Now it was so bad, several people had to be rescued from their flooded out cars. Look at that. Well, that was very isolated issue today but big weather changes are on the way for most of us. Renee, by the time you get up tomorrow morning it will be a drastically different story. c it was a drastically different story in brick township, very isolated but heavy thunderstorms over that one area. For just a couple of hours, thats all it needed and compared to the rest of the area, look how dry the rest of the area is right now. But theres plenty of moisture back to the west. Its spinning around an upper air low. Its moving in our direction and its only a matter of time until it gets here. As we take a look at the latest futurecast, theres a good bit of rain back to the west and its going to work its way in our direction. Some of it during the middle of the night. When you get up in the morning, more on the timing of the rain tomorrow and thursday with the sevenday in a few minutes. We begin in the streets of philadelphia where weve been watching a caravan of dirt bikes and a tx tvs ride through the streets. They are paying homage to a dirt biker shot and killed last week. Police have decided not to chase the caravan but they are keeping an eye on them. Well have more on that tonight at 11 00, on why the police decided to come back. Police have new concerns about the wheres about of sapphire wiggins. Wiggins sister reported her missing from Atlantic City on sunday. Sources tell nbc 10 police are now concerned she was taken against her will. Weve also learned according to sources that wiggins boyfriend committed suicide in Camden County saturday. Police are now trying to determine if theres a connection. New information tonight about a deadly carjacking case that killed a mother and three young children. For the first time, were hearing from the Real Estate Agent who police say was carjacked and then raped in the back seat of her suv. This happened in north philadelphia back in july. The Real Estate Agent in court today testifying that Cornelius Crawford and Jonathan Rosa both forced her to perform sex acts on them. Police say they later lost control of her suv and plowed into a group of people selling fruit. Crawfords around says his klein the was not involved in the rape. It didnt happen the way she said it happened. He didnt sexually assault her, never did sexually assault her. And he doesnt want to be known as that. This is not something she wanted to discuss ever, ever, if it was up to her, she never would have said a word about this because it was so traumatizing to her. She knew if she told detectives shed have to tell this story in public. Crawford is expected to enter a not guilty plea next month. Rosa is still awaiting trial. A legal response to a controversial commencement speech. Today pennsylvania governor tom corbett signed a new law to prevent inmates from speaking from behind bars in similar speeches in the future. The law is aimed at prevent people convicted of crimes from causing their victims mental anguish. It would allow victims to sue convicts for seeking publicity or money. This bill is in response to a graduation address delivered last month by convicted cop k l killer mumia abujamal. Abujamal is serving life in prison without the possibility of parole for the 1981 death of Philadelphia Police officer daniel faulkner. Opponents of the bill say it violates free speech. Philadelphia City Council Committee passed a bill revising a city code dealing with hate crimes. The change would increase penalties in cases when a suspect is found to be motivated by the victims Sexual Orientation or gender. The bill will be up for a final passage before all of council october 30th. Count on nbc 10 to follow this story and let you no he what happens. Well, we have new information on a retired Philadelphia Police officer who was found dead in virginia. The medical examiner now says virginia may hill was shot. Hills body was found at her home in suffolk early saturday morning, thats in virginia. Investigators are treating this case as a homicide but so far they have no suspects or a motive. Well, before she retired, hill spent 20 years investigating missing children right here in philadelphia. I covered one of her cases back in 1993. The murder of 15yearold john simmons. Simmons mother says his body was found, thanks to hills detective work. They stayed in touch over the years. Today i talked to Jackie Simmons with officer hills legacy. Initially i didnt expect her gift and i know its a gift, when you have these hunches and intuitions, its a gift. Officer hill received a commendation for solving the missing case of john simmons but the killer of john has never been found. Today marks two weeks until elections across our region. In south jersey, the race for the Third District is getting heated. Democrat Aimee Belgard and republican Tom Macarthur are both vying for john runyons seat. Cydney long is live in Burlington County where both candidates spoke out about the issues. Tell us more. Reporter renee, thats more. Both candidates admitted this has been somewhat of an ugly race. You dont improve the wage for 2. 5 of the population and fix Social Security. That math doesnt add up. And the most recent polling was done by Monmouth University a couple weeks back. President obama ordered a review of the program that puts weapons men the for the streets of baghdad on main street here in the delaware valley. Seeing it through the eyes of ferguson, missouri, protests have been quelled by stun grenades and armored vehicles. The nbc 10 investigators found weapons made for the wars in iraq and afghanistan have been handed out to departments across america. Since 2012 police in new jersey got more than 15,000 pieces of military equipment, delaware nearly 24,000. In Pennsylvania Police got more than 33,000 pieces of military grade gear. They say theyre not going to misuse it. If you cant imagine an appropriate use for that equipment, in that community, then why would you have it. Reporter the American Civil Liberties union and senior staff attorney Mary Katherine roper are behind a report claiming american policing has become unnecessarily and dangerously militarized with almost no public discussion or oversight. They are accountable to the public and we are supposed to be able to ask them what theyre doing and why. Reporter yet the new Jersey Police wouldnt tell the nbc 10 investigators which local agencies took tactical gear. A spokesman said it was a security concern. In delaware we found state police among the most restrained in our area, turning down mine resistant and armored vehicles. Records show theyve only accepted nontactical equipment like medical kits and sleeping bags. Weve had police cars destroyed by rifle fire. Reporter Warwick Police chief Mark Goldberg is one of the chiefs with access to this. We found a 36,000 pound war machine down the street from Peace Valley Park in bucks county. That mine resistant vehicle may have been meant for battal broad but it makes its home here in new britain, pennsylvania, under the care of the new britain township Police Department. Do you think a local Police Department needs a piece of equipment like this . No, i dont. But i think on a regional basis, you have to have you have to share and have assets. The weather over the next couple of days going to be quite a bit different from what we have seen today. Rain is on the way. Some of that coming by tomorrow mornings rush. Its also going to become windy and become chilly. So all of that combined is really going to make quite a difference. We have just a few clouds around, at least in philadelphia right now. The sunset officially just a few minutes ago. 66 degrees. The winds only six miles an hour. Were 6 degrees warmer than we were at this time yesterday. Weve been seeing this roller coaster with the temperature, 72 on saturday, 56 sunday. Back up to 70, oval high today. Back down into the upper 50s during the day tomorrow and also probably thursday. Right now we are in the low to mid60s. We were 70 degrees in millville a couple hours ago. The temperature already going down there. Isolated showers at the moment. Some of them in ocean county, new jersey. One little shower, up in upper montgomery county. But its this area back to the west that were most interested in. Thats obviously moving straight to the east. It should hold together overnight tonight. And that means its going to be wet before you get up in the morning. Heres the futurecast by 9 00. We just have some isolated to scattered showers around but as the night goes on, more and more of it comes to the east. Starts off with delaware, south jersey and eventually, according to this model, starts working the way up towards the philadelphia area and then in the middle of the night and toward the morning rush. Theres a lot of rain around there and thats not the end of it. This low pressure center, this noreaster developing just offshore. Its not a huge noreaster but its going to be spinning around moisture and throwing it in from the atlantic. As you can see here, just coming in from the northeast. Thats going to keep the rain around for a couple of days and the wind and the cold weather. The wind coming around that low, it will be out of the north on thursday. Kind of a nasty day even though the worst of that storm goes up over new england rather than on top of us. Its going to take a little while to clear out, too. We could even see clouds at the start of friday. Its going to take a little while. The clouds thickening up, though. This evening and the rain increasing later tonight. Especially after midnight. It should be wet and much of the area by tomorrow mornings rush. Then during the day tomorrow, a rainy, windy, colder day, highs only in the upper 50s. 10 to 20 mileanhour winds gusting to 30. Compare all that to today where we didnt have much wind. We had sunshine and no rain in most of the area. Thursday not too much different than wednesday. Friday were gradually drying out.
