New tonight, Court Records obtained that 35yearold kevin roper was allegedly dozing off moments before his tractortrailer plowed into the back of the limo bus that tracy morgan was riding in. He was charged with one count of death by auto and four counts of assault by auto. He is free on bail with a Court Appearance on wednesday. It happened around 1 00 on saturday in middlesex county. The limo had come to a stop because of traffic, but the truck driver didnt stop in time. The 69yearold comedian james mcnair was killed, but tracy morgan is in Critical Condition and improving. Truck driver we spoke with said if roper had been driving that long on middle to no sleep, he should get whats coming to him. On 24 hours, that is not professional. In the wake of the Veterans Affairs hospital investigation, pennsylvania senior senator is pushing a bill to address a critical doctor shortage in the state. Bob casey is cosponsoring the bill and visited Jefferson University hospital and said the shortage is not just affecting veterans. The residentss shortage reduction act would remove the cap on medicare residency positions and provide for an increase of 15,000 slots by 2019. We have to confront this challenge of a huge increase in health care, the need for health care because of the baby boom coupled with the coverage of more and more americans. The American Association of medical colleges projects we will have a shortage of 90,000 doctors across the nation. An internal audit by the Veterans Affairs office shows 57,000 vets have been waiting at least three months for medical appointments, another 64,000 never got appointments at all. They found 13 of va hospital staff said they had been told by their supervisors to change patient appointment times in order to meet performance goals. They found that in pennsylvania the coatsville va facility scheduled 99 of appointments in under 30 days, but in philadelphia, 94 of appointments were scheduled in less than a month. Right now more than 1100 new enrollees in philadelphia who have been waiting two months or more for an appointment. Thats the most in the state. Within the last hour, we learned the work has been postponed until wednesday night because of the wet weather. Drivers are already anticipating a traffic nightmare. Moving along the planned construction zone. It is expected to last four years. Matt delucia is there and drivers you spoke with said the construction will impact their commute even if they dont drive that stretch of 95, right . Reporter thats right. Rush hour is a big problem. Thats i95 with the northbound lane. You can see traffic is moving better and backed up quite a bit not long ago. Within the past 20 to 30 minutes is where the construction will now begin wednesday night at 10 00. Heres the big part of delaware avenue. Here are the alternates. It doesnt look bad, but the folk who is live and work around here say its very bad. Somewhere, it will come somewhere. That are is what the drivers are worried about. I95 prepare for a facelift that will take four years to finish. Its always congested because of the overflow on 95. Once the weather cooperates, workers will shift the northbound lanes between gerard and allegheny. We drove along the stretch in question where the four lanes will be squeezed into three. Construction can begin along the median. This is a massive amount of work. So much is elevated and these are large viaducts. This black line is north of philadelphia, but we are starting to see the heavy rain going into parts of northeast philly as you will see in a second. There has been a general west to east motion although some of it has been moving to the north. We are starting to see a few more showers to the south. Some areas that havent been getting it are about to. Chester county near the turnpike has been getting hit. Remember this is up at the turnpike and now some of it is down further to the south. It is starting to move and closer into philadelphia itself. Its coming in and at the parkway at grant avenue in the northeast. Thats the line that separates montgomery count fre northeast philly right here. The other area of rain that, is moving north of the turnpike out at chester county. That is good news because of the most flooded areas are over to the east. This will be moving up and away from the worst of the flooding. Lets even it out a little bit. You dont want one area to get pounded and others get nothing. Thats where you end up with troubles. Showers with some of them heavy. Humid and more showers may be developing and more showers tomorrow morning. Afternoon rush, going to be a fairly wet day. Less wet on wednesday. A little cooler.
