A judge allowed him to remain free on 50,000 bail. His lawyer says biddle wanted to step up and do the right thing. Didnt surprise me. Reporter biddle disappeared the night of july 20th when this man, justin bells, allegedly told investigators he survived the boat crash but claimed biddle had vanished. Police believe biddle fled to avoid prosecution on theft by deception and fraud charges, connected to the Boat Sales Company where he worked. Justin, i have some questions for you now that andy biddle is back. When i called bells today, a man said i had the wrong number and hung up. Biddles lawyer says he doesnt know where his client was and didnt ask. Law enforcement sources tell me they believe biddle spent some of that time in florida. The Death Penalty is on hold tonight in pennsylvania. Governor tom wolf issued a moratorium. The governor says the system is flawed. Wolf said data suggests defendants are more likely to be sentenced to death if they are poor or if they are a racial minority and the victim is white. Pennsylvanias death row houses 183 men and 3 women. The state has executed only three people since 1976. The District Attorneys Association is outraged tonight. They say the governor quote, disregarded a long line of decisions made by pennsylvania and federal judges, ignored the will of the legislature and ultimately turned his back on the silent victims of coldblooded killers. Prosecutors say they reserve the Death Penalty for the very worst of killers. They say examples include jillian tate. That couple is charged with torturing and killing a 3yearold boy in a Chester County trailer park. Theyre citing the case of eric frein. He could receiver the Death Penalty if convicted in the killing of corporal dixon. Some say, i pray we can find a better way to punish those guilty of these crimes. Theyre accused of duct taping a man in his 60s to a chair and beating him with a metal pipe in his home last sunday. Senator casey talked about the problem at the university of pennsylvania today. He said he sent a letter to the state Health Department. Casey plans to work with state officials over the next few weeks to come up with a plan to get more children vaccinated. New at 6 00 lawyers representing federal Correctional Officers in Cumberland County won a lawsuit filed against them thrown out. The lawsuit was filed by reed. This includes the entire day sunday. Dangerous cold and wind moving in could be feeling like anywhere from minus 20 degrees to minus 30 degrees up in the higher elevations. Thats colder than how it felt this morning. And as we go through sunday were talking about 60mileanhour wind gusts. Those are potentially damaging winds, too. North and west right now, feels like temperature is going up a bit as the winds start to die down. Feels like 19 in reading. In philadelphia feels like 12 degrees. South jersey and delaware some spots here starting to see some calmer winds. Feeling like 21 in millvale. If you have the plans tonight, still bundle up. Its still going to be very cold as we go through the evening. Area of snow to our north and west. This will be moving in to start your weekend. Snow in the forecast saturday. Dangerous cold with the wind moving in the second half of the weekend for sunday. Future weather, early tomorrow morning, 4 00 snow will be up to our north and west. Even by 9 00 tomorrow morning, we could only be seeing snow showers up in parts of the poconos, most of the area wont be seeing the snow that early. By 11 a. M. And noon we start to see that area of snow approaching north and west. By the middle of the day, early afternoon, 2 p. M. This snow starts to approach the philadelphia area. Then the rest of the afternoon closer to 4 00 snow spreading into parts of south jersey along the shore. Some of this could be locally heavy. Could cause reduced visibility for a time. So you dont really want to be driving when that heavier snow burst comes down. By 6 p. M. Still seeing snow showers across the area even by 8 00. We start to clear out by 10 00 tomorrow night. Snow totals could be 3 to 5 inches in the poconos where well have the longest duration of snow. Lehigh valley 2 do 4 inches. Closer to philadelphia area and points north and west we could see 1 to 3 inches here. For most of south jersey and delaware, i think about a coateding to 2 inches is what we can expect for tomorrows snowfall. Not a major snowstorm for us. That will stay in new england, once again. Sunday morning, winds near 60 miles an hour. These are potentially damaging wind gusts. The feels like temperature coulding down around minus 15 in philadelphia. Minus 15 allentown.
