Thats breaking news were following in north philadelphia. One man was killed in that fire at a homeless shelter and now investigators are trying to pinpoint what caused it. Monique braxton has been talking to officials at the scene for more than an hour now. Monique, what have you learned . Tracy, in the past half hour since we spoke to you, the body of the 57yearold victim who was found up on that third floor apartment has been remived from the building. Fire investigators tell us they dont think he stood a chance. Looking at our video capturing the past couple hours. The new york native who lived here at alliance for Youth Mission and there was a walker near his bedside on his apartment floor. Thats where investigators tell us they believe the blaze began at 3 00 this morning. The temperature is getting colder and more people get checked in and heaters and furnaces to make sure theyre safe and operable. If you smoke, you take your smoking outside. The fire commissioner also tells us theyre investigating if the smoke alarms are working, but they do know that about 23 residents were able to escape. Just a moment ago, i found out that the people who escaped had been bussed to 1721 francis street here in north philadelphia. Philadelphia police are looking for a rape suspect who they say sexually assaulted a 14yearold girl. This happened in darby, Delaware County wednesday night. The investigation led police to West Philadelphia. Now, heres the man that police are looking for. 18yearold kassim hill and according to police a witness outside the home heard the teenage girl scream and then the suspect ran away. Last night the police, he called the police kassim hill did and told the detectives he wasnt going to turn himself in and they have to find him. Nbc 10 spoke to the victims aunt about what she would like to say to the suspect and well hear from her coming up at 6 30. This morning the suspect in the abduction of carlesha freelandgaither extradited to face charges in attempted murder in a separate case. Meantime the abduction Investigation Continues here. Federal kidnapping charges against barnes were filed in philadelphia yesterday. Here is a mugshot from his arrest in maryland. Federal agents arrested him there while rescuing his allege victim, carlesha freelandgaither. Barnes confessed to the kidnapping and he said he did not know her, it was random as we have been saying. As for carlesha, she is resting with her family at an undisclosed location. Virginia authorities then called the car dealership where barnes purchased the car and used the gps installed on the car to track barnes to maryland. Before facing justice in philadelphia, Delvin Barnes will face a Sexual Assault charge in philadelphia where he is accused of aattacking a 16yearold girl. Her mother was asked about barnes and we blurred out her face to protect the victims identity. I just want to kill him. Just want to kill him. The burns of her skin. New this morning, accused cop killer eric frein has a new court date. The man charged with killing another in september will have his preliminary hearing on december 9th. The hearing was originally set for next wednesday. Frein was captured last week in pocono township after alluding police for seven weeks. Also happening today, a hearing is set in the case involving the land belonging to Jerry Sanduskys former charity, the second mile. That hearing will take place in center county. The charity is trying to sell the land. The second mile founded by sanoscy he is serving 30 to 60 years in prison after being convicted on dozens of counts of child abuse. A judge delayed the execution for james cook. He was scheduled to be put to death on december 4th. Heres the murder scene near the delaware campus in 2005. University of delaware is planning to close two of its oldest Residence Halls. They will close at the end of the school year in spring of 2015. Both were built in 1966 and each houses more than 700 students. The University Says the buildings need to close because of their age and because of their condition but they do not plan to demolish them right away. In the meantime, the university of delaware plans to open a new dining and Residence Hall and also renovating the harrington complex. Both of the projects should be done by the next school year and the school says no interruption for housing of freshman students. A new jersey lawmaker says the gasoline has to be taxed, has to be raised to fix the states roads, bridges and their rail lines. Word of that tax hike came at a hearing yesterday in camden on how to replenish the Transportation Trust fund. Pays for road and bridge projects. It is expected to run out of cash in july. Vai, firefighters are now wrapping up here at the scene, but i can tell you that they spent more than three hours inside this third floor apartment where they found billowing smoke, flames and a body of a 57yearold man. The fire victim, a new york native who lived here was disabled. The fire commissioner also tells us they learned he was a smoker who may not have been able to escape when the blaze began three hours ago. The fire commissioner says everyone, everyone, he stresses, must have an escape plan, especially this time of year. We want everyone to work with us. We always tell everyone that fire is everyones fight. We need everyone to help us save a life. We dont want any more fatalities this year. We have the Holiday Season coming up, cooking during the holidays is the number one cause of fire fatalities. We want everyone to be mindful. So, hopefully this is it for the year. Once again, if you smoke, smoke outside. The fire commissioner says theyre also investigating if the smoke alarm inside this Apartment Building were working. They do know that 23 people were able to escape just a short time ago we learned that those folks have been bussed over to the 1700 block of francis street just a couple of blocks away. Officers are telling us that they believe he ran there after getting shot. Investigators do not believe this crime was random. We are making phone calls and trying to gather information on this story. And well bring you that information as soon as it becomes available. And new from overnight, some people in West Philadelphia Apartment Building are out of their homes because of a fire. Flames started in an 18th floor unit of the place along holden street. This happened just before 2 00 this morning. No one was hurt, most people were allowed back in, except those, of course, on the 18th floor. 6 33 right now. Following a developing story this morning. Philadelphia Police Looking for this person. 18yearold kassim hill. They say he raped a 14yearold girl last night and is now armed and dangerous. Investigators also say hill told officers, called them and said hes not turning himself in. Theyll have to come get him. This started in darby, Delaware County. The investigation led police to West Philadelphia. Katy zachary is following developments in this case. What can you tell us . Hi, tracy. Minutes ago i spoke to a darby Police Officer who said the suspect has not turned himself in. Theyre still looking for him. So right now you have officers both in philadelphia and in darby searching for the suspect. 18yearold kassim hill. Accused of luring a 14yearold girl into his mothers house on ninth street in darby and raping her. It happened tuesday afternoon. According to police a witness outside the home heard the teenage girls screams during the assault and he knocked on the door to try to stop it and thats when the suspect ran out of the back of the house. The victims aunt spoke to nbc 10. We are concealing her identity to protect her niece. Turn yourself in. What you did was horrific. You need to face justice. And according to the victim, the suspect kassim hill was apparently watching a small group of Young Children in that house when the Sexual Assault took place. He is currently on probation for a previous crime. Reporting live in darby, katy zachary, nbc 10 news. And this morning, the suspect in the abduction of carlesha freelandgaither is being extradited to face charges in a different kidnapping case. Chris cato is live in the digital operation center. That crime in virginia happened one month before carleshas abduction in philadelphia, right . Inth this timeline is interesting. One month before carleshas abduction. They get the confirmation that barnes is the suspect on october 28th. Five days before the abduction. If it could have been sped up, it could have possibly been spared. They say he attacked a 16yearold girl hitting her in the head with a shovel, sexually assaulting her at his home and then poured gasoline and bleach all over her and set her clothes on fire. Now, he was caught on wednesday in maryland, three days after carleshas abduction off the streets of philadelphia. Virginia Police Actually played a big role in his capture. They noticed a detail on the Surveillance Video of the kidnapping. We had information he was driving that Ford Torrance and then through the video you could see the inspection sticker on the front and we are only one of the few states that have a sticker in that same position. Virginia police looked up the car dealership where barnes bought the car. They found out the dealer put a gps device on it. They used t the gps to find himd arrest him. Meantime the mother in virginia was asked about barnes. We blurred her face to protect her identity. I just want to kill him. Just want to kill him. The burns of her skin. My daughter didnt look like herself. It was devastating to watch. All i have to say to him is god bless him. And i hope that you [ bleep ]. Police believe barnes was digging a grave for the girl before she got away. That girl is still recovering in a hospital in virginia. Live in our digital operation center, chris cato, nbc 10 news. Theres a 47,000 reward in the freelandgaither kidnapping case. Just who will get it . The real hero in the case is the man who witnessed the abduction and then called them. Detechives believe Duane Fletcher should get the reward. Fletcher said he heard screams in germantown sunday night and he saw carlesha freelandgaither being grabbed and thrown into a car. He called police while trying to distract the kidnapper. I was screaming. Yo, yo, what are you doing . I dont know if her screams overpowered mine or whatever if was, he was moving fast. Fletcher found her glasses and also her cell phone. He said his true reward is that hell finally be able to sleep knowing that carlesha is home and the suspect is behind bars. If you want to avoid it at cottman avenue is a good aungez for you, just so you dont run into any delays because of that closure on rhawn. County line road at henry avenue and a live look at 95. You can see that southbound side, some volume continuing to build out there and drive times definitely indicating a delay of 17 minutes southbound and right now will take you about 24 minutes from woodhaven to the vine. A mother and her boyfriend are in custody this morning for the death of a 3yearold boy in Chester County. Jillian tate and gary fellembaum are charged with murder. They used a knotted rope and curtain rod to torture the boy inside their mobile home. The little boy died tuesday night. Gary fellembaum and jillian tait tied the two boys up by their feet to a door. For someone to do Something Like that to a child, they have to be possessed or just evil. A 6yearold and an infant were also in the home. Both are now in protective custody this morning. Another legal maneuver is in the works to stop a School Reform commission from canceling philadelphia teacher contracts. The alliance for Public Schools say the move was a violation of the states sunshine law. The src called the contracts and ordered teachers to start paying a portion of their health care costs, but there are already lawsuits stopping the action. Officers say he lured a 14yearold girl into his mothers house in darby tuesday afternoon and sexually assaulted her. According to our station in richmond, that girl told us barnes showed her pictures of other women that he also abducted and then he asked her how she wanted to die. She did not die. She manag aged somehow to escap. Because he showed her those pictures, they are going to track his movements in virginia and see if it matches up with any other possible missing persons cases in that area.
