New from overnight. One man is dead. Another is wounded after a shooting in philadelphia. Nbc10 was on the scene in kensington where police tell us the gunfire erupted at Fourth Street and indy nan avenue after midnight. 25yearold man was rushed to the hospital where he died. A second man showed up at the hospital with a leg wound is being held by police as a person of interest. Also new from overnight. Philadelphia police are investigating another shooting. A man was shot at second and carpenter streets just before 3 00 this morning. The victim was taken to the hospital but his condition is unknown right now. Police have not made any arrests yet thin this case. Today marks the first full day of a new quarantine order issued by the governors of new york and new jersey. That taum 21day quarantine includes any Health Care Workers who have gone to west africa to treat ebola patients. Nbc10s matt delucia has been following the new developments. Hes live in the Digital Operations Center this morning. Matt, explain exactly how and where this quarantine order is being enforced. Rosemary, the new measures will impact those who are flying into jfk or newark airports. Specifically Health Care Workers who treated ebola patients in west african countries. This of course comes just a couple of days after a doctor in new york was hospitalized. That happened thursday night. He is now being treated for ebola. Now with this new quarantine a Health Care Worker who arrived in newark yesterday was immediately put into isolation. This worker apparently had no symptoms of the virus upon arrival at the airport but has since developed a fever and is being evaluated at the hospital. Yesterday governors andrew cuomo and Chris Christie says a voluntary quarantine is just not enough. New jersey and new york are going to determine the standards of quarantine since cdcs guidelines are continue yoully changing. And later this morning in southwest philadelphia, communities with ties to west african countries are planning to hold a walk to raise awareness and stop the spread of ebola. The superintendent issued a statement saying swift and firm action had to be taken after verifying Improper Conduct by members of the bucks football team. According to Police Younger players were hazed by seniors in a waterboarding type of incident. And there are also allegations that a freshman player was forced to touch another player in a sexual manner. Its kind of a beg letdown but the decision was completely correct. I think that what the School District decided to do is the correct choice. Kids need to learn a lesson. Unfortunately it affected everybody. For that im sad. Effort kids who werent involved. The cb west coaches were suspended from football activities but not from their teaching jobs at the school. We have new information this morning about a sex tape allegedly made by Philadelphia School children. Two 13yearold boys have now been arrested. Sources say the tape was made on linmore avenue in southwest philadelphia. They are students at William Tilden middle school. They had sex with a 11yearold girl and posted the video on instra gram. Investigators are looking for anybody else who may have been involved. In Chester County a priest is being held on charges related to sending and receiving child pornography on the internet. Investigators found pictures of naked underage girl on an Instagram Account linked to father mark haynes. He has been a priest at st. Simon and jude parish. Investigators say haynes admitted to sending and receiving about 150 images which were all traced back to the rectory at st. Simon and jude. According to police, haynes told them he posed as a 16yearold girl on a dating site several years ago and received lewd videos from somebody he believed to be a 14yearold girl. The archdiocese of philadelphia is calling the charges seriousnd disturbing and says they are cooperating with the investigation. A Pennsylvania State senator will plead guilty to accusations that she used her elected office for political and financial gain. Shes going to plead guilty to the charges . S a of now, thats correct, yes. Thats the attorney for Leanna Washington confirming to nbc10 that his client will plead guilty at a hearing next week although its unclear exactly what the terms of the plea are. Her lawyer would not disclose that to us. The 69yearold democrat is facing felony charges for allegedly using her taxpayer funded staff to plan and to host political fundraisers. Washington, by the way, represents parts of philadelphia and montgomery county. I could use a good four months to get back in shape. Get my six pack back. Thats what former philly mob boss joey merlini told reporters. Sentenced for violating the terms of his probation. He met with a former mob captain at south florida cigar bar but never reported the meeting to his parole officer. Merlino has 30 days to report to prison. This weekend the clock is ticking on a possible septa strike vote. The transit agencys Largest Union will decide tomorrow whether to authorize a walkout. Another is stable. We are working to find out the condition of that fifth student. According to witnesses, fryberg recently argued with a classmate about a breakup with a girl. Late last night police gave an update on their homicide investigation. Theres still a lot of work to do. We want to make sure that we do this right. Police say that two of the wounded victims are cousins of the shooter. Today marks day 43 in the Police Manhunt for alleged cop killer eric frein. He is still on the run. Now another man from the pocono mountains is facing charges in connection to the case. Michael was charged yesterday with making false reports. According to police, he told them that frein asked him for a fake id so he could get into canada. He later admitted that he was lying and that that wasnt true. Frein has evaded police and fbi agents since mid september. Thats when police say he ambushed two Pennsylvania State troopers in pike county, killing one and wounding the others. Searchers believe that frein may have been spotted on monday near pocono east high school. Lets head now to virginia where Authorities Say remains found last weekend are those of missing College Student hannah graham. Theyre confirming it. The uva sophomore disappeared a month ago. Suspect Jesse Matthew jr. Has been charged with abduction with intent to defile graham. The county attorney is determining what additional charges to bring against him. The parents of james foley, the american journalist executed by isis, are talking about the steps theyre taking to help families in similar situations. Diane and john foley spoke to nbcs Andrea Mitchell yesterday. They told her they talked to released hostages from spain and france who had contact with james while he was in captivity. The hostages told them that james organized games and lectures to keep everybody going, keep their spirits up. His parents are now establishing a james foley legacy fund in his memory. One of the main things we hope to accomplish is to be a support for any American Families who have a loved one who is hostage and to encourage a dialogue. Isis militants abducted james foley in 2012 while he was working in syria. He was beheaded in august, becoming the First American citizen killed by isis. 16 coal miners are dead after their shaft collapsed in northwestern china. Another 11 miners were hurt in the disaster. Its the wounded man who showed up later at the hospital that caught the a tensittention of p second male, he might possibly turn into a suspect. Right now hes a person of interest and under police guard for involvement possibly involved with the shooting. Police say at least one witness saw the wounded man run from the shooting scene into a house. Investigators have not found a weapon in that area but they tell us that theyre going to be looking at any surveillance images that may be available from the scene. There are new standards in place this morning for passengers landing at either jfk or newark airport. The governors of new york and new jersey have ordered a mandatory 21day quarantine for anybody who goes through those airports who have had direct contact with ebola patients in west africa. Matt delucia is live in the digital operation center. Matt, this is not an option anymore, not voluntary, right . Yes. The key word here is mandatory. Before yesterday Health Care Workers who were treating ebola patients in west africa could voluntarily put themselves in isolation. Now at least that was the request. But that is not the case anymore. This week a doctor in new york was hospitalized and is now being treated for ebola. And now the first person to be placed in this new quarantine, a Health Care Worker, she flew in to Newark Liberty airport yesterday. She was immediately put into isolation. This worker apparently had no symptoms of the virus upon arrival but has since developed a fooef youer and is being evaluated at newark hospital. Yesterday, governors andrew cuomo and Chris Christie said this is about responsibility for protecting the public. As of right now some residents still have serious concerns. We put people who have certain professions to Higher Standards so i think thats why people are upset and i think they have a right to be. Now, the Health Care Worker being monitored this morning in newark had been working with doctors without borders. Heres who theyre saying. Doctors without borders has enjacketed strict protocols governing the return of its Health Workers to their home countries. We act in full compliance with official Public Health regulations. Right now the Organization Says that it is going over the new regulations set in place by new york and new jersey and adding that it does intend to comply with those regulations. Nbc10 was in Clayton County yesterday where the doctor and the countys director of nursing spoke about the virus and its threat to Public Health. The training focused on personal protective commitment and guidelines for First Responders when they suit up on scene. Scary but as long as youre well equipped and youre ready to take on the task at hand, you know, the knowledge having hearing from the seminar can apply it in real life. The training is available through next wednesday and is open to all county police, fire, ems, and First Responder agencies. You can count on nbc10 to help address your concerns about the ebola virus. In other news this morning, with reports showing pennsylvania has some of the worst bridges in the country, penndot is ready to replace hundreds of them across the state. Pen dot shows the Plenary Infrastructure group to repair or rebuild 558 bridges. Construction will begin next summer. The project is expected to be finished in three years. Plenarys must then maintain the bridges for the next 25 years. Today we launched an effort to rebuild 558 structure deficient brinls in a rapid method that has not yet been done throughout the country. The average cost per bridge is 1. 6 million. The entire project will cost the state of pennsylvania 65 million a year. Relief is on the way for drivers on the new jersey turnpike. Work on widening a 35mile stretch in burlington and middlesex counties is finishing a i head of schedule. Its also 200 million under budget. The reconstructed stretch of the turnpike will go from six laps to 12 lanes. The northbound lanes will open tomorrow and then the southbound lanes will open next weekend.
