This is on bethlehem pike at park drive. Thats new into our system, so be aware of that if youre headed in that area. Then also, two updates to tell you about for november january drivers. Accidents on the first one, new jersey turnpike southbound, right past route 168, exit 3. Thats still been moved over to the shoulder. Its not tying anything up. On 295 northbound, as you approach route 561, which is exit 32, that accident has been moved over to the shoulder as well. In a few minutes well look at the roads in the lehigh valley. Katy, thanks. 5 32 right now. This morning a National Debate is brewing over how to handle medical workers returning from ebolainfected countries. The white house is getting ready to release national guidelines, but in the meantime, the governors of new york and new jersey have implemented a strict 21day quarantine that some say goes too far. Nbc 10s jesse gary joins us live in trenton to explain the controversial. Tell us more, jesse. Reporter tracy, over the weekend, governor Chris Christie was campaigning for rick scott, whos running for reelection down in the state of florida, but coming up in the next week, once the governor returns back here to the capitol, hell probably have more ebola business, due to the outbreak. Patient kaci hickox has hired a Legal Counsel over the mandatory quarantine inside a newark hospital. This comes after new york and new jersey enacted new policies requiring 21day quarantine for people returning from west africa who had contact with ebola patients. Hickox returns from the socalled hot zone and presented with a fever but is fighting her quarantine. We believe that that policy infringes on the constitutional liberty interests of ms. Hickox, and we think that the policy is overly broad. Reporter attorney Norman Siegel says that policy could affect people who dont necessarily meet the criteria for quarantine that has been enacted by the two states. We have that update now. The symptoms are intensifying for the new york city doctor who contracted ebola working in guinea. Dr. Spencer received a plasma transfusion from ebola survivor nancy writebol. His fiancee is cleared of ebola but is under quarantine at their home. Last night the union voted to authorize the move, but were not there just yet. Nbc 10s matt delucia joins us live to explain where things stand in the contract negotiations. Poung lfer the strike could happen . Reporter that decision is up to leadership unit at twu local 234, but first step was authorizing the strike, and that happened yesterday. Local 234 has 4,700 members. They operate the buses, the trolleys and the subway service. The union has been working without a contract since march. Both the union and septa individually say they are working towards a resolution, but Union President willie brown says to continue working without a contract is simply unfair to the workers. Now, septa says if a strike should happen, a Service Interruption plan would go into effect, and riders ive been talking with say any interruption would be a problem. I take septa every day. And im an hour and a half away from my job. So, if they were to strike, i wouldnt be able to get into work. If weve got to strike, well strike. As of right now, im tired coming home hurt, exhausted, broke. Reporter now, later today, the Union President says he will hold a News Conference to announce what their plans are moving forward with negotiations and this possible strike. And today, one of the largest manhunts in pennsylvania history continues as police try to track down eric frein. Frein is accused of killing a state trooper on september 12th. Last week, police investigated a stolen car that turned up 100 miles north of the poconos, but it turned out to have no connection to frein. Also today, there will be another hearing for a philadelphia charter school. The School District is in the process of revoking the charter of the palmer leadership learning partners charter school, claiming thag it overspent and overenrolled. Dozens of dirt bikes and atvs are off the streets after a weekend crackdown. The dangerous drive police say prompted the weekend roundup and why police are so concerned about them on city streets. So, that has been cleared from the scene, which is good, but its been a busy morning on new jersey roads for drivers there, lots of accidents. Well start in upper pittsgrove on harding highway at buck road. There was an initial accident where a car hit a traffic pole and then a second crash happened soon after that. So, it sounds like its going to be out there for some time. Moving into pennsylvania, in Montgomery County, bethlehem pike at park drive, theres still an accident there. And a live look right now for drivers headed over the platt bridge. This is right at midspan. No issues to report there. Speaking of traffic, today crews will begin a 10 million traffic signal Improvement Project in philadelphia. The upgrade will take place in center city between north broad and north second and callowhill and market. Workers will replace equipment at more than a dozen intersections and install cameras. The project is expected to be completed by the summer of 2016. And speaking of driving, this morning gas prices are at their lowest level in almost four years. According to aaa, the National Average is 3. 07 right now, which is the lowest since january of 2011. Experts say the tumble increases the likelihood that the National Price could test the 3agallon mark for the First Time Since 2010. Heres a look at local prices. After quickly bypassing some chairs, the deer ran through the mattress section and used his antlers to get out the back door. Nobody was hurt. The store remained open while the crew cleaned up the mess left behind. Today, latest person to jump the white house fence is expected in court. 23yearold Dominic Adesanya is charged with making threats and assaulting two police dogs. Officials say he jumped the fence last wednesday before being tackled by the dogs and secret service agents. Also today, the trial for four members of the florida a m marching band is expected to start. They are charged with manslaughter in the death of drum major robert champion. Prosecutors say champion was beaten during a hazing ritual. And a makeshift memorial at the university of virginia is growing for hannah graham. Many students say the memorial helps to honor her memory and is bringing the University Community closer together. Grahams remains were identified on friday. She was abducted and murdered in september. A suspect is behind bars. Philadelphia police are searching Surveillance Video looking for clues in a weekend murder. The gunman shot a man at point blank range. 911 calls started just after 9 00 last night. Police got there to forrest avenue in West Oak Lane to find the victim dead in the street. He had just left a friends home and was shot in the head and back. Dozens of dirt bikes and atvs are off the streets after a weekend sting by philadelphia police. Its part of an ongoing crackdown on the vehicles, which are illegal on city streets. Now, Police Showed us the 34 dirt bikes and atvs they confiscated throughout the city, and they are still searching for more. Police say a memorial ride last weekend was not the reason for the weekend sting, but it did highlight the dangers of these types of vehicles. Well, theyre very reckless. Theyre riding on sidewalks, theyre cutting vehicles over. Its definitely a Public Safety hazard, and thats one of the reasons we cant chase them. We dont know what theyre going to do if we chase them. Theyre going take off. They dont have lights on a lot of the vehicles. Along with the confiscated vehicles, Police Also Arrested two people riding stolen dirt bikes. A temporary restraining order is in place this morning on sports gambling in new jersey, and this week we could learn how the state will fight back. On friday, a federal judge ruled that Sports Betting could not begin at Monmouth Park yesterday as scheduled. The nfl and other sports leagues say the plan is against a federal Sports Betting ban. The restraining order means Sports Betting cannot happen in the garden state until the complaint gets a full hearing, and that hearing so far has not even been scheduled. Some interesting pieces of americana were on display this weekend right here in philadelphia. Take a look at these, which may seem like ordinary quilts, but they actually contain hidden maps in there, codes there that were used to guide slaves along the underground railroad. The railroad was a network of secret routes and safe houses that helped fugitive slaves escape the south and get north into freedom. Mt. Airy United Fellowship Church was on the way. Every color in the quilt, every symbol meant something. And the people trying to escape to freedom from maryland, from down south, and this was one of the stops. The church is located in the same route the slaves would take en route trying to get to can a canada. And a member of the church owns the quilts and lent them for the exhibition. It is 5 48. Right now in hawaii, there is an evacuation warning in effect as lava creeps closer and closer to a village there. According to authorities, those residents should be prepared to leave their homes by no later than tomorrow. Officials say the lava flow, which is from the kilauea volcano, can shift directions or speed without warning, and they are urging people to leave immediately. A new poll shows that Good Neighbors are key to coping with disasters like hurricane sandy. Researchers found that neighbor helping neighbor, trust in a community and looking out for each other are all important factors. They call it social resilience. The poll found people who say their neighbors try to fix problems in the community are three times more likely to say that their community is prepared for a disaster. It had been a little bit lower, but that westerly wind causing some mixing at the airport. Most of the rest of the area is not only clear but seeing some very light wind this morning, and the temperatures have fallen into the middle 40s for wilmington. Trenton is at 48 degrees, but look at bluebell at 41 right now. Go farther inland, bluebell is at 41, its 44 in eagleville and gilbertsville is 45, while pottstown is at 41 degrees. These still could drop into the 30s, these lower temperatures, this morning, as were not going see any sunshine until closer to 7 30. And we will see lots of sunshine today. Nice, clear skies. The clouds, they are to the west, and those are the clouds that will bring us a chance of showers wednesday. But until then, we will be dry. Sunny and nice this afternoon. 60s later today with northwesterly winds to 12 miles an hour. If this isnt warm enough for you, just hold on. Tomorrow, look at that, 75 degrees the High Temperature with plenty of sunshine on tuesday. But the sunshine will take a break for part of wednesday. Well see some showers come through, most likely in the afternoon, a high of 69 wednesday. And behind those showers, the temperatures come down. Thursday sunny and 60 degrees. And a little on the cool side for halloween. High of 58. But the Colder Weather moves in friday evening. By saturday morning well drop down into the 30s saturday afternoon with the wind blowing, just 49 degrees. Look at that change in temperature. Nine minutes before 6 00 right now. A big change on the nye january turnpike today. Three new northbound lanes are now open on a 35mile stretch between burlington and middlesex counties. The work finished ahead of schedule and 200 million under budget. Three no southbound lanes scheduled to open next week. All i can say as a new jersey resident is hallelujah all those new lanes. Unfortunately, theres been a number of things that have crept up to keep new Jersey Drivers on their toes. Starting in the lehigh valley, looking good, 202 where it meets 309. No problems there. The vine street expressway, the westbound headlights headed out of center city. No issues to report on the span of 676. In Montgomery County, for drivers on bethlehem pike, we were swatching an accident on park drive thats cleared in the last little bit, so great news for them. Looking at average speeds on the majors. On 76 and on 95, in the 50s. We know in the next hour that will likely change. And for 295 drivers in new jersey, youre seeing about 62 miles an hour. We also have an accident in new jersey were following in upper pittsgrove, harding highway, which is route 40 at buck road, route 553. There are at least two crashes at that intersection, so be aware of that. Thank you, katy. We begin in chester county, where a study has just been finished to explore the benefits of creating a Regional Police department. According to the daily local news, the proposed force would include kennett square, kennett, new garden and london grove townships. The four municipalities are home to 35,000 people, according to the newspaper. A public input session in each community is expected in december. And if the proposals well received, a Regional Police force could form by next year. To Delaware County, the search is on for the areas best teachers. Right now nominations are being made for the 2015 excellence in teaching award. The steel companys expected to create 150 fulltime jobs and could be up and running by the end of the year. And a study just released found that a city in kent county is the top place for female executives in the entire country. Researchers found that dover, delaware, is the nations friendliest city for family executives. The study, which surveyed more than 400,000 businesses, appears in this mornings news journal.
