Snow cutoff is just around the poconos up to our north and west. This will pretty much help push that heavier snow continuing to the south. Thats where we expect some of the heaviest amounts, if not around the philadelphia area. So standing by is chief meteorologist glenn hurricane schwartz to talk more about those totals. Glenn . The biggest storm weve had officially in philadelphia this winter is 4. 8 inches. Now, weve had four storms last winter that were way bigger than the one were going to be seeing later tonight and into tomorrow. But we do impp some big changes coming in the next 12 to 24 hours. Its raining through the evening hours. Some of this heavy. Its melting ice. Melting snow. But middle of the night for many of us its changing from the rain to snow and its going to be very snowy during what would normally be a busy rush hour. I predict a not so busy rush hour tomorrow morning. 10 p. M. To 1 a. M. Lehigh valley and poconos, thats where it starts. 1 a. M. To 3 a. M. From Chester County through Delaware County philadelphia, Lower Bucks County Mercer County. 3 a. M. To 5 a. M. New castle county out through many parts of south jersey and, of course its going to change later to the south. Its going to end later as well. The general amounts, pretty substantial, as you can see, with the biggest right in the middle. But that could be adjusted a little bit as we go through the night tonight and into tomorrow. New computer information comes in all the time. Well break this down get a little closer tell you how much you can expect where you are with the sevenday in a few minutes. Thank you, glenn. This winter storm will keep road crews very busy. Plowing is not the only challenge. Doug shimell joins us live from Delaware County. Penndot says its running low on salt. How is that affecting their response to this latest winter storm . Reporter penndot says theyve spent 31 million so far this winter and they only budgeted 25. 8 million. When youre getting to the end of the snow season do you even bother ordering more salt or do you just cut it with Something Else . We dont spray brine when it rains. The water will wash the salt residue off the pavement. Reporter if they cant use brine or salt if its raining before a snowstorm and penndot salt supplies are running low, what do you do . You use rocks, crushed stones mixed with salt for the back roads but not the highspeed interstates. Primarily its used on roads that dont carry a tremendous amount of very heavy traffic volumes because theyre like small stones and could kick up and hit the windshield and strike the car. Reporter this march winter storm is also forcing fishers hardware in drexel hill to adjust their inventory. Starting to get in the mulch, topsoil, lawn furniture and lawn mowers. Everybody wants to hear that. And starting to try to get rid of snow blowers, the salt. I thought that was the last time. I thought i bought a supply for the winter for our office and i bought another 60 pounds today. From the weather to your wallet. Tonight philadelphia mayor Michael Nutter has revealed new information about his budget plan and it means more taxes for homeowners. The mayor wants to raise property taxes by almost 9. 5 . The mayor says that new money will help Fund Philadelphia schools. Nbc10s christine ma lelddela heard from School Leaders today. What do they plan to do with that money if they get it . Reporter for the past three years, the Philadelphia Public School system has just been focused on trying to keep the doors open fighting for funding from the city and state. Now the superintendent says, they can focus on education. Now that weve stabilized ourselves, made a lot of hard decisions, were focusing on the work that matters. Reporter superintendent says the thousands who lost their jobs, the dozens of schools that shut their doors, the School Programs eliminated thats what helped the School District balance its budget for the first time in years. But the balanced budget wont last long. We have an 80 million deficit sdining july 1st although we started balanced. Reporter they could get up to 159 million from the state. The first 80 million goes to fill in the hole. Reporter additional funding would go to the schools plans to grow and improve education. The district requested 103 million from the city. We now know the city is prepared to meet that request. Were also hopeful that the mayor will have 100 million in his budget as well. And a Funding Source for that. And so im looking forward to his announcement. Reporter the mayor is proposing a 9. 34 property tax hike, but city leaders say if the Governors State wide proposed tax hike decreases property taxes, philadelphiaens could pay less in 2015. Also a proposed state wide cigarette tax increase. If that passes the citys cigarette tax would be repealed and the state would send 60 million a year to philadelphia schools. Reporting live at city Hall Christine maddela, nbc10 news. And fresh off announcing his plan to invest millions into public education, Governor Wolf punished his idea at hamburg high school. The governors budget would add billions of dollars for local School Districts, but the plan requires tax hikes on things like cigarettes, Natural Gas Drilling and higher sales tax, and he says hell cut taxes for corporations and homeowners. Im not sure how this is something thats going to be a real hard sell. This is what everybody out there in pennsylvania seems to want. People dont like high property taxes. The governors staff says under the plan homeowners could see property tax cuts of about 40 to 50 . Now to south jersey where nbc10 has learned new information about the driver involved in this tanker truck inferno. The truck burst into flames last week after flipping over in Pennsauken Camden county. Nine days later we are still waiting to find out what caused this crash. Nbc10s cydney long went digging for answers today. Reporter lucky to escape the fiery tanker inferno that erupted behind this pennsauken neighborhood. Authorities tell us they subpoenaed cell phone records to find out if the driver was talking or texting something investigators say seemed to upset him when they asked about his cell phone. Investigators are examining what went wrong to include toxicology tests, standard for this type of investigation. Sources also confirm that in the moments after the tanker driver lost control right here along this curve, he ran from the burning truck and told the first Police Officer who arrived, quote, i think i was going too fast. That has been the burning question for residents who spent hours evacuated from their homes and breathed in the smokey air. They have been inundated by Insurance Agents and Public Adjusters in recent days. One was in my house with a sponge wiping everything down. Telling me how i did have this and had that. It affected my throat for a couple days but it was no big deal. Reporter residents plan to have their homes power washed to clean off the soot and tk transport, which employs the driver confirmed to us today, that while theyre not allowed to transport gasoline they contract to a Larger Company called penn tank lines to operate under their authorized d. O. T. Number. If they lease their tankers, they also supply the driver. The drpa is reviewing video of the aftermath of the explosion and they have 30 days to file potential charges. Now, this is new video of the suspect arriving at central detectives. Were not identifying him because of his age. Police say he and two other teens are responsible for several rob ris in fairmount. In one case the victim was just 13 years old. New information about a Montgomery County Day Care Center shut down after the death of a baby girl. Investigators say the day care is not at fault for the babys death. The death forced the state to shut down wyndmore day care city and core another ruled it as s. I. D. S. They will not file charges since the child died of natural causes. The day care can file an appeal to reopen now. Now, tonights rain is going to soon turn to snow. The suspect accused of secretly filming girls in dressing rooms at king of prussia mall. He may have targeted other local Shopping Centers as well. These are the videos that show dozens of underage girls undressing at stores like forever 21 and express in the king of prussia mall. Radner police have accused 37yearold shawn moses of committing the crimes. Investigators say they also found deleted files on his computer that suggests he may have taken video at sprijngfield and cherry hill malls and outlets in limrick. Prosecutors and lawmakers gathered at the Pennsylvania State capitol today. They said the moratorium is unfair to the victims families. They were joined by the wid yoe of officer scott wuertz who was shot in the line of duty in 2006. Trish wuertz said families of murder victims shouldnt be forced to wait for justice. We have to wait a lifetime because of the numerous appeals that these convicted killers are given when our loved ones werent even given a chance by these convicted killers. The state Supreme Court says it will review the legality of wolfs decision. Pennsylvania right now has 185 people on death row. One of them abruptly called it quits. I resign Effective Immediately from this council. Just two months into his fouryear term Jerry Inderwies walked out of a contention council meeting. He was angered by councils vote to Demote Police chief sheehan to captain. Inderwies wanted to extend sheehans contract to keep him as the citys top cop. I felt that i had to make a statement and things in cape may City Government need to be protected. I have lost faith in our city leaders as of yesterday. Warmer temperatures today have snow and ice across the region melting just in time for another winter storm. Sheena were still waiting for the snow to start. Were waiting for the rain to change over to snow. That wont happen until later tonight. Because of that and because of what we expect tomorrow morning, we have a first alert weather day out. Starting later tonight when that changeover starts happening into tomorrow evening because some of us will see the snow lasting through the afternoon hours. The farther south you are. Rain changes to snow as we go overnight tonight. It will be impacting your rush tomorrow morning. The thursday morning commute will be hazardous and we do expect some areas to see significant snowfall with quite a few inches. Well show you that in a few minutes. Locally, though, we are well above freezing. Temperatures are given us only rainfall at this point. We are not seeing the snow. That colder air will not move in until later tonight. Winter storm warning is out for what we expect coming overnight tonight. All the counties shaded in pink accumulating snow is expected to occur. We expect hazardous travel for the morning commute. Now, aside from the rain we have around take a look at whats happening to our west. We have a lot of snow icing taking place. This is headed in our direction. So this is what we expect as we go into tomorrow. Future weather shows for the rest of this evening, the green around. Thats rain and temperatures stay above freezing. Even by 9 00 tonight. Its not until closer to 11 p. M. When a changeover occurs to snow for the poconos and parts of the Lehigh Valley including allentown by 11 p. M. At that time we expect rain through most of the area. As we go through the next few hours, that changeover goes into the philadelphia region. Rain for south jersey and delaware by 3 a. M. Then that changeover starts occurring here too. We expect this around for the morning commute. There will be dry air starting to edge this down to the south. By tomorrow later Morning Hours and into noon well be seeing that snow falling through parts of south jersey and delaware. Now to talk about who could be seeing some of the heaviest snowfall, lets head over to chief meteorologist glenn hurricane schwartz. Doesnt look like the northern parts of the area, poconos, Lehigh Valley that normally get the most are going to get the most this time. 4. 8 inches is the most weve seen so far in a storm in philadelphia. Take a look. This is amazing. Louisville kentucky an example of whats going to happen to us. This is noontime. Its raining. Nothing but rain. Sheena showed you radar. Watch what happens in six hours. Here comes the cold air. Heres the ice. Theres snow. Totally across the area. Snow. And some of it heavy. Accumulating. But theres sleet in there, too. Thats one of the forecast wild cards. How much is going to be sleet . The more sleet there is the more it limits the snow total in that particular area. Its not necessarily going to sleet everywhere. Cold air, sometimes it pushes farther south. Especially arctic air, pushes farther south than computer models suggest as one of the things well be watching. A second snow surge is possible. Especially in southern areas. That may keep those amounts higher down to the south. Thats why we have those numbers up there a little bit. 2 to 4 inches Lehigh Valley. Poconos, 4 to 7 expected from Chester County Delaware County philadelphia. Much of bucks and montgomery Mercer County northern portion of burlington county. New castle county and delaware. And a lot of south jersey in the 6 to 9. Then it goes down as you go farther to the south. Some examples of the areas likely to get hardest hit. Smyrna Egg Harbor Township and beach haven, 6 to 9 inches. 4 to 7 inches in clothesville northeast new jersey. In the 2 to 4 inch zone pennington quakertown allentown, reading and bethlehem. Forecast for the rest of the night, rain changing to snow generally after midnight. Earlier to the north. 31 for a low in philadelphia. 28 north and west. Temperatures going down during the day tomorrow. Down every hour. Heaviest snow in the morning, ending north and south. Seven day forecast once this is all passed were getting bitter cold tomorrow night. Friday morning, thats near record low territory. 27 bitter cold for the high on friday.
