And new from overnight, a Man Led Police on a chase through philadelphia and into Delaware County before crashing his car. And police say it started as a robbery at the wawa on 84th and bartrum, north of i95 and the airport. And then it ended in lansdowne. The suspect was not hurt in the crash, but he is facing a number of charges this morning. Now in effect, a more lenient punishment for people caught with marijuana in philadelphia. Nbc 10s jesse gary is live in University City. Jesse, is there a possible conflict with state law . Reporter well, thats what theyre looking into. Marijuana possession is still illegal and a crime you can be arrested for outside the city limits of philadelphia. But starting today within the city limits, it is now, a possession is now decriminalized. People caught with less than 30 grams of marijuana will face a fine, not automatic arrest and jail time. We spoke with Philadelphia Police command, who say theyve been working with the rank and file out on the street to make sure they know exactly what to do. Its been a process in terms of making sure that we, you know, coordinated everything with the other entities that will be involved in this, the other city entities. And so, again, making sure that we provide them with the information so officers on the street know what theyre expected to do. This weekend, police and the fbi shifted their search in response to that sighting to woods after the sighting was reported. Teams in the air and on the ground converged along route 314 east, several miles from where they had been searching for more than a month. Happening today in philadelphia, the man accused of raping a doctor in her Rittenhouse Square apartment is scheduled for a preliminary hearing. Milton garcia is facing a number of charges for the june attack, including rape and robbery. Investigators say he followed the victim and then forced her into her spruce street home. Police were able to find him by tracking down the victims iphone to garcias neighborhood, and they also say he had her keys. Philadelphia officials will break ground later today on the new Police Headquarters building. Police will move from center city to 46th and market in west philadelphia, where the Prudential Life building now sits. The building will also house the medical examiners office. We now have new video of two men wanted for an Armed Robbery at a Delaware County restaurant. It happened at Chickies Petes in drexel hill yesterday. One of the men is wearing a sweatshirt from the restaurant. The suspects forced two employees into the walkin freezer. Investigators say they got away with about 16,000 and they are looking into the possibility this may have been an inside job. No one was hurt. Meantime, police are trying to track down the suspects who tied up temple students and robbed them at gunpoint just before 9 00 last night at an offcampus apartment on north 18th street. Police say two men tied up the students, then stole laptops and electronics. No one was hurt. One of the suspects was said to be wearing a Bucks County Community college sweatshirt. The city of philadelphias mourning the death of its first director of lesbian, gay, bisexual and transgender affairs, gloria casarez. Mayor nutters office announced yesterday that casarez died of cancer at the age of 42. The philadelphia native joined the Nutter Administration in 2008 and was recognized by a number of groups, including the naacp, for her work. This photo was taken at an lgbt flagraising ceremony. Katy . Reporter tracy, early and often is right. So, we went straight to the citys Streets Department. They are responsible for clearing the roads of snow and ice as quickly and as safely as possible. It turns out, last year there was a Record Number of calls to the citys 311 line from people who were worried about being snowed in and wanting their streets cleared. The citys chief highway engineer tells me at the end of last winter, philadelphia streets were in some of the worst shape he has ever seen. The winter of 20132014 produced twice the number of potholes the Streets Department normally sees and fills in a season. And with regards to salt, rock salt, well, they are still getting shipments to build up their supply for the winter. The cost of salt has gone up for philadelphia about 5 a ton, but its a cost thats already budgeted for as the Department Gears up for what could be another rough winter. We have salt being delivered. Our Fleet Management is starting to prepare the trucks. Were making sure our contracts are in place in the event that we need to get contractors. Busted Philadelphia Police believe theyve caught three serial robbers. The men are under arrest in connection with more than a dozen robberies at Convenient Stores and bars throughout northeast philadelphia. This is Surveillance Video from one of the robberies. And police got a break in the case early friday morning when an officer on patrol near the 5700 block of harbison avenue saw a car matching the description of the vehicle in several of the robberies. Firefighters say there was a fire at the same empty house last week. New overnight, a retired Philadelphia Police officer has been found dead in virginia, and investigators have ruled it a homicide. This is video just into the nbc 10 newsroom of the scene in suffolk, virginia. Police found the body of 69yearold Virginia Hill in her home early saturday morning. Authorities say she was badly injured and died at the hospital a short time later. She served on the Philadelphia Police department from 1977 through 2002, and this morning were working to learn more about the investigation. And happening today, philadelphia becomes the largest city in the country to decriminalize marijuana. Nbc 10s jesse garys live in University City. Students and staff will not an allowed to return until they are satisfied there is no threat. In Burlington County, ebola concern created controversy at an Elementary School there, all centered around two students from rwanda. The school nurse at yocum Elementary School in maple shade sent a letter home to parents last friday, saying two students were coming from rwanda to yocum, and even though they were not located anywhere near the outbreak, the nurse would monitor them by taking their temperatures three times a day to check for fever. Well, some parents said they were going to keep their kids home. In the forefront of your mind. So, yeah, there probably isnt a problem, but theyre just scared to death. We are concerned. Deeply concerned and scared as well for our children. Over the weekend, administrators posted a message on the district website saying that while the two students from rwanda are symptomfree, their parents would keep them home past the 21day waiting period and they would come to school next week. But just unfortunately, 95 right near the betsy ross bridge doesnt look so good. Were seeing a lot of volume building 95 southbound. These are the taillights heading into center city, philadelphia. And if you take a look at your drive times throughout our area, you can see that volume is our big issue right now. So, its going to take you about 30 minutes to go from woodhaven to the vine on 95 southbound. 76 is seeing some delays as well, but fortunately, 476 between 95 and 76, you have a green light there. Route 42 at creek road, headlights on the northbound side headed into center city, philadelphia. So, we are building on the northbound side. Southbound is good. There are no issues to delay there. Police in bucks county are crediting a neighbor for helping catch two men believed to be responsible for murdering a man. This happened around 8 00 yesterday morning near post road and pennsylvania avenue in morrisville. Police took two men into custody near a white cargo van and then found the body. The victim had been shot, or rather, had not been identified, but police say he was beaten and stabbed. They found a screwdriver and a broken bottle near his body. Police believe the victim knew his attackers. A nearby surveillance camera may have captured some of the attack. 6 42 and 42 degrees outside. A new york man was arrested and charged in the beating death of a 3yearold girl. Police in brooklyn believe kelsey smith repeatedly beat the little girl and assaulted her 5yearold brother in their apartment. The little girl was found unconscious saturday afternoon and later died at the hospital. Her brother is in stable condition. This morning investigators in virginia are waiting for results of lab tests to see if Human Remains Found over the weekend are indeed those of missing uva student Hannah Graham. A search team made the discovery on saturday and investigators are not sure how long the forensic tests will take. Police do have a suspect in custody in connection with grahams disappearance. And in new hampshire, officials are reviewing surveillance pictures from social media sites to identify people responsible for a chaotic weekend near Keene College that happened during the annual pumpkin festival there. Police ended up firing tear gas and arresting dozens of students after a large group threw bottles and overturned dumpsters and cars. Several people were hurt. And in california, a woman is under arrest after she got stuck in a chimney trying to break into a guys house. Crews had to remove the bricks because she was 8 feet deep. The man who lives there said she met the woman online and she had trespassed on his property before. She was taken to the hospital and then placed in custody. The suspected ringleader in the benghazi terror attack will be arraigned today in washington, d. C. Ahmed abu khattala has pleaded not guilty to conspiracy to provide Material Support and resources to terrorists resulting in death. Are you giving your child the correct dose of medication . A new study shows just how often parents are making costly mistakes. Researchers at nationwide Childrens Hospital in columbus, ohio, analyzed calls to Poison Control Centers between 2002 and 2012. Nearly 700,000 children under the age of 7 were victims of a medication error that occurred outside the hospital. Many of the cases involved giving the wrong amount of medicine. Some were given medicine meant for a sibling. Sometimes theyre cooking dinner, getting kids ready for school or something, and they turn and they give the 6yearolds medication to the 4yearold. There are also reports of parents or caregivers doubling up on doses in hopes it would cure the child more quickly. Doctors say thats an ineffective and potentially dangerous idea. Another High School Football team is at the center of a scandal, and their season has been canceled. This time its in new york at the Monroe Woodbury high school. School officials there ended the Junior Varsity season early after some players came forward complaining about verbal abuse between teammates. The School District is investigating these allegations. Meanwhile, the football coaches at the north Jersey High School involved in the hazing scandal have been suspended with pay. According to nj. Com, the five coaches are also teachers or substitutes at Sayreville War Memorial High School in middlesex county. Seven Football Players have been charged in the scandal have also been suspended. Reading will see 60 this afternoon. Sunshine and then partly sunny later today. Doylestown 59, 61 in northeast philadelphia and mt. Holly. Mainly sunny skies along the coast. Just inland for parts of delaware and south jersey, dover, vineland, cape may all into the 60s. Clouds will be moving in tonight and temperatures will actually go little bit warmer tomorrow in spite of the chance of showers. Once the showers move in, then the temperatures start coming down. Lets be clear, having marijuana is still illegal, but having a small amount in the city will not automatically mean handcuffs and a trip to the nearest police district. Starting today, people caught with less than 30 grams of marijuana will face a fine comparable to that of a parking ticket, not automatic jail time. The goal here is to ease the overburdened judicial system. Again, this law goes into effect right now. Philadelphia is now the largest city in the country that has decriminalized marijuana. If we take a look at the average speeds on the majors throughout our area, you can see 15 miles an hour on 95 south headed into center city, philadelphia. That area i just showed you on 76 around 25 miles an hour. 476 is looking good. Average speeds in the 50s. But down here, the 42 freeway northbound in the 30s. And if we take a live look at the 42 freeway northbound, where you see the headlights, thats headed into center city, philadelphia, where it meets up with 55 before the area bridges. So, volume is the story this morning. Theres also an accident in montgomery county, in montgomery township, bells run boulevard at welsh road, which is route 63. Its been out there are to some time, see keep that in mind if thats part of your commute. Taking a look at drive times, it is slow also on 95. Its going to take you about 34 minutes, over a half hour from woodhaven to the vine. Thats a long time. The temperatures in the city are running a little warmer than the rest of the area. Frost and freeze advisories and warnings in effect for western suburbs, seeing some frosty conditions. Weve seen it on some windshields this morning. 41 in the city, but look at the rest of the area, now 30 degrees in chester springs. Horsham is 32. 32 in wrightstown. Quakertown has dropped below freezing at 30 degrees now. Pottstown and doylestown also below freezing, 31 degrees in both locations. Its 38 in newark. Most of delawares running a little bit warmer. No advisories or warnings there, but new jerseys a different story. Mt. Holly, Atlantic City at the airport right at the freezing mark. And 30 degrees right now in vineland, too. We are about 20 minutes away from seeing sunshine this morning. It will be bright, but its going to take some time for the temperatures to climb. So, a cold morning at the bus stop.
