The Police Commissioner spoke about the departments response yesterday. People asked, and put the question, why didnt you move faster yesterday . Did you prepare yesterday . Yes, we prepare. We had over 200 to 300 Police Officers at the time it took place. Wipe didnt you move faster . Because theyre 14, 15, 16yearold kids out there. 15, 16yearold kids out there. The riots broke out yesterday after the funeral of freddie gray, he died while in Police Custody earlier this month. The department of justice is now investigating that incident. Another thing to note that curfew that weve been talking about, that goes into effect about four hours from now at 10 00 p. M. It lasts until 5 00 a. M. The Police Commissioner insisted during that briefing a few moments ago that Law Enforcement is taking the curfew seriously and will stop anybody out in the streets during that time. Renee . Theyre getting ready to board these buses here to head to baltimore. The governor of maryland asked for help from new jersey. Thats why the troopers taking off right now from hamilton. No doubt that Hurricane Sandy did devastating damage to the jersey shore. But for the past 2 1 2 years, homeowners say its been just as difficult to rebuild. Well, now a new task force will make sure Insurance Companies and the government are fulfilling their promises to the victims. Ted greenberg has traveled to washington, d. C. Where that task force began its work today. Ted, whats priority number one . Well jim, members of that task force tell us their shortterm goal is to get justice for sandy victims who say they were wrongly deprived of insurance money. And a bus load of those victims made the trip here today to demand action. They traveled some 200 miles to bring their stories of struggle to capitol hill. Me and my daughter are homeless. Dozens of Hurricane Sandy victims, including Maria Carbone of Berkeley Township who say they were cheated out of Flood Insurance claims needed to rebuild their damaged homes. I dont have any way to go. I have no family. I have nothing. We paid for Flood Insurance. Were not asking for any of that. Were asking for a fair Flood Insurance claim. To be very blunt, your government failed you. The storm victims came to washington, d. C. For todays launch of a new task force by u. S. Senators from new jersey and new york that will scrutinize issues with femas national Flood Insurance program that surfaced in sandys wake. I literally got about 51 cents on the dollar to fix my house. Specifically widespread lowballing of claims and allegations that some Insurance Companies fraudulently manipulated damage assessments. The Flood Insurance program was not built around those customers as the primary focus. It was often times built around the process. We want to change that. Last month, fema agreed to review every sandy Flood Insurance claim as many as 144,000 along with the senators Task Force Members include sandy victims and fema officials. What im hoping to get immediacy now is process for people to be made whole. Give us the money that we had our homes insured for. Reporter now, insurers have denied wrong doing when it comes to those damage assessments. In the longterm, the senators say the groups aim is to help fix the Flood Insurance program, which could receive a complete overhaul. And to make sure fema follows through on recommended changes. And fema has been forced to reopen nearly 142,000 Flood Insurance claims filed by sandy victims in those cases, victims accused companies of altering their damage assessments or paying out less than promised. Femas also dealing with more than 2,000 lawsuits filed by homeowners. A man accused in the abduction, torture and dumping of a worker from jewelers row appeared before a federal judge today. Hes facing federal kidnapping and robbery charges. Investigators say he was at the National Watch store and even spoke with the victim and took her Business Card the day before the abduction. He was arrested april 10th at a South Carolina motel. U. S. Marshals brought him back to philadelphia. He and two others allegedly grabbed the victim from a Center City Parking garage and threw her into this van on april 4th. Police say kidnappers tortured the woman and shocked her with a taser before dumping her at a Delaware County cemetery. Police are still looking for two other suspects. New information about a story we brought you yesterday. We showed you this cell phone video from residents of an Atlantic City motel who say raw sewage is being pumped from a pit behind the motel into a bay. Atlantic city officials tell nbc 10, the motel had a new pump installed today to properly pump the waste into the public sewer line. But the Health Department says its still investigating who was pumping this sewage into the bay. Help is on the way to camden. Federal officials announced today its naming the city a promise zone. That means camden will have priority access to federal resources. In the end, city hopes the Supreme Court will help create jobs, improve schools and cut down on crime. Talk is cheap. What weve seen is actual change. Whether its Public Safety its education or economic opportunity. And so the federal government is making that investment making that promise to the city of camden, most importantly, for the residents that change is coming and change is good. President obama launched the Program Last Year philadelphia was one of the first five designated promise zones. From our Delaware Bureau state lawmakers are set to vote on a bill that would temporarily stop new Charter Schools from opening. The measure would create a moratorium on Charter Schools until june of 2018 or at least until the state school board develops a Strategic Plan for the number of charter, traditional and vocational schools in the state. The bill also calls for an input from the mayor and city council in wilmington before new charters are approved there. An outbreak of bird flu has led to the slaughter of millions of chickens in the midwest and now has delawares poultry industry on high alert. At this university of delaware lab in georgetown Sussex County they do regular checks on samples from chicken farms that raise birds for commercial poultry companies, infected migrating birds are believed to spread the virus. An outbreak in delaware could make people sick and do major damage to the industry. The states experts say a plan is in place in case it turns up at a farm. Nothing moves, everything shuts down until we can confirm there is or is not avian flu in that farm. Its a 14 billion industry in delaware and its responsible for about 14,000 jobs in the state. Went to the highest court in the land as the Supreme Court justices heard arguments inside. Large crowds gathered outside to show their support on both sides of this issue. A very important stake in this fight. Part of the lawsuit thats before the court today. Got married in delaware but was living in ohio when his husband william died. Since ohio doesnt recognize the samesex marriage they refused to put his name on the death certificate. But his case, not an isolated incident. Even though it is recognized in pennsylvania new jersey and delaware couples could still find themselves in legal limbo. Nbc 10s Deanna Durante explains. Very frustrating. And i know a lot of people dont understand, were not hurting anyone. Theyve been a couple for 16 years back when nbc 10 first met them, they said they didnt want to travel to any other state for a quote legal marriage. The couple married after being granted a license in montgomery county, one of the first places in the state despite a samesex marriage ban where the licenses were being made available. Last month, they overturned the ban on samesex marriages and todays arguments in front of the Supreme Court will affect the last four states refusing to recognize those weddings. Im hoping the Supreme Court will acknowledge that the marriage is valid in all 50 states. Even if the Supreme Court makes samesex marriage legal in the entire country, some say we still have a ways to go. But you can still be fired from your job or denied Services Public accommodation, can be thrown out if you rent an apartment. Reporter she says despite Marriage Equality in the state, not all are created equal. She says a loophole in the state law allows homosexual couples to be discriminated against. It doesnt mean that somebody couldnt put the picture of their marriage partner on the desk and then get fired the next day. Reporter now, she says that her township has passed an equality law. But many townships in pennsylvania do not have them. She says she is hopeful that the state legislature will pass house bill 300 making equality for all couples in pennsylvania law. Reporting live in plymouth township, nbc 10 news. It was barely a decade ago that any state allowed gay and lesbian couples to marry. Massachusetts was the first in 2004. Now, 36 states allow it including pennsylvania, new jersey and delaware. Overseas now, across nepal, hundreds of thousands are still living outside their homes without clean water or sanitation. And today, a cruel encore from mother nature. A heavy storm fell on nepal which made it more difficult for survivors of this weekends deadly earthquake. The number of dead has climbed to 4,600. And nearly 1. 5 million are in desperate need of food. A dilemma about whether its safe to go back home for citizens of nepal whose visas are expireing in the u. S. Her mother was due to go back to nepal on may 3rd but they worried shed be stranded somewhere with much of the nation in ruins. An immigration attorney helped her get a temporary extension for two to three months. The road between her home and the airport is bad. Extend the visa for at least a month, at least see what happens. Shes also reaching out to congressmen to see if nepal can be added to a list of countries with temporarily protected status. That would allow reszidents to stay in the u. S. Longer until its safe to return home in the earthquake zone. Yeah, we had a beautiful looking day today. A lot of sunshine. That helped push the temperature up. And weve got another sunny day coming tomorrow. Temperatures into the 70s. Couple of places got there today. A lot more will get into there tomorrow. And, a possible noreaster weve been talking about, the latest on that. Look at that beautiful blue sky there. But the wind, its still blowing. 16mileanhour sustained wind. The humidity is very low out there right now. Now, weve seen the temperature go up 71 in philadelphia today with 60 yesterday. 74 tomorrow, 68 thursday 58 on friday. And then it starts going back up. So that friday thing is just temporary. Were in the upper 60s to near 70 degrees right now, theyve got a sea breeze that came in today. You can see the northwest flow. The sustained winds, 10 to 20 miles an hour, still, they will be diminishing somewhat tonight. If youre concerned about the wind for sunday for the broad street run different story. This is right out of the computer. Calm at 8 00 a. M. , 2 miles an hour at 9 00 and 3 at 10 00. Nice comfortable temperatures as well. Doesnt get much better than that. Now, you can see some of these fairweather clouds coming down from the north, no precipitation with that. But farther to the south we do have some moisture building up near the gulf of mexico. Thats going to lead to this noreaster. The noreaster is going to develop. Its going to be certainly affecting North Carolina. And look at that wind coming all out of the east. That would be bad news around here if it came up close to us because weve got a full moon coming on saturday. Make the tides even higher. And there could be a little bit of rain. This computer model shows it way on the north side of that. Mainly delaware and south jersey. But most of the computer models most of the evidence would suggest its going to stay well south of this area because its a blocking pattern up there in the north atlantic preventing it from coming straight up the coast like they sometimes do. Theres friday afternoon, still the chance of a little bit of light rain. Again, mainly southern delaware and in extreme south jersey. And then the northwest winds come in after that. For tonight, its going to be beautiful evening. Mostly clear, less wind eventually. 50 in philadelphia 43 north and west during the day tomorrow another sunny day, warm, and not as windy, either. Mid70s for many of us across the area. Well be a sea breeze cooling off the beaches, though. On thursday just a chance of a couple of showers. And this chance is generally a little to the west like redding and even chester county. Because of an upper air system. Friday that rain is the chance for from the noreaster. Generally from the south. That east wind keeps the temperature down. Then over the weekend, it warms up, the sun comes back out and by early next week, we could be back near 80. An update now to breaking news weve been following out of Philadelphia International airport. Were now hearing from one of the passengers who was on board the plane that made the Emergency Landing at the airport. The plane was on its way from raleigh, North Carolina to newark, new jersey. Were told one of the engines overheated midair forcing the pilot to land here in philly. A scary couple of moments for the 75 people onboard. Midway through the flight we heard a loud sound. I was on the leftside of the plane. And looked off to the right side and to propeller stopped. And people in the back of the plane reported smoke and fire and thats what happened. Paramedics took one passenger to the hospital with chest pains, the others are being bussed to newark. Were right back.
