The victim was simply smoking a cigarette when Police Say Two people came down, one asked the victim what are you looking at . He didnt respond. Thats when one of the men pulled out a gun and fired six round. The victim was hit in the thigh. Hes in listed in stable condition. Federal officials will be in wilmington to take a close look at the rise in Violent Crime there and find ways to crack down. Jesse gary is in wilmington. What prompted the feds to come in. A city councilwoman first put in a request by a detailed study last december. State and local leaders joined her in her request to define Violent Crime as a disease, similar to measles and then fund the cause and possibly a cure. She says residents in areas where Violent Crime is highest are suffering from post Traumatic Stress disorder, the syndrome that affects military personnel when they return home from the battlefield. The 13yearold was shot twice monday while looking for his stolen bicycle with his stepfather and a friend. The gunman opened fire on their car near 20th street in south philadelphia. The childs family asked that we not give his name. I didnt actually feel the bullet go in. It was too fast. The shooting turned into a barricade situation that involved a s. W. A. T. Team. Police recovered two guns but are still looking for the shooter. Happening today we are expecting test results from a Montgomery County apartment complex where Authorities Say a suspect wrote a letter laced with the poison ricin. The standoff between police and 19yearold nicholas hellman at the Eleanor Court apartment in hatboro ended his arrest back in march. He allegedly made a birthday card laced with ricin for his exgirlfriends new boyfriend. Neighbors we talked with havent exactly enjoyed waiting for their building to be checked. Its been going on for three months now, the ricin thing. We were scared about that. Were worried about the kids in the courtyard more than anything else. The apartment was sprayed and plastic placed over everything. Crews should know later this morning if any ricin remains. Some our south jersey bureau, governor Chris Christie will be the special guest of honor at a Ground Breaking ceremony for a new Substance Abuse facility. It will be built on harding highway in pitts grove. The facility will offer treatment for teenagers, young adults and women. For the second day in a row, temperatures are going to soar into the 90s and because of that, all of camden conte will be under a heat advisory. Most cooling centers like the one we visited yesterday in camden are libraries or community centers. Today they will double as a place for you to get cool. The countys heat alert is in effect from noon today until 8 00 p. M. During that time, the county is asking people to keep an eye on those who may not have air conditioning or fans. On days like today, if youre okay but you know of people in your neighborhood that maybe dont have the means to have fans or air conditioners or get out the house, go check on them. Go check on them. If you think something may be wrong, call the authorities. Reporter and i checked with the Health Department in philadelphia just across the river to see what theyre doing today. Im told they dont put cooling centers in effect unless there is a heat warning. Which is more severe than a heat advisor advisory. Today the National Weather service issued a heat advisory. Crews are storing soil near the girard avenue interchange Construction Zone in fishtown under 95. The philadelphia controller says that soil storage looks similar to who crews found along 495 in delaware two weeks ago which engineers believe left that bridge unsafe because the supports tilted. We want to make sure the people in charge of safety in this area are alerted and focus on it. Penndot says the dirt has not compromised the safety of i95 and will be gone by late next week. Officials also say the length of the supports on the 495 bridge in delaware made it more susceptre to movement.
