We are in the final hours. Bill henley has your first alert forecast. All is dry in the area. Not for long. Were tracking the rain and snow moving into the area and its making some steady progress. It is a first alert weather day and the rainfall will be in delaware and south jersey and snow likely accumulating north and west. The first alert weather day for wet snow and rain and its going to be for most of the day. Leading to slushy slippery conditions especially for the evening commute and thats when well see most of whats coming already on the ground. But this morning, well see some light accumulation. Its already starting to fall in southern Chester County into Lancaster County and you see some snowflakes in western burkes county as well. Its all part of the system that is moving through d. C. As rain but as it moves into the colder air, that is producing snow. You see the cold for Pottstown Trenton and allentown where youre likely to see accumulation at the start phia. It is above freezing but those warmer areas of the south, will see mainly rain. Its going to be a mix of snow and rain at 6 00. Snow at 9 00. It will be a steady light snow at 9 00 and into the lunch time hour, but parts of the area will see the rain mixing in limiting snow totals for this afternoon and making for some slushy travel. For delaware drivers a partial lane closure in New Castle County 12th street eastbound toward 495 southbound part of that ramp is closed. The right lane of that ramp closed. A look outside in Chester County one of the first areas we expect to see the snow later this morning. A live look along route 202 at king road. A photographer headed out to the westchester area so hopefully well have a live picture soon of what the Road Conditions are out there and finally mass transit is running on or close to schedule and your area bridges the ben, betty and walt looking good right now. Were following breaking news. Police arrest a suspected gunman following a shootout in north philadelphia. Matt delucia is live there. Police are telling you there was one witness who really saved the day. Walk us through what happened. Well tracy, a good eye she had and just knew something wasnt right. Just behind me within the past 30 minutes mistake down the crime scene tape although you see a couple investigators up the block. Lets walk you through with the video. Just after 1 00 a woman flags down police just up the road at 22nd and allegheny and saw a man with a very large gun in his hand two officers drive down the street and see the man in front of the bar. Hes told to drop the gun and pointed the gun at them. One of the officers fired a shot, the man wasnt hit. Ran into the bar, manages to make it out of the bar but left his shoes and sweat shirt inside. Police find him about three plox away and believe there were nothing but bad intentions and grateful the witness up the street acted so quickly. Its a good thing she notified police when she did. Had she not this individual may have entered the bar and committed some crime with the gun or even fired some shots at some people. So were not sure what his intentions were. Reporter now that suspect and the witnesses are being questioned and the officer who fired his gun is being interviewed by internal affairs. Now the kind of gun that was used in this case was a 12 gauge shotgun and that is a gun that officers out here do not take lightly. More on that part of the story coming up when we see you at 5 00. Sky force 10 over the scene on south warnox street. We talked to a neighbor who said he thought no one was at home when the fire started. Were editing that interview right now and bringing it to you in about 30 minutes. Were following more breaking news this morning in the germantown section of philadelphia. Several injured in a fire at a high rise Apartment Building there. Nbc 10 at the four Freedom Apartments after the fire started around 1 00 this morning. It started on the 8th floor. Unclear at this point how it started but the fire is now under control. We do know that medics took several people to the hospital including a woman in her 60s who had burns on 60 of her body. Were working now to find out her condition and theshe conditions of the others involved. Philadelphia police have two teenagers in custody in connection with the deadly shooting of a man out walking his dog. Theyre still looking for a third teen to tyfine hamilton. Officers believe he pulled the trigger in the shooting last week. Investigators tell us the teenagers were playing basketball when they decided to rob someone. They say the boys went after 51yearold James Stuhlman because he looked like an easy target. New this morning, delaware governor jack markell says no new Charter Schools should be approved until a study is done on what students need. He says education officials will do a comprehensive Needs Assessment to get that information. Once that study is complete the state will come up with a plan for how all schools can offer students the services they may not be getting. Governor markell says the state should not be authorizing new charters. Cherry hill superintendent of schools is stepping down. Marine reusche says shes resigning to take another job in education. We dont know where. She lives in Delaware County and serves with the Radnor School district before going to cherry hill. This morning a new effort to keep drivers safe on the roads. The new plan that will force renovations they get started on bad bridges. Plus living proof that miracles happen. A toddler found face down in a pennsylvania stream pore than an hour after he disappeared. Next the incredible recovery that doctors say theyve never seen before. Right now it is 35 degrees here at nbc 10 at 4 37. Pot hole patching is expected to wrap up. Penndot crews have been resurfacing route 1 city avenue. The patchwork stretched from the Delaware County line in haverford to lower marion township in Montgomery County. A plan to patch up the bridge in philadelphia is now in the works. City councilman david oh introduced a bill to focus on bridges not only by the city. The bill would allow the Streets Department to take action if the owner of a dangerous bridge refuses to accept responsibility. The bill would allow the city to fine the bridge owner or take legal action if needed repairs are not done. 4 40. Happening later today, governor tofrl wolf will be in philadelphia to discuss what his proposed budget will do for childhood education. The governor expected to speak at a conference at the Pennsylvania Convention center later this morning. His spending plan calls for a 120 million increase in preschool funding. Also today a school in wilmington is launching an anticrime campaign. Students and staff at Parkway Academy north will hold a moment of silence and balloon release to remember victims of violence. The students say this campaign is their way of saying theyre tired of crime and want to feel safe in a city that news week dubs murdertown usa. Now your nbc 10 first alert weather with meteorologist bill henley. Its 4 40 and dry right now. Clouds are moving in and the temperature will be coming down. Right now its above freezing in philadelphia. 36 degrees. But as the moisture starts moving in that number comes down. Right now it is rain thats falling to the the south but its moving into colder air so you can see the snow thats developing in central pennsylvania and starting to develop in southern Chester County. Look at the radar showing it pushing into west kalan, lower oxford and into the wilmington area its going to be a rain snow mix to start with. And we will see a rain snow mix at times in philadelphia thats going to make for a slushy mess later today. 7 00, light rain falling in parts of the area but not everybody will see it at 7 00. More widespread by 10 00 this morning. 37 degrees in philadelphia. Little likely see accumulation more on grassy surfaces than on hard surfaces but the temperatures will be rising and we can see some rain snow mix as they go up. Thats at 2 00 this afternoon. By later this afternoon, though the numbers start coming back down and this is why the evening commute is more likely going to be a challenge with temperatures in the lower 30s to near thats when were more likely to see accumulation and slushy slippery conditions at 6 00 p. M. By 8 00 and 9 00 in the first hours of winter spring the first hours without winter will be drying out. 33 degrees in trenton and a allentown. Dont want to start winter again, do we . Allentown 32 degrees. What is on the ground will likely stay on the ground as temperatures will get colder overnight. A wet snow and rain in the final hours of winter. A cafe in Sydney Australia is back open three months after a gunman took 18 people hostage. The standoff at lindt cafe ended when police stormed inside and killed the hostage taker in december. Two hostages were killed. Plaques dedicated to the victims are displayed inside the cafe. The state of new jersey will honor a Fallen Marine on monday. Governor christie ordered state flags to gli at half staff for captain henry shaw iii. He was from Somerset County 31 years old one of the 11 men on board the National Guardsman killed in a black hawk Helicopter Crash last week. Seven marines and four National Guardsmen were killed. Wolfs nominee to head the state police removed two road signs that slammed his decision to wear a trooper uniform when he did not come from the ranks. He said the signs were posted close to his childrens bus stop. He said he acted as a father by taking them down. Authorities are looking at possible misdemeanor theft charges. A philadelphia family is suing the tropicana casino in Atlantic City for 30 million after what prosecutors call a deadly drunk driving crash. Get help for my mom. They were recorded on a cell phone after an accident on the ac expressway two people died including a 4yearold boy. The family says they were escorted out of the casino hotel for no reason. Yesterday an attorney filed a lawsuit against tropicana for denying the group a hotel room. They feel Racial Discrimination was a factor. To put them out of their hotel room wasnt right. It wasnt right. You banned them from the casino floor but you dont kick them out of the hotel in the middle of the night. With a 4yearold. We tried to reach officials with tropicana but at this point weve not heard back. The grandmother driving the morning of the crash is still facing charges. Well, theyre calling it a medical miracle. Doctors revived a toddler without a pulse who nearly drowned. The 22monthold boy back in his moms arms. He fell into a creek and drifted downstream where a neighbor found him face down in the water. Medical crews air lifted him to the hospital where doctors worked on his lifeless body. Along with having no pulse, he wasnt breathing either. No signs of life for an hour and 41 minutes. I just cant thank them enough. We feel very unworthy and very grateful. Doctors say the babys temperature plummeted to 75 degrees and that slowed down all of his functions giving him the chance at survival. When they warmed him back up his pulse and heart rate returned. Ten minutes to 5 00 and some people are enjoying this right now. Thanks to Live Television you can enjoy it even though we cant see the total eclipse in this area. Not expecting to see that much in philadelphia. And rain its going to be only rain for southern delaware into central delaware. Likely just rain in parts of Cape May County well only see rain, but the colder air is north and west where were already seeing snow developing in Lancaster County its a rain snow mix. Going to be fairly slow to start with and slow to accumulate to begin with. At 10 00 this morning, half an inch is potentially on the ground in philadelphia. Closer to an inch in redding. By 1 00 this afternoon, after hours of snowfall one inch of snow on the ground in philadelphia. Its during the later afternoon hours that the temperatures start to come out, down and thats when well see the higher snowfall total for philadelphia and i expect these numbers to go higher too for allentown, redding and lancaster, 3 to 5 inches in those areas. Im expecting. A little more than that computer model. Wet snow and rain 30s this afternoon. All drys out tonight and tomorrow, it will be a bit colder in the morning. Well see fog in the area. If it does dip below freezing that fog could lead to black ice saturday morning. But sunshine will break through in the afternoon, 53 degrees. A High Temperature on saturday. Well see the first rain drops and snowflakes and get both in the region today but right now it is dry this morning a live clear view across the delaware. 35 degrees. That temperature will be examining down along with the snow and the rain. Its going to be a wet snow mixing with rain at times in philadelphia. That will make for a slushy slippery mess later today when most of the system will be through the area. The storm will move out during the evening hours. The evening commute will likely be a challenge. So far, its very light precipitation and not all of it is reaching the ground just yet. You can see rain now in delaware.
