I just showed you this minutes ago when those construction crews were moving along the righthand lane into camden from philadelphia. Looks like the right lane is still closed with construction crews still out there, but they are clearing out of the way. No major delays because of that, because it is still early out there. Taking a live look, its dark out there. Interstate 95. This is in delaware county, the upper chichester area. You can see traffic is moving along nicely at this hour. We dont have any major accidents on the interstates. We do have a problem in clementon, new jersey, though. White horse pike and higgins avenue. This is left over from an earlier accident. Theres a downed pole and wire there, so that intersection is closed. Youll want to take egg harbor road or berlin road to get around that. And this breaking news weve been following all morning in frankford. Arrott street is closed between horrocks and oakland streets because of all those fire crews responding to that fire. So, if you need to navigate around that, orthodox street or harrison street, thats your best bet. Rosemary . Lets get right to that breaking news that christine just mentioned. This is out of philadelphias frankford neighborhood. Firefighters have been battling a blaze at an Apartment Building thats been burning for more than four hours. Jesse gary is live at the scene with some good news now on the firefighters progress. Fill us in, jesse. Reporter rosemary, just within the past couple minutes, firefighters were able to tap out those flames that you had seen burning for most of the earlymorning hours. Now, once theyre sure it is safe, inspectors and investigators will work on the inside to try and get to the cause. Neighbors and fire Officials Say at least one squatter was inside the building before the fire started around 1 00 this morning, but it is unclear if that person actually made his way out. So, he was taken a firefighter was injured fighting this blaze. He had cuts to his face. He was taken to hataman hospital. Several neighbors living in a house just next door to the fire scene were evacuated, about eight people. They were sheltered in place on a septa bus, but right now theyre being allowed back into their homes. Coming up in the next 30 minutes, now that the fire is out, the investigation is going to begin. You can see firefighters walked around the exterior. They have flashlights with them. So, theyre going to start trying to figure out how this allstarred and also trying to confirm whether or not that squatter made it out. Right now they dont believe anybody was inside, but theyre going to have to doublecheck and make sure now that the flames are out and they can do that. Ill have an update in 30 minutes. A Murder Investigation is under way there. Right now, nbc 10s katy zachry just arrived in maple shade just minutes ago. Katy, what do we know at this point . Reporter chris, ive only been on the scene for a few minutes, but take a look behind me and ill tell you what we know. We are right outside the quality inn along busy route 38 in maple shade, new jersey. There are several Police Officers and investigators still on the scene. They are in the parking lot focused on this white fourdoor sedan that just in the last few Minutes Police cars have blocked our direct view of. So, we know that they are focusing on this white, fourdoor sedan. What im hearing from Maple Shade Police is that they are investigating what they at this time are calling a suspicious death. Im told the victim was discovered last night. Now, this suspicious death is somehow related to Philadelphia Police, because police there ive talked to in the city are part of this investigation. Ive made calls to philadelphia homicide detectives as well as Maple Shade Police, Burlington County dispatch. Very Little Information is being released at this time. I am told that the Burlington County Prosecutors Office will be releasing more information in the next few hours, so, we are right now making calls and trying to contact someone with that office. But we were able to talk to a guest of this quality inn motel, who tells us around 2 00 this Morning Police and investigators were knocking on doors asking people if they heard anything or saw anything. So, there is a lot of information that we still need to gather, but im going to do that and ill have another update for you in the next half hour. He crashed his car into a utility pole. You can see the car badly damaged. This happened around 1 00 this morning at westfield and sherman avenues in pennsauken, camden county. Police are still investigating what caused the crash. In germantown, police are looking for a gunman who shot and killed a man inside his car on east hortter street last night. Police tell us someone walked up and shot the man multiple times through an open drivers side window as the car was parked. No motive or arrest at this time. Happening later today, jury selection is set to begin in the trial of a man accused of murdering a Philadelphia Police officer. Rafael jones is one of two suspects accused in the death of officer moses walker. Jones is accused of firing the shot that killed officer walker. Walker was off duty. He was walking home from work in the earlymorning hours of august 18th, 2012, when two men tried to rob him. Heres surveillance video. You see officer walker walking along there in north philadelphia. The other suspect in this case pleaded guilty to thirddegree murder in june. Authorities say he has agreed to testify against jones. A Philadelphia Restaurant will hold a fundraiser today for shane montgomery, the missing College Student who was last seen leaving a manayunk pub. Chubby steaks on henry avenue will donate a portion of its proceeds today to shanes family members who have organized a reward fund. Yesterday the effort to find the 21yearold student shifted to lincoln financial field. Volunteers passed out leaflets with shanes picture and information to the crowds of fans. The West Chester University student was last seen early thanksgiving morning leaving a bar in manayunk. The reward for information in this case is now at 50,000. At 5 36 this morning, heres a look at three stories that were following for you. Including this bizarre story here. Police are looking for leads in the murder of a security guard. The 67yearold mans body was found tied up inside a van that was parked at locker room Storage Incorporated on 62nd street in southwest philadelphia yesterday. Police say he had injuries to his face. No word yet, though, on how he died, and they have not released his name or a possible motive for the murder. Today well get a first look at the full legislative report into the jersey jam bridge scandal. Details were leaked late last week. The report found that no conclusive evidence linking governor Chris Christie with the lane closures on the gw bridge in september of last year. Instead, the report blamed some of his former top aides for the closures, which caused traffic jams in ft. Lee, new jersey. Also today, public hearings will be held on 40 Charter School applications in the Philadelphia School district. The Germantown Community Charter School committee is just one of those applicants presenting its case this morning. They want to start their School Inside germantown high school, which was forced to close last year due to declining enrollment and budget issues. No cash . A cold start this morning. Temperatures have been falling overnight. Most of the area is in the 20s, but it feels like its in the teens with the wind. Cold enough for snow, but were dry today. Its tomorrow that well be tracking wind and rain. The temperatures will stay warm enough that it will just be rain through the day tomorrow and heavy rainfall could lead to some coastal flooding tomorrow. Then snow showers as this one pulls away from us wednesday and thursday. A possibility for parts of the area. 23 right now in doylestown, philadelphias 27 degrees and cape may right at the freezing mark with cloudy skies. Cape may cloudy but dry right now. Could see a sprinkle during the day, but not the rainfall that were expecting for tomorrow. The heavy noreaster is going to hold off. Winds are already at 13 miles an hour in dover, 14mileanhour winds in allentown and Atlantic City, enough to make it feel like it is 11 in allentown, 23 the windchill in Atlantic City and teens right along the i95 corridor. So, if you have to head out right now, bundle up. And you might need some sunglasses to begin with. A little bit of sunshine, but its not going to be a bright, sunny day like we saw yesterday. Those clouds offshore, thats the noreaster that will be here first thing tomorrow. During the day today, your hourbyhour forecast shows temperatures that start off in the 20s, will climb above freezing by early this afternoon well be in the middle to upper 30s with clouds taking over during the day, and that will lead to rain late tonight and tomorrow. For today, clouds increasing, the temperature also moving up with high temperatures in the upper 30s to near 40 degrees, winds to 15 miles an hour today. But stronger winds are on the way and rain as well. The sevenday forecast with the timing of the noreaster when im back in less than ten minutes. At 5 42, lets get a check of the highways now before you hit the road for this monday morning travel. Thats right, and Christine Maddela is watching whats happening on i95. Weve got a crash on interstate 95, this is on the northbound side here approaching the Commodore Barry bridge. You can see the help crews out here and we have this over on the righthand lane. It is slowing some things down out there. Just be aware if you are on interstate 95 heading northbound, heading toward the Commodore Barry bridge. That will slow you down. Checking on your drive time there, you can see it is impacting the delay a little bit. Ten minutes from delaware to the blue route right now, but elsewhere on 95, southbound from woodhaven road to the vine street expressway still in the clear. Same thing goes for route 422. And taking a look out there in south philadelphia, this also happened within the past five minutes or so. Theres a malfunctioning traffic light in south philly, darien street and pattison avenue to be aware of. On the 42 freeway, we have volume approaching 1 2 55, but this is just snoerm volume. Once you get up to 295, there is an accident off to the shoulder as well. Septa riders, this is for you. Passengers will soon be able to use debit cards and cell phones to pay for their rides. Transit officials will begin testing a new key payment stimulater this month. Septa hopes the new system will be ready to go in 2015. It will be a welcome change. Septa is among the last major transit agencies in north america to still use metal tokens. Millions are expected to travel by air this holiday season, and if youre looking to get a deal as we get closer to christmas and new years, experts say youll want to book those tickets as soon as possible. While there were many peaceful protests in other parts of the country, in berkeley, california, another violent night. Take a look. Hands up dont shoot protesters attacked police, attacked each other and shut down a freeway in berkeley. Some tried to light a Highway Patrol vehicle on fire and threw rocks, bottles and an explosive at officers. Officers responded with tear gas. This is the second night in a row of violent demonstrations in berkeley. And on saturday night, three officers were hurt and six people were arrested there. Meanwhile, a 500page Senate Report detailing alleged torture by the cia expected to be made public next week, and its causing another rift in washington. Many top lawmakers say the release of the report will incite violence abroad. Others say it needs to be shared. Its a secret study on cia interrogation tactics. And the royals have arrived the duke and duchess of cambridge arrived at the Carlyle Hotel in new york city last night. Today william will meet with president obama in washington and attend a conference at the world bank. Kate will stay in new york city touring a center for child development. Rolling stone magazine is once again backpedalling over a story about a College Student who said she was gang raped at a fraternity at the university of virginia. On friday, Rolling Stone said that the magazine would no longer stand behind the story. Now its clarifying its apology to readers. The magazine says its staff made mistakes, not the alleged victim. Rolling stone initially said that their trust in the victim was misplaced. They removed that line in the apology as critics said it seemed like the magazine was blaming the victim. At 5 50, were learning more now about the failed rescue of an american hostage who was being held by al qaeda. About 40 special Operations Forces conducted a raid saturday in hopes of rescuing luke somers. Security officials in yemen say ten militants were killed in that raid along with somers. Earlier this week, al qaeda released a video threatening to kill him in three days if the u. S. Did not meet its demands. Somers friends believe the american photojournalist was targeted for a reason. I think he was given up because he is american, not because he is journalist or because he is photojournalist or Something Like this, no. I think he was killed because he is american. And another hostage, pierre korkie, whos a teacher in south africa, was also killed in that attack. Guantanamo bay has the least amount of prisoners now since it opened. Thats after the u. S. Government released six men and sent them to uruguay. Those prisoners were at guantanamo for 12 years. They were suspected to have ties to al qaeda but were never charged with anything. The government in uruguay agreed to take them as refugees. The red cross in the philippines is reporting that typhoon hagupit has killed at least 21 people. Right now, hagupit has been downgraded to a tropical storm, but officials are still worried about dangers as it heads now towards the capital of manila. Forecasters say the storm is packing winds of 65 Miles Per Hour and is bringing rain that could trigger landslides and flash flooding. The weather that were watching in our area, of course, is this noreaster thats going to be coming in this week. Tomorrow. Thats the day. 24 hours from now it will be raining in the area, and well be in for some heavy rainfall tomorrow and gusty winds, too, but not today. We do have the wind, however. And unfortunately, the temperatures have been running 15 degrees colder than yesterday. And thats giving us a really cold start. Windchills that are in the teens this morning, but no sign of the coming rain. That will hold off until tomorrow. And because of the potential with this coming noreaster, theyve issued a first alert day for tomorrow and wednesday. Looking for heavy rainfall and strong, gusty winds through the day tomorrow that will end as some snow showers. Come thursday, well still see some snow in the area. There is the potential for coastal flooding with this storm as well. Right now, dry, though. 27 degrees. The winds are not all that strong, but when its this cold out, you dont need much wind to make it feel even colder. 17 degrees the windchill right now. This is the view from blue mountain. They are making snow this morning. You can see it blowing around in the wind in the pocono mountains, where its going to be cold enough all day to make snow. The temperatures will top out near freezing this afternoon in the mountains. 23 in doylestown, wrightstowns 26, wilmington is 29 degrees, but there are some colder spots. Willow grove now at 24 degrees and 22 in collegeville, while in gilbertsville and pottstown, the temperatures are right in the middle 20s to start with. A cold morning, but it is dry. Radar may show a few rain drops at times at the shore today, but the heavy stuff holds off until tomorrow. This afternoon, 34 degrees. Thats 4 00 with cloudy skies, and it will still be cloudy late tonight at 11 00 and mainly dry. But watch how that changes overnight tonight. Here comes the rain. First thing in the morning well see some rain and temperatures in the 40s. So, just rain with this storm for tomorrow. Its colder air that arrives on wednesday that will have us into snow and rain showers. But it will be much lighter by wednesday. For today, clouds increase. A little bit of sunlight to begin with, but it will fade as the day goes on. Temperatures into the upper 30s and 40 degrees this afternoon. That will be the warmest. 45 tomorrow, but the rain and the wind will be steady through the day on wednesday. It will really lighten up wednesday, but showers are still a possibility. Snow showers and rain showers. Snow north and west, rain showers south and east and a chance of some scattered, light snow showers on thursday. A high of 39 degrees. Time to take you county by county now to show you the news happening in your community, and we start in phoenixville, chester county, where police are following up on some leads after someone set fire to a traditional holiday statue. A neighbor sent us these photos of the charred remains of the phoenix statue. And you can see what appears to be a lighter fluid can there in the ashes. Now, heres the thing, this statue is actually meant to be burned, just not in this way. The town burns the statue as part of its fire bird festival. Saturday morning, though, someone else got to it first and went ahead and set it ablaze. Neighbors were able to build a new statue and carry on the tradition anyway. In montgomery county, a big crowd expected tonight at the supervisors meeting in franconia township. That community dealing with budget problems. People who live in franconia say they want answers about how the township ran up more than 3 million in budget deficits over the past three years. Due to that shortfall, as weve told you, officials have had to lay off six Police Officers and four other township employees. They also raised taxes 19 .
