Its just about 6 00 on this sunday morning. Lets get right to matt delucia, whos live for us in center city on that take two attempt at those pnb letters. Matt . Reporter yeah, rosemary. Pretty much deja vu out here. And the same roads that were closed that day back in august, theyre going to be closed again today. Ill give you a live look out here. Were at 15th and jfk. The roads are expected to be closed around the city hall area at about 6 00, so just a few minutes from now. We see some Police Activity nearby, getting ready for those closures. They wont reopen these roads until about 4 00. Thats the estimate, at least. And police are set to begin shutting off this area for one big reason, and that is safety. Well show you what it looked like the last time this was attempted. Workers atop the building on South Broad Street attached the pnb letters, then a special helicopter was brought in to hoist them up and bring them right down to the ground in front of city hall. The problem is, what was supposed to take just a couple of hours ended up taking several, and only three of the 12 letters that would be on one side of that building, the south side, those are the only ones that came down. The rest have stayed up there until new permits and planning fell into place for this second attempt. Now, a little history here. Pnb stands for Philadelphia National bank. The letters were put up there in the 1950s, but that company is long gone and now wells fargo has ownership of that sign and is taking it down because they feel the aging 3,000pound letters are a safety issue, and the fragility of the letters is what brought the dismantling process to a halt the first time around. So lets go ahead and show you the road closures. Police will be drengti idirecti around the area. Full closures affecting portions of 15th street, both sides of broad street, market, and jfk will also be impacted, again, until roughly 4 00 p. M. Today. Well take another live look out here. You see all the trucks that have moved in within the past 30 to 45 minutes. A lot of work is also going on high atop the building, but right now were down on the ground. It is a chilly morning down here. A very different scene than it was back in august when it was very warm and a lot of people were out here watching those letters come off the building. Today is a lot colder. If you are coming out here to watch this spectacle, you might want to bring a jacket. Just to keep you apprised of whats going on out here, we do see a lot of that Police Activity out here right now. The roads are not just going to be closed to vehicles. It will also be pedestrians. New from overnight, two men were killed when their car rammed into a light pole in south philadelphia. Nbc 10 was on the scene at columbus boulevard and oregon avenue. Both victims were pronounced dead at the scene. Police are now looking into what may have caused this accident. Also new from overnight, police are investigating a deadly shooting in north philadelphia. Nbc 10 was at West Somerset and north 21st streets where it happened just before 2 30 this morning. A 27yearold man was shot in the chest and killed. Police have not made any arrests in this case. We have some new information on breaking news that we brought to you last night at 11 00. Police tell us a shooting involving a 10yearold boy in Delaware County was an accident. We just learned that the boy is in Good Condition at the Childrens Hospital of philadelphia. Nbc 10 was on the scene last night in sharon hill where police say the boy shot himself by accident around 10 15 in industrial park. We are expecting more details today from investigators. Philadelphia police have made an arrest in the stabbing of a 34yearold man in kensington. The victim was stabbed eight times in the chest and stomach. This happened early yesterday morning at kensington and al algainalgay algain algainey. This morning, a 58yearold man is in extremely Critical Condition. Hes also in the hospital. He was hit by a septa bus in the Port Richmond section of philadelphia. Witnesses tell police that they saw the man running into the street around 3 00 yesterday afternoon. The septa bus driver did stop. Now investigators are trying to determine if the man was in the crosswalk at the time of the crash. Nobody else was hurt. In montgomery county, the man accused of lacing a birthday card with ricin is set to go on trial tomorrow. Nicolas helmand is charged with attempted murder, assault, making terroristic threats and risking a catastrophe. Hes been held in jail since his arrest in march. Authorities say helmand placed a scratch and sniff birthday card in the mailbox of a rival, an enemy, so to speak. They say police intercepted the envelope after getting a tip from one of helmands coworkers. It tested positive for ricin. Investigators say he admitted sending the ricin after making it himself with items that he made from over the internet. A lower township man has been sentenced to 30 years in prison for shooting and killing his nephew. Frederick marhas maintained his innocence and plans to i peel his conviction. He shot him in the throat. Mara then drove to florida, but was arrested a few days later. Family members say they had been arguing over property they owned together in florida. The scandal involving the Jerry Sandusky child sex abuse case continues to plague penn state and its prompted the University President to announce that he will review the freeh report on the schools response. The 2012 report conducted by former fbi director louis freeh concluded that highranking leaders hid key facts to avoid bad publicity. President eric baron said that the report has led to questions by some in the Penn State Community and he doesnt want anybody to think that the university is still hiding anything, so he will conduct his own review of the report. Sandusky, a former assistant football coach at penn state is now serving 30 to 60 years in prison for molesting ten boys. In the Atlantic City casino crisis, a little bit of good news. Help is on the way to thousands of people who lost their jobs at the gaming houses. Power Company Employees and their families packed up cartons of donated food. Isis made the claim in a video thats described as both graphic and disturbing. Kassig was captured last year while helping to provide medical aid to people in syria. He is 26 years old. His friends say he converted to islam in captivity and changed his name to abdul rommen. Nbc news has not confirmed if it is actually kassig pictured in the isis video. His family has not commented either. However, the white house is commenting this morning. They released this statement overnight that says, we are aware of a video that claims to show the murder of u. S. Citizen peter kassig by isil. The Intelligence Community is working as quickly as possible to determine its authenticity. If confirmed, we are appalled by the brutal murder of an innocent american aid worker and we express our deepest condolences to his family and friends. In other news, Police Departments across the country are bracing for protests that could come when a grand jury makes its decision in the Michael Brown shooting. They want to avoid situations like the violence that happened in ferguson, missouri, in the weeks right after the shooting. The grand jury is deciding whether to indict officer Darren Wilson in browns death. That decision could come today. Police say brown attacked wilson, tried to take his gun and was killed when officer wilson opened fire. Witnesses say that brown was surrendering. Meanwhile, an attorney for browns family says new video obtained by the st. Louis postdispatch raises more questions about the incident. It shows officer wilson walking out of the Police Station after the shooting. He was on his way to the hospital. But the Attorney Says it does not show the injuries that wilson says he sustained when brown attacked him. Where is this blownout orbital eye fracture . Now to some news at Lincoln University in chester county, where the board of trustees will conduct an internal review of the schools president after his controversial comments on sex assault. The outrage follows videotaped comments that jennings made at the womens convocation in september. Among other things, he talked about women making false rape allegations. Many have criticized the remarks as appearing to blame women for sexual assault. I want the university to move on. Dr. Jennings, hes outlived his usefulness. Hes not a fit. Hes done some things here that i think are good. But one, he should be reprimanded. The board says it will take the time needed to make sure its review is thorough and comprehensive. Nbc 10 knocked on jennings door yesterday to get his response and his side of the story, but no one answered. Today, workers in philadelphia plan to finish removing whats left of the pnb logo atop center city. You may recall that the project was supposed to be finished in august, but there were some problems. Nbc 10s matt delucia was there then. Hes live in center city now. I understand that there are some road closures already in effect. Reporter i just got some new information from police out here by city hall. They tell me, as you can see, cars are still going through here. In order to not inconvenience people that much, because these roads will be closed throughout much of the day, they dont want to inconvenience people, so they are not going to fully shut down all these roads around city hall until work is set to begin. Until they are ready. Until theres a little bit more sunlight out here. But well give you a look. Police are out here ready to put those closures in effect. The main issue is how fragile those letters are, and rather than create a safety issue, the work was stopped. But this time, the plan is to finish this job once and for all. With eyes to the sky, philly natives a s and tourists watch awe at what looked like an airborne scrabble game. Gov appears to be running smoothly as americans can now find and renew their Health Insurance during the current open enrollment period. It started yesterday. People have until february 15th of next year, 2015, to sign up for coverage under the Affordable Care act. The health and Human Services secretary says that more than 23,000 people submitted applications within the first eight hours yesterday. The Obama Administration aims to have 9. 1 million paying customers enrolled by next year. The penalty for not having insurance will go up to 325 a person or 2 of household income, whichever is higher. Speaking of insurance. No insurance, no problem. Thats according to a doctor in northeastern pennsylvania. He says hes not accepting insurance, and it should help his patients save money. This is nbc 10 news. A doctor in northeastern pennsylvania has decided to no longer accept insurance. He says by doing so, he can actually make patient fees lower. Mark hiller has the story. There is something i can give you to reduce the pain. Reporter this doctor say one of his roughly 4,700 active patients. While he plans to continue his practice, it will come with a change. Effective january 1st, hell no longer accept insurance as payment.
