there is a very special place in hell for men like brian meehan that rape 12 and 14yearold girls. Authorities say a germantown couple forced the 14yearold and four other girls into prostitution. All of them are now safe. As for the couple, theyre in custody as part of a separate grand jury investigation. Now your nbc 10 first alert weather with meteorologist bill henley. Umbrellas are going up this morning as rain is coming down, but as the day goes on, the umbrellas will go away, snow shovels will come out. A rainy start and steady rainfall is going to, with falling temperatures, change to snow north and west. Thats where were still expecting the heaviest snowfall. But philadelphia will get snow with this storm system. Its parts of south jersey that will stay rainy and even southern delaware, too. Waiting for precipitation. It will be mainly snow in the pocono mountains, 34 degrees. Right at 45 now for trenton and wilmington. The temperatures are slowly coming down with the rain. And thats a rainy view looking across the delaware from the adventure aquarium. Rain to start with for the next few hours in philadelphia. Then it changes to snow. Some of the first flakes will be spotted on this camera. This is the view from camelback. You can see the picnic tables waiting for the 8 to 12 inches that the ski resorts are getting, going to get out of this storm. Satellite shows plenty of clouds. This is a massive storm system. Its not just in our area. It extends way to the south, even into florida. Now, its all rain to our south, but its going to drag in colder air as the day progresses, which will change the rain to snow. And at 8 00 this morning, well start to see some snow falling farther off to the north and west and into the pocono mountains. By 8 00, as it gets colder for northern and western suburbs, that snow mixing in with the rain at 8 00. By 9 00, snow will extend into the i95 corridor. At 10 00, accumulating snowfall for philadelphia and New Castle County. Northern New Castle County will see the accumulating snowfall. The heaviest snow will be to the north and west, but the snow will continue at 11 00. At noontime, snows coming down and extending into salem, gloucester, camden and burlington counties. Trenton, youll be getting snow at that hour. And at 1 00 this afternoon, the snow is still coming down. But during the afternoon, as this storm moves up the coast, this is 2 00. You can see the rain will be mixing with snow in philadelphia. Thats going to bring down the snow totals in the city, while it stays all snow north and west. And this is why were expecting to see accumulation, significant accumulation, not just for allentown and reading, but portions of chester, montgomery and bucks counties as well. Starting off in center city, philadelphia, right now, with a live look at the vine street expressway. You can see the roads are wet, but were not seeing delays on the vine. Thats the westbound side as drivers head out to 76. Waiting to see that delay form, because typically, 6 00 to 6 30 is when we start to see heavy volume on the westbound side of the vine, but right now were not seeing that, so thats good news if youre heading out in center city. Heading north to the Lehigh Valley, 22 is clear there. Pennsylvania turnpike eastbound at ft. Washington, we had an accident involving two tractortrailers around midnight. As a result, for hours this morning the two right lanes were blocked. Then we had one right lane blocked and we just got word that accident has been moved over to the shoulder. So, all of the lanes on the highway itself are open, but you can still expect some activity there. 95 northbound in delaware, onramp from route 58, churchmans road, we have an accident at that location. And finally, if youre making your way out this morning or all day today on new Jersey Transit, systemwide crosshonoring is in effect. All hands on deck and all eyes are on this holiday storm. Workers will make sure that the parade route is clear for thanksgiving morning. And at 6 15, were following breaking news out of missouri, where two fbi agents were shot in st. Louis county. And here is a live picture from the air of the scene. Take a look. Heres what happened. Investigators say a man barricaded himself inside a house and fired. The agents were hit, but their injuries are not lifethreatening. Now, this happened about five miles away from ferguson, but right now, st. Louis police say there is no connection to this incident and the violence thats happening, thats been happening in ferguson. Well continue to monitor this story and bring you new information as soon as we get it. An attack and a robbery in an elevator. A surveillance camera caught it and Philadelphia Police want you to take a good look. The video shows one of the robbers talking to a man inside an elevator at the Diamond Green apartments in north philadelphia. This happened monday night. You can see him attacking the victim on the exit. Two other men and a woman also joined in on the attack. The robber stole the mans money, ripped his clothes and then chased him from the building. A Camden County law firm is suing t. G. I. Fridays for charging customers too much for drinks. The suit claims that fridays actually left drink prices off the menu on purpose so the chain could charge whatever it wanted. Nbc 10 reached out to fridays for its side of the story. A spokesperson told us the lawsuit is without merit. Pennsylvania says the federal government should get off its back when it comes to recruiting women into the state police. The state wants a judge to throw out a federal lawsuit involving the use of fitness tests to select new troopers. The Justice Department claims the tests show a wide gap between the pass rates for men and women in what amounts to employment discrimination. The state denies a wide gap exists. Villanova university will move forward with a 300 million expansion project. Radnor township gave the university its conditional okay for the expansion along lancaster avenue. Villanova plans to build more dorms, a parking garage and a performing arts center. The school tells us the plan still needs to go through a Land Development process. It is 6 17. A busy, busy day on the roads, though. A lot of people, i think, got an early start because we told them this messy weather was coming. That means jillian meles awfully busy this morning. Whats up . Starting in delaware, where weve seen wet roads much of the morning. 495 at terminal avenue. Good news, no delays or accidents. We had an accident on 95 northbound, the onramp from churchmans road, but that accident has cleared, so youre good to go there. Were starting to see that slowdown, typical slowdown 95 southbound right at cottman avenue. You can see the drive times reading that delay, about 18 minutes right now from woodhaven to the vine. Vine street expressway is pretty clear still in both directions. A few water main breaks in the area. We have one in bridgeport, david road at crooked lane. Also were following a water main break in the bustleton section of philadelphia, witler street and bowler street. That will be blocked off. Take lott or hoff street to get around it. And the pennsylvania turnpike has been the source of problems all morning long because of an overnight accident eastbound at ft. Washington. We still have some activity out there, but everything has been moved over to the shoulder. And as you can see on this map, average speeds in that area about 63 Miles Per Hour right now. So, were not seeing a delay at the scene of that accident and cleanup as a result of that accident, but of course, thats something thats been with us for about 6 1 2 hours now. So, just take your time in that area. Now your nbc 10 first alert weather with meteorologist bill henley. Rain is coming down and were seeing a lot of rainfall and the heavy rain will continue in south jersey, while in philadelphia, the rain thats falling will change to snow. Riding in on the winds, colder air thats coming in during the day. Now 47 degrees in philadelphia. Wind is just at 9 miles an hour. It will be stronger this afternoon and stronger and colder in the pocono mountains. Camelback waiting for the first snowflakes this morning, expecting 8 to 12 inches in the pocono mountains. 40s for the i95 corridor. When we first went on the air, fair meadow farm, brandywine were in the 40s, but we saw 30s for coatesville and other locations in Chester County. As the rain moved in, it brought some of the warmer air aloft down, and now it is in the low 40s for Chester Springs and glenmoore. And farther to the west, it is in the low 40s in coatesville. Got a couple locations reporting in coatesville. But those numbers will be coming down, so in the next couple hours, well see them drop into the 30s and snow will be developing north and west. Colder air is riding in on the winds that are 10 miles an hour in pottstown. Theyll be close to 20 miles an hour this afternoon. And through it all, this massive snowstorm. Its going to be a long haul during the day today. It will be with us through this morning and through this afternoon. The low is still to our south. It has to ride up past us. And that will happen late this afternoon and tonight. Now, rain extending even into very close to the pocono mountains this morning, and thats steadier rainfall, especially in Chester County and portions of montgomery and bucks counties as well. The snow forecast. 8 to 12 inches for the ski resorts. For the Lehigh Valley, berks county, portions of bucks, chester and Montgomery County, 5 to 8 inches of snowfall. In the immediate suburbs of philadelphia, 3 to 5 inches of snow. But in the city, we could see 2 to 4 inches of snow. It is farther to the south and east that will be more limited. Were looking at 1 to 3 inches for portions of delaware and into south jersey. And farther to the south, mainly, if not all rainfall with this system, as it will finally taper off later today. So, the forecast is calling for temperatures to be falling. Well see temperatures in the 40s drop into the 30s as the day progresses. The rain will change to snow first north and west and then in the i95 corridor. And there may be a period this afternoon where it goes back and forth or is mixed with rain and snow at the same time before that colder air comes in and takes over completely for tonight and into tomorrow. Now, tomorrow will be dry, but it will be cold enough so anything thats on the ground will be staying on the ground. Okay. So, the rain changes to snow, but its just happening a little bit later than we expected. Not for no, i think were on track. What time were you expecting it by . I thought it would be earlier, like 3 00 this morning. No, no, it was always supposed to be rain to begin with. I just need to listen closer. You didnt hear me say that. All right. There you go. Tracy, right now we are tracking some steady rainfall and heavy rainfall at times in delaware and south jersey, while areas north and west will see temperatures come down and the rain will change to snow. Weve issued a first alert. Its a first alert weather day for rain and wet snow along the i95 corridor. Significant accumulation. The heaviest will be north and west of the city, and that could lead to hazardous travel today as well as the potential for power outages. So far, it is just rain across delaware, south jersey and well into pennsylvania. Light rainfall now in portions of delaware and south jersey. The steadiest, heaviest rainfall right now is in Chester County, and this is where were going to see temperatures come down this morning and we will see some of the first snowflakes. Its west vincent that is seeing some of the heavier rainfall right now, getting ready to leave the house, youll definitely need your rain gear to start with. But later on, it is snow shovels that will be coming out of the garage. 34 right now in the pocono mountains, low 40s for reading, pottstown, while wilmington and philadelphia are at 45 degrees. What youll notice, though, the bridge surfaces are going to be wet, so take your time this morning. No rush to get anywhere. As i mentioned, a bunch of accidents. Willingboro, john f. Kennedy way at Beverly Rancocas road. 76 near montgomery drive, eastbound volume is pretty typical between 6 00 and 6 30. Thats when we get delays forming on 95, 76 and 422, and thats what were seeing now. Drive times still average, though, about 17 to 18 minutes both ways between the blue route and the vine. The blue route looks good and the pennsylvania turnpike eastbound at ft. Washington. The conditions out here, the Road Conditions are not great by any means. While we are not seeing snow, we have had a steady rain. The temperature has dropped. The wind is picking up. And there are a lot more cars out on the road. Penndot hoping that people drive ahead of this storm that were getting in just a few hours. We stopped by their command center to find out how theyre preparing for todays Winter Weather. It is one of the busiest travel days of the year, and the storm is coming midday. Its that timing that really makes things difficult, because when you have the snowfall, youll likely have people out on the roads making it difficult for the plows to do their job. As bad as last winter was, penndot tells me it was easier to clear the roads because most storms happened overnight. A spokesperson with aaa this morning echoed those concerns. I think people had enough advanced notice that they could have adjusted their travel. They maybe did so leaving tuesday or maybe even leaving thanksgiving morning. But in any event, i think with the snow and the wind and the rain coming in, the road travel is going to be a little bit difficult. Reporter and that spokesperson with aaa as well as penndot, again, advising drivers to stay off the roads during this storm. If you have to be on the road, were hearing from aaa or rather, penndot, the safest place for your car to be is behind a plow. Do not try and pass the plows, because the actual plow on the front of the vehicle is so much wider that be the actual vehicle. Airport Officials Say last winter provided valuable lessons in how to deal with and defeat snowfall. Plow crews are on standby for the two main runways here. Their plan of alternate passes will mean one strip will always be clear for flights to land. We have our equipment on standby ready to go. We have enough deicing material for the airfield, we have salt for the roadways where the cars go, we have a crew on standby, both department of airport personnel as well as contractors all ready to go. This is an allday storm system, so well see conditions slowly change. At 8 00 a. M. , a few more spots with snow north and west. By 9 00, the snow amount will be increasing. By 10 00, it starts spreading down in some of the northern and western suburbs, mixing in with the rain. Between 11 00 and 12 00 then, well see a major change as the snow extends into northern New Castle County, extreme northern New Castle County and delaware. Snow will be falling in philadelphia and areas of north and west will see accumulating snowfall as we head into the afternoon hours. While thats just rain across delaware and south jersey. So, rain, then rain and snow for the i95 corridor with all snow north and west. Temperatures dropping from the 40s were at 44 now well drop to 33 degrees later this afternoon with winds gusting to 30 miles an hour. Updated snow totals, a look at what to expect in your region when i come back in less than ten minutes. Not surprisingly, there have been a lot of accidents with the wet roads out there, but good news is that the area bridges have been clear. Lets get an update with first alert traffic reporter jillian mele. What are you seeing . Bridges are looking good, so between delaware and new jersey, pretty clear. No accidents or delays to report on the bridges this morning. No big problems with mass transit, either. This is a live look in Chester County, the eastbound side of the route 30 bypass at route 322. Traffic moving along okay. Were starting to see a little volume there, but our delays on roads like 95 southbound, woodhaven to the vine will take you about 24 minutes. 21 minutes 76 westbound from the vine out to the blue route. 422 eastbound from oaks to route 202. Were not reading a delay yet. Its just about seven minutes, but we are seeing increased volume on 422 eastbound, so keep that in mind. New Jersey Transit crosshonoring systemwide today for the holiday, something to be aware of. Delaware, 95 at route 273, starting to see building volume, but no accidents on the majors there. Im nbc 10s Monique Braxton live in Chester County. It isnt snowing here yet, but it is mighty cold, and one family told us theyve changed their Holiday Plans because of the forecast. Most of us will see at least some snow accumulation before the day is over. Nbc 10 first alert meteorologist Brittney Shipp is giving us a look at how the holiday storm will play out county by county. So, walk us through this. Who will see the snow first . The poconos, Lehigh Valley and suburbs to the north and west. So, if we get you right to that region, ill show you, by 9 00 a. M. , you can see most of the rainfall, according to this model, will have switched tovov to snowfall, including west chester, doylestown, allentown, quakertown, all seeing snowfall late in the Morning Hours. Once the snowfall starts, it will continue with the heaviest bands between 3 00 and 7 00. As we push closer to 10 00 p. M. , thats when youll see the snow start to taper off. Now to the i95 corridor, its mainly rainfall throughout the late Morning Hours. The Winter Weather advisory doesnt go into effect until 9 00 a. M. , but we do expect heading into the late Morning Hours more of a mix of rain and snow and gusty wind speeds up to about 25 Miles Per Hour. So, again, heres the rainsnow line. When you start to see the pink, thats snow mixing in with the rainfall. So, we could see anywhere between 2 to 4 inches right along the i95 corridor. By 8 00 p. M. , well start to see the rain tapering off. Now into delaware and sounds jersey, i added temperatures to the map. You can see we mainly stay in the 40s throughout the day, but once we get to around 6 00 p. M. , we will start to see some of our temperatures dropping down closer to the mid30s. Thats when well start to see a little bit more of the snow mixing in with the rainfall. So, south jersey, central parts of delaware, southern parts of delaware will be one of the last places to see the rain switching over to snowfall. Right now we want to go to Monique Braxton, whos live in Chester County. Thats going to be one of the first places well see snowfall as we head into the late Morning Hours. Good morning, monique. Weve been out talking to people, most on route to work, but we found one family that changed their vacation plans for the holiday because of the weather forecast. Im shocked that its snowing this early, being as though we got hit so hard last year and wasnt really prepared. So, im a little bit nervous and im hoping that its not as bad as theyre saying. Reporter are you ready for the snow . Yes, i am. Reporter whatd you do to get ready, sir . I just left the supermarket and its what, 5 30, almost 6 00 in the morning . Got to get it done, you know. And filling up my gas tank now. So, if it comes, it comes. Ive got my boots and my jacket in the car, just to be ready, but i dont know. Im going to conshohocken and back, so, hopefully we get out early. Reporter i think thats the best thing all of us should do this morning when we head out, grab the boots, grab the jacket. I also spoke with penndot while you were sleeping this morning. They tell us that 44 trucks are on standby right now. Now your nbc 10 first alert weather with meteorologist bill henley. We went on the air almost three hours ago. At that hour, the temperature was 50 degrees and it was dry in philadelphia, but now rain is falling and the temperature is coming down as the wind picks up. Thats a live view from the loews hotel. Now 44 degrees. Not terribly strong is the wind just yet at 6 miles an hour, but that will increase during the afternoon. The windchill right now is 41 degrees. Still waiting for the first rain drop or snowflake in the pocono mountains. This is camelback. We will watch the snow accumulate on these picnic benches through the day. And still looking at significant snowfall for the ski resorts. 47 in northeast philadelphia, 43 in wrightstown. Look at the lower 40s north and west. But it is well above freezing. Thats ten degrees above freezing for glenside. Down to 41 in eagleville and collegeville but still too warm for anything other than rain. Gilbertsville and pottstown still seeing the temperatures hold steady in the low 40s. The clouds, the rain, the snow, this storm system is a massive storm, and it extends all the way to the south. Right there is the center of it. That has to ride up the coast and go past us for us to see it come to an end. So, a lot of moisture ahead. Its going to be an allday storm system. And for much of the morning, it will be rain. But areas north and west, theres some of the heavier rain now moving through bucks county and some pretty good showers in portions of delaware and lower Montgomery County as well. This will be changing to rain, first north and west, and thats where were going to see significant snowfall. By the time this one pulls away tonight, looking at 8 to 12 inches in the pocono mountains. The Lehigh Valley, berks county, portions of upper bucks, montgomery and western Chester County, 5 to 8 inches of snow. The immediate suburbs of philadelphia looking at 3 to 5 inches of snow. Looks like 2 to 4 in the city, while farther to the south and east its going to be 1 to 3 inches of snow from northern delaware and into new jersey, but farther to the south, there will be little to no snow, as it will be mainly rain and a potential for heavy rain. 1 to 2 inches of rain in portions of new jersey. But the i95 corridor, rain changes to snow. Gusty winds. The temperature 44, will drop into the low 30s this afternoon. And tomorrow the rain, the snow is gone and the temperatures just below freezing to start with. 40 degrees tomorrow afternoon. And colder on friday. The cold persists into saturday morning, 28 degrees. Then a little bit warmer saturday afternoon, but the real warmup comes sunday. Wow, what a turnaround. 58 degrees on sunday. 50s again on monday and lots of sunshine tuesday. So, traveling will be challenging today. Its seven minutes before 7 00. If youre working, have errands to run or youre headed wherever youre headed to for thanksgiving. Speaking of traveling, first alert traffic reporter jillian mele with more on the roads. We have an accident on 76, westbound, the south street onramp. Partially blocking the tail end of that ramps drivers try to make their way on to the highway, westbound 76. So, it is helping slow things down a little bit in that area. We have pockets of volume on the blue route, but its not too bad out near ridge pike. Drive time, northbound were starting to see a little volume, especially near route 1. So, from 95 to 76, north of that will take you about 20 minutes. 18 minutes between those two points southbound. And you can see 422, we have normal delays out there. Eastbound is slow moving from oaks down to route 23. 18 Miles Per Hour is the average speed on 76 westbound right near city avenue. 14 is what were seeing on 95 southbound from cottman down to girard.
