But do people in the community feel progress is being made . Reporter well as one resident who lives near where the president spoke today, they told me as bad as things have been here for decades in camden they will gladly embrace anything that remotely resystemembles improvement. We recently put this one in and it goes on and on and on. Its the park he put in front of his Demolition Company to memorialize victims of violence in camden. We were lost we couldnt find any justice. Josie rodriguez brother john is one of them. She says his murder went unsolved for 12 years until camden started the county police force and reopened cold cases. My brother was one of the ones that actually was picked and not even within two months they found my brothers murderer. Not one, but two. Josie was one of those lining the route as president obamas limo went by. He was in camden to see how the new reproach was supposed to diffuse tensions in the community. And the president likely got the negative. They were harassing people. I guess they had to do what they had to do to make you know an example. I think we need a little bit more work on on murders and finding killers. As far as the drugs imhelping a lot with that. I feel good about it good and more safe. Reporter as the president drove past the corner on the way back to washington bill hargrove says he will know when the new police philosophy worked. My dream was to never ever have to put another stone on this corner. Reporter and bill hargrove says hes not been buying stones at that memorial at the rate he had been in recent years. The white house outlined another step, the Police Departments taking to improve relations with the public. Its a socalled Early Warning system. And the goal is to figure out what leads to bad outcomes. Camden will collect data on those interactions and itll be analyzed by experts. The department will then use that information to better train officers. A onetwo punch is on the nbc 10 first alert radar. A round of showers and thunderstorms is moving out. But then another ones moving in. Nbc 10 chief meteorologist glenn hurricane schwartz has what you need to know. Tremendous changes over the past hour. The live radar shows virtually nothing in new jersey and very little now in delaware that was getting clobbered. About an hour ago, and look at the explosion of thunderstorms east of harrisburg. Its getting closer and closer to burkes county and Lancaster County while look whats happened in delaware. We had heavy thunderstorms there there they are pretty much disappeared. Future cast hour by hour shows this area coming in, especially to burkes county. Lancaster county and even into the poconos. But as we go through the evening, its moving into a more stable air mass. That east wind that came in and cooled us down thats going to help prevent any Severe Weather the way it looks coming through. Now, there may be more rain later on tonight, but not nearly as strong as what is on the radar now. Talk more about the threat of storms for tomorrow and a look ahead to the memorial day weekend with the 7day in a few minutes. Nbc 10 is tracking several new developments in last weeks deadly amtrak derailment in philadelphia. Federal investigators said today it could be a year before they determine the probable cause. Also, four passengers and a train conductor sued amtrak over the crash today. Meanwhile, the ntsb says the fbi found no evidence a bullet couldve hit train 188. But investigators havent ruled out the possibility another object may have hit the locomotive windshield. Harry hairston with new developments on that part of the story. He joins us live from 30th street station. Last week we heard about several trains possibly being hit by objects around the time of tuesdays derailment. And officials tell us this is more common than we think, right . Thats right. We wanted to know more about that. So we talked to the police chief at septa. Heres what he had to say a short time ago. I can tell you that, unfortunately, it is a common occurrence. Septa police chief says his department does not keep track of how many times rocks or other objects are thrown at septa trains. Its tough to tell because the train crews dont always report them. So theres really no way to know how many times that occurs. Reporter does not recall an incident where it resulted in injury. They dont track such incidents. Amtrak did not respond to our request asking if it tracks rock throwing incidents. But heres how the amtrak ceo answered the question about rock throwing over the weekend. I think what youve got generally is some kids picking up a rock and tossing it at the train. It happens. Here at this bridge at 31st is where anyone could easily take a brick or stone and throw it at an amtrak or septa train. The chief says this isnt the only area where kids hurl stones at trains. They come from abandoned Properties Come from streets. They come from wherever along the train tracks the kids can throw them. And that has some riders concerned. Im extremely concerned. Thats a really big safety issue. You get a window seat . Yeah. Do you ever think about that when youre sitting in your window seat . Yeah. Because sometimes you see like the cracks in the window which proves that people have thrown things at the windows. It actually really hasnt crossed my mind. I thought was kind of something a thing of the past. I havent thought about it recently. I guess it would be troubling if i saw it happen to a train i was on, though. Now, septa Officials Say they are doing what they can to crack down on the rock throwing. They say they are patrolling the rails 24 7. At times, riding the train and other times, walking specific areas. For the investigators, harry hairston, nbc 10 news. More details now on two new derailment lawsuits filed today. One of the conductors is accusing the rail carrier of quote, negligence and carelessness. He is seeking unspecifyied damages. The second federal suit was filed by a group of four survivors injured. The passengers include two cousins from spain. And a brooklyn advertising executive. The suit accuses amtrak and the trains engineer of negligence and recklessness. A florida senator introduced legislation today aimed at helping the victim that would increase the cap on damages amtrak forced to pay from 200 million up to now 500 million. Nbc 10 will continue to follow the impact of this derailment and the investigation into what caused it. In less than 13 hours now, the polls will be open in pennsylvania. But on the eve of primary day, some philadelphia poll workers are being accused of voter fraud. They all worked in ward 18. At the Hancock Rec Center prosecutors say the fraud includes violations related to repeat voting. And tampering with records in last years general election. One complaint involved the discrepancy between the number of votes cast and the number of voters who signed in. Once the polling place had closed, the four election official workers worked together to add an additional six votes to one of the machines to make the votes cast and signing books matched. The District Attorney says the alleged crimes did not affect any election outcome. Stop and frisk wont be on the ballot tomorrow, but it is playing a big role in the race for philadelphia mayor. Theres a difference between campaigning and donating. And whoever is successful will soon find that out. Tonight the investigators take a closer look at this Controversial Police policy and how it continues to target minorities. Its a money maker. I mean, i just feel like our children are paying the price for these high stakes tests and their teachers are stressed out about it. So, teachers arent benefiting. Theyre not getting information from these tests that are helpful for teaching. Kids arent benefiting because they dont even know what they got right or wrong. They just know that they feel really bad about it. Parents arent benefitting because i dont get any more information about my child. So the only people that could possibly be benefitting from this are corporations who are making the tests and selling the tests. Also tonight, good policy or bad policing. Frankly has really bourn the burden. Stop and frisk has divided the city of philadelphia and pitted the current mayor against his potential successor. Right now at 6 00, new numbers show us why its causing so much debate. The nbc 10 investigators have been tracking the results of stop and frisk since last year. This Police Tactic allows officers to stop and frisk anyone they feel is suspicious. Mitch blocker joins us with a closer look. And mitch, theres a growing cry to end this policy, especially during this campaign season. Yeah weve been asking questions about this Police Tactic known as stop and frisk since last fall. Mayor nutter has supported it since before he took office. In fact, he campaigned on it. But as the campaign to replace him nears its end, the candidates all promise to stop stop and frisk in philadelphia. Melanie mcknight has been stopped and frisked before. Like 15 minutes. We talked to her on girard avenue on the border of the police districts. South of girard 75 of residents are white. Here minorities are three times more likely to be stopped and frisked than if they were north of the street. These are communities that need police. What they need however, is police service, not police oppression. The pennsylvania aclu sued the city nearly four years ago. The goal was to stop civil Rights Violations at the hands of Philadelphia Police. The most recent stats from the first half of 2014 show city wide there were 941 stops made without reasonable suspicion. That is 37 of all stops. Police found drugs or weapons 58 times. The issue is now part of philadelphias political conversation. The six democratic mayoral candidates have condemned stop and frisk. And say it will stop under their administrations. Theres a difference between campaigning and governing. And whoever is successful is going to soon find that out. The Nutter Administration gave Police Commissioner Charles Ramsey the job of executing the stop and frisk policy. The mayor says there are fewer shootings and fewer homicides because of the police practice. The reality is we have a lot of gun violence and crime in our city. And anyone who doesnt recognize that must not be paying attention. To stopping and frisking people . Well it is if its done properly and within constitutional guidelines. And some philadelphians agree with the commissioner. I think they do their job and i respect them, you know what i mean. The heart of the issue is disproportionate policing while roughly half of philadelphians are black or hispanic, 80 of those stopped and 89 of those frisked by police were minorities. Like 18yearold melanie mcknight. Youre stopping me and you have no reason to. Now, Philadelphia Police have to continue tracking stops and frisks because of a court order. The aclu lawsuit demands the department become more equal in who officers stop and why they go on to frisk them. For the investigators, im mitch blacher, nbc 10 news. While the candidates agree on ending stop and frisk, theyve been divided on commissioner ramseys future. Earlier this month, Anthony Williams said he would replace him if hes elected mayor specifically because of stop and frisk. Milton street also wants to get rid of the commissioner. The other candidates have said they would keep ramsey or expressed their support for his work. When we spoke to ramsey, he said a mayor should be able to choose their own cabinet and did not want to speak publicly about whether he wants to stay on as commissioner. Now, some places got some muchneeded rain yesterday, and even during the day today. But a lot of places missed it. It has been humid everywhere. Muggy monday extremely muggy earlier in the day. Tracking some thunderstorms partially triggered by that high humidity and heat. And well have a look ahead to the memorial day weekend. Aj weve got a lot of clouds around now. These are low clouds moved in from the ocean. Only 68 degrees at philadelphia. The high was 87. The wind east at 14. Thats what the east wind will do to you. Temperatures down 20 degrees since midday. And we still have a flood advisory parts of ken county near middletown, delaware, from the rain that fell with the slowmoving thunderstorms earlier. But that has fallen apart totally. Nothing around philadelphia. Nothing in new jersey. This is the area that were watching farther to the north and west. Look at this. Happening in delaware, we go from heavy thunderstorms to nothing in just an hour. Now, were starting to get some of the heavier storms coming into Lancaster County right around to come into burkes county now. A lot of lightning with this. But as were showing you earlier, the general trend is going to be for this to weaken. Now, itll still be some showers, muchneeded rain coming across during the night hours, especially in our pennsylvania counties. Some of that crossing into delaware. And even in the middle of the night, we could see some of these heavier showers. And for the morning rush, it could be some wet roads out there with shower or thunderstorms. Again, the muchneeded rain. And the east wind is really caused havoc with these temperatures. Only 60 degrees in doylestown while its 75 in lancaster. It was well into the 80s in the western areas. And that east wind just keeps coming. Down to 70 61 in mt. Holly. 59 in wrightstown. 60 in trenton. And 59 in beach haven. Its 70 in millville. Look at this. A lot of places in the 80s. Some places down to the 50s. Now, of course, the cold ocean is going to be a factor for the memorial day weekend. Its not going to be as warm at the shore as it will be inland. The oceans only in the mid50s now. Saturday though a beautiful day. Sunday looking good. Even at the shore. Monday, is a day with more clouds and at least a chance of some showers. Although, it might be a little bit warmer. May also be windier. The scattered showers and thunderstorms, some of them heavy as you can see, generally to the north and west. 66 degrees for a low in philadelphia. Tomorrow chance of a morning thunderstorm. Then becoming warm and less humid late in the day. Highs in the upper 80s. And then the comfort comes back. It gets cool. Wednesday and into thursday.
